will be closed randy? >> highways and bridges, this is the first time officials have confirmed this for us these will all begin on that friday the 25th beginning about 10:00 p.m. the schuylkill always clogged as usual. this time it will be shut down entirely going east from the blue route in conshohocken all the way wrapping around the city into 95. westbound schuylkill closed from 95 up to u.s. one. portions of city avenue will be shut down from belmont to lancaster, that's the area around bala cynwyd and west philly where the pope will be staying overnight. 676 closed entirely you will not be getting on to that. it is important to note i-95 will remain entirely open. however, some of the onramp the and offramps may be closed. let's take a listen to pen dot. >> these road closures are necessary for public safety.

to effectively move emergency vehicles as well as a large number of buses that are expected. >> let's talk about bridges, the ben franklin bridge is going to be shut down from new jersey into philadelphia. this is the first time officials have confirmed that for us. this will allow people to literally from new jersey walk across the bridge on the road into center city to see the pope, and let's hear from the drpa from a few minutes ago. >> the bridge will be closed to all vehicles except for emergency vehicles. and we will use it to allow pedestrians to cross into philadelphia from new jersey and back. >> real quick, the walt whitman bridge will remain open. that will allow people to get from 95 into new jersey and back. as for when this all gets back to normal back to open again. it could take until monday by noontime. live at city hall randy gyllenhaal nbc10. >> our team coverage continues

now with nbc10s george spencer. >> a lot of the pope's events are in center city philadelphia. the street closures affect people in sur rounding neighborhoods miles away. >> well beyond the immediate center city neighborhood, we're talking about the spring garden neighborhood fairmount, even parts of the university city area will be impacted with traffic and lifestyle effects. the mayor said this is philadelphia's moment in time. he admits the regular routines of residents will be altered for a couple days. >> i certainly do very very well. understand that there are many many concerns. >> and this afternoon, mayor nutter addressed one of the biggest city traffic during the pope's visit. officials unveiled this map of the so-called traffic box in effect from that friday evening through at least sunday evening. the private vehicle lockdown zone bound in to the south by

south street over to ridge and up to girard. from east to west, it's basically river to river. delaware avenue over to the schuylkill river and up along kelly drive. private vehicles can exit the traffic box during those days but they will not be allowed to enter the box at any point. cars can drive within the box if they're willing to navigate crowds and traffic. for now it's not clear if cabs will be running within the box. it's one of the remaining details still being considered with the event 7 1/2 weeks away. >> in short, there are many people and agencies working in concert to create the best most thoughtfully executed plan for our city and region during the world meeting of families. >> obviously the vine street expressway 676 runs right through the middle of that traffic box, it will be closed in both directions during those days. parts of university city will be roped into the traffic box as crowds warrant.

vanished from that area a few days ago. searchers discovered the body while looking for you 11-year-old laquan lattimore, he was last seen monday afternoon on his bike. the fbi joined in on the search with local police. they passed out flyers searched through cars and waded into creeks. searchers on board a boat on the darby creek found the body. the medical examiner's office is working to identify it. his family says he's never run away or disappeared before. >> worry me too, it's not like quan not to show up or come in in a house. >> he's usually outside playing around. or i see him with the other boys riding his bike around here. >> crime scene investigators and the medical examiner's office are along the darby creek tonight. right now at 5:00 an associate of congressman chaka fattah appeared in court for the first time today after both were named in a federal indictment. >> he bribed the congressman to

arrange for an ambassadorship or other high level federal appointments. fattah allegedly tried to help beader man in exchange for high value gifts for an appointment. >> reporter: he arrived here with the man who identified himself as a family friend and his attorney. the family friend pulled a car up to the curb and whisked beaderman away. he did not say much. federal prosecutors say that he is involved in an attempt to bribe the congressman, that he provided money and other valuable items in order to obtain a federal appointment. >> he bought a car that never -- took possession of the car. >> did you pay student loans? what do you have to say about the accusations? >> nothing. >> herbert didn't say much about his arraignment in federal court today, neither did his attorney. >> the arraignment will be at some point in the future.

and at that point in time mr. beaderman will plead not guilty and we look forward to vindicating himself. >> it's the first time we've seen him since the indictment was unsealed last week against him. u.s. congressman chaka fattah and three others. he agreed to buy a used 1989 porsche from the congressman's wife for $18,000. chenault-fattah has previously said in a letter to nbc10, but has done nothing wrong. the card sale was fraudulent and she considered to drive, title it and insure it years after the sale. shahchenault-fattah has not been charged with a crime. beaderman provided congressman fattah with gifts and other items of value in exchange for his help to obtain a federal appointment. the congressman denies any wrongdoing. he paid off the student loans of fattah's son.

now, he was able to sign a signature bond. he's put up $100,000 bail, but not required to put up any cash only if he doesn't show up at his next court appointment. and according to the judge, he's had no contact with any of the other codefendants and he's to surrender his passport and any firearms if he has them. future court dates have not been scheduled. deanna durante, nbc10 news. renee shah fault fattah is currently on leave from nbc10. turning to this now, new at five, it's about 111 days since the tax filing deadline. nbc10 has learned hundreds of thousands of people in new jersey are still waiting for their state refunds. cydney long went to get answers. those people don't know when their money might come in? >> that's absolutely correct. we're talking about money that new jersey residents say they deserve and that is right now

being held hostage in trenton. whether they would have stashed it away in the bank or perhaps spending on summer vacation. >> it's just annoying really frustrating that that refund hasn't come yet. >> medford wife and mother of two is fuming with the state of new jersey. >> usually get it direct deposited and i was looking at the things that are going to build up and i was -- i called my accountant i said where's our tax refund. >> they filed their tax return in february two months ahead of the april 15th tax deadline and they are anticipating a refund in the thousands. it's taxpayers expecting larger returns according to partners the new jersey department of treasury and taxation are dragging their feet on. >> they're looking into all returns that they say look suspicious. which is basically returns that have a larger refund. >> more than how much money? >> maybe a thousand dollars or

more. >> the state tells nbc10 it is finished working on 50,000 possibly fraudulent returns. this as the cpa association of new jersey says as many as 150,000 taxpayers are still waiting on the money that's owed to them. >> to access the automated refund inquiry system press flee. >> the state says it's working to prevent identity theft and root out fraudulent filers looking to cash in on returns by using someone else's information. >> is there any end in site? >> no nothing. we're just still waiting. >> we also reached out to governor christie's office but so far have no response asking if there's a possibility that any state worker layoffs, perhaps lessen the number of people processing these returns, also is it unique to new jersey and will you get any monetary interest? i'll answer some of those questions when we see you at 6:00. live in cherry hill i'm cydney

an armed man opened fire in a movie theater in tennessee today. >> the man was seen wielding a hatchet, gun and pepper spray. this all occurred this afternoon at a theater in antioch, just outside nashville. >> a massive show of force outside the hickory 8 movie theater. a man armed with a gun and a hatchet entered a theering during an afternoon showing of mad max. inside the theater, the gunman fired on an officer, before s.w.a.t. teams moved in. >> the s.w.a.t. team engaged the gunman, some minutes later, there was gunfire and the gunman is deceased. just inside the movie theater. >> the suspect carried in two backpacks along with the weapons. investigators are working to determine if the packs contain any explosives. one person is reported to have suffered a minor hatchet wound but did not require

hospitalization. three moviegoers were exposed to pepper spray, believed to have been dispersed by the gunman. >> the gunman unleashed this pepper spray throughout the theater. as additional officers the s.w.a.t. team entered that theater, it was very thick with chemical spray with irritants. >> one eyewitness described the chaotic scene. >> it was very scary, a lot of police running -- >> local state officials remain on the scene. as the investigation gets underway. >> the shooting am coulds about two weeks after a man opened fire inside a movie theater in louisiana. john houser killed two people and wounded nine others before killing himself. you'll recall in 2012 james holmes shot up a movie theater in aurora colorado. killing 12 people and wounding 70 others. a jury found him guilty and is now considered whether to

sentence holmes to death for the massacre. >> new information about a shooting outside a military facility in mississippi. someone opened fire at camp shelbey. police are questioning someone about both shootings. no one was hurt in either shooting. the second incident happened around 8:00 this morning. soldiers taking part in a training exercise heard gunshots. it happened in the same area where soldiers heard shootings yesterday. witnesses gave a similar description of the shooter in both instances. police have a person of interest in custody. >> we're learning more about a deadly circus collapse in new hampshire. the state fire marshall says circus workers told spectators to stay in the tent as the storm approached. as wind gusts picked up the workers suddenly told people to leave and find shelter. a man and his 8-year-old daughter died when the tent collapsed. authorities are now asking survivors for any pictures and video as they try to piece together what led to the

tragedy. the fbi is invest gating the private e-mail system that hillary clinton used when she was secretary of state. no allegation of wrongdoing it's still bad news for the democratic presidential candidates who are having a down week in the polls. nbc10 national correspondent brian mooar reports from washington. >> it's exactly the kind of headline democratic presidential front-runner hillary clinton doesn't need. the controversial private e-mail system she used as secretary of state is the subject of an fbi investigation. she's accused of no wrongdoing. the washington post reports it's not a criminal broeb. >> it's primarily focused right now at this point of the security of information, e-mails that might be classified. >> clinton's campaign says she did not send nor receive any e-mails that were marked classified at the time. an inspector general found hundreds of sensitive e-mails made their way through the private server in the clinton's new york home.

some of this kept by her private attorney on a thumb drive. the fbi is asking whether the communications were properly safeguarded. either way, it's fresh fodder for republicans. >> i think any time the fbi is sniffing around your computers and home it's not a good thing, who knows what the fbi is looking at. >> the state department continues to comb through the e-mails to see what more can be released. >> i really hope that it will be as quickly as possible. >> the unanswered questions aren't helping in a time when hillary clinton's approval rating ares are sliding. brian mooar nbc10 news. still a hot day today, a comfortable day. humidity has been lower through the day, so feels nice the heat wave is finally coming to an end. temperatures still close to 90 this afternoon, tomorrow we're going to break out of the heat wave, with temperatures more into the 80s, we're tracking rain before the week is over some of you could see quite a

bit of rain as we go into friday mainly then we have a warm weekend on tap, some of that rain may linger for part of the area either way, temperatures will be warm again. take a look at our heat wave we've had, it's been 8 days of 90 degree plus temperatures right now, we're only at 88 degrees in philadelphia, if we hit 90 today, that would be a nine-day heat wave. tomorrow we'll be around 83 degrees, we're going to break out of that. nice look at center city right now, humidity down to 31%. doesn't feel any hotter humidity still low. it's going to be really comfortable even as we go through this evening. some areas will drop down into the 50s through the overnight hours. mid to low 80s, 82 in pottstown. pretty comfortable there. we're nice and dry on the radar too. makes for a nice afternoon, further away off to our west that's the area of moisture we're watching for the end of the week here you she a big area of rain moving through the

middle of the country approaching ken den and tennessee, that's where we have an area of low pressure and that's going to move in as we go mostly into friday. watch as future weather sees that area of low pressure it's going to bring that moisture in by early friday. that's the rain i think most of it should be staying to our south. for friday afternoon, you see the showers possibly mostly heavy in south jersey and delaware. in that area of low pressure could hang offshore. some of the models are indicating this as we go into saturday. if this were to happen it could get stronger and by saturday may not be a good shore day. beaches in delaware not great for that. by sunday we expect it to move away and conditions will start to improve. as we go from late thursday into friday, it's very early saturday. most of the heavy rain looks to stay in south jersey and delaware. we could see about a couple inches of rain or so but of course we'll be updating that as we get closer. what this means for the shore

and the delaware beaches, friday, temperatures about the mid-70s, we expect rain there. saturday a chance of rain and the winds will be picking up too. 74 degrees that area of low pressure strengthens off shore. sunday we're looking at a pretty nice day. low 80s there, clear and comfortable, mid-50s, areas north and west cooler north and west. tomorrow, sunshine with increasing clouds rain at night tomorrow mostly south of philadelphia 81 to 84 degrees, that would be south jersey and delaware mostly tomorrow night. for friday same situation, just more rain. temperatures could only be in the upper 70s, yeah the heat wave is pretty much done going into the weekend we'll be watching that rain along the shore. better as we go into sunday. the temperatures still expected in the 80s. honors last night for the 9-year-old bat boy accidentally killed while doing his job. kaiser carlisle's little sister threw out the first pitch. it brought the crowd and players

to tears, the team wore jerseys with the boy's initials and everyone stood at a moment of silence. fans donated to his family by buying a baseball card featuring the bat boy. his son just adored the team and the players loved him right back. >> like i said before -- >> kaiser died from head injuries in wichita, kansas after getting struck by the bat of a player doing warmup swings. people in our region fighting cancer may soon have more options for getting care. how a new partnership could save lives. after several children in south jersey were given wrong or outdated vaccines. prosecutors have decided if anyone will be charged.

drivers simply aren't stopping, new research finds philadelphia ranks near the top when it comes to deadly intersections. philadelphia's the eighth most dangerous big city in the u.s. when it comes to red light running. 63 people died from red light accidents between 2004 and 2013. safety advocates have launched an interester active map that identifies the most dangerous intersection and encourages drivers to stop when they see red. a local hospital expands its cancer care. now offering breakthrough treatments. lehigh valley health network has partnered with memorial sloan-kettering cancer center. the hospital says it will give local patients a higher level of

care. patients will have access to experimental treatments in clinical trials initiated at sloan-kettering. the new york based hospital is considered one of the top cancer centers in the country. new dads are getting a break from some well known companies. employees can take unlimited paid parental leave for a year after a child is born or adopted. during the first year both parents can take off as long as they need with pay. microsoft followinged saying it will now provide paid parental leave for 12 weeks. the company believes it will help the employees build meaningful careers. teachers and staff are getting cuts in one delaware district. >> it could get worse. what else is on the table and how it could impact students.

in september. >> right now at 5:00 teacher layoffs on the table in delaware, the christina school district says it will have to make cuts after voters turn down new taxes. >> tim furlong joins us live. the district could cut bus service and sports programs. >> they've already made some of the cuts situation not so great in the christina school district. they don't want everyone to get alarmed. district leaders say it's a good district, they're just in a tight spot right now. staffing and choices for classes are going down. a lot of uncertainty ahead. >> we don't really know exactly the full effect of it until the school starts. >> a lot of uncertainty leading up to the start of the school year. voters said no to giving the cash strapped district more money. it could still get even worse. >> it's going to be extremely painful. class sizes are going to be

larger, we don't know by how much. but they're going to be larger. >> the school board and district leaders are going line by line through budget. they could cut the district's number of school resource police officers. they could cut out junior varsity sports in the bussing for after-school activities. >> everyone is knuckling down and doing what they have to do. i really don't know how much more we can take. >> families like the kellys have had enough they believe their district is a good one, they have amazing teachers, but they say all the cuts have some families looking at the options. >> home schooling, charter, some people put their houses on the market. it's been a varied response it makes it difficult for us to want to keep him in the school district and every parent struggles with that. >> yesterday we told you the governor cleared the way for the red clay school district to take over christina schools in the city of wilmington behind me. it's very unique. they're going to have to focus on their schools in the newark

area, this change is probably a couple years away christina's problems are immediate, they're significant, we should learn much more about proposed cuts and how it's going to play out as we lead up to the school year tuesday night. live in wilmington tim furlong, nbc10 news. >> elsewhere 7 people including three children are rushed to the hospital after a crash between an suv and a dark bus. it happened in wilmington the driver trapped inside the car had to be pried out of the wreckage by rescue workers. the injuries are not life threatening. we're learning new details about how a man allegedly stabbed his father to death in long horn bucks county. eli goodrich was arraigned earlier today on homicide and weapons charges. police say goodrich used a sword to kill his father by stabbing him in the stomach during an argument inside his parents home.

sky force 10 flew over the house last night. new information about vaccinations gone wrong in salem county. an investigation by the prosecutor's office finds several health care workers were neglect when they injected five children with either wrong or outdated vaccines. for instance one young boy was given a dose of cervical cancer vaccine. no crime was committed. the clinic for uninsured residents shut down after the mixup was discovered this summer and two nurses resigned. it took a day for residents of delaware city to learn they were exposed to a dangerous substance. 40 pounds of sulfur dioxide was released into the air early monday morning. now there's an investigation. the environmental protection agency says the chemical is hazardous. short term exposure is linked to breathing problems and an increase in asthma symptoms.

their kids may be bullies, that doesn't mean parents have to pay up. the judge made a ruling after the family sued two school districts. where they say 13 students bullied their son. the schools want the parents of the bullies held responsible. the parent cannot be held financially libel. but also ruled the school districts can pursue claims against five of the students. if they win, the parents could then be forced to pay. a breakthrough in the search for that missing malaysia airliner today. the country's prime minister confirmed that the wing fragment found last week did in fact come from the malaysia airlines flight 370. this is the first real evidence in the search for the boeing 777 that disappeared last month. >> bill neeley reports from france with more details about this new revelation. >> mh-370 took off on its last flight, that the malaysian prime

minister announced the debris found on reunion island in the indian ocean last week was in fact a part of mh-370. >> international team of experts have conclusively confirmed that the aircraft debris found on reunion island is indeed from mh-777. >> the suffering of the passengers and crew and their relatives should now be at an end because it was confirmed. it was stunning news but not surprising, because the piece of debris that was found had a part number on it it had 657 db which proves it was from a boeing 777. only one boeing 777 was missing, and that was the malaysian airlines plane. at the very least it eliminates some of the wilder theory that some of the relatives have that

perhaps their loved ones were alive, the plane had been hijacked. there's no doubt now that mh-370 did crash into the sea. shortly after the malaysian prime minister made his statement, there was a statement from the paris prosecutors office in which they said we strongly presume that this part belongs to a boeing 777 from malaysia airlines. no great contradiction there. but the prosecutor simply ratcheting back just a little bit. that analysis in this lab will continue tomorrow and possibly for the next couple days. back to you. >> that was nbc's bill neeley reporting from france. coming up next, hollywood heads to capitol hill the famous actress who's leading the fight against genetically modified food. a new jersey actress gets the role of a lifetime. the classic character she'll be playing on nbc's next live musical.

a new no smoking policy is in place at all philadelphia housing properties. smoking is forbidden inside homes and on public housing property, except for designated outdoor areas. tenants caught smoking will be asked to attend counseling sessions. pha's largest public house inging act. gwyneth paltrow and her mother talk about the importance of labelling for gmo's, paltrow is air long time nutrition activist. she and members of the just label it coalition are pushing for food labels that will notify consumers whether a product contains gmo's, modified crops don't currently require any special labelling.

>> if my food is farm raised or wild or if my orange juice is fresh or from concentrate, i believe i have the right and we all have the right as americans to know what's in our food. >> just label it supporters are also urging congress to vote down legislation that they say would take away the rights of states to label gmo's. kelloggs says it will eliminate all artificial colors and flavors in all of its cereals and snacks by 2018. they're the latest manufacturer to go all natural, pressure to remove synthetic ingredients as consumer's tastes shift toward natural ingredients. 75% of its cereals are made without artificial colors and more than half without artificial flavors. well we finally have broken

play dorothy. there you go. >> from that music to this the countdown to the next olympic games is on. >> the mayor of rio de janeiro promises to make miracles happen to make sure olympic venues will be ready in time just one year from now. natalie moralez reports from rio de janeiro. >> this is the city that knows how to throw a party, as you see everyear. will rio will ready in time we have a year to go, it is crunch time here. all or most are well underway. pretty much construction sites everywhere throughout the city, make sure the infrastructure is ready to go as well as throws olympic venues. most -- at least 50% or better completion thus far. that's a good sign the ioc president was here he says he's confident that rio will have everything ready and in place. as does rio's mayor. obviously, there's been a lot of hurdles there still are going to

works, some artwork outside philadelphia city hall is getting a much needed makeover. maybe you've seen it we're talking about the mow say ago tile compass installed to mark william pen's 350th birthday back in 1995. volunteers have begun the tedious task of restoring and sealing the piece of art. if you need a job, you're at least 18 years old, do you like music? listen up. more than 250 part time jobs are up for grabs at this summer's concerts down the shore. featuring maroon five and nick jonas. runners and wristband checkers. bartenders are also sought. for those positions you have to be 21 years old. you can apply tomorrow from 10:00 to 12ing 00 and 1:00 to 3:00. the information is in your screen. you have to work both concerts to on august 16th and 20th.

we've officially broken out of the heat wave, but still a hot day through the area. close to 90 degrees, a heat wave going to keep ending as we go through tomorrow. we are tracking rain for the end of the week that's going to help hold temperatures down especially if we go into friday. so far the weekend is going to be warming back up into about the mid to low 80s for most of the area here's a live look at liberty, 1 and 2 across center city. just about mostly sunny to partly cloudy skies. temperatures still warm though 83 degrees allentown, 85 in reading, the humidity is down still feels comfortable. dover coming in at 89 degrees. some areas again got close to 90 technically with our heat wave we did not hit 90. nice and dry across the area, a few showers moving south of easton, that's really about it we may have a couple more in the

lehigh valley. the moisture we're keeping our eye on that is way out to our south and west. this will be moving in as we go into tomorrow night and friday. could get some pretty heavy rainfall. could take a look at future weather models. fairly consistent showing the placement of weather. staying south of philadelphia so now we're going into early friday and early friday afternoon, there's that area of low pressure just to our south, heaviest rain south of philadelphia, most likely south jersey and delaware and then for friday night in saturday the area of low pressure is offshore. some of the models move it a little slower than others. it would cause the low to intensify. pretty windy conditions along the shore. sunday in that area gets underway. we dry out more. over the weekend, the best areas to see more sunshine is going to be further away from the shore at least for the start of the

weekend. here's the rainfall totals even as we go into friday evening at least. most of it does appear to be in south jersey and delaware right where we expect that low further south. this is something we'll be keeping an eye on but so far today models have been consistent about keeping the heaviest rain in those areas. maybe giving higher rain chances as we go into the week. friday we expect it saturday could be lingering along the shore, windy with a chance of rain sunday much better conditions getting back into the 80s. tonight areas north and west could be in the mid-50s, tomorrow sunshine with increasing clouds rain later at night tomorrow mostly south, but temperatures a little cooler in about the mid to low 80s, for friday, you see the rain mostly south of philadelphia temperatures could only be in the upper 70s and we start to improve as we go through the weekend. >> back now to our coverage of the pope's visit, we learned tonight it will create a major traffic impact even if you're not going into center city.

this afternoon, mayor nutter revealed the ben franklin bridge -- it won't reopen until monday september 28th. parts of 76 676 and city avenue will also be closed through the weekend. there will in addition be numerous street closures in philadelphia and septa service will be limited. you can find all of that information right now on nbc10.com. with more than a million people expected for the pope's visit next month, there's a need for more security around the city. today the search began for nearly 100 security guards needed for crowd control around the secure zone. we dropped in on a hiring session this morning in center city. u.s. associates screened potential candidates. a few hopefuls arrived early hoping to get hired. >> these people will be performing perimeter checks at facilities directing traffic. >> there's going to be a lot of people all over the world.

police are trying to determine if a body found in a creek this afternoon is an 11-year-old boy who vanished a few days ago. searchers discoverered the body while looking for him. he was last seen monday afternoon riding his bike. >> now there's a national push to find other children who are missing. the campaign of summer of hope kicked off in washington this morning. billboards display pictures of missing children in the d.c. area as well as chicago and l.a. the billboards will stay up through the back to school season. >> the message is simple it's just -- continue to be determined, go after it, find children. >> troy turner's children by the way are missing. >> tonight the search continues for the missing boy from delaware county. next on nbc10 news at 6:00
