little encouragement maybe to tell the senior citizens in your neighborhood to get to a local senior center, the closest in this neighborhood is at 41st and poplar. i'm rosemary connors, nbc 10 news. you step outside, you feel it. we are in day eight of a heat wave. >> change is in the air. big changes coming our way. so far it is still hot as the heat and humidity leave us simmering. these people are looking for a sea breeze along the atlantic city boardwalk today. nbc 10 first alert chief meteorologist glenn "hurricane" schwartz is tracking some rain. >> and a break in the heat, we hope, right? >> yeah, that's right. they didn't get the break with the sea breeze at the shore today because it was a land breeze and it was every bit as hot right at the beaches. we've got a lot of sunshine. we've had that during the day today. that helped push the temperature up. we have gotten into the 90s once again. we started this last tuesday with 93 degrees. we had three straight days of 90

plus, thursday, friday, saturday, sunday. yesterday was 93. today, 91. tomorrow, it will be a close call but the humidity is going to be much, much lower so it will feel more comfortable tomorrow regardless. 91 in philadelphia. 93 in northeast philly. wilmington at 90. trenton at 90. look at atlantic city at the airport, 92. millville, 92. georgetown, 91. we have a lot of places that have hit the 90s today. there also is a chance of some thunderstorms developing, mainly in southern portion of delaware and extreme south jersey. we have not seen very much develop since what we got earlier this morning. we had some showers up to the north and some west of washington. we will keep our eye on those because we do have computer models that show some development of storms generally down in southern delaware as we go through the evening. then we're going to be seeing some major relief from the heat

and humidity. i'll have more on that with the seven-day in a few minutes. at the jersey shore, smoke billowed from the roofs. firefighters battled the blaze from the air. this is chopper video of the fire in ocean township, monmouth county. it broke out shortly after 1:00 at the twin brook village apartments. according to our sister station, wnbc, several apartments were destroyed. not clear yet what sparked this fire. no one was hurt. guilty is the verdict for a craigslist killer from montgomery county. thomas coffee was convicted of first degree murder for the june 2013 shooting death. he was immediately sentenced to life in prison. prosecutors say coffee shot and killed daniel cook, who was looking to purchase an atv from coffee off of craigslist. coffee then robbed cook after the murder. coffee also was linked to two other craigslist robberies that

month. it's what fans have been waiting for. the eagles fans got their first look at the team in action today in south philadelphia. >> day two of training camp offered the public a look at some of the new faces we will see on the field. tim furlong is at lincoln financial field and comcast sports net's john clark has been watching the action on the field. how are the birds looking? >> reporter: they looked pretty good. the quarterbacks are trying to still get in the groove and get their timing down. as you mentioned, this is a day of firsts, it was the first time eagles fans could see all the new players up close and it was also the first day in pads for the players. they always look forward to that day. close to 20,000 eagle fans came here today for the first open practice at the linc. as the birds took the field,

chip kelly was all smiles. the 2015 eagles played on their home field for the first time this training camp. >> get a chance to come to our home stadium, in front of our hometown crowd, it definitely breaks up the monotony ever camp. >> it's pretty crazy. first day in pads, there's a lot of fans out here as you can see, lot of love, man. this is crazy. >> reporter: the new faces were all on display for eagles fans. demarco murray wearing eagles green. sam bradford as the new man under center. but football is a game played in pads and the players were in full gear for the first time. >> speed of the game, it kind of picks up and also fatigue has picked up, too. this is an offense that's been difficult not just playing but also to practice in. very fast, very fast pace. >> reporter: you like to get the pads on today? >> for sure. it's a little different. this is the first time i've

argentina to learn what he was doing there and what defined him as a leader. watch an exclusive half hour special on the controversial man who became pope francis tonight at 7:00 only on nbc 10. switching gears now, a night at the circus took a devastating turn when the big top collapsed. it killed a father and daughter last night in lancaster, new hampshire, about 90 miles north of the capital, concord. at least 22 others were hurt when a storm packing 60 mile per hour winds blew through that area. officials say about 100 people were inside the tent watching a circus performance at the time when that storm hit. investigators are working to determine how the circus tent came down. a lawsuit has been filed by the family of a woman who died in a texas jail. sandra bland's relatives are claiming wrongful death against the people they believe are responsible for her death. bland's family and their attorney announced the lawsuit against the sheriff's office, the state trooper who arrested

bland and two jailers who found her dead in her cell. bland died three days after police arrested her during a traffic stop. investigators say bland hanged herself in her cell but the family says they don't believe she would have taken her own life. >> i am confident in the fact that she knew enough about jesus that she would not take herself out. >> the attorney for bland's family says they are not seeking a specific dollar amount in damages. they want answers to questions about her death. the family is also calling on the justice department to investigate. the shackling of two disabled children leaves a kentucky sheriff's deputy facing a federal lawsuit. you can hear this 8-year-old boy crying in one of the incidents. deputy kevin sumner was working as a resource officer he at the boy's school and allegedly

handcuffed the boy because of an outburst. a child health expert says the children in both cases were exhibiting behaviors related to their disabilities. prosecutors in colorado are making their final push now to hear and have movie theater shooter james holmes sentenced to death. families of victims began testifying today about the impact that the shooting has had on their lives. jurors rejected arguments yesterday that holmes' mental illness means he shouldn't die. the same jury quickly rejected holmes' insanity defense, deciding he knew right from wrong when he carried out the deadly attack in july 2012. 12 people died, dozens of others were injured. the pennsylvania budget is still in limbo. the reason, deep policy differences between democratic governor wolf and the republican controlled legislature. pennsylvania is in its 34th day without a spending plan. some students getting ready to return to public schools believe the impasse will cause problems for them. local elementary and high school students met with state

representative in roxborough today. they blamed the budget standoff for drying up resources they need to prepare for the future. >> at my school will athere are students. for all those students applying for college and taking standardized tests we have two counselors full-time. that's 1200 students for one counselor. >> republicans and democrats can't agree on the amount of spending in the new budget. governor wolf supports a $159 million increase for philadelphia public schools. despite not having a budget, tax revenues are pouring into the state treasury by the billions. revenue officials say pennsylvania collected more than $2 billion last month alone. the state ended the last fiscal year with a surplus of more than $400 million. from the nbc 10 delaware bureau a change in the school system that affects kids all over the state. two bills were signed today, one drawing new boundaries for

school districts so it would be redistricting. nbc 10's deanna durante is live in wilmington with more on this major step. >> reporter: well, school districts like colonial school district that are part in the city of wilmington and part outside the city will lose a good fair number of their students. about 200 students here will move to another district and the work now begins in figuring out how to move all the students around and how to pay for it. >> i think it may actually probably work out a little better. it's a little complicated. >> reporter: yolanda is all for the restructuring plan, one that got its first boost by delaware governor markell. he signed two bills into law, one giving the board of education the right to change decades-old school district boundaries and another that creates an education commission to begin the process of combining four school districts in the city of wilmington. >> it's really about trying to make sure the wilmington community is more engaged in the education of their own children. >> reporter: the old district lines were drawn 60 years ago as

an effort to desegregate schools but the plan has some parents and kids driving an hour or more to go to schools far outside the wilmington city limits. the plan would in effect remove all wilmington students from colonial and christiana school districts putting them to brandywine and red clay. red clay could become the largest school district in the state. >> it's an important step for improving delaware education. we have a lot more work to do but this was an essential first step to start the process to take a look at better engaging our families, improving funding for our students. >> reporter: parents who had no idea about the plans and today's bill signing have a lot of questions. >> what does that mean for kids who live in the city? >> reporter: some parents asked what does it mean for kids who go to charter or private schools. those are things that have to be worked out by the education commission. all four superintendents will sit on the commission as well as parents and school board members from the four school districts. coming up at 5:30 we will tell you how some people are for the plan but concerned there could

be layoffs. reporting live in wilmington, deanna durante, nbc 10 news. in just a few hours we will find out if wawa is one step closer to selling beer at one of its stores in concord township, delaware county. tonight at 7:00 the concord township board of supervisors will decide if wawa can begin selling six-packs at its location on naimans creek road. wawa would still need state permission to sell beer and if that's approved, customers could buy up to two six-packs at a time. wawa says if this all works out it might look to expand selling beer at other locations. turning now to decision 2016. new jersey governor chris christie plans on making the cut for the first gop primary debate on thursday. he made the declaration during a town hall this morning at a new hampshire diner. fox news is planning on announcing the ten republican candidates that will take part in the debate this evening. it is based on who is leading

the polls. >> i understand we have a date on thursday night. i'm looking forward to being on the stage with nine of my other competitors on thursday night in cleveland to start the official formal debate process. >> governor christie was one of 14 candidates to take part in a rapid-fire question and answer forum in new hampshire last night. right now, there are 17 declared republican candidates vying for a spot in the first gop debate. it airs thursday night on fox and again will only feature the top ten leading candidates. on the democratic side, the field is much smaller. there are only five candidates seeking the presidential nomination. let's get an update on the breaking news we told you about at the pennsylvania turnpike. look at this. this is a live look at the turnpike from sky force 10. right now, one eastbound lane of traffic is getting by in southampton, bucks county. for the last four hours all

eastbound lanes were previously shut down between willow grove and bensalem. that's what we're looking at. it's all because of that tractor trailer fire they are cleaning up. the backups last for miles. avoid this area and stay with nbc 10 for updates. i hope all those cars have enough gas to keep the air conditioning going in this heat hour after hour. that's no fun. the heat wave continues. we have day eight today. we will be a close call for day nine. we have some storms in southern parts of our area that are likely and a big break coming. not only with the humidity but eventually with the temperature if you want to get rid of this stuff. we've had a lot of sunshine today after the early morning storms. 91 degrees but the humidity's not that high. it's actually gone down this afternoon from what we saw this morning so it feels like 91.

which is hot but we have seen worse than this in previous years. it's just a lot of days in a row of 90 degrees, count them. 93 is the highest we have been. normally in a heat wave this long, we would be seeing some days close to triple digits. we have actually been fortunate with this. we have a west wind today that is keeping things on the drier side. mid 80s north and west but it also keeps the beaches pretty warm. let's see if that's the case. oh, yeah. it's 89 in sea isle city, atlantic city marina and beach haven, which was about ten degrees cooler yesterday with a little bit of different wind direction. it was in the 90s at the delaware beaches with that wind as well. these were some of the storms that came through this morning. we had some damage in berks county and a lot of lightning in parts of bucks county, for example.

some really fierce lightning but look at the radar now. it's pretty quiet out there. couple of showers well north of the poconos and some just west of washington, d.c. but the future cast computer models are showing at least some isolated, pretty strong storms developing in delaware and south jersey during the next several hours. we have to keep our eye on the radar because it's been fairly consistent showing some of these storms developing to go into the morning hours. what's going to happen later on this week, we have an area of low pressure to the west and as it tracks south of us, the wind will shift, that will bring cooler air in. it is also likely to bring rain, especially in southern parts of the area. that is mainly on friday. looks like it may be out of here by the weekend. a chance of a thunderstorm in delaware, new jersey, then less humid late tonight. 59 degrees north and west for the low. that's a sign of lower humidity.

southampton, bucks county. one eastbound lane of traffic is now getting by following a tractor trailer fire that happened about four hours ago. all eastbound lanes were previously shut down between willow grove and bensalem. no one was hurt. stay with nbc 10 for updates. a new jersey man has been arrested after an nbc 10 investigation. >> one new jersey and three pennsylvania counties have been looking for the contractor after customers complained about his business. investigative reporter harry hairston broke this story a couple weeks ago. what's the latest on this? >> reporter: daniel galucci is behind bars after police caught up with him in maple shade, new jersey. during our investigation we found a potential problem with how pennsylvania has contractors registered. now in cuffs and being transported, new jersey contractor daniel galucci had been wanted in camden, philadelphia, bucks and montgomery counties. >> he's scammed some people out of money already so now the

system will do their best to bring justice for those victims. >> where the plywood is, there's supposed to be a picture window. >> reporter: they paid the contractor $60,000 for work he never finished on their home in pottstown. >> most of the roof is missing. >> reporter: what caught our attention was galucci's bucks county conviction back in 2013. the district attorney says galucci pleaded guilty to writing a bad check after he was supposed to pay back a customer for work that was paid for but not completed. on a 2014-2016 pennsylvania registration, galucci's company answered no when being asked about a crime related to his business. >> they have to provide truthful information. accurate, truthful information about whether or not they have been convicted of a crime related to their home improvement business in the past. >> reporter: the head of the pennsylvania attorney general's office, the bureau of consumer

protection. >> we have a procedure we follow and we have -- we will notify them that we have some discrepancies with their registration and then based on that, they're obligated to come forward to us with information that was more current, more accurate, more truthful. if they do that, then we can restore their name on the registration. >> reporter: the attorney general's office doesn't check for discrepancies. the office only acts when someone else points out an error. once the problem is verified, the contractor has 30 days to fix it or is taken off the registry. if no one tells the a.g. about the discrepancy, the contractor stays in good standing. >> the thing you brought to light is the fact that this person has been able to continue to act in a very bad way and we have not be able to stop him. >> reporter: state senator robert tomlinson wrote the state's home improvement consumer protection act seven

years ago. he admits we found a flaw and he plans to hold hearings to come up with a tougher bill. >> con men are con men. con men will find their way around the law. >> reporter: he wants to deny registration to anyone convicted of a business-related crime. >> if they tell the truth and they said they have been convicted, we still want the attorney general to be -- to deny them even if they tell the truth. >> reporter: tomlinson tells us he hopes the tougher law will be passed by the end of the year. before he was arrested i texted galucci about his registration. his only reply was he planned on completing the work at the house. camden county plans on prosecuting him on a 2013 indictment. no word yet if he will be extradited to face charges here in pennsylvania. take a look at this. great day for these kids to burn off some energy and play in the

shade. nbc 10 in roxborough. good time out there. some areas could still see rain tonight. >> nbc 10 first alert chief meteorologist glenn "hurricane" schwartz is tracking the wet weather and the relief from the heat. glenn? >> not a whole lot of places to get relief from the heat. that's one of them, camel beach. that's the wave pool. there are clouds in the background and some showers not too far away from there. but it looks like they're staying to the north. we had quite a stretch of heat here. it started last tuesday and we have now gone eight straight days with 90 plus, 91 so far today. tomorrow we are going to be close. the humidity will be much less so we are going to get at least some relief in that department. warm to the north and west, but mt. pocono only 79 degrees. no relief at the beaches with the land breeze today. the highest risk of any kind of thunderstorms, strong thunderstorms in southern delaware and extreme south

jersey. nothing has really developed yet. we will keep our eye on it because some computer models do show some developing. there are a couple showers near washington and some others near the new york border. as we go through the evening, with the heat that's built up during the day and the humidity that is still existing down in southern parts of our area, we could build up some of these thunderstorms. but it's already drying out to the north. i will let you know when it will cool down and what lies ahead for the weekend in a few minutes. new jersey has its first confirmed case of west nile virus this year. health officials say a 60-year-old bellmawr man is recovering from the virus at home. he was hospitalized last month. according to the cdc, a 6-year-old girl in sussex county contracted west nile in june. that's the state's only case. there were no reported human cases in pennsylvania. we want to show you pictures now. two tractor trailers collided on the new jersey turnpike earlier

today. sky force 10 was on that scene around 7:00 this morning just south of the interchange 7a in hamilton township, mercer county. two people did suffer minor injuries according to state police. three people were hurt after a police cruiser and taxicab crashed into each other in west philly just before 3:00 this morning. the officer driving the cruiser was responding to a call for a person with a gun. the cruiser did have its lights and sirens on while responding. securing a parking spot in center city can now happen before you get out of your car. >> that can definitely be a challenge. next, the new app that will have someone waiting to valet your car. plus, the quick thinking that saved a mans life as a train barrels towards him.

necessarily result in better outcomes. researchers examined the use of health services for 2700 women over three years. the study's experts found no significant change in the number of hospitalization, e.r. visits or outpatient care visits among those women. experts say more research needs to focus on women who have already been identified as abused. americans narrowly oppose cutting off federal funding to planned parenthood, according to a new poll. the monmouth university poll found 39% of americans support cutting off federal funding but 49% oppose it. the poll found about half of the people are aware of recent videos that supposedly show planned parenthood employees negotiating the sale of fetal tissue. most people stated they were unsure whether to believe that planned parenthood tries to make a profit from this practice. anti-abortion activists are promising more videos this fall. yesterday the senate rejected republican legislation to cut

a california man is lucky to be alive tonight. >> he was pulled from his car moments before it was hit by a train. take a look at this. you can see a deputy dragging the man away from his car just seconds before that train collision right there. two sheriff's deputies were in the area at the time when they heard what they thought was a car crash. the noise was actually a car colliding with the train crossing gate. one deputy ran on to the tracks to alert the oncoming train while the other deputy rescued the driver. the san mateo sheriff's office says the driver appeared to be

a.m., we had some nasty thunderstorms go through berks county, causing some damage, and a lot of lightning in bucks county scaring a whole lot of people, and in the middle of their sleep. right now we don't have much, but just some showers near the maryland eastern shore and also some around washington. we will keep an eye on them because some of the future weather computers show some pretty big but isolated storms developing over the next few hours. we'll be watching them this evening. for tonight, chance of a thunderstorm in delaware and south jersey. less humid late and 59 for the low north and west. warm and windy tomorrow, close to 90 degrees but it will be less humid than today. the seven-day forecast, beautiful day on thursday, cooler with low humidity. the rain comes in friday, especially delaware and south jersey. we start drying out on saturday and we stay dry through the weekend. looks like another nice one.

we begin with breaking news on the pennsylvania turnpike in southampton, bucks county. sky force 10 is live over this big mess on the highway, eastbound traffic is backed up for miles. one lane of traffic is getting by. >> all eastbound lanes were shut down for hours this afternoon because of a tractor trailer fire. its load of cardboard burst into flames. this is video of the fire shortly after it broke out around noon. stay with nbc 10 and nbc10.com for updates. also, a new warning along the delaware river. >> please do not go in the waters. no swimming here, please.

>> towns along the delaware are making a new push for safety after two men drowned within a matter of hours. >> the men were swimming on opposite sides of the river last month when they went under off the shorelines of bristol and burlington. nbc 10's drew smith shows us what both towns are doing to prevent more deaths. >> reporter: thomas campbell won't step foot into the delaware river. he had a scary experience many years ago when he decided to take a swim. >> i barely got out to the buoy halfway across the channel and made it back just barely. >> reporter: today we saw only boats and birds on the water. >> it looks like a short distance. it looks calm on the surface. >> reporter: but it's not as it appears. strong currents which change often make this a dangerous spot. it was here where thomas scott, a father of two, drowned a few weeks ago. now the city of burlington, new jersey is installing these warnings. >> please don't swim in the river. we're just really laying it
