nbc 10 breaking news. here's our breaking news. fire burns through a berks county apartment building overnight. just ahead, nbc 10 is live on the scene where dozens of residents are forced to find somewhere else to stay. missing person mystery. for the first time, an eyewitness describes what he saw decades after mark himebaugh vanished. the extreme heat we've been seeing is out of the picture. this is nbc 10 news today. i'm tracy davidson. it's 4:00 a.m. let's get those details with meteorologist bill henley with his first alert forecast. morning, bill. >> morning, tracy. we saw the storms overnight push

out of delaware and jersey. the 50s in the mountains, 60s for allentown and pottstown, low 60s at that. low 70s in northeast philadelphia and wilmington at 72 degrees. we will see sunshine, some clouds and a nice breeze that will develop out of the northwest. calm to start with, 57 degrees at 6:00. by 9:00 we'll start to see a little bit of the northwesterly wind. the wind starts to pick up as we head into the noontime hour. drier air will be coming in. 86ç glooez degrees at noontime. it will feel so much more comfortable. we'll go through the forecast neighborhood by neighborhood when i come back in ten minutes. let's see what's in store for people heading out on to the roads. jessica boyington has your first alert traffic. >> we're watching rolling work crews around trooper road. you can see some of the them stationed off over to the right-hand side. eastbound we had a vehicle over here in the left lane has moved

out of the way. just, again, it's rolling. it's up and down the roadway right now. you can see an eight-minute drive time headed eastbound from 29 up towards the schuylkill expressway. no real problems there. the pa turnpike, cars are green, cars are moving. westbound, eastbound, at the most a 22-minute trip from route 1 to valley forge. no problems on 95, the schuylkill and the blue route is all clear. we're following breaking news from overnight, an apartment fire in berks county with dozenses of people forced out of their homes. it's happening on community drive in cumru township. no one has been hurt in the fire. the fire is now under control. we're told is started on the second floor and spread. matt delucia is headed to the scene. we'll check with him in just a few minutes. more breaking news now. a live picture from a u.p.s. truck crash and fire in furlong,

bucks county. this is a live picture. the driver slammed into a barrier along york road and the truck cab then caught fire. york road is closed in both directions near sugar bottom road as they clean up and investigate. new from overnight in philadelphia, a man is dead after a brave-by shooting. it happened along 53rd and berks in wynnefield. now to an nbc 10 exclusive. we spoke to a man who helped point police to a person of interest in the disappearance of a cape may county boy more than 20 years ago. 11-year-old mark himebaugh vanished from his middle township neighborhood in 1991. it's also the area where the man in a police sketch was scene

talking with mark shortly before he disappeared. well, daniel cole, a former prosecute who saw a recent report on the himebaugh case told nbc 10's ted greenberg the man is convicted child predator butcavage. >> are you positive this is the boy you saw in the video? >> yes, i am. i said that looks like the boy from south jersey. tommy told me it was him. he confessed to him and said it was him. i said what did you do with him? he said i did what i did with the rest of them, i disposed of him. >> detectives are hoping to talk again with butcavage who remains in prison for unrelated child sex crimes. happening today, supporters of a man shot and killed by philadelphia police will hold a rally for justice. officers shot brandon tate brown in mayfair last december. police said officers opened fire

while tate brown was going for a gun inside a rental car. the d.a.'s office said it would not prosecute the case. supporters are expected to renew their call for a federal investigation at a rally in mayfair later this morning. >> put the guns down! >> put the guns down! >> stop the violence! >> stop the violence! nbc 10 in north philadelphia last night where philadelphia police officers joined a group of neighbors and loved ones at 17th and west lehigh as they made their way to hutchinson street. that's where a man climbed through an alleyway window of a home. they are still looking for surveillance video and witnesses that may lead to her attacker. it's 4:05. in you this morning, philadelphia has some of the most dangerous roads in the country. a new study released at midnight shows philadelphia ranks eighth

among u.s. cities when it comes to red light fatalities. you can go to nbc10.com or the nbc 10 news app for a link to the map. ahead at 4:30, there's a new push to crack down on speeding in construction zones along pennsylvania highways. we'll explain how big brother could hit you with a costly fine. now from our south jersey bureau, authorities say a salem county clinic is negligent for giving children improper medications but did not do anything criminal. that's the word from the prosecutor prosecutor's office. the shots for tots program gave five children wrong on outdated immunizations. the two nurses in charge have resigned from the department of health. the clinic has been shut down.

the search has begun for nearly 100 security guards needed for crowd control. the job fair runs from 9:00 until 10:00 this morning. we now know septa riders requested more than 328,000 regional rail passes in the up pale lottery held on monday. the special passes are required to ride the rails the weekend that the pope is in town in september. septa will notify you with an e-mail tomorrow if you're one of the lottery winners. meantime, meet ac is trying to get the word out that hotel rooms are still available for the last week in september. gets can use express train service from atlantic city to 30th street station on new jersey transit. those train tickets have to be prepurchased. they go on sale august 15th. be sure to have our free nbc 10

it's not going to be as hot today. it will be much cooler by the end of the week. dry conditions for doylestown. 61 degrees with clear skies. still a few clouds over philadelphia. it's warmer at 76 and 71 in millville with temperatures dropping there. look at that, the showers have moved out from the shore. that's cape may which is looking dry this morning. showers and thunderstorms are now well offshore and out of the picture for today. the storms are moving off to the east after heavy rainfall in parts of delaware and into south jersey last night. during the day today, neighborhood by neighborhood forecast looking good and cooler, too. 73 this afternoon for mt. pocono, middle 80s for allentown, quakertown and reading. you'll see sunshine, clouds and you'll feel the lower humidity in doylestown, trenton and mt. holly. this morning, the humidity still elevated in parts of delaware and south jersey. with sunshine, the temperatures climbing and that northwesterly wind developing you'll see and feel the humidity dropping in cape may, vineland and dover.

scene. i know you just got there. what can you tell us? >> tracy, right here you can see behind me the fire is out -- let me step out of the way. this is the schillington commons apartment complex in cumru township. there are apartment buildings throughout the complex. this appears to be the only one affected right now. a lot of damage to the backside of the building here, windows blown out, of course a lot of damage to the roof. we're told 32 people have been displaced. there are 12 units inside this building. all h all are a total loss. the fire started on the second floor landing. you see most of the damage there. it spread to the roof and the rest of the building. just over on the other side, the front of the building where the fire trucks are, just over to the right here, there are red cross workers help something of these displaced residents, 32 of

jersey governor chris christie also made the stage but he just barely made it. rick santorum and carly fiorina did not make the cut. the former pennsylvania senator was second to mitt romney for the gop nomination in 2012. he called onç fox to apologize for the way they pick the field. meanwhile, republican white house hopeful jeb bush is backtracking after making comments about funding for women's health programs. here's what he said at the southern baptist convention in nashville yesterday. >> you could take dollar for dollar although i'm not sure we need $500 million for women's health issues, in that budget i can promise you there will not be $500 million going to planned parenthood. >> democrats immediately pounced

on the comments. that included presidential front-runner hillary clinton who tweeted, jeb bush, you are absolutely, unequivocally wrong. jeb bush said he misspoke and was referring to planned parenthood specifically. i'll come join you in the studio at the bottom of the hour. live in the digital operations center, i'm vai sikahema, nbc 10 news. 4:17. this morning, these wildfires continue to rage across northern california. the flames are spreading at what officials call an explosive rate. more than 13,000 people are under evacuation orders in the state. >> i'm pretty scared. i definitely want to have a home to go to after this. >> about 3,000 firefighters on the front luns trying to contain those fires. meantime, the rocky fire in california has consumed more than 06,000 acres since it first began last week. many people here are also forced from their homes. officials say the fire is only

about 12% contained. in washington, d.c., police have two men in custody and are looking for a third person. after reports of gunfire near the world war ii memorial. it happened yesterday afternoon. investigators say shots may have come from a parked car near the memorial where witnesses saw two men fighting in the back seat. no one reported any injuries. police are looking for the third person in the case for questioning. a western pennsylvania doctor is defending himself after being accused of illegally killing a lion in zimbabwe. dr. seski said he followed the rules and got proper permits. authorities say he shot the animal with a bow and arrow on land that was not approved. meantime, a professional hunter from zimbabwe will stand trial in connection with cecil the lion that hunter is accused of

morning in philadelphia, south philadelphia in the middle 70s but parts of the area running 12 degrees cooler this morning. there'sç a cooling trend that will continue into later this week and make for a really nice night at the ballpark. last night fill lids win, noted about at all. 86 degrees at 7:05 tonight. the take on the dodgers once again by 10:00. clear skies, comfortable, too. thanks to the northwesterly winds bringing the humidity down. during the day we're starting off with clouds moving and no showers with these clouds. and the clouds will be pushing to the south as the day goes on. that's as drier, less humid air pushes into the area. improving conditions during the day. a nice breeze developing. it will be out of the northwest 8 to 18 miles an hour. that breeze will bring the humidity down, much less humid. still quite warm, upper 80s to near 90 degrees. by the weekend, got that fix. saturday and sun, middle 80s, partly sunny sky. the humidity will stay low
