nbc 10 first alert weather breaking news. >> heavy rain lightning and thunder are all moving through the nbc 10 viewing area. check out the downpour just outside our studios in bala cynwyd montgomery county not too long ago. this is a look inside the blue rock minor league stadium. you look closely, you can see water pooling on the tarp covering the fields. two people are dead from this car fire on 76. what it means for your early morning commute. this is nbc 10 news today. i'm rosemary connors. right now, a flood watch is in effect for much of our area. let's get the details from meteorologist bill henley. good morning, bill. >> all the heavy rain we had

over the weekend plus the rain we had yesterday and we're getting more rain in the area. there have been heavy downpours with fast-moving thunderstorms. a first alert for this morning, a flood threat is still with us flood advisories and watches are still in effect as you mentioned, potential for flash flooding this morning, ponding, low-lying surfaces and streams are at issue this morning. thanks to the heavy rainfall that is quickly moving through the area. now it's light rain from philadelphia into the western suburbs. the heaviest rainfall is already past us. can't say that about central ocean county toms river. an active thunderstorm there. to the south a line of light rainfall with moderate showers moving into delaware at this time. we're not out of the rain just yet. we will see improving conditions during the day. rain at 6:00 72 degrees. by noontime we have sunshine to start the drying out process. we'll go by the farmers market hour by hour.

the roads are damp and flooding is a possibility for our area and there are other problems. jessica boyington is watching it. >> it's a messy morning. we're on the schuylkill expressway. earlier we had all lanes completely blocked due to a car fire. this is right around montgomery drive. the police activity is still on the scene and vehicle over in the right-hand shoulder. the drive time relatively unaffected with there not being a lot of volume 13 minutes headed westbound from the vine up towards the blue route. if you want to avoid possible delays take mlk drive. you are on mlk drive today and avoiding this incident there are flooding. right before black lane. they do have police activity on the scene blocking it out. don't drive through it go to the left around. the water is very deep in that

area. cherry hill new jersey still watching that ongoing construction. one lane on route 70 westbound between south cornell avenue and mcclelland avenue. >> drenching rains have been falling in manufacture our neighborhoods overnight. this right here is a look at some of the downpours at city avenue and haverford avenue in overbrook where the rain has been pounding the pavement. nbc 10's matt delucia is out there right now checking on travel conditions. he's live in storm force 10. i understand you're in downingtown, chester county. what are you seeing on the roads? >> rosemary right now we are on lancaster avenue. we've been driving a little while. we'll give you a look from storm force 10 right out the wind shield. the rain is falling, but not as hard as it was in the last hour or so. from our studios in bala cynwyd that was probably the worst that we had seen this morning.

a lot of flooding on the schuylkill. right here in this area, not too bad. we're in the heart of downingtown at the moment as i mentioned on lancaster avenue. a few cars on the roadways not a whole lot of flooding on the streets. the side streets also not looking too bad at this point. the rain has started to let up a little bit. i know bill is talking about us expecting more rain as we get into these early morning hours. but for the most part, not looking too bad. we see the lights are on here. no power issues in thiu general area. we'll continue driving in storm force 10, finding out any hard-hit spots, damaged spots as that rain continues throughout our area this morning. >> you heard matt mention the possibility an issue of power outages. here's a look at where power outages stand this morning. in the lehigh valley ppl electric has more than 1,100

outages in lehigh county, more than 360 in northampton county. ppl has a handful of customers still in the dark in berks county. developing now, the deadline has come and gone and still no budget. pennsylvania governor tom wolf vetoed the entire republican spending bill late last night. nbc 10's vai sikahema is live in the digital operations center with details. and vai, state law requires a new budget on this first day of july. what happens now that the deadline has passed? >> good morning, rosemary. nothing changes. the state keeps working off the old budget as negotiators go back to work in harrisburg. it's believed to be the first time a governor of pennsylvania completely rejected a budget. the announcement came a short time before the state government's fiscal year ended at midnight. republican lawmakers sent the $30.2 billion plan to the democratic governor who rejected it out of hand. the budget does not increase

taxes but it doesn't restore education dollars cut four years ago or any of wolf's priorities. the governor said the bill just doesn't work. >> the math doesn't work it's not balance. it doesn't address the challenges that pennsylvanians face. we all know what pennsylvania faces, especially when it comes to education. >> republicans fired back saying he vetoed a budget with no new taxes while calling for $4 billion in new spending. with no new budget pennsylvania state agencies and offices will operate as usual. so will public safety agencies like state prisons and the state police. but billions of dollars in state aid to local school districts will remain in limbo. governor wolf has been in office for more than five months. the budget rejection is his first veto of any kind. rosemary, i'll come join you in the studio at the bottom of the hour. live in the digital operations center, i'm vai sikahema, nbc 10. >> we'll see you then vai. a man is in stable condition after being shot while driving a

van in north philadelphia. investigators say the man was shot along stillman street but drove himself to chalmers avenue to evade the gunfire. police do not have any named suspects in the case yet. today, pennsylvania senator bob casey will visit chester county to push for improvements in train safety. casey will be at the septa yard in malvern. he's called on congress to fully fund the technology in the wake of the deadly amtrak derailment in philadelphia in may. ptc can slow a train down if it's going too fast. federal investigators have said that ptc could have prevented the crash in port richmond that killed eight and injured more than 200 others. overnight we received surveillance pictures of the four suspects police say robbed a chestnut hill bank yesterday. the four men robbed the td bank along germantown avenue before

splitting into two groups and taking off in separate directions. we are also getting our first look at the person camden police are looking for in connection to an overnight robbery. this one happened back in may. investigate ares say is the man approached the female victim at 24th and carmen streets and demanded money before hitting her and running away. anyone with information should contact camden pless. . today, the last of philadelphia's pools will open for the summer season. this is video from when the first pool opened in the middle of june. today, eight pools will open their doors throughout the city. as bill told us, we should dry out by the afternoon. it's open 11:00 to 7:00 weekdays and until 5:00 on weekends. michael nutter will be at the francisville playground and

pool for the pop-up pool celebration. it brings low-cost upgrades like a lounge deck, canopies and toys. now your nbc 10 first alert weather with meteorologist bill henley. >> nine minutes after 4:00. still rain in the area. the heavy rainfall is quickly moving off to the northeast. we will see some sunshine today. but it is a rainy start. still rain clouds over the city. that's a live view from here at the nbc 10 studios. the heaviest rainfall quickly moving towards the shore. atlantic city getting light rainfall now. 76 degrees. 69 in northeast philadelphia allentown still getting rain at 69 degrees as well. you can see the rainy start south philadelphia citizens bank park. rain to start with but it's not going to last all day. these showers are moving fast. the storms you heard matt delucia talk about that rolled through philadelphia are now in north jersey and the jersey shore. tom's river seeing lightning and

heavy downpours. these storms are moving to the northeast at 40 miles an hour. they're not going to last long and then it is light rainfall to deal with. but look to the west. look how much drier it is. that's the rest of our day. showers and some storms to start with and then they're out of here. in fact, a thunderstorm threat is coming way down over the next hour. see rainfall in the next hour in the area. but you can see the tail end of it. that's 6:00 this morning. by 7:00 those showers are pushing out of here. and we'll see breaks of sunshine and that's going to lead to a quick warmup wind up with a good pool day with temperatures in the upper 80s. but this is not the last of the rainfall this week. there's a chance of more. look at the weekend forecast the fourth of july when i come back in ten. ten minutes after 4:00 on this wednesday. let's get a check of traffic from jessica boyington. jessica, what's happening out there. >> still watching the schuylkill expressway around montgomery drive in between girard as well.

the accident scene is still active. several police cars are in the area as well. one lane getting by if you're headed westbound. relatively unaffected with the drive time still a 12-minute trip from the vine up towards the blue route. if you do have to go this way and want to avoid delays and a chance they will close down the road again, take mtllk drive. but on mlk drive, there is some flooding as well. this is before black lane, join the flooding in the air kbra. so you can go all the way to the left to get around it. the police activity will direct you around the scene. if you're out on the pa turnpike as well, currently no problems there. rain falling in the distance as you can see, 23 minutes, a normal drive time head westbound or eastbound on route 1 toward valley forge. coming up the next step in repairing the relationship between the united states and cuba. for the first time in decades,

we are expecting an announcement today that the united states and cuba will soon open embassies in each country's capital. a senior white house official says an agreement has been reached between washington and havana to re-establish diplomatic relations. both president obama and secretary of state john kerry are expected to talk publicly about the agreement sometime this morning.

this means wanted criminals who fled to cuba like this woman, could be extradited back to the u.s. she was convicted of killing aen in nj state trooper back in 1973 before escaping prison six years later. officials say returning the criminals is part of a broader effort to restore the relations between the two countries. now to decision 2016. just hours after he announced his candidacy for president, new jersey governor chris christie was in new hampshire holding a town hall. political analysts say christie must do well in the first in the nation primary to have any chance at the republican nomination. ♪ >> his high school in north jersey was the backdrop for the official announcement yesterday. the 14th major gop candidate in the race for the white house told the crowd that he is

determined to move america away from the policies of the current administration. >> we have a president in the oval office who ignores the congress an a congress that ignores the president. we need a government in washington, d.c. that remembers, you went there to work for us, not the other way around. >> at the rally christie said he'll give america decisiveness and strong leadership if he's elected president. the "today" show's matt lauer sat down with chris christie. you saw part one on "nightly news." stay with us for part two. that will air right here on nbc 10. a lawyer for relatives of the victims says the company is offering 25,000 euros, about $28,000 in compensation for each passenger. that's in addition to 10

thousand euros each to immediate relatives. the lawyers for the victims described the offer as completely inadequate. all 150 people on board were killed when the plane crashed in march. two people two died had connections to our area. officials in upstate new york say the escaped prisoners made it outside the correctional facility on another occasion different from the day they escaped. turns out david sweat says he and richard matt practiced a dry run the night before escaping the facility. they popped a manhole and got a look outside and decided to use a different manhole on saturday. officials say 12 more staffers at the new york prison have been put on administrative leave. a senior official tells nbc news those 12 include three members of the clinton correctional facility's executive team and

nine security staff employees. the prison superintendent and his deputy in charge of security are on the list. according to the officials, it's part of an ongoing review of the june 6th escape. as many folks in our area get ready to head to the shore for the holiday weekend, beach patrol crews are increasing efforts to prevent tragedies in the water. nbc 10 was in north wildwood at the harrisburg inlet. officials are calling it one of the dangerous areas along the shore where folks dock their boats and the water leads to an open ocean. neighbors tell us they've seen people drown in this area before. >> he was standing on the jetty and he saw someone floating by. >> if you're not a good swimmer, swim with somebody don't swim alone. >> there are signs along the beaches to warn swimmers about the rip current risk. rescue crews in the meantime are continuing to search for a swimmer who went under off the coast of cape may county yesterday morning. now your nbc 10 first alert

weather with meteorologist bill henley. >> coming up on 19 minutes after 4:00. 71 degrees. a first alert still in effect. we had heavy rain, obviously during the day yesterday and overnight. there's still a flood threat flash flood and ponding on major roadways though it's not widespread flooding it can come up in a hurry, especially when there's no sunlight just yet. it's hard to see some of the areas of standing water. take it easy to start with this morning. this is a live rainy view from center city. the roads are wet, looking at the schuylkill this morning. the rain is coming down lightly right now. it's a steady rain at this hour. the good news is it's not going to last much longer. it's drying out to the west. the storms quickly moving through new york and offshore of the jersey coastline are moving at 40 miles an hour. guess what the back edge of this wet weather is also coming at us at 40 miles an hour. so we will see some more rain but it won't last much longer.

it's already starting to clear in northeastern maryland. that being said there's still active thunderstorm activity in northern ocean county. it's just clearing toms river at this hour. the temperatures in the 60s and low 70s. not a bad start. we're seeing some cooling this hour with the rainfall 66 degrees right now in westchester, pretty uniform with the rain and the clouds but it's going to be a quick warmup during the day. we'll be in the 80s this afternoon. that's 86 degrees at 5:00 today. there is just a slight chance of a late day shower today. more likely we'll stay dry for the rest of the day and the severe weather threat comes way down. right now we're looking at 80s for allentown, reading and quakertown this afternoon. partly sunny skies, a warm day for doylestown trenton and mt. holly. at the shore, clearing skies. look at those temperatures 86 for rehoboth cape may and atlantic city. vineland also up to 86 degrees. just a little bit warmer for drexel hill and swedesboro. 88 degrees today for

philadelphia. the weekend forecast yes, there's still a chance, just a chance of a shower a late-day shower and thunderstorm for the fourth of july. sunshine will be bright with a few scattered clouds sunday afternoon near 88 degrees. seven-day forecast coming up in the next half hour. >> looking forward to it. thanks, bill. at 4:21 on this wednesday, let's get a check of traffic with jessica boyington. i passed by that accident that car on fire, shortly after it happened. eç very intense scene out there. >> there was a massive delay as all lanes were blocked on the schuylkill expressway. now what we're dealing with is one lane getting by on the westbound side. this is at montgomery drive. the fire has been extinguished but as you can see, police activity on the scene. a lot of vehicles taking out the right-hand shoulder the next lane over to get that one lane to get by. the drive times are relatively unaffected. the vine street expressway

highway safety task force is joining with police and fire officials in bethlehem for a fireworks safety awareness event. it's happening later this morning around 11:00 at the southside bethlehem fire station on east fourth street. also today, penndot and several other agencies are hosting an event to highlight the dangers of impaired boating. they're expected to announce an enforcement campaign with the coast guard, philadelphia police and pennsylvania state police. according to progressive insurance, the most accident boat claims happen during the fourth of july weekend. the beach in atlantic city will become a country venue this summer. rascal flatts will headline a show in august. more than 50,000 folks packed the beach for a free performance by blake shelton and lady antebellum. this year you'll need to pay to see rascal flatts. the atlantic city alliance told us it needed to charge this year to help offset cost.
