nbc 10 breaking news. and breaking news at 11:00. an update on a story we've been following since last night. we now know the identity of a philadelphia man killed in a hit and run crash as he headed home. we've learned police are set to release the identity of the owner of the suv that investigators say was involved. good morning. i'm vai sikahema. as police search for the suspected driver behind the wheel at the time of the crash, two families are dealing with the devastating aftermath. nbc 10's jesse gary has been following the story with new information. jesse, tell us what you've learned. >> reporter: vai, the two victims from last night's crash were brothers. they were doing some mechanical work on a special needs van, the green one parked just a few

spots up. when they finished their work they came back to their car which was parked about here and they got in their car to head out and that car ride came with deadly consequences. >> this morning osvaldo arroyo is still sore from the violent impact that sent him to temple hospital and claimed his brother's life. >> damaging to every family member, yes, in every way possible. >> reporter: family friend natalie hall says the arroyos are devastated by the death of francis and the severe wounding of osvaldo. the brothers were driving to his house in this mazda after doing work on a special needs van. >> he was working on the van for several hours and this happened. >> witnesses say a dark colored suv sped east and slammed into the mazda nearel sin or street. the van's driver backed up and went around the block and sped through the accident scene a second time traveling west.

this witness asked we only show his shadow to conceal his identity. >> he ran over a dozen people and they got out of the way and he kept driving down lucerne. >> reporter: the driver ditched the vehicle on rising sun avenue. philadelphia police are checking for fingerprints and dna evidence that could lead to the person involved in the hit and run. meanwhile, the arroyos are pleading for the responsible party to do the right thing. >> we're just hoping the person who did it will have a heart and turn himself in, you know? if not, if he lives in philadelphia they should know the philadelphia police are very good at finding people. >> reporter: speaking of police they're set to have a news conference at the bottom of this hour and release the identity of the person who owned the suv involved in this fatal hit and run crash. we will have that for you live beginning at 11:30. my colleague rosemary connors is headed over there and we'll have coverage at 11:30.

jesse gary nbc 10 news. now your nbc 10 first alert weather. >> much of the region got soaked this morning and we're in a lull right now, but the wet weather will return this afternoon. nbc 10 first alert chief meteorologist glenn "hurricane" schwartz is here. >> vai, a whole lot different from what we saw over the weekend and it was a beautiful weekend across most of the area. lots of sunshine at the shore and not seeing it today and this is a live view from cape may and we have a lot of clouds there. we did have a lot of rain and then even after the rain we have these lingering clouds and it's not exactly clearing up. the last of the rain has moved offshore and delaware and cape may counties but now we have some more showers just starting to develop near the pocono mountains which really had tremendous amounts of rain last night and produced some flooding. so we'll have to watch these showers as they develop this afternoon. we do expect at least scattered

sandals at the payless shoe store on park avenue and he told the clerk he had a gun and helped himself to the store's cash. this video was taken on june 28th. call police if you happen to recognize him with any tips. police will continue their search today for two sets of suspects wanted in connection to two different robberies at cvs stores over the weekend. in burlington county an armed suspect walked into the cvs store on neck road near bustleton yesterday morning and demanded cash. no one inside the store was injured meanwhile, we now have a surveillance photo of two robbers who tied up employees at a delaware county cvs saturday night and the men shown here walked in around closing time. that's when investigators say the man forced two employees into a back room and tied them up. the employees were not injured and the robbers did get away with some cash and you are asked to contact police if you have any information. people are back in their

homes after a fire in their high-rise apartment building. nbc 10 on the scene on north park drive. the fire broke out just before midnight. crews did put it out. one firefighter was treated for heat exhaustion. no word yet on what caused the fire. and philadelphia police are investigating a home invasion where a man was shot. this happened around 5:00 this morning on oakmont street in taconi. police say two armed men broke into the home and shot the man in the shoulder and took off. the victim is in critical but stable condition. his girlfriend was at home at the time but was not hurt but it is unclear if the intruders took anything from the home. this morning a philadelphia man is facing charges for allegedly stabbing his wife and their 1-year-old daughter. police arrested stephen burton in maryland last night. a neighbor told nbc 10 she heard danecia burton screaming early

yesterday morning. the neighbor then rushed over it see what was wrong and that's when she said she saw stephen burton attacking his wife. >> she let me in and she was leaning against the wall with her arms up and all i could do to stop some paper towels to stop the bleeding and she told me to go check our daughter because he stabbed her, too. when i went upstairs and seen the baby the baby was laying in all her blood. >> danecia burton suffered several stab wounds and he also stabbed their daughter desiree in the stomach and both are listed in critical condition. we are hearing this morning from a man who found a robbery victim beaten and bloodied moments after three teenager attacked him. this happened on east broadway in salem early friday morning. james cooper said he saw three teenagers running away and leaving a man on the ground and his face badly swollen and bleeding. he immediately started recording video with his cell phone. >> i seen him stretched out on

the ground. i said let me help this guy out. he got bead bad. kicks, punches and i wish i could have got there earlier to help him out. >> cooper called police who are looking for the teens this morning. happening now, the ex son-in-law of tom corbett is standing trial for the second time. gibson was a narcotics officer in 2013 when he was accused of taking money from a car. that money was planted as part of an internal affairs investigation. a judge declared a mistrial in the case last october. pennsylvania governor tom wolf will be in willow grove, montgomery county to promote schools and push his budget plan. wolf will visit willow hill elementary in the abbeyton school district as part of the teach tour. the governor and state lawmakers have not been able to break a budget stalemate.

whitney houston and bobby brown. she died at the age of 22 six monthses after she was found face down and unresponsive in her bathtub of her atlanta-area home. the medical examiner's office said the time that elapsed from when she was found until her death will complicate efforts to reconstruct exactly what happened. four firefighters in california are recovering from injuries they suffered while fighting a wildfire that has scorched 1500 acres. crews near sacramento had been dealing with it for days now. according to a fire spokesman says unclear exactly what the crew members were doing when they were burned. firefighters say the fire is particularly hard to fight because of drought conditions and rough terrain. now to the desperate search for two florida teenagers missing at sea. they went out for a day of fishing friday and they haven't been heard from since, but as nbc's kerry sanders reports crews did find the boys' boat sunday.

>> reporter: all night the desperate search went on. nbc news was granted exclusive access onboard one of the coast guard planes as it searched for any sign of 14-year-old perry cohen and austin stephanos. >> as we continue to pray together -- >> reporter: sunday night friends and family packed the upter christian school gym to pray for the boys' safe return. >> it's kind of a shock, but hopefully they come back soon. >> reporter: for two days searchers turned up nothing and then sunday morning. >> coast guard sees the report of an overturned vessel. >> the coast guard found the boys' 19-foot boat capsized 67 miles east of day tone a about 170 miles north of where they set sail at jupiter inlet. it gave searchers something to work with but the search area is more than 33,000 square miles, the size of maine. >> i just want them home. i know he's coming home. i just want him home now. >> austin and perry were last

seen buying $110 worth of gas on friday afternoon before setting out for a day of fishing. >> oh yeah. >> but that afternoon the weather was threatening. the national weather service issued a warning to boaters saying they should seek safe harbor immediately. their families say the two were not supposed to leave the safety of the inlet, but they were experienced sailors. >> they've been through rough water. they've been through thin water. it doesn't matter. those are salty dog kids. >> neighbor and friend football great joe namath is lending his support. >> we just keep on praying, man. it's hard. it's so hard. >> that was nbc's kerry sanders reporting. joe namath and the families are together offering $100,000 reward for finding those boys. the boating accident on a river in baltimore over the weekend left two people dead there and six others injured. officials say it happened saturday when their boat hit a concrete channel marker under a

bridge. emergency crews initially rescued the six injured passengers, but they were unable to find two women. their bodies were recovered some time yesterday. happening now, the penalty phase is continuing this morning for a convicted mass shooter james holmes. eight character witnesses gave videotaped testimony friday that will be played for jurors this week. those character witnesses say holmes was a happy, friendly child when he was growing up in california. that same jury found holmes guilty of first-degree murder on july 16th. he was convicted for carrying out a 2012 shooting massacre in a movie theater that killed 12 people. your first alert weather with meteorologist glenn "hurricane" schwartz. >> quite a change from the weekend weather to what we're seeing right now. we have lots of clouds around and it is very humid, unlike the last several days which had more tolerable humidity and in some

cases really low humidity but the thunderstorms are returning and we'll have one round overnight and some develop this afternoon and nothing like what we had overnight and a muggy week has certainly started and the heat wave number three looks like it's not going to start today, but it may well start tomorrow. the cloudy skies is what may prevent us from getting to 90 degrees today and only 79 at this hour and mostly cloudy skies and hardly any wind and we're five degrees than we were yesterday at this time and yesterday we hit 89. it's 77 in allentown and 76 in redding. bensalem at 381. it's just about the only place that's in the 80s right now. you can see novell is close to it at 79. glassboro at 79 as well. right at the beaches we've got a wind right parallel to the etch booes. so it's not a sea breeze and it's not a land breeze.

the temperatures are fairly uniform there in the 70s and the ocean temperature which was pretty warm over the weekend and it's going down just a little bit. what's come down a lot was rain last night. these are the radar estimates in the last 24 hours and you can see virtually everybody got at least some rain and the areas in yellow and red had the most. well there are where your eyes go and it's in the poconos, four to five inches of rain in parts of carbon and monroe counties overnight last night caused some flooding. so this is the most vulnerable area with any redevelopment of showers and we also have north hampton county and some areas getting over three inches and here near allentown, just about a quarter of an inch. another area that got a lot, southern burks county and much of chester county. two to three inches of rain between southern chester county and over three inches of rain. so it's not going to take that

much to produce localized flooding this arch. if we break up the clouds a little bit more we'll have a better chance at seeing some of those showers redevelop and there's that area that came through overnight and behind it things have kind of quieted down and we have a low right now, but as we go through the afternoon and the futurecast showing some of these scattered showers and storms developing and not widespread like we had last night where everybody gets it and it's humid everywhere but that's about it. later tonight we have some clouds around but it is still nothing like when we saw last night or early this morning. for today, though it's still mostly cloudy. pretty humid and some scattered thunderstorms developing. temperatures in the mid to upper 80s. of course, it depends on how much sunshine we get. we expect more sunshine tomorrow, still a chance of a shower or thunderstorm but with the increased sunshine we get

this is nbc 10 news. health experts are concerned about the rising popularity of e-cigarettes. they think the trend may be attracting teens who would never have picked up regular cigarettes. a new study finds around 40% of teen users of e-cigarettes have never smoked tobacco. most teens who have tried e-cigarettes have friends who use them and half did not think they were a health risk. experts say more research is needed to determine if e-cigarettes pose risks or are a gateway to regular cigarette use. a new study reveals many mothers get conflicting advice about infant care. a survey of 1,000 new moms found 10% to 15% got advice from doctors that was inconsistent with recommendations of breast-feeding and pacifier use. more than a quarter got incorrect advice about sleep

position. first time black and hispanic mothers were more likely than white mothers to report receiving recommendation-consistent advice. a new research finds many young cancer patients don't take action to preserve their fertility. a study with more than 400 teens with cancer found more than 70% were told their treatment could affect future fertility and male patients were twice as likely as females to discuss options for preserving fertility and four to five times more likely to make arrangement sgloos days of surf sand, sun and spf. one doctor suggest the unthinkable. he says it's okay to ease up on sunscreen. that doctor says the danger of sun exposure had been exaggerated. in an op ed article in "the washington post kwot "e he said the sun is not the enemy it's been made out to be. he said in fact it provides a number of health benefits. >> we know we're concerned about

conference of a deadly hit and run. police are set to announce the name of the owner of the suv that sped away from the scene. that search is -- the search is on for the driver that took off after a deadly crash in philadelphia's juliana section and the driver isn't the only thing missing. jesse gary spoke to the victim's family and joins us live from north philadelphia. what did you learn? >> reporter: vai, the small member of the member that's missing has had a big impact on the arroyo's son, jonathan martinez. the impact was so great thats on osvaldo arroyo was out not long after returning from temple university hospital looking for this family. this is a 2-year-old bijon named max. jonathan is on a respirator cannot see, speak or hear and has no mobility. the caregiver and the dog have an unusually strong bond and they're desperate to find max.w gp

take a look at this picture from the camelback area and the poconos there. multiple inches of rain and localized flooding and it's pretty cloudy there right now and cloudy over much of the region as the storms have moved out. it's 79 in philadelphia. 70 in mount pocono and 81 in northeast filly and the only place that's in the 80s right now and you can see all of this rain in delaware and extreme south jersey in the last few hours and this goes back six hours about 5:00 in the morning and last night it was north and west that charged all of the way through the area and just about everybody saw some rain last night. >> not everybody's going to see it today and we only had a couple of showers near the poconos that will redevelop and we have to keep an eye on it because of the rain that fell last night. it's not going to take a whole lot more to produce some localized flooding and the futurecast shows some of these showers and even thunderstorms developing during the afternoon

intersection of i and lucerne and one hispanic male in his 40s died from the crash. his brother who was also in the car went to the hospital with non-life-threatening injuries. the vehicle that struck that vehicle left. left the scene. that vehicle is a -- that vehicle is a 2008 mitsubishi suv. now what's good about this is some 911 callers led us to where that vehicle was. apparently followed the vehicle for quite some time where the person got out of the vehicle and left. so we know there was one person in the vehicle. now with that we're looking to talk to alberto vangas. he's the registered owner of the vehicle we'd like to talk to him about what he can provide and it's crucial that he gives us some information about who was operating the vehicle at the time. that's alberto vangas and he's the registered owner of the vehicle and we'd like to talk to albert

alberto. it's v-a-g-a-s and lives on ninth street. >> how old is he? >> born in '77. >> right in the neighborhood? >> yes. so that's one person called 911 and if they'd like to call us and give us more information. in the past the public has been helpful in the crashes and they call 911 and provide us information. in this case it was the public who helped us to lead us where the car was located and that was a huge help. >> it sounds like there were some witnesses that saw this accident and tried to go after the driver. >> we think that did happen. yes. at least followed the driver [ inaudible question ] >> you know i don't know. i don't know how far that is from the crash scene. not that far. it's in the neighborhood but i'm not sure how far. >> to sum it up so we have one person deceased one injury and one person who left the scene of the crash. there are three people involved and unfortunately, someone did

not survive the crash. >> can you tell us more about the people who made the 911 call? how would you characterize the calls? >> we had about six calls and they followed the vehicle and provided us with information because if they didn't we would have no way to find the vehicle probably. so it was a huge help. >> we're listening to a deadly hit and run. police informing us that a 2008 mitsubishi suv was involved and witnesses followed that suv to ninth and rising sun. the registered owner of the vehicle is alberto vangas and police are looking for him to answer questions about who was in the vehicle during the hit and run. we'll have more on the show and later this afternoon at 4:00. >> funerals are being held today for the two women killed in last week's movie theater shooting in louisiana. as nbc's gabe gut gietierrez, the

man illegally bought the gun that was used during the attack. >> reporter: they had gone out for a night at the movies and this morning the community is preparing to lay them to rest. >> it's unexplainable, you know? it's a lot of hurt and a lot of ofnessof sadness. jillian johnson was 33 a musician and a mom. mayci breaux was 31 a radiology student who was planning her wedding. their death was hit hard. >> any parent who drops their kids off at the movies -- >> not thinking something like that is going to happen. >> reporter: today investigators are digging deeper into the past of the gunman john "rusty" houser. following a divorce and losing his home to foreclosure, he planned it mettic ikiculouslymeticulously. >> there doesn't seem to be any writings, and people we talk to lead us in that direction.

>> reporter: houser legally purchased his gun in alabama and in 2008 court records show his family had him committed against his will to a hospital in georgia. >> obviously, somebody with this kind of history never should have been able to buy a gun. >> reporter: following the 2007 virginia tech massacre 40 states including georgia now authorize or require the reporting of mental health records to a federal database for background checks. it's not clear why houser's involuntary hospitalization did not turn up in the federal database. >> there's still more that can be done and there is absolutely no reason that we can't have all of these records in the system. that was nbc's gabe gutierrez reporting. three of the people were wounded in last week's shooting remain hospitalized. happening today a philadelphia neighborhood stricken by poverty gets its close-up with the debut of a documentary. >> i'm jamal and i'm 16. my head is in the right direction. >> a community group that mentors young people will screen

stories from the promises zone in city hall this afternoon. the city is a snapshot of life in mantua. president obama tapped that section of the city to receive federal revitalization dollars. we asked an interviewer from the documentary if he thought people there thought progress was being made. >> i think it's head in the right direction. like, they're working and making new buildings and it looks nice. so things are getting better. >> teenagers created the documentary and mayor michael nutter of philadelphia plans to comment on the film after the screening. well, prices at the gas pump continue to fall. aaa reports the national average is now $2.71 a gallon and that's down 5 cents from just last week. analysts predict they'll see a price cut in the coming weeks and here's a look at what drivers in our region are paying. the average in the five-county philadelphia area is now $2.83. drivers in delaware can expect

pickup trucks and part of the deal with safety regulators to settle legal problems connected to about two dozen recalls. some of the trucks have defective steering parts that can cause drivers to lose control. some previous repairs have been unsuccessful so to get them off the roads fiat chrysler agreed to the buyback. owners have the option of getting them fixed. bad road conditions are costing car owners billions of dollars. a new report from the transportation research and lobbying group t.r.i.p. finds more than a quarter of the urban roads were in bad shape as of 2013. cost of repairing the resulting broken axles and blown tires and battered shock absorbers is costing the average urban driver more than $500 a year. in all, t.r.i.p. estimates the nationwide annual cost of driving on bad roads comes to $109 billion. the nfl will be keeping a closer watch on how its footballs are inflated and that report comes from espn. league officials will now

month students will be getting ready for the beginning of the new year. for those children starting kindergarten and it's a big step and one local institution is helping them get ready and the police touch museum is holding the kindergarten mixer saturday night. for more we are joined by the museum's associate director for family learning. we welcome you, alice. thank you for coming in. kindergarten with mixers. i have teenage kids and i know about mixers, but kindergartners explain this. >> it's an event the museum has every august and it's this saturday from 6:00 to 8:30 and families can come for free, but they have to pre-register online at the museum's website and this is the annual kindergarten mixer and families get to come to the museum for an evening of different programming that celebrates this important milestone in a child's life and also gives them an opportunity to practice some of these school redness skills they're going to use when they go to school.

>> it's already kind of a chaotic time for kids and parents and leaving their kindergartners go off to school and they'll be press eventented with a special gift right? >> we have a while supplies last special backpack and there are a lot of treats inside. there are some books and some school supplies as well as a kindergarten t-shirt and also a couple of playful things as well. >> kindergarteners feel like big kids when they have the backpacks. there have been cuts in school systems, but the museum is sort of helping bridge the gap a little bit. tell us about that. >> yeah. absolutely. so many schools especially had to cut a lot of the art programming and the museum helps fulfill that need. we have lots of visual art as well as performing arts programming as well as the really important link of

but that is changing this week and with the added humidity we're getting some showers and thunderstorms. we had one round last night. we'll have some developing during the afternoon. nothing like last night, though. it is a muggy week starting off muggy and it will stay muggy just about all week and heat wave number three is likely at some point this week but not starting today, partly because all of the clouds are out there. 79 degrees and the wind is not high and the humidity will stay up there. >> we were 90 on saturday and 89 sunday and down a couple of degrees and tomorrow it looks like we'll have a good chance of starting that heat wave because if we hit 90 tomorrow we have an excellent chance of hitting it wednesday and thursday. >> maybe one in northeast philly. 80 in washington township and the only places getting up to 80

degrees and 81 in blue bell. millville is going up to 81. beach haven is just going up to 80. so temperatures creeping up there, and the rain was really coming down last night, and this is the radar-estimated rainfall. any place in green had some rain. so everybody got rain going at some point and the heaviest rain obviously in the pocono mountains and carbon and monroe counties had flood warnings overnight and four to five inches of rain in some spots, but parts of lehigh county barely a quarter of an inch and north hampton county some places over three and so it's pretty variable. parts of chester county two to three inches of rain and southern burks county and in philadelphia less than an inch. obviously, the places that got the greatest amount of rain are the places most vulnerable for any kind of heavy rain today. the clouds preventing the showers from developing so far.

we will see how that continues and we're not seeing much now. a couple of showers in northeastern maryland but the futurecast and future computer models are showing showers and storms developing during the afternoon and this particular model has to the south and the area that didn't get hit hard last night and that would be a good thing and later tonight things quiet down and we could see a couple of showers tomorrow during the day, and we're not expecting any kind of of repeat performance as to what we saw last night. there is tomorrow afternoon and scattered showers and we could use a bit of a break there. we're not going to be getting a break from the heat and once it comes in here the hot weather is going to be with us wednesday and thursday and beyond. well, for the rest of the day today mostly cloudy skies. a few showers, scattered

thunderstorms developing and highs in the mid to upper 80s and then tonight things quiet down again. more sunshine tomorrow. high humidity heats us up and 90 plus. we get to 90 tomorrow and it looks like we'll get well into the 90s wednesday and thursday. a pretty good chance for storms on thursday and we could even stay above or around 90-degree mark for the rest of the week and maybe even into the week endend.

the world's only surviving giant panda triplets are turning 1-year-old this week. the park where they're located in southeastern china is holding a birthday party for the panda cubs. the triplets were born within four hours of one another last year and experts say they're the longest surviving panda triplets in history. coming up this afternoon starting at 3:00 it's ellen with neil patrick harris and then nbc 10 news at 4:00 and this afternoon eliminating hot flashes and the lifestyle change women can make during menopause to help ease the overheating feelings and that's this afternoon on nbc 10 news at 4:00. now to an update on our top story. philadelphia police have released the name of of a person they're looking to talk to after a deadly hit and run crash.

that name is alberto vangas and police say the suv suspected in last night's crash was registered to vangas. officers found the suv abandoned after it hit a car and took off last night. francis arroyo was driving that car. he was killed and arroyo's brother was also hurt. the two were working on a special needs van for francis' son and the man vanished after the crash. time now to check with our chief meteorologist glenn "hurricane" schwartz. will we still get rain. >> showers scattered around and nothing like what we saw last night. it was widespread and just about everybody got it last night and some places got really really heavy and we're not necessarily expecting all of that but any storms that don't develop won't be moving a lot and some areas could get a lot of rain and if it's one of the areas that got hit last night then you have more of a threat. >> the center city skyline is
