a number of people are very anxious about what is going to be happening in the city. septa does not want to be part of that anxiety. >> clearing up confusion. the new plan for septa when it comes to how people will get in and out of the city during the pope's visit. and what you'll have to do to get your hands on one of those special train passes. plus thousands of you watched this wild police chase end in a crash. we talked to the man who gave the call for this maneuver and asked police what went right and what went wrong. good evening. i'm renee chenault-fattah. >> i'm jim rosenfield. we begin with the heat and humidity. it won't stop people from going to the shore. cape may, people are catching late afternoon sun. >> we have team coverage on today's hot weather. tim furlong is going to be joining us in just about 15 minutes from the delaware state fair. >> first, glenn "hurricane" schwartz here with the first alert weather forecast. you say we could be in for the longest heat wave of the year? >> yeah. this will be our third heat wave

and the first two were minimal. they lasted three days each. this one is likely to last a lot longer than that. it's going to be a really hot one at the ballpark tonight. it's 91 now. we have gotten up to 93 today. it's still 90 in allentown and reading, 93 in northeast philly and in trenton. we finally have some relief at the shore but part of that cooling around atlantic city is from the nearby shower or thunderstorm. it feels like 95 in philadelphia. it reached about 97 during the day today. at least the way it felt. and it's going to get a little rougher. we just had isolated showers and storms this afternoon, mainly right in atlantic county and right along the white horse pike, and that's drifted toward the atlantic city expressway and the black horse pike and some of that rainfall pretty heavy, one to two inches per hour. we will talk about when the showers become more widespread

and the worst of this heat wave with the seven-day. septa is hoping the second time around will be a success when it comes to selling papal transit passes. >> that's right. septa's website crashed last week during online sales for the special regional rail passes. today there's a new plan in place and you have to win the lottery. nbc 10's deanna durante got answers on how this will work. >> she's live outside septa headquarters in center city. >> reporter: that lottery will begin on monday august 3rd and will last one day starting at 12:01 in the morning, ending at 11:59 in the evening. septa says it doesn't matter what time of day you enter the lottery and from then a philadelphia firm will pick the winners. >> we did not anticipate the high demand that we saw last week. >> reporter: after its e-commerce site crashed, septa

is moving to a lottery system to sell 300,000 passes for the papal visit. >> no need to set your alarm clock for midnight and be standing beside your computer so you can log on to enter the lottery. you can do it any time during the day. >> reporter: you must enter the lottery by 11:59 on august 3rd. then the lottery begins. the chosen winners will have three days to make the purchase and will be notified via e-mail. if you don't act -- >> we will call another entry and let those people know they now have the opportunity to put in their credit card information and to make their purchase. >> reporter: each lottery winner will be able to buy up to ten passes per day, saturday and sunday. this is only for those riders on regional rail the weekend of the papal visit. septa says that other plans are in the works and will soon be announced when it comes to city transit as well.

>> sorry for the technical problem there. thank you, deanna. we have the answers to a slew of questions about the pope's visit to philly. go to the nbc 10 app. this evening new information about that two-hour police chase that had thousands uf glued to your phones and computers last night. we took our sky force 10 video to a security expert and pennsylvania state police and asked them what went right and wrong here. the chase ended when police used a maneuver to stop the van and it flipped. our cameras catching all of it. police had another opportunity to stop the car and that time their move didn't work. at 6:00 doug shimell live in wynfield heights. doug? >> reporter: pennsylvania state police say they know very well what could have happened with this chase. >> he was wanted for armed robbery with a weapon. he's immediate threat to the

public. we had to get him off the road. >> reporter: oaklyn new jersey officers followed the white van driven by robert ritter as he heads for the walt whitman bridge and they alert pennsylvania state police. >> of course we want to try to end the pursuit as soon as we can. however, if there's not a safe opportunity to do so we are not going to do so. >> reporter: the corporal supervised the chase as the van came into philadelphia then went back to new jersey blowing through intersections. >> the last thing you want to do is hit another vehicle during a high speed pursuit. >> reporter: also analyzing the chase, law enforcement expert who says new jersey police clearly thought about knocking the van off the road. >> it's a residential neighborhood. what is the cost/benefit analysis to me conducting a pitch maneuver? that's what's going through this officer's mind. >> reporter: that precision mobilization technique would come into play after robert ritter avoided a tire flattening spike strip and box trap. >> you want to keep it in tight

quarters with all vehicles to have that individual have no out. >> reporter: as the van comes back to philadelphia and exits i-95 near the airport, state police said it was time. >> the trooper actually got permission to use the pit maneuver. i granted permission. >> reporter: you assessed the situation to see if you are going to have this vehicle veer off and take out more lives or property. that was a perfect textbook pit maneuver. while no gun was recovered from robert ritter, our law enforcement expert grades all three responding departments an average b-plus because he says that box trap didn't work but he rounds the grade up to an a because he says that pit maneuver did. i'm doug shimell, nbc 10 news. nbc 10 has learned the man police say was behind the wheel of the van was wanted for stolen briefs. this is robert ritter the camden county man who led last night's police pursuit for two hours in two states.

police say ritter shoplifted underwear worth about $20. he was caught on surveillance video inside brown's shop-rite. brooklawn police say ritter assaulted a loss prevention officer to get away with the underwear. nbc 10 uncovered copies of ritter's arrest warrant and complaint detailing $20,000 in outstanding warrants including violating a restraining order earlier this month. >> he's well known to law enforcement and he has ran from us before. >> ritter also is accused of stalking and harassing a woman who works in gloucester township less than 15 days after getting out of jail. nbc 10 is working to learn when he will be extradited to new jersey. this chase spanned three different counties in new jersey and philadelphia. keith jones was on the ground last night following the chase. he joins us to give us more perspective on just how dramatic this chase was. >> reporter: many people watched the chase from sky force 10.

we streamed it live on the nbc 10 news app. it started in oaklyn camden county. keep in mind the whole time police are on his tail. he goes over the walt whitman bridge right here down 95 gets off, wraps around the stadiums and gets right back on 95. goes right back over the walt whitman bridge. this time however, goes down 295 south to the black horse pike, gets off. he goes right back up and around, gets back on to 676 and wraps around camden. let me do that. wraps around camden. gets off, comes back on 676 and this time he's headed farther south. 42 south all the way down to the deptford mall. in fact he gets off and gets in the parking lot of the deptford mall. we thought when we followed him in that he was done for right there but he still eluded police. comes right back up 42 this time passes the walt whitman bridge all the way up to the ben franklin bridge right here and

what does he see? independence mall. hello, liberty bell. goes up frankford avenue with police hot on his trail, wraps around on delaware avenue. that of course parallels 95 heading south. he gets on the highway, 95. that is where doug shimell was just talking about where he tried to -- police, rather tried to box him in there. it didn't work. he goes past sugar house casino all the way down up to the airport right here gets off on enterprise, drives and that's of course where police use that pit maneuver right here. he flips over. i got there about five minutes later. the guy was arrested without incident. but this right here less than about two hours and frankly, after drawing this i'm exhausted. jim, back to you. >> i don't blame you. it was a long chase. we have a lot more on this chase on nbc10.com and the nbc 10 app, including this time lapse video showing the two hour chase in just six minutes. police say a driver took off when he saw a cruiser in his

rear view mirror and blew through two stop signs and crashed into another car. this all happened this afternoon at allegheny and tulip in the port richmond neighborhood. the driver in custody. the passenger is in critical condition. at 6:00 a man points a gun right at a woman's face. watch as two men approach the woman sitting on her stoop in southwest philadelphia monday at midnight. the other guy checks her pockets and takes her phone right there. she told police they demanded the password for her phone and wanted to make sure it worked. then they took off. 30 years in jail the son of a former philadelphia mob boss learned his punishment today in a racketeering and conspiracy case. little nicky scarfo was convicted of trying to take over a texas financial firm to steal $12 million from shareholders. three co-defendants will be sentenced later this week. scarfo's father is serving a 55-year sentence on similar charges.

every interaction you have with the new jersey state trooper will soon be recorded in a new way. today the acting attorney general announced the plan to spend $4 million on body cameras for all troopers and some local police departments. they should be in place within a year. the state also put out a policy for how to record and store the video. camden county will add body cameras by september. the police chief tells us he's looking forward to it. >> it's going to be a tremendous tool, an asset, particularly in some of our most challenged communities to help rebuild trust. >> new jersey is also adding new standards for how to investigate deadly use of force by police. we hit 93 degrees today and the heat isn't going to stop. coming up in my first alert forecast, some advisories you need to know about for tomorrow. it is hot all over our viewing area. it is really hot at the delaware state fair.

lots of people flocking to the delaware state fair despite the hot temperatures out there. >> they're enjoying the popular fair food, fried everything and of course, the rides. delaware bureau reporter tim furlong even found out there are places where you can enjoy some air conditioning. >> he's live -- are you on a ride? >> reporter: we are at the top of the ferris wheel. no air conditioning here but it feels pretty good because there's a breeze. look at the view. i will show you the view. it really is beautiful. i assure you it is hot out here. for both humans and animals. we are all doing okay. at the delaware state fair it's like a colorful pop-up main street of food and fun and like other years you have the mechanical bull you have rides that will get you rethinking the deep fried pickles you ate. you can win a calf no joke.

and you have the heat. when your sun is out i learned the sweating like a pig metaphor doesn't work. >> they can't sweat. the biggest thing is the heat. keep them cool. wintertime, when it's cooler they huddle up together, keep themselves warm. summertime's the worst. >> reporter: you see from the whirly-bird tour the fair ground is huge. there are plenty of places to he go enjoy some ac. 73 degrees inside the infirmary. they are ready for the inevitable fair goers who go go go a little too hard in the heat. some food stand workers might need cool-down time too. >> the fryer is 400 degrees. >> reporter: they are hot. the taco guys are hanging in there, too. the big clouds are doing their best for us. keep drinking water, go easy on big rides and for the people gussying up their cows do whatever it takes to keep cool as we enter the long heat wave ahead.

it feel like 95. it's seven degrees hotter than this time yesterday. tomorrow's going to be hotter than today. 95 tomorrow 96 on thursday. higher humidity both days so it will feel even hotter than that. 93 in northeast philly and trenton, those are the warm spots. cooler in georgetown delaware. not because of any kind of breeze, but because of some showers. we have a bit of a sea breeze keeping atlantic city marina only 79, beach haven 80 degrees. some showers near the shower along the atlantic city expressway and the black horse pike. some of that rain has been pretty heavy. fortunately it's weakening. there is a flood advisory for that part of the area until 9:15. we've had one to two inch rainfall rates. that's the reason. they're not moving very much. the showers around philadelphia have dissipated. the ones down by williamstown that has fall anden apart.

still heavy stuff in southern delaware. flood advisory until 9:45 there. as you can see, those cells are weakening as well. this is not weakening. the air quality is gradually getting worse. we have a code orange for ozone tomorrow. that means people with respiratory issues want to spend as much time indoors as possible. children and the elderly are generally the most vulnerable. then let's watch the temperature go up and see if there are any thunderstorms to relieve us. 94 degrees there, 2:00 in the afternoon. nothing more than isolated showers around tomorrow. it's a different story on thursday. thursday should be the most humid day, the most uncomfortable day but maybe even some showers in the morning and then as we go through the day, you will be seeing the temperatures climb well into the 90s with the high humidity it will feel like 100 plus and some of the thunderstorms could be pretty strong. you may be hoping for one by then it will be so hot.

isolated early shots, patchy fog late. 74 degrees for a low in philadelphia. tomorrow, even hotter more humid, mid 90s. feeling like close to 100 and the air quality alert is out. on thursday even hotter feeling like 100 plus. thunderstorms more likely lower humidity coming in on friday but still kind of hot and still kind of hot through the weekend and even more humid early next week. now probably isn't the time you want to fly to florida but come october you may sing a different tune. frontier airlines is adding new service to ft. myers. if you buy your ticket by tomorrow, it will only cost you $49. frontier airlines announced nonstop flights from philly to ft. myers and montego bay, jamaica starting october 25th. there's a special deal if you buy your ticket before midnight tomorrow. >> let's go you and me. i'm john clark. breaking news. where is jonathan papelbon going?
