you can see them on the radar screen. the showers to the southwest aren't looking that impressive just yet. we have a chance of heavier downpours. some moving through baltimore right now. your hour-by-hour forecast is calling for clouds today. by 9:00 77. and the chance of showers at noontime, too, just a chance at each hour not an all-day rainfall. let's see if anything is affecting the roads today. jessica boyington is the first alert traffic center. >> we're starting things off on the vine street expressway. two-minute drive times and no ongoing construction. all lanes open. definitely a good thing. these are our cameras starting at broad street. we are watching an accident scene on 95 in the southbound ramp to bartrum avenue exit 14. that ramp is blocked. follow the detours throughout the area. the rest of the drive times, in the clear. no problems on the schuylkill

headed eastbound, the blue route doing fine as well. we'll check in with mass transit coming up in the next ten minutes. the u.s. wins the 2015 women's world cup. >> a sweet victory for team usa. they win the women's world cup and a shining star on the field, a player from south jersey. delran native carli lloyd didn't just lead the world cup last night, she scored the first hat trick in wm's world cup final history and she did so in the first 15 minutes of the game. lloyd scored the first, second and fourth goals for the u.s. her third one was a 54-yard shot from midfield that sailed over the goalie there. lloyd was awarded the golden ball as the tournament's top player. >> i don't think it's entirely sunk in like i said i'm so

proud and it's a surreal moment. it's been amazing. we just wrote history today. and brought this world cup trophy home. >> and along for this historic ride no one is more excited about the world cup win than the people of carlyi's hometown. a proud day for delran. >> reporter: a couple of folks i had been talking to had no idea what was going on last night. it was quite a game to watch. the u.s. women's soccer team in a dominating victory last night. the game against japan was a revenge game of sorts. japan won against the u.s. four years ago. this time of course it was different, much to the thanks to carli lloyd's skills. she was a graduate of rutgers, grew up in delran.

in philadelphia's frankford neighborhood sent a man to the hospital. police tell us several people approached the man and opened fired, then jumped into a car and took off. aabout an hour before that around 10:30 someone shot a man in philadelphia's mantua neighborhood. police found the victim at 38th and fairmont and took him to the hospital. he's in critical condition as well. mayor michael nutter will travel to mexico today to strengthen ties with a city that's already having an impact in philadelphia. nutter will visit puebla. he says more than 18,000 people from the region have visited or moved to philadelphia in recent years and have played a big role in growing small businesses in the city.

michael nutter travelled to china in 2012 visited the uk and israel for a ten-day trip in 2013. he also visited paris last year to try and attract new businesses to philadelphia and promote the city as an international tourist destination. he was in rome two weeks ago, getting ready for the pope's visit to philadelphia. 4:06. happening today, it's the start of a week-long summer workshop for more than 700 school district of philadelphia teachers. kindergarten through third grade teachers will work to improve literacy education. this is all part of a three-year plan that several organizations are funding to help give students and teachers the tools they need to succeed. and today is the first day on the job for the first woman president of la salle university. dr. colleen hanycz comes to philadelphia from canada. she's the first nonclergy member to serve as la salle's

president. now your nbc 10 first alert weather with meteorologist bill henley. >> it's just seven minutes after 4:00 now and we are looking at some clouds that are in the area and a chance of scattered showers. this is a view of center city looking across the delaware from the adventure aquarium. it is dry for reading, philadelphia, cape may, 68 degrees in reading and low 70s right now for philadelphia and cape may. there's beach avenue. could see scattered showers during the day. right now the shower activity is to the south. thunderstorms are a possibility. definitely we're in for clouds today, mostly cloudy start and a behind the clouds light showers. most of merrill, the heavier showers and thunderstorms are farther to the south off the coast of eastern maryland. those are moving offshore. there are moderate showers moving past baltimore right now. we could see a brief downpour this morning or this afternoon.

westbound, eastbound, 22-minute drive time from route 1 up towards valley forge. no problems there. new jersey transit, septa and the patco speed line running on time. we'll check in with the schuylkill expressway coming up. a new law is now in effect in philadelphia that could force people renting their homes to pay a hotel tax. of course, this comes two months ahead of pope francis's visit when a lot of home owners are hoping to cash in on visitors looking for a place to stay. katy zachry is live in university city with more on this tax and what people can expect. >> it's the way people are hoping to make extra cash by renting out their room or apartment or home here in the city to people coming to visit for the world meeting of families or other big events that philadelphia is hosting. a new tax is currently on the books. a new ordinance requires that the person renting their room

they must pay a tax to the city of philadelphia. it's the same tax that hotels in the city currently pay, that's 8.5%. anyone in philadelphia planning to rent out their home or a room in their home when the pope comes for the world meeting of families they must pay this hotel tax. so how do you pay this tax? we did some digging and we found out there are different ways to pay it based on how long you plan on renting your room or home out. i'll break it down for you coming up in the next 45 minutes. reporting live in university city, katy zachry, nbc 10 news. >> ten minutes after 4:00. happening today, should it stay on should it go? up for debate in south carolina what to do with the confederate flag flying in front of the state capital. the debate isn't just an issue in the south. firefighters rush to rescue a man caught in a chimney.

4:13. happening today, eyes of the nation are on south carolina as lawmakers begin the debate on whether to remove the confederate flag from the statehouse grounds. tracy davidson is live in our digital operations center. >> while some insist it's a symbol off heritage others say it's a shameful reminder of the past. during the independence day weekend, the debate over the confederate flag played out at the daytona international speedway in florida. nascar asked fans to refrain from displaying the flag during yesterday's race. some fans denied that request.

the suspected gunman in the charleston incident dylann roof was pictured with a confederate flag. >> the massacre happened during bible study at emanuel ame church. the building is riddled with bullet holes. need of major repairs. ame officials say it would cost an estimated $3 million to return the church to its former glory. 4:15. 73 degrees in philadelphia. a developing story overseas where greece's finance minister resigned this morning after that nation voted no on a bailout. greek voters turn down the bailout along with other measures that would have come with an infusion of cash. last night, people were celebrating in athens. before resigning, greece's finance minister says the vote

will put greece in a better bargaining position with europe. >> how quickly do you think you can get a deal? >> 24 hours. >> i'm happy. i don't know what is coming tomorrow. >> last week greece defaulted on a loan and its banks are running out of cash now. this is having an effect on our money in the u.s. here. the mark set expected to start the day down because investors will likely sell off stocks for safer bonds. secretary of state john kerry says efforts to reach a nuclear deal with iran by tomorrow's deadline could go either way. he says there has been genuine progress after nine days of talks. he also says they're not where they need to be on several key issues that includes disagreements over u.n. sanctions and inspections as well as iran's accounting of its past nuclear work and future development. today a korean war soldier listed as missing in action for decades will receive a full military honors burial at

arlington. he was reported mia during heavy fighting in 1950. turns out he was captured and died the following month but his remains weren't returned until several decades later. scientists used dna analysis in part to get a positive identification on him. david sweat was taken to a maximum security prison in romulus, new york. he was shot and captured a few days ago. this was a few days after police shot and killed his fellow inmate. this morning, investigators are blaming nails that de deteriorated from sand salt and moisture from a deck collapse that injured two dozen people at a beach front home in north carolina. this happened over the holiday weekend. 24 members of an extended family were together on that deck for a group photo when it gave way, crashing 14 feet to the ground.

>> i was on the phone with 911. i counted up to 21 people on the ground. i said you need to get as many ambulances as you can here. >> investigators say the deck was up to code but the weight of all those people put too much stress on the nails that were holding the deck together. most of the injured have been released from the hospital. a man fell off a deck to his death yesterday morning in newark delaware. investigators say the 20-year-old was hanging out with friends when he fell backwards off the deck and hit his head. police say this was an accident. an arizona man learned the hard way, if you ever get locked out of your house, don't try the chimney. firefighters had to drill holes in the chimney to rescue the 23-year-old man. his friends locked him out as of house as a joke. he decided to show them a thing or two by going down the chimney. after 30 minutes, the

firefighters freed him. he was covered in soot but otherwise okay. now your nbc 10 first alert weather with meteorologist bill henley. >> we are watching clouds move into the area, so far dry in philadelphia. the mellon bank building in center city. the sunshine on hold. clouds, temperatures in the 60s and low 70s. we will warm into he 80s. dry start for now. boathouse row and very light wind. the water barely moving from the wind. not much of a ripple there. we will see the temperatures climb into the 80s. there are cooler spots. 73 at the airport, 66 in chester springs. down to 65 for doylestown. in newark delaware 71 degrees. 60s for interior new jersey at the shore. 74 degrees right now. the showers are to our south. the clouds are moving into the area, just some light showers moving through the washington, d.c. area. the heavier storms are offshore. there's a possibility we'll see showers and thunderstorms develop during the day. more likely in central and

southern delaware and into south jersey and areas farther to the north. the forecast neighborhood by neighborhood, 70s for the pocono mountains. showers possible 80s for allentown and quakertown. for trenton, mt. holly and doylestown mostly cloudy day. there's a chance of a scattered shower. showers are more likely to hit dover and rehoboth. possibly a thunderstorm, too. atlantic city up to 81 today and scattered showers, possibly a thunderstorm for wilmington drexel hill and westchester in the 80s. swedesboro up to 85 degrees. how long the threat of showers will last for the seven-day forecast when i come back in ten minutes. 4:20 now. this is a day of reckoning for many of you realizing this morning that the long holiday weekend is over and we must go back to our normal routines and earn a living. nbc 10's first alert traffic reporter jessica boyington met that reality and is now letting us know how the roads look.

>> i did as well this morning, chris. we had a great weekend. so it's okay. we're not dealing with much yet. the schuylkill expressway around montgomery drive having no real problems on the eastbound side. if you're headed towards the center city area a 13-minute drive time from the blue route up towards the schuylkill expressway. if you're headed from 55 up toward the walt witman bridge currently no problems. you can see the cars moving there. southbound doing fine as well. on the walt witman currently no delays. the betsy and the ben as well as the tacony palmyra are all doing okay. more in ten, chris. you work hard for your money, right? out of pennsylvania new jersey and delaware only one of those states made the top ten when it comes to the best state to earn a living. also a shark scare. this is video from the jersey

you have to see this. a multicar wreck that happened just as the nascar sprint cup race was ending. dale earnhardt jr/ç crossed the finish lined seconds before the crash. amazingly, no serious injuries to the drivers. though some debris did land in the stands. the race was delayed several hours because of rain. so it didn't end until around -- you see the crew checking out the driver in the car, they give the thumbs up realizing he's okay. pretty dramatic there. it ended around 2:30 this morning. wow. pope francis arrived in ecuador yesterday. this kicks off an eight-day tour of south america for the pope. he landed in quito. pope francis chose to visit ecuador, belivia and paraguay because they are among the poorest nations there.
