>> feels good outside and humidity is way down and temperatures have cooled down nicely overnight and seeing readings in the 60s for most of the area. still a couple of spots left in the 70s this morning but that won't last. we will see temperatures back in the 80s this afternoon. 71 now at philadelphia international. look at the 60s northeast philadelphia at 68, 61 pottstown and wrights town and roxborough 67 and warm side in south philadelphia. delaware river trails 75 degrees at this hour. we will see lots of sunshine to start with but changes as the day goes on. start off with the cool numbers. 69 degrees. a few scattered high clouds at 9:00 and mainly sunny skies at lunch time and 74 at noon. later today, 80. we will see more clouds and likely lead to showers. right on now let's check in with

charges. walk us through this. >> good morning. the investigation into the kathleen kane centers on hur alleged role in leaking information about a 2009 grand jury investigation to a local newspaper last year. now kane has denied any involvement whatsoever. however, in december, a grand jury remedy she be charged with perjury and other offenses. the grand jury's report was handed over to montgomery county district attorney furman and we contacted her but she would not confirm or deny the report that today. we will stay on top of the story and download the nbc10 news app and you'll be one of the first to know if charges are filed. preparing for the pope. and the papal shutdown. commuters and neighbors are bracing for major road closure when pope francis visits philadelphia next month. the ben franklin brim, no cars allowed from friday september

25th through monday the 28th. can you cross it on bike or foot. now let's show you the highways at that time. eastbound schuylkill expressway will be shut down from the blue route to 95. westbound lanes of the schuylkill closed. 95 to u.s. 1. portions of route one and city avenue will be closed from belmont to lancaster. that is the area in kenwood where the pope will be staying overnight actually at the seminary in winwood. the vine street expressway will be shut down in both directions. in the meantime, you will be able to drive on 95. here is a live look at the interstate in south philadelphia. it will remain open during the papal visit. yesterday, the city of philadelphia released details of the box. it looks like a three-square-mile secure zone covering parts of center city and west philadelphia. the zone extends westward to 38th street and drivers will be allowed to leave the traffic box but they will not be allowed back in.

word about the papal road and bridge closures is spreading fast and so is reaction. nbc10's matt delucia is live in delaware county. what are people saying about these announcements, matt? >> right there you were talking about all of those closures and the effects that will happen there. that was quite a mouthful so a lot of people are still digesting this. this is unlike anything we have dealt with before. behind me there route 476 will likely take some of the traffic brunt. but there have been speculation, rumors, you name it but yesterday with the mayor's press conference a lot more became clear of what roads will be shut down and how this traffic plan will work. nielson to say some people are still trying to figure out how to get to work and special needs individuals will get around. the organizers and city leaders say they are enthusiastic about the upcoming papal visit but it's becoming more of a headache for those within the newly labeled traffic box. >> i actually work at the

hospital so, actually, i am basically not going to work at all during that time and i'm planning to rent out my place and hoping somebody will rent it out and i'm just going to leave the city. >> reporter: another aspect of the papal travel plan happens today and the septa lottery. remember, that happened on monday where you would have to enter online to try to buy the passes for the regional rail? those winners will start to be announced via e-mail later today and a lot of the suburban towns right now radnor has a station affected by this. i talked to their police how they are planning for the papal visit and that is coming up in 30 on minutes. >> reiterate what matt said about the papal passes on septa, the lottery. 20,000 passes went unsold in monday's lottery. septa is still determining which of the designated train stops sold out and which ones had passes still remaining.

waiting on the medical examiner to determine if a body found in a delaware county creek is that of a missing 11-year-old boy. searchers discovered the body in the darby creek while looking for laquan latimer. the boy's family says he has never run away or disappeared before. they are offering a 1,500 reward for information. city council president in reading is facing charges. they say acosta accepted a bribe to a campaign committee of another official. kou court documents did not identify the person offering the bribe. the only person with that power to sign it into law is reading's mayor. happening today, philadelphia mayor michael nutter and local leaders will commemorate the 50th anniversary

yesterday. he is accused of bribery and racketeering and money launed i laundering. the indictment alleged that vederman was part of a scheme that used campaign money to pay off a student loan of a congressman's son chuck fattah jr. the feds say vederman agreed to buy a used porch from the congressman's wife, nbc10 news anchorwoman renee chenault-fattah. she continued to title it and store it at the fattah house for years after the car sale. >> the arraignment will be at some point in the future and, at this point in time mr. vederman will plead not guilty and we look forward to vindicating him at trim. >> renee chenault-fattah has previously said in a letter that she used the cash toward a vacation home but has done nothing wrong. she has not been charged with a crime and on leave from nbc10.

congressman chuck fa you take is to schedule in court on april 19th. in the meantime the four here face charges in the indictment and waiting to find out when they will face a judge. the family of a man killed by philadelphia police eight months ago continues its push for justice. investigators have cleared the officer who killed tate brown but tate brown's family says the shooting was not justified. >> no justice! >> yesterday, brandon tate brown's family and local activists rallied in mayfair where he was shot. police say she shot when tate brown was going for a gun inside a rental car. the d.a.'s office said they would not prosecute the case but tate brown's family is demanding a new investigation and reforms to the philadelphia police department. in response to the rally, philadelphia police say the district attorney's office has made its decision but the people have a right to protest if they

want to. a voter rescued off the coast of cape may got to thank the crew who saved his life. >> hey, man, awesome job, bro. >> that is damian shaking hands and hugging members of the coast guard air station in atlantic city yesterday. he was plucked from the ocean last weekend. they rescued him after four hours in the ocean. can you see him in this voed. this was video released by the coast guard. a huge wave knocked him off his fishing boat saturday night and no life jacket he started swimming. he said he chased a container ship four miles before the crew found him. >> i can't put it in word. i'm like, thank god, i'm going to be alive and see my family again. you know? i didn't think i was going to make it. >> he was more than 40 on miles off the coast of cape may when the coast guard reached him. check out this video of a doch that got stranded in the

south river in old bridge middlesex county. officials with the marine stranded center saying the dolphin probably lost its way but keeping an eye on it hoping it goes out into the open with the next high tide. a manatee is drawing a lot of attention as it makes its way through our area and spotted again in the delaware river. this time at the summit north marina. it's rare to see a manatee this far north. wildlife officials in delaware and new jersey are reminding voters these animals are endangered. they say if you see one, slow down and keep your distance. today, we will find out if this year's hurricane season is developing as predicted. the national oceanic will release a finding. official predicted 6 to 11 named tropical storms in the atlantic ocean. so far, there have been three named tropical storms. the hurricane season ends

november 30th. 71 degrees here at nbc10. most of the area is running cooler than that this morning. the time is 4:19 and still plenty of time before the sun comes up to see that number drop into the 60s. a clear view from center city from the comcast center and lights on and everybody is home. the temperatures are still falling. 71 degrees. that is 5 degrees cooler than yesterday at this time. look at the humidity. 63%. so comfortable to start with. there are changes ahead, including the wind which is so light right now. calm for much of the area. we will see a nice breeze to start with but then gusty wind tonight as storm system moves into the area. 59 degrees in chester springs now. 65 in wilmington and washington township 62. 50s for quaker town and blue bell at 59 degrees and 64 degrees at the atlantic city airport. down to 61 in mt. holly. 60s for delaware.

pleasant start. mostly sunny start. high clouds that are starting to move in. this is part of a system that is going to be ahead for tonight and tomorrow. there is the main part of the storm system moving through the midwest with rain today. the rainfall will start moving in this evening. this evening you can see some scattered showers in delaware and south jersey and falling just short of philadelphia. those showers will be on and off during the evening hours and into early friday morning. by early friday morning, could see close to half an inch of rain at cape may and a possibility of more rain during the day on friday. but not to start with today. we will see nice sunny skies with some high clouds at 6:00, 9:00, and noon. the temperatures still going to be a warm one. 74 degrees at 9:00 but the humidity stays low with just light northwesterly breeze at noon time. 80 degrees. full seven-day forecast coming up in the next half hour.

300 styles of mzb children's lightup watches and sold at kmart andm; walmart and kohl's through this past june. blue bell is back in business. public health official are allowing the company to resume production and sale of its ice cream at its alabama facility. the sale was stopped after three deaths in kansas of listeria. under the ban smoking is forbidden inside homes and on public housing property except for designated outdoor areas. tenants caught smoking will ask to attend counseling sessions. they are the first to adopt such a policy. eagles return to practice today in south philadelphia. they had the day off yesterday after tuesday's public workout at the linc.
