your drive times between woodhaven and the vine 12 minutes. eastbound looking good, as well. eastbound and westbound around marker 334, you will find overnight construction between 476 and the gladwin or belmont exits. and looking good between 76 and 95 it will take 15 minutes to go that stretch. mass transit, everything running on or close to schedule. >> thanks. 4:02. breaking from overnight, a mother murdered. philadelphia police looking for a person who shot and killed a woman in the port richmond section of philadelphia. nbc 10's monique brach ton is live. what can you tell us? >> reporter: tracy, neighbors and relatives in the 3000 block of aramango are baffled, stunned by the events. they heard a loud bang at 11:00 last night and went to see what happened. 22-year-old stephanie dukowsky was shot once in the head in her bedroom. her 2-year-old was unharmed but

was close by. we're also told she worked for a local dentist. one neighbor attempted to catch the gunman as he fled away from the scene. >> the neighbors are puzzled as to why this would happen to this young mother. nay saw one male described as being black wearing a gray hoodie run from the house south on aramango avenue. >> reporter: now we watched this crime scene, suited up in hazmat as they work the scene. homicide detectives were also here for several hours and took witnesses to police headquarters to be interviewed. some witnesses have since returned to the scene. we're working on sounds -- comments for you in the next half-hour -- on what stephanie was like and why this could have happened to her. live port richmond monique braxton, nbc 10 news. . new, an argument ends with a man

shot to death near a playground. the victim was shot twice and stumbled 100 feet before collapsing at around 2:30ment he died at temple hospital 30 minutes later. police are looking for an african-american man wearing a white t-short and white shorts. we're learning more about the crash in philadelphia that killed three young people. the victims have been identified. one, 17-year-old sabrina rhodes died in the wreck. it happened on wednesday. investigators say the car packed with five people slammed into a tree so hard it split the vehicle in two. police are searching for a second car that may have been racing the car that crashed. according to investigators, the cars hit speeds of about 75 miles per hour. >> the other car was to come forward, it would help the families with closure. >> people in the other car we want to talk to them. they have responsibility to give up information what they saw. >> reporter: the other victims who died another 17-year-old grirl philadelphia yvette

gonzalez and 20-year-old philippe hernandez from burlington county. members of a county synagogue facing costly repairs after vandals toppled more than 100 gravestones at an historic cemetery in philadelphia's frankfurt section. the long-time groundskeeper tell us they knocked over century-old headstones late thursday or early friday morning. there was no other graffiti or markings left behind. >> i don't know who would do it. were they on drugs? i don't know. you wouldn't have been in your right mind i don't think to do something like this. >> the cemetery has some graves dating back 160 years. only a handful of new burials each year. the cemetery is mostly visited by passerby who use it as a shortcut. with no surveil cameras there's had -- surveillance cameras, there's littling in to go on. it's hoped neighbors will lead to the kidnappers who took

and beat a 5-year-old. the mother noticed her daughter missing monday morning. police climbed through the alleyway window at the family home forced the girl outside, and beat her. her mother says she found her daughter barely conscious. >> a coward. cowards do cowardly things. for you to call yourself a man and to do such unspeakable acts, your day in court is coming. you're going to be held accountable. turn yourself in. >> police did question one man but let him go. happening today, a teenager phase a preliminary -- faces a preliminary hearing after being accused of dousing a child with hand sanitizer and setting him on fire. the 11-year-old victim has suffered second-degree burn. 4:06. philadelphia congressman chaka fattah downtowned on racketeering chambers.

he was given the advocate of the year award yesterday. the congressman mentioned again he's not letting the indictment distract him from his work. >> we're not distracted. i'm going do my work. we're going to be -- i've had the most conductive time of service over these past 80 years. we've gotten so much done and helped so money that it would be a crime for me to stop doing it. >> the indictment released on wednesday. in it the congressman is accused of misusing his congressional influence, misspending taxpayer money, and charitable donations. he's accused of accepting a secret $1 million campaign loan and taking a bribe from a lobbyist who wanted to be an ambassador. during his 11 terms in office, congressman fattah has been an advocate for education and improving the lives of young people. dream academy is a mentoring program founded with fund secured by -- funds secured by the congressman credited with helping at-risk students.

4:13. a judge sentenced a delaware county man convicted of driving under the influence in a deadly crash to time served. jonathan vanderhorst will also pay fines perform community service and complete driving classes. the crash happened last year in clifton height and killed 18-year-old dante desimone, an upper darby graduate and

freshman at neumann university. police looking for a driver who took off during a traffic stop and clipped an officer in the process. the over pulled over james galloway in galloway township wednesday. galloway drove off and hit the officer. the officer was not seriously hurt. police found the crashed car nearby. no sign of galloway. police found heroin in the car. the widow of one of three people found at a shooting at a municipal building said town leaders failed to keep the meeting safe. frances laguardia is suing officials and a sheriff claiming leaders in ross township and the monroe sheriff knew that rocky newall was mentally unstable and capable of violence. she says they didn't provide security at a township meeting where he opened fire in 2013. her husband, james, was among the victims. newall killed him and two other. he pled guilty in may and is serving a life sentence.

prosecutors say he was angry over the loss of his property after a lengthy court battle with the township. 4:15. more than 8,000 volunteers preparing for the world meeting of families and the papal visit in philadelphia this september. organizers say more help is needed. they're hoping for an additional 5,000 volunteers. volunteers will help with everything from meeting and greeting visitors to working as translators. organizers estimate the historic event will draw nearly two million people to the area. >> all the volunteers will be spread throughout the city for the festival families and papal mass, then throughout the convention center welcoming the 150 countries that are coming. >> volunteers will have to go through a background check. if you're interested in helping, you can apply on line. download the free nbc10 news app for the latest developments ahead of the pope's arrival. you'll find transportation information along with the pope's official itinerary. and nbc10.com has an entire

section dedicated to the papal visit. and only nbc10 traveled to argentina to learn more about the man who became the first pope of the americas. don't miss a 30-minute special, "the people's pope," airing next tuesday at 7:00 here on nbc10. new castle county police officials say transparency is the reason that some officers are testing out new body camera while on patrol. now a plan is in place to get all officers geared up in the next two years. the new technology is becoming the normal police departments across the country following several deadly shootings. >> feel confident that our officers are out doing the right thing. but this answers the age-old question, how do you prove it. this is how we prove it. >> i drive nice cars with tinted windows and rims. i don't usually -- they come at me sideways as if i'm doing something wrong already before they even ask me. >> delaware's attorney general wants every officer in the state equipped with a body camera.

west chester university is taking steps to eliminate bacteria after an employee tested positive for legionnaire's disease. official say cooling towers at eight campus buildings had higher than acceptable levels of the bacteria that crazies the illness. a remediation firm is working to eliminate the bacteria. no classes are being held on campus. new york city's department of health is investigating an outbreak of legionnaire's disease in the south bronx. the department says 31 cases have been reported since july 10th and two people have reportedly died. what is legionnaire's disease? a severe form of pneumonia not transmitted from person to person. most people get it from inhaling water droplets containing the bacteria. legionnaire's usually develops two to ten days after exposure. symptoms include headache fever, chills cough, diarrhea, and vomiting. 4:17. happening today, the philadelphia philly will honor pat burrell by inducting him on their wall of fame.

nbc10's vai sikahema is live with a preview. a lot of phillies ledge ends will be at citizens bank park for the event. >> reporter: yeah some of the all-time great in the organization will be around because it is the phillies alumni weekend. today pat burrell will receive one of the team's highest honors honors. he will be named during the game with the braves. burrell hit 20 or more home runs in the eight consecutive seasons he spent in philadelphia. he was a member of the 2008 championship team. and burrell says his former teammate and expected texas ranger, cole hamels was a big reason for the team's success. >> without cole in 2008, we just wouldn't have had enough. he drove the train, we just jumped on it. it's a sad day to see him go. it gives you perspective and

philadelphia. look at this -- a clear view of the full moon this morning. this is a live view. the moon will be bright then the sun will be bright. moon's getting ready to set. the temperatures are still coming down. 64 in chester spring. 71 in washington township. and everybody is running cooler including trenton at 71 degrees. the clouds they've already broken. a few scattered clouds at the shore. the storm clouds we had yesterday, they are completely off shore and out of the picture for the rest of the day. during the day, that less humid air comes in and it's going to stay not only today but also for the weekend. sunshine northwesterly winds, and a warmup. by 11:00, we'll be at 86 degrees. we'll top out in the upper 80s and low giants -- low 90s this afternoon. the low humidity will stay for the weekend. saturday and sunday, sunny, hot, and dry. up to 91 both days. the full seven-day forecast coming up in the next half-hour.

philadelphia. 4:23. 73 degrees. triple-digit temperature high winds, and dry conditions are fueling these flames of more than a dozen wildfires burning across california. thousands of firefighters were on the front lines trying to stop the spread. authorities say most of the fires have been caused by people being careless. they're reminding the public that one spark could lead to

another massive fire. google has a new search tool that could help people avoid long lines at the stores. here's how it works -- after searching a business google will now show you the popular times for the business. the goal is to give you a better idea of when would be the best time to visit the store and avoid the crowds. more than seven million homeowners still feeling the effects of the housing crash and are under water on their mortgages. according to new information from realty track, millions of borrowers have loan amounts at least 25% higher than what their property is worth. that number has increased the past two years despite home prices rising. 4:25. customs and border patrol authority will visit the port of wilmington today for an agriculture inspection. that port rank as north america's leading gateway for imports of fresh fruit. dole and chi keetda hub their east coast -- chiquita hub their east coast operations there. products are exported from the
