[snoring.] take the roar out of snore. yet another innovation only at a sleep number store. this is nbc 10 news first alert weather. >> a first alert weather day because of dangerous heat and humidity in the forecast for hood as we take a live look at center city philadelphia. already steamy out there. we'll warm into the mid-90s with even hotter weather still to come. it's the humidity that will make it feel possibly like triple digits today. good morning, this is nbc 10 news today, i'm chris cato. we begin with meteorologist bill henley tracking that heat in the first alert forecast. bill? >> we're already getting a warmer start this morning chris. the temperatures will be claiming well into the 90s, even hotter than yesterday with high humidity. right now 79 degrees in philadelphia. low 70s in trenton but it's 75 in wilmington and with sunshine today and high humidity it's going to feel like it's in the

upper 90s. 76 agrees at 6:00. by 9:00 82 degrees and we will hit 90 degrees by lunch time. i'll take you through it neighborhood by neighborhood with the forecast when i come back in ten minutes. >> we are in for dangerous heat today. we sent nbc 10's katy zachry to find out what the city of philadelphia does when we get to conditions like we're having today. katy joins us live in center city. what can we expect? what pro-actively is the city doing in this situation? >> we know there's been a heat warning issued by the national weather service. around this time every morning when we're going to experience excessive heat the national weather service will have a call with members of the philadelphia health department and issue a heat warning which they did. it goes into effect at noon today. what can you expect if you live in and around philadelphia? the city may extend the hours during which the public libraries and r exc centers are open places that double as

cooling centers where there's air conditioning and shelter from the sun. we could also see a code red. water would be handed out. and the philadelphia hot line for aging will open up as well. in some cases a nurse would go to a person's home if they're in extreme conditions. coming up at 4:30 there's a place in philadelphia where seniors can go for support and relief from the heat we'll be experiencing in just a few hour. we'll take you there in about 25 minutes. live in center city katy zachry, nbc 10 news. pse&g are offering these tips to stay cool. set your thermostat to a daily and weekend schedule. it should be set around 78 degrees to be effective. close your blinds on windows that face the sun and delay the heat-producing tasks and chores like drying clothes or using the

oven until later in the evening. stay on top of the alert through the nbc 10 news app. checking the roads, nbc 10's first alert traffic reporter jessica boyington is here with a look at what's happening out there. jessica? >> chris we're starting things off first on 95 around cottman avenue. we're working through the work zones as well where we are losing part of the shoulders on either side. a 13-minute drive time if you're headed southbound. from woodhaven road up towards the vine street expressway. you can see everybody still moving there. on the schuylkill expressway this is right through the conshohocken curve, everything is still moving. you can see all the cars are green. a 12-minute drive time at the most from the center city area up toward the blue route. everybody is moving out there. otherwise, mass transit looking great so far. no problems or delays for new jersey transit, septa or patco.

we'll check in with jersey roads coming up in ten minutes. breaking news unfolding right now in the city's bustleton section. a live picture from photo journalist pete cain. a csx freight train is stopped because there's a man at least partially. ed beneath it right there on the tracks. the man may have his leg caught beneath the train. this is at bustleton avenue and grant avenue in the city's bustleton section. medics are working on the guy. early reports said the man was conscious and alert and talking to rescuers. we know that the paramedics were in touch at least with some doctors from einstein medical center who were advising to see if they would need to -- how they could free the man. we'll keep an eye on this and let you know how that situation turns out for that man pinned under a freight train in the

bustleton section of philadelphia. happening today, we'll see one of the biggest signs yet that pope francis is coming to philadelphia and it literally is a sign. a live loojk at the cathedral basilica of saints peter & paul. following this afternoon's mass the cathedral will unveil a large banner, welcoming the pope to the city. septa now has a new plan for selling the regional rail passes for the papal visit. on monday you can enter an online lottery for the chance to buy the passes. septa came up with this idea after its website crashed last week because of high demand for the passes. you have all day monday to sign up starting at 12:01 a.m. right up until midnight. septa thinks that will keep everyone from rushing to the website at the same time. >> there are plenty of people

who work. there are plenty of people who might not be able to sit by the phone at "x" time. >> no matter what time you enter your lottery submission everyone has the same chance of being selected. >> so people will find out next thursday, august 6th if they've been chosen into that lottery to buy the special passes. ahead in the next half hour, preparing for more than the pope. find out why the papal visit has some center city moms to be feeling a little uneasy. you can stay up to date on preparations for the pope's visit and the world meeting the families with your nbc 10 news app. it's a free download. a philadelphia man charged with murdering his girlfriend and abusing her corporation will go before a judge. the judge will decide if there is enough evidence to hold garcia for trial.

police found the body of his girlfriend in the trunk of her own car. they haven't said how they believe garcia killed her but they did remove evidence from the couple's home in olney. a north philadelphia community will hold its remembrance of iriana dejesus. her accused killer flores is expected to be hiding in south america. jeffrey walker admitted to robbing a suspected drug dealer. he agreed to testify against six other members of his narcotics squad. they were charged with beating suspects and robbing them of hundreds of thousands of dollars. in may, a jury acquitted those officers. five of them have filed a defamation suit against the

mayor, the district attorney and the police commissioner. they claim those officials made accusations that led to their firings and arrests. this morning there's still no decision on whether a montgomery county school will be forced to close its doors. frustrated parents left the school board meeting with no resolution. the board deferred making a decision on the fate of audubon elementary because too many board members were on vacation for last night's meeting. the superintendent wants to close that school. four other elementary schools would have to absorb more than 400 students. from our jersey shore bureau now, the state and long beach township have to pay seven home owners for temporarily taking their beach front properties. according to nj.com a state judge ruled that they are entitled to fair market value and interest and get a portion of their state property tax back. the home owners filed suit after

governmentstried to get easements to build sand dunes. it's unclear at this time how much the governments willville to pay. an environmental group is taking steps to re-establish an oyster colony in barnegat bay. the oysters will help improve water quality in the baby naturally filtering out pollutants. their shells and beds will help take the impact of waves during storms. now your first alert weather with meteorologist bill henley. >> 78 agrees at nine minutes past 4:00. it's a warmer start, a hot dau. we issued a first alert for dangerous heat. high humidity will make it feel like it's in the upper 90s. poor air quality for much of the area during the afternoon especially. 70 degrees in allentown. right now it's 75 in northeast philadelphia. in atlantic city it's 74. we do have clear skies right now

but we will see sunshine. it's again to be a fast warmup. looking across the delaware river, not seeing the fog that started things off yesterday morning and that's less likely today as the temperatures are running higher. look at the warmup we're in for. this is 7:00 this morning. not too bad. by midmorning we'll be in the middle 80s in philadelphia. 86 degrees, even in the lehigh valley the temperatures will be in the 80s and by lunch time today, it will be 90s for trenton, philadelphia and wilmington will be in the upper 80s. won't be quite as hot in wilmington at noontime but i do expect it to climb into the 90s later today. hot, humid conditions, clouds and sunshine, 88 for the pocono mountains. quakertown all in the middle 90s. temperatures running hotter today compared to yesterday for doylestown trenton and mt. holly. along the coastline you'll find 90s. cooler on the beach but just inland. you'll see the low 90s and

problems. that northbound drive time still doing okay from 65 up toward the walt whitman bridge. no problems for the tac pal, the walt and the ben franklin. we're dealing with the ongoing construction with the two lanes blocked heading into philly. we have new information on the driver that led the police on that two-hour chase. you'll hear what he allegedly did just before running from police and what experts are saying about officers finally stopped him. who says there's no such thing as a bad day at the beach. find out why these tropical stands are being buried by seaweed.

we're following breaking news in philadelphia's bustleton section. a tense situation unfolding where a man is partially pinned beneath a freight train, a csx train at bustleton avenue and grant avenue. a live picture from photo journalist pete cain. it's unclear at this time how the man became trapped under the train or how he's doing. we heard earlier that he was alert and conscious and talking. his foot his leg is trapped underneath the train and they're working to free him. we will continue checking in on this. we'll try to find out how the rescue efforts are going and let you know any developments as soon as we get them in here. now we want to bring you up to date on that police chase through two states one state to another, back to another that we brought you as breaking news monday night at 11:00. the driver was wanted in part for stealing underwear. this is robert ritter right

here police say he shoplifted underwear worth about $20 from a shoprite store. the crime was apparently caught on surveillance video. police in brook lawn, camden county within say ritter assaulted a loss prevention officer to get away with that underwear. nbc 10 uncovered the arrest warrant which included over $20,000 of claims. we talked to an expert to see what police did and didn't do correctly. the experts said the technique of boxing in that van clearly did not work for police. >> you want to keep it tight quarters with all vehicles. to have that individual have no out. he finds a seam and takes it. >> you can bet police are

analyzing that video and learning from it. the bumping maneuver they used to end the chase, that one worked perfectly. 4:17 now. federal investigators arrested a man in florida who they say has ties to isis and they say he was planning to set off a bomb on a beach. a criminal complaint says 23-year-old harlem suarez told an fbi source that he planned to bury a backpack bomb in the sound and detonate it with a cell phone. suarez made his first appearance in a courtroom yesterday. his attorney says the charges are blown out of proportion. >> i've met this young man. i talked to this young man. i gauged his demeanor. he is not a violent jihadist. he's not a member of isis. >> suarez is currently being held at a federal detention center center. he's expected to be back in court next week. earlier this week a north

philadelphia woman was arrested and acharged with trying to support isis with money and resources. keonna thomas wanted to join isis and fight and die for the group. if convicted she could face 15 years in prison. germany is hosting this year's macabre games. german officials say they're proud to host the games which became yesterday. the event comes noorly 80 years after the berlin olympics and four decades after the israeli massacre at the munich games. a 93-year-old holocaust survivor supported the decision. >> i want to encourage you to the question if it is right to come to berlin for the macabi.

the answer is yes. >> they are kpeeing in basketball soccer and other sports. resorts on mexico's caribbean coast are increasing efforts to get rid of all this seaweed. by last week workers raked or shoveled 17,000 cubic feed of seaweed. environmental experts are trying to figure out why so much of it came to shore. some say it could be due to changes in ocean temperatures currents and wind pattern. now your nbc 10 first alert weather with meteorologist bill henley. >> 19 minutes after 4:00. it's a muggy start this morning. it's going to it be a hot afternoon. we've issued a first alert for the temperatures that will be soaring into the middle 90s, even hotter than yesterday for today. right now it's 79 degrees in philadelphia. that's up by three compared to yesterday morning. the humidity, that's also running high at 84%, a steamy morning and a hot, humid

afternoon. we'll see bright sunshine and the temperatures will take off. by lunch time i expect philadelphia to be in the low 90s. today we'll see lots of sunshine. showers are staying to our south. more importantly, is this activity those are showers and thunderstorms that will be arriving tomorrow afternoon. behind those storms is drier, more comfortable air. we'll feel that on friday. but today through tomorrow the humidity will be stretching into the area. there's a slight chance of an overnight shower tomorrow morning and then with mostly cloudy skies, the temperatures won't be quite as high tomorrow but will still be steamy. at lunch time tomorrow we'll be watching the line of showers to the west increasing in strength and there is potential for severe weather moving through the area during the afternoon hours. then look how nicely it comes drying out north and west. those clearing skies will allow the humidity to come down during the day for friday and the weekend as well.

sunny and hot today, yes. a steamy afternoon, middle 90s at the hottest point for philadelphia will be during the mid-to-late afternoon hours. sunshine today and we'll see sunshine over the weekend, too, but the humidity will be lower for saturday and sunday. the seven-day forecast when i come back in the next half hour. chris? >> sounds good, bill. 4:21 now. let's get another check of the roads. we had an earlier accident. jessica boyington is watching that. >> we're watching out for that scene out in the bustleton section of philadelphia where we have a man trapped underneath of a train. that's closing grant avenue east and westbound between 532 and krewstown road. the alternate is red lion road. that's the fastest way to tell you so you don't have to make a million turns through the scene.

schuylkill expressway is looking okay. montgomery drive eastbound into the center city area 13 minutes from the blue route to the vine street expressway. east and westbound, not a lot of traffic throughout the area. if you're heading out the door on the pa turnpike, pretty much the same story, even through the active work zone. still a 22-minute trip from route 1 up towards valley forge. >> today more than 100 kids with disabilities will enjoy a day at the philadelphia zoo for free as part of first trust bank's 26th annual zoo day. it's happening in time for the kids to visit the gorilla exhibit. they have mazes for the gorillas to move through. it's quite amazing. on hot days like this parents need to remember to never, of course leave your children alone in a car.
