hope you had a great weekend. meteorologist bill henley standing by with his first alert forecast. not too humid out there. >> we'll see the nice weather continue. 668 in pottstown, and some 60s also for interior new jersey, central delaware while philadelphia is at 74 degrees right now. the temperatures will be climbing. lots of sunshine, just a few scattered clouds. 6:00, 72 degrees. by 9:00 in the upper 70s into the low 80s at noontime, 83 degrees, just a light breeze blowing today. there's a chance of storms in the future. not for today, however, the future weather when i come back in ten minutes. right now let's get your first alert traffic with jessica boyington. >> we have good news right off the bat. all construction on the vine street expressway is not active. both lanes are open westbound or eastbound. watch out for signs in the area just to watch out for that.

otherwise, three minutes headed westbound from 95 up towards the schuylkill expressway 50 miles per hour as the average drive times with be no real problems there. 22 minutes, headed westbound from route 1 and valley forge. as for the rest of our drive times in the philadelphia area, 95 southbound from woodhaven road up towards the vine 13 minutes, no problems on the schuylkill. blue route is doing just fine. no problems or delays for mass transit this morning. happening today, we expect to find out if charges will be filed against a driver to hit and killed a man on a bicycle in the hunting park section yesterday. police say she kept going after hitting the man. matt delucia, still a lot of unanswered questions here. >> a lot of unanswered questions, chris. we're told that woman was questioned by police yesterday. as of right now she's not in

police custody. that could change later this morning once the d.a.'s office gets the case. here's video from the area where that crash happened. the woman who has not yet been identified was trying to pass another car on north 2nd strooette in hunting park yesterday afternoon just after 1:00. she went into the wrong lane and hit the bicyclist. he was rushed to temple hospital but died later. investigators as of last night were trying to get more details about what happened an why she did not stop immediately after hitting the man whose name and age also has not been released by police at this time. as we await word on charges coming up at 4:30 people in that neighborhood are talking about this. we'll hear from people in that neighborhood coming up at 4:30.

live at police headquarters matt delucia, nbc 10 news. a camden man who just celebrated his birthday is the person who died yesterday in the delaware refer. rescue crews found a man's body last night at the bottom of the river, close to national park gloucester conte. earlier on the day, he was on a boat jumped in and had some trouble. >> the jet ski tried to save him but it was too late. he went under and they couldn't find him again. the search and rescue teams showed up and they were returning back to their cars. that's when they mentioned they did recover the body. >> now, officials have not yet revealed the man's identity but friends and family say he is chris allen of camden who just turned 46 on saturday. happening today, state representative vanessa lowery brown will go to trial.

she's accused of taking bribes in exchange for political action in harrisburg. she's one of six public figures charged in this case. kathleen kane's office dropped the case over concerns of racial profiling. seth williams revised the case and two former state representatives and a philadelphia traffic court judge have already pleaded guilty. 4:05 now. it is the nation's oldest and largest civil rights organization. it's celebrating history in philadelphia. the naacp's convention is under way at the convention center this week. you spent time talking to some of the younger members and talking to them about why they're involved. >> reporter: i did, chris. the naacp has involved young people similar to the ones i talked to here at a convention for decades now. considering the historic events that came out of south carolina the gathering this year they

say, has special meaning. tens of thousands of people are here in philadelphia through wednesday attending the convention. there have been keynote speakers each day. all eyes are on tuesday when president barack obama is scheduled to address the membership. the youngest members, those in their teens, have been here since last week for competitions in dance, filmmaking and singing. we talked to them. >> this is difficult. this also gives them an opportunity to express that in a more positive way instead of having the frustration build up and they act out negatively. the naacp program provides them an outlet for that. >>. >> reporter: coming up at 5:00 i'm work on a story about what the young membership is saying specifically about this time in their lives and how it's affecting their time here at the

convention in philadelphia. roaring live in center city, katy zachry, nbc 10 news. what a sight for people headed down the shore yesterday. this morning, investigate ares are looking into what caused a small plane to lose power, forcing the pilot to land on a busy road near the jersey shore. the pilot reported engine trouble before landing in the middle of route 72 in stafford township ocean county. three skydiving students and an instructor were on board. on his other but otherwise, everyone was okay. officials had to close route 72 for 90 minutes. crews will pour 35 cubic yards of cement at the site of the east market development. this is being built between market and chestnut and 11th and 12th streets. happening now, this will affect

a lot of you. crews just started their first day of a four-month long repair job. the scudders falls bridges is riddled with potholes. drivers will see lane closures of various times day and night on weekdays. they will not close lanes during peak travel periods. now your nbc 10 first alert weather with meteorologist bill henley. >> eight minutes after 4:00. temperatures in the 70s. right now we'll see sunshine today. beautiful view from center city. that's the view from the comcast center this morning. a few scattered clouds overhead. 61 degrees for mt. pocono. low 70s for trenton and wilmington and sunshine to warm us into the 80s this afternoon. cape may is looking completely dry and clear. it's going to be another nice summer day at the shore. there are scattered clouds moving through the area. they'll break. we'll get sunshine and we'll be shower-free for today. the shower is not that far away from us.

we'll be watching showers in the midwest as well. those appear to be heading to the south. but as we head tomorrow we could see development as the humidity will be climbing. the first thing tomorrow morning we could see the first scattered showers of the day. 7:00 tomorrow morning, possibility of storms later in the day. but not today. plenty of sunshine, a few passing clouds but dry for doylestown trenton and mt. holly. the coast, 80s for atlantic city and rehoboth. low 80s, cape may 85 degrees along with vineland this afternoon. sunshine, a few scattered clouds and low 80s for wilmington. drexel hill 84 and 86 in philadelphia. seven-day forecast got that in the next half hour. nine minutes after 4:00. we told you about repair work already taking place on a major bridge in this area. nbc 10's first alert traffic reporter jessica boyington is looking at what else is out

there for you. >> we're looking at a few inactive work zones. good news so far for monday morning, 295 around the black horse pike in new jersey we can see the work zone not active at this time. we're losing left-hand lane and left-hand shoulder as well. usually we have crews over in the exit ramps. they're not there at this time. southbound or northbound, is where we see the volume from 38 up towards the black horse pike. about a 13-minute trip still. still watching that ongoing construction on route 07. this scene is active. westbound from south cornell avenue to mcclelland avenue. there's one lane getting by. just use caution. if you're heading out the door later on in the morning, it might set you. the 42 freeway, everything is moving along great. currently no problems on the walt whitman bridge as well.

4:13. a live look across the delaware at center city philadelphia. it's a nice morning out there. stnot very humid at all. 73 degrees, a pleasant breeze blowing. we'll warm up today and a chance for storms later on in the week. meteorologist bill henley is back in a moment to give us the timing on that.

in northeastern pennsylvania a police officer died while chasing three teenage robbery suspects. the scranton police say patrolman john wilding was chasing the teens when he jumped over a fence and fell down a 15-foot drop. the three suspects are charge as adults with robbery and other charges. the police say the three were in a stolen suv while one tried to rob a man walking down the street. officers chased that vehicle. the teens got out and ran. some of the suspects spoke to reporters. listen. >> i feel bad for running and making him fall whatever happened. >> do you regret that whatted here? >> yes, i actually do because if i wasn't there, this would have never happened. >> wow. right now, the teens are only facing charges related to the robbery but more charges involving that officer's death could be coming. patrolman wilding died yesterday morning. he's the first scranton police officer to die in the line of

duty in almost 30 years. police have not arrested anyone in connection with a deadly shooting at a philadelphia playground over the weekend. 2 happened just after 2:00 yesterday morning on 30th street near wharton street in grays ferry. police say they found a man lying face down on the grounds of the rec center. plos police say they also found drugs at the scene. police say a man was shot several times on crowell street. a witness reported spotted a gold colored van leaving the scene. this morning we are getting our first look at how the world's most notorious drug lords escaped a maximum security prison in mexico. an international manhunt is under way for guzman nicknamed el chapo. he climbed down a hole into an

elaborate tunnel. the passageway stretched about a mile. it was even ventilated and had a small motor car attached to a train track. unreal. here's video of where mexican authorities emerged, inside a half built house in a farm field. the escape operation involved high-tech sophistication and precision precision. >> they have to have very precise gps systems in order to be able to pinpoint exact location where chapo's cell was at. >> his drug cartel supplies most of the heroin and cocaine that enters the u.s. the u.s. actually offered a diplomatic reaction to guzman's escape. attorney general loretta lynch says america concerns mexico's concern and is ready to help in the manhunt.

mexican authorities arrested el chapo in february last year. a former drug enforcement administrator says guzman should have been extradited and housed in a u.s. prison. 4:17 now and on to a welcome at decision 2016. presidential candidate donald trump is weighing in on the mexican drug lord's escape, he said i told you so. trump is making illegal immigration the focus of his run for the republican presidential nomination as many of you know. trump tweeted about the escape writing unbelievable corruption and the usa is paying the price. the candidate's criticism of the mexican government has stirred up the gop field. scott walker will announce his run for the white house later today. walker signed a new state budge net wisconsin yesterday. walker will be the 15th -- 15 -- major republican candidate in the 2016 presidential race. our graphic is getting crowded there. on the democratic side of the

race five candidates are competing for that party's nomination. this morning, miss oklahoma now wears the crown of miss usa. the beauty pageant co-owned by donald trump went off without a hitch in baton rouge louisiana. nbc pulled the pageant after trump made those controversial remarks about mexican immigrants. a cable network instead televised it. now your nbc 10 first alert weather with meteorologist bill henley. >> 18 minutes after 4:00 this morning. we're under mostly clear skies, a few scattered clouds over center city and completely dry this morning. 74 degrees. we're a little bit warmer than yesterday. 3 degrees warmer than yesterday at this time. it will be a warm afternoon. we won't hit 909 like we did yesterday. south philadelphia citizens bank park in the clear, no sign of wet weather until we get to tomorrow. 70s for philadelphia look at doylestown pottstown and reading in the 60s. dropping to 69 degrees in camden

us with a look at that. >> we're checking out the schuylkill expressway first. we're relatively quiet there. this is around montgomery drive, a 12-minute trip if you're headed eastbound. from the blue route to the vine street expressway. no problems heading into center city or westbound heading towards the king of prussia area. an accident approaching lansdale. out on 202, ten-minute trip. from 30 up towards the schuylkill expressway, no real problems there. no problems for the walt the betsy, the tacony-palmyra bridge and the ben franklin is clear. 4:20 now. the push to sign up people for affordable care act insurance appears to be working. we have new numbers that show fewer americans are struck

breaking news out of paris france. ten people are trapped inside a store. special police units have that store surrounded. it's not clear if the ten people are hiding or if they're being held hostage. we'll monitor the story and bring you new developments as soon as we get them. happening today, hospital

administrators will gather for a ceremony to mark the re-opening of st. mary medical center's former inpatient rehab unit langhorne, bucks county. it has signs with larger printing soothing colors and surfaces designed to prevent falls. today is the first day to buy your doe license for this license. the montgomery county treasurer's office is handling the sale. the state game commission cut the number of available doe licenses rather dramatically this year. the split season begins on november 30th. 4:24. bikers participated in a ride to raise awareness about distracted driving. hundreds of bikers hit the streets for the 5th annual bike run in mt. ephram.

authorities say this woman and her unborn baby were killed when they were hit head on by a 21-year-old man distracted by his cell phone four years ago. >> we give out scholarships to high school students who will be promoting safe driving awareness. we've given out $31,000 with 21 scholarships to date. it's against the law in new jersey to talk on a hand-held cell phone while behind the wheel. a tracking service phones the number of americans without health insurance reached a seven-year low, just more than 11% of adults in this country lack some kind of health care coverage between april and june of this year. that's down slightly from the previous three months. the uninsured rate has fallen

now. nearly 6% since 2013 just before much of the affordable care act took effect. this morning, there's new hope for the 21 million americans diagnosed with diabetes. it comes in the form of a drug made in cuba. doctors in cuba say the drug has an astounding 84% success rate. there's a decades old embargo that prohibits that drug from being sole in the u.s. that could be changing soon as more and more american doctors believe the drug shows promise. >> we would like to work together to solve common problems. >> the drug developers say it would have a revolutionary outcome if if ever makes it to the u.s. no word yet on whether officials are looking into making that drug available in this country we'll keep you posted. now your nbc 10 first alert weather.
