my work has been acclaimed by president obama, by president clinton. >> reporter: congressman chaka fattah touted his accomplishments in office and criticized the investigation that charged him and four others. charges include racketeering money laundering and fraud. >> i need to conduct myself appropriately but going after my family is completely inappropriate. >> reporter: the congressman is married to nbc 10 anchor renee chenault-fattah. renee is referenced in the criminal complaint against her husband, labeled as person e and an affiliate of the fattah enterprise. the feds allege she took part in a scheme to fraudulently sell a car in order to pay closing costs on a vacation home. she is not charged and denies any wrongdoing. the indictment also says campaign money was used to help pay off his son's student loans. in the indictment it says that you didn't hold an education seminar but yet you took grant money for it. that you used campaign funds to pay your wife's car insurance. you deny all of that? >> as i indicated, i deny these

allegations. i also said that as an elected official i have never been involved in any illegal activity. >> reporter: he says he held that education seminar and it's on video. >> i'm just saying that the first thing is that most of the people who are talking about this across our area have not read the indictment. >> reporter: even with the allegations you think it's important to be on the appropriations committee to be spending taxpayer money? >> oh, absolutely. first of all, taxpayers pay the money from our region and we happen to be one of the very few places in the country to have a member on the appropriations committee. >> reporter: the feds say the investigation began two years ago after acting on a tip. fattah says he does not regret his 2007 run for mayor. deanna durante, nbc 10 news. >> renee chenault-fattah is on leave from nbc 10. read the entire indictment on the nbc 10 app and online.

we'll have continuing coverage as the congressman heads to his first court appearance in two weeks. now turning to weather and the heat outside. the humidity returned as people went back to work. how long will that humidity stick around? nbc 10 first alert chief meteorologist glenn "hurricane" schwartz joining us with the first alert forecast. >> we will have some increasing humidity tonight and again tomorrow but that's going to be about it. we will be seeing some big changes over the next couple days. we've had day after day after day of 90 plus. today is the seventh day in a row. we got up to 93 degrees today and tomorrow we have a pretty good chance of hitting 90 as well. it's 91 in northeast philly but in the 80s just about everywhere else. we got up to 90 in dover and right at the beaches, it's been considerably cooler than that because of the sea breeze. we have a couple of small showers right along i-80 and --

i-78, rather coming right through the northern portion of berks county just north of kutztown headed in the general direction of allentown. but we have also seen previous showers weaken as they move toward allentown area. as we go through the evening, temperatures will be staying in the 80s. only isolated showers around. we will tell you when there will be a whole lot more rain and more significant relief from the heat and humidity with the seven-day in a few minutes. new at 6:00 drivers could soon have to pay more money to cross the bridge in south jersey. the burlington county bridge commission proposes raising the tolls on the tacony palmyra and burlington bristol bridges from $2 to $4. if you use an ez pass the toll would go up $1 to $3. the extra money would help fix aging infrastructure. the tolls on the two bridges have not gone up in 15 years. a public hearing is planned for

one week from tonight. if approved the higher tolls would start next month. tonight, the focus is on whether vice president joe biden plans to enter the race for the white house. the v.p. spent the day in his home state. nbc 10's delaware bureau reporter tim furlong joins us with more. >> reporter: vice president is here in delaware if you see him, ask him if he's running for president, then let me know. nobody's gotten back to me with a response. his office won't say much but there seem to be a lot of hints he might want to give it a go. when beau biden died this summer, many americans got to see in joe biden what many delaware residents already had. >> i love joe biden. he's a man of the people. >> reporter: he is a straight talking, sometimes too straight talking guy who some say might finally win if he decides to once again run for president. >> i think he's an all around good guy. i don't mind that he speaks off the cuff. >> i find it refreshing. >> reporter: biden would be

playing catch-up to hillary clinton. she's a fund-raising machine, getting in the race early got her lots of promises of support from people in high places. normal folks still have time to decide. >> i don't have the energy. i don't think he does energy. >> reporter: at 72, he thinks biden might be too old to be president. delaware senator tom carper is not so sure. >> people think he's honest he's real. he really cares about normal people. >> reporter: carper has been friends with joe biden and hillary clinton for a long time. he says controversies and distractions that hinder the clinton campaign open a window for biden but says it won't stay open. a former beau biden advisor has signed on to help draft biden 2016 a political action committee now raising money, gathering volunteers and even selling biden gear to gauge interest in joe biden. across much of delaware, the interest definitely seems to be there. >> lot of affection for joe here and around the country. >> reporter: hillary clinton was

at beau bindden's funeral a couple months ago. a "new york times" columnist says before he died beau urged his father to run against hillary clinton. if he does run, he will have his work cut out. she's already raised $45 million and has a lot of senators and governors who have endorsed her. it might be tough later in the game but you just never know. tim furlong, nbc 10 news. >> hillary clinton leads the field of five democratic candidates. bernie sanders, martin o'malley lincoln chafee and jim webb. a more crowded republican field, 16 candidates are running. the first live debate is later this week. a new jersey man faces charges for not disclosing his hiv positive before having sex. police in easton northampton county arrested ricky webster. he is charged with recklessly endangering another person. two victims found out online he had the disease. he served time in prison five years ago for not revealing his hiv status.

new at 6:00 the chester county man says a home invasion attack started with a knock on his door. a thief came to the man's home last sunday. he asked the victim if he was having problems with his water. when he said no the man forced him inside punched the victim dragged him to the bed, tied him up and covered him with a sheet. the thief took money, jewelry, medication and a computer before he escaped. take a look at a sketch of that suspect. the police department is trying to find out who he is. smooth sailing for people signing up for septa's pope lottery tickets. so far more than people have entered the regional rail lottery. if you want to enter, you still have time. the deadline is 11:59 tonight for special passes to ride the rails saturday and sunday when the pope is here next month. the winners will be announced thursday. the website crashed two weeks ago when septa first put those

tickets on sale. when pope francis visits philadelphia during the world meeting of families, security will be tight as you know. but just how tight? after all, he is considered the people's pope. today nbc 10's rosemary connors spoke to a vatican insider about the coordination effort currently under way. >> the negotiations continue but francis wants to be close to people. i think everybody realizes that. >> reporter: does that mean the secret service is going to have to sort of bend to what the pope and his security detail do? >> i don't want to speak for the secret service but let's say this. this is not the president of the united states that's coming. this is the good shepherd that's coming. there are different ways of protecting world leaders and protecting good shepherds who want accessibility. >> nbc 10 is the only local station to travel to the pope's homeland of argentina. nbc 10's jim rosenfield spoke with his close friends,

colleagues to learn more about the pope. don't miss tomorrow night's special at 7:00 p.m. right here on nbc 10. a traffic alert for drivers taking the schuykill expressway into philadelphia. the eastbound off-ramp to spring garden street will be closed until next wednesday for concrete repairs. penn dot will post detours for drivers. the repairs are part of a project to rehab the bridges that carry spring garden over 76, mlk drive, the schuykill river and schuykill river trail. rutgers got the green light to merge its two law schools into one but it will have two campuses. the american bar association approved that deal. rutgers has been working to merge its schools in camden and newark for two years. there will be just one application for the class entering in 2016. a retired state police major could be the next commissioner. he was nominated today. he worked his way up the ranks before retiring a decade ago.

the senate controlled by republicans rejected the governor's first choice, marcus brown, back in june. brown is now the acting state police commissioner. next at 6:00 new video may have captured the attack on hitchbot. the robot that gained national attention for getting ripped apart right here in philadelphia. a boater tread water for hours. the rescue the u.s. coast guard says was one of the toughest they ever made. day seven of the heat wave. i'll tell you when the heat will get out of here and the humidity.

a hitchhiking robot that was destroyed by someone in philadelphia is the talk of social media. the creators of hitchbot today say they may rebuild it. hitchbot made its way from canada to the city of brotherly love. now new video is claiming to help solve the mystery of its demise. is it just the latest internet hoax? george spencer reports.

>> reporter: this is the purported surveillance video that may help solve a mystery. you can't see the famous hitchbot here but a man in a sports jersey appears to kick something against the wall on an old city street. nbc 10 hasn't independently confirmed the video's authenticity but a time stamp reads early saturday morning, shortly before the traveling robot's creators got this photo confirming it was vandalized beyond repair. >> city of brotherly love? kind of sad. it's giving us a bad reputation. >> reporter: noah is a local robotics camp student and can imagine the heartbreak hitchbot's creators feel tonight. canadian researchers created the bot as a social experiment. it could speak in small phrases and would rely on the kindness of strangers passing it off one to another to make its way across the country. legions followed the travel through social media but the

american tour was cut short in philly after just two weeks in the u.s. >> it takes a lot of hard work and effort to build and program these robots but it will take it could be a matter of seconds or minutes in order to destroy it. >> reporter: the destruction here has some calling out philadelphia's perceived gruffness on a national stage. on twitter, one observer wrote poor innocent hitchbot all the way across canada just to die on the tough streets of america. >> it came to me. >> reporter: new local video bloggers were among the last people to see hitchbot in one piece driving around the city in their truck. they say they dropped off the robot in the same old city location where this man is allegedly seen destroying it hours later. hitchbot creators say they have received overwhelming support including from right here in our region. there is in fact even a local kickstarter campaign aiming to raise money to rebuild the robot and also restore some trust in the city of brotherly love.

reporting in the digital operations center i'm george spencer, nbc 10 news. today we hear from the coast guard crew who battled dangerous conditions to pull off a difficult rescue. their goal save a man who had been treading water in the ocean for four hours. >> man overboard! >> that mayday call was made saturday night after a man was tossed off his boat more than 40 miles off cape may. in high waves, strong winds and a thunderstorm he managed to stay afloat without a life jacket. by the time a coast guard helicopter crew arrived, people from another boat had helped him back on to his own boat. the coast guard saw the victim was convulseing and needed to get to a hospital. another problem. a friend on the man's boat had no idea how to operate it. >> the boat started spinning rapidly beneath us. with the boat spinning like that it's very hard to do a safe, controlled hoist.

>> the coast guard lifted that man to the helicopter rushed him to a hospital and despite all that he endured, that fisherman is okay tonight. pretty much the entire area was rain-free over the weekend but we did have some thunderstorms that did move well offshore saturday night. the heat wave yeah it continues. we've got day seven here and may get a day eight. chance of some showers overnight tonight, most of them just isolated but a big break coming in the heat and the humidity. today we saw a lot of sunshine. the humidity not too bad, 37% now. so the 90 degree temperature feels like 90 degrees. into the 80s to the north and west. mid to upper 80s. mid to upper 80s south and east of philadelphia area. dover got up to over 90 during

the day today and some of the shore areas, not quite, because the southwest wind right along the coast line so just 80 atlantic city marina and beach haven, 82 sea isle city but that's a land breeze for the delaware beaches. that's why the delaware beaches will be up near 90 degrees tomorrow while the jersey shore beaches are going to be close to low 80s. just isolated showers here generally up along the i-78, heading in the general direction of allentown, but as you can see, moving a little bit to the north of due east so it looks like it is going to go just to the north of allentown and it's so small that it's not likely to rain at all there. you can see a few showers overnight tonight, not a whole lot of activity and practically nothing tomorrow until you get pretty far to the south. southern delaware extreme southern new jersey could see a shower or thunderstorm later on

during the day. most of the day is dry air and the entire day is dry on wednesday because the atmosphere really dries out then. then it starts to cool off. in the tropics, the only thing in the atlantic tropics to be watched is in the northeastern gulf of mexico and that may be going on to land and tampa has been clobbered with rain as a result of that. much of the atlantic basin is just incredibly dry and likely to stay that way. just as we hit the peak months of hurricane season, at least historically. more humid with a shower chance tonight. 74 for the low in philadelphia. during the day tomorrow hot, a little bit more humid. nothing too oppressive but chance of a shower or thunderstorm south and east. another day where we could get to 90. and wednesday, definitely less humid. a lot less humid. and thursday cooler and low humidity. you want relief you're getting

i'm john clark live from the eagles novacare complex. day two of training camp and we have our first major injury. travis long, backup linebacker, tore his acl again just like last year. tough break. the eagles will need more depth at linebacker. how about running back demarco murray, the eagles stole him from the cowboys. he didn't practice yesterday, the first day of camp. thank goodness he was out there today. here's marshall harris hoping to explain why. >> every guy we have all 89 guys are full go. they're up and going. there's not anybody that has any restrictions or has been held back today. >> reporter: chip kelly may have declared his entire team healthy sunday but demarco murray missed part of practice. watching team drills from the sidelines. >> i think some guys get more reps one day and another guy may get less reps.

it's part of the deal. >> reporter: murray is fully healthy and the decision to limit him wasn't his own. one last year's league-leading rusher accepted without asking for explanation. >> you're always upset when you don't get the chance to go out there and compete and take a little pressure off the other guys. obviously i wanted to be out there but just didn't happen. >> reporter: eagles fans have certainly grown accustomed to seeing displays of shiftiness in the backfield as lesean mccoy became the team's all time leading rusher. demarco murray, they are probably expecting big numbers but certainly they will see a different style of running. >> i'm not a big flashy guy. i don't bring a lot of attention to myself. i think some people may not like that. some guys respect it. i've always been that guy. i won't change it for no one. that's how i am. >> reporter: the practice workload in philadelphia isn't any more than what he saw in dallas. the tempo, however, is another story. which may be why the eagles are easing him into training camp. >> you always want to be out
