skyforce10 is over the scene of a deadly hit-and-run in center city, philadelphia. this happened an hour ago near franklin street. investigators say a 47-year-old man was on the road there. he was hit by a vehicle that left the scene. no description on the vehicle yet. the victim was taken to the hospital but doctors could not save him. you can see the street roped off by investigators. no arrest, no description of a vehicle. nbc10's cydney long with a camera crew is on her way to the scene. as soon as she gets more information, we'll bring that to you. right now at 11:00, we are watching this. heavy rain and showers. they soaked the area overnight

and this morning. it's not over. the next round is on the way now. good morning, i'm chris cato. we are tracking some storms that could impact your afternoon commute. nbc10 first alert chief meteorologist glenn "hurricane" schwartz is here. certainly the heavier showers this morning made the morning commute pretty rough. >> right. it was a fairly large area. this next chance of showers and storms is going to be a much more limited area of showers and storms. nothing like a repeat of this morning. we have cloudy skies like right here across much of the area. a few breaks of sunshine in some areas. the first batch is still not totally offshore. in the past hour, the jersey shore is just covered with rain. that will be moving out. but we have more showers starting to develop back to the west. the heaviest of the rain has moved offshore except for long beach island. we do have some showers across southern pennsylvania as the afternoon goes on. we get the heating of the day.

they are expected to strengthen. here's the futurecast. as we go into the next couple of hours, so those showers and storms expected to strengthen a bit as they move into this warm and very muggy air mass. so, by this afternoon, this is at least one computer model showing some scattered showers and storms. notice it's not totally covered like it was this morning. so, we're not necessarily expecting hour after hour of rain. it's in the mid-70s right now. much of the area, temperatures held down due to the cloud cover. we'll talk more about the timing of the showers expected today. and tell you when we're going to see a break from this high humidity with the seven-day in a few minutes. >> all right, glenn. 11:02. federal investigators have released their findings in last summer's deadly crash on the new jersey turnpike. the crash that seriously injured comedian tracy morgan and killed his friend. nbc10's jesse gary is following the developments from our digital operation center.

so, jesse, what did this report find? >> chris, a lack of sleep and poor decision-way from work led to the fatal accident. that's what the nstb investigators releasing right now. ntsb investigators say truck driver kevin roper drove 800 miles from his home to work assignment in delaware. that was not typical. it impaired his reaction time. turnpike signage lowered the speed limit to 45 miles an hour, but roeper was going 65. the report says if he was doing the posted speed limit, the truck would have been able to stop before hitting the back of morgan's limousine bus. it killed one and wounded six other passengers, including tracy morgan. >> this demonstrates the potential consequences of even one poor decision involving fatigue. staff believes fatigue management programs would reduce

the chance of similar decisions. >> fatigue management program you heard him speak about are a collection of policy, procedures and information that reduce fatigue at work. walmart provided information to their drivers but they didn't have a specific program nor were they required to. coming up in the next 30 minutes, we'll talk about some of the things that could have been done differently and when somes coming up. the driver of the walmart rig was charged by death by auto. morgan and those injured in the crash settled a lawsuit with walmart in an undisclosed amount. they also settled a lawsuit with the children of the man killed for $10 million. police in gloucester are looking for a man that ran over a man and took off. it happened this morning at 1:00

at quincy court in glassboro. camden county police want to find this man in this video. they say he burglarized an apartment on july 28th. in the video you'll see the man going in right here through a rear window. then moments later, he walked right out the front door. anyone with information on who that guy is should call police. and take a good look at the two women in this photo. police say they stole baby formula twice from the same acme in upper township cape may county. authorities say the women swiped $600 worth of formula. then police say they came back last tuesday and took off with more than $1,000 worth. if you recognize those women, call police. philadelphia police arrested a woman in connection with a shooting in the lawncrest neighborhood. someone shot a 28-year-old in the back inside an suv around

1:00 a.m. the man is in critical condition. we don't know if that woman who was taken in has been charged. a house fire claimed the life in chester county this morning. it broke out at a row home on main street in parkesburg around 1:00 a.m. a person was trapped inside and died. investigators have not determined what caused the fire. they say a lot of personal belongings hampered firefighters' ability to get inside. another night of protest in ferguson, missouri, ended with nearly two dozen arrests, but this time no shots fired. no looting or property damage. officers say protesters would periodically throw glass bottles, frozen water bottles and rocks at police officers on the scene but no one was injured. sunday night, gunfire and a police shooting interrupted a protest in that same area. in the wake of the all the violence, they have declared a state of emergency. >> last time, around last year, we saw a city burn.

we are not going to see that again. i'm taking every measure possible to avoid that scenario. >> now, the crowds have been marking the anniversary of the deadly police shooting of 18-year-old michael brown. this morning delaware governor signed a law into law. the joseph r. beau biden protection act expands background checks for those that work on a part-time or temporary basis, like summer camps or sports programs. the current law only applies to those of year-round child care facilities. biden's widow attended the signing. >> we know he woke up every day unbelievably focused on this issue, of how to keep delaware's kids safe. >> the former attorney general

died of brain cancer in may. happening now, some people in philadelphia are voting in a special election borne out of a corruption scandal. state representative michelle brownly resigned in june after pleady guilty for taking bribes. she served the 196th district, which served the straw ber garden district. three candidates want to replace her including bullock, lane. the 191st district and 174th are also holding special elections today. the 191st is also vacant because of that same corruption scheme that led to brownlee resigning. polls will. open until 8:00 p.m. tonight. pennsylvania attorney general kathleen kane plans to address the criminal charges against her during a news conference tomorrow. this will be the first time kane has spoken about the charges

since her surrender on saturday. montgomery county district attorney charged kane with leaking grand jury information to a reporter and then lying about it under oath. kane insists she's innocent. while we don't know exactly what she's going to say tomorrow during that news conference, a spokesperson tells us the attorney general has no plans to resign. a second chance from septa. today many of the people who didn't win those original -- the original lottery for the regional rail passes for the papal visit, they're getting the chance to buy those after all. that's because many of the winners didn't complete their transactions by yet's deadline, so today septa is sending e-mails to people who applied for but were not chosen to buy the $10 passes. now, they'll have until just before midnight thursday to pay for those. and that may not be the only opportunity to get a papal pass. >> if there are any passes remaining, we'll sell those passes at the stations that have passes left over. >> septa says they have about

in norristown with more for us. >> reporter: patrick reese, ahead of the security detail, and her driver appeared before judge carpenter in the courthouse to answer to a contempt charge. it's alleged after the attorney general learned there was an investigation surrounding a leak of grand jury information, that reis was ordered to wraek into employee e-mail files to gain any information about the investigation. he appeared here with his lawyer in front of the judge. he pled not guilty to the charges. he was released after the judge ordered he be released on an unsecured bail, $5,000. he was told he needed to appear here again in september for a bench trial to answer to the charges. now, prosecutors in this case tell us the investigation here is continuing. they also tell us more charges could be coming. that is the very latest outside the courthouse in norristown, deanna durante, "nbc10 news."

>> thank you for that update. an associate of kathleen kane pleading not guilty on charges. more breaking news. going back to the scene of that hit-and-run in center city that happened about an hour ago. a vehicle fled the scene. nbc10's cydney long is there for more. >> reporter: i just spoke to the captain with the philadelphia police department and he's giving us more information about this fatal pedestrian accident. here's what we know. take a look right here at the corner of franklin and ray streets. we know now that this 47-year-old pedestrian, who was struck and killed here this morning, was, in fact, dragged. what police are telling us is that there was a large white bus with tinted windows that actually made this turn onto franklin street. this happened right near franklin square and in front of police headquarters, but was traveling northbound on franklin street. it is unclear at this time, chris, if the driver of that bus

even realizes that he hit the pedestrian. skyforce10 over the scene here. you can see police officers as well as the fire department, looking at the scene. what they're doing right now is looking to talk to any witnesses who may have been walking to work at the time and noticed a plate number, a tag number, on that bus that was traveling northbound. what we know about the victim is that he is a black male, 47 years old and that medics arrived and worked on him to do cpr. he was rushed to honman hospital, chris, but sadly he did not survive the fractures and injuries that he suffered by this bus. again, unclear if the driver even knows that he hit -- he or she, that driver, hit the pedestrian. any folks out here headed this work this morning that saw anything, of course, philadelphia police do want to speak to you. they also tell me that the entire accident, the pedestrian fatality, was, in fact, caught on police surveillance videos. they are taking a close look at that now.

just as soon as they have that video to provide to us, we will be able to turn around and bring it to you. that is the very latest. live in center city, i'm cydney long, "nbc10 news." >> thanks. to this now. dramatic video out of portland, oregon, where a fire caused a train trestle to collapse. fire fires say a grass fire spread to that trestle and the chemical-soaked wooden beams went up in flames. the fire burned for hours before the trestle finally collapsed. no one was hurt. a massive chemical spill continues to pollute rivers in southwestern colorado and now new mexico, too. an epa team accidentally released 3 million gallons of wastewater from an old mine last wednesday. it flowed into the anamus river and spread to six more river systems. the epa closed the river because of lead and arsenic found in the water. that's hurting businesses during the summer tourist season. >> right now at this time, our parking lot would be completely filled and guides running around

everywhere, getting trips ready, prepared to take people down the river. for our raft guides, that's their jobs. they're very disappointed. >> officials in colorado and new mexico have declared stretches of the anamus and san juan rivers disastrous. they're concerned about the long-term effects of that spill. that's one of those beautiful areas of the country. that is not a good story. now, we can see that we had a lot of rain this morning moving through, just in time for at least the second half of the rush hour. but we're tracking more storms for this afternoon. it's also very steamy day. the humidity is high, but that's not going to last. we've got relief starting tomorrow. if you want the rain out of here, you're going to get that, too. and it's going to stay away for a while. breaks of sunshine at least in the western skies, as you'll see

in a minute. 75 degrees right now. the winds south-southwest at 11. it is pretty humid out there as well. the clouds and the rain keeping the temperatures down in the 70s. cross the area. and it would take a lot of sunshine to get us into the 80s today. if there was sun, it would be that warm, but we won't see enough sunshine here. there's the south to southwest winds keeping the shore areas cool. also the rain and that's the last area to clear out. you can see here on the satellite picture, we have some areas with a little bit of break in the cloud pattern. that would allow some sunshine. the last few hours, you can see the last of the rain, at least the significant rain, moving out. we've got a few sprinkles north and west right now. the heavier rain now moving out of cape may county, atlantic county. we have a little more up towards

long beach island. it's now past atlantic city, so the worst has moved through there already. now, at the moment, all we have are some lighter showers. the longer we keep the clouds in in the philadelphia area, the less likely this is to explode into some big thunderstorms. the more sunshine, the stronger the storms throughout the afternoon. this computer model giving us generally stronger showers and storms. but you notice not everybody is getting it this afternoon. and certainly not a whole lot in delaware compared to pennsylvania. as you'll see, through this evening, we start drying out real nicely. once we dry out, it's going to stay dry for a while. as we'll see with the seven-day. scattered afternoon showers and storms. a little bit of sunshine to push temperatures into the low 80s. then the seven-day forecast. a lot more sunshine and less humid. that low humidity will last throughout the week.

it will be a spectacular day on thursday. a lot of sunshine. nice and comfortable. a little warmer on friday, but still relatively low on humidity. then the heat and humidity start to return, especially later in the weekend and early next week. depressed teenagers may not have only mental illness to deal with, they may also be at risk for other serious health problems. we'll have the result of new research coming up that parents need to hear. and they're far from the areas that the pope will visit next month, but some communities in south jersey could still see parking problems. you'll see why residents there are pretty concerned about this.

disorder put teens at greater risk for heart disease. researchers say depressed teens are more likely to suffer from hypertension, obesity and type 2 diabetes. previous studies have linked mood disorders in adults, but now they're seeing that link in teens as well. the american heart association urges doctors to closely watch teens with depression or bipolar disorder. moviegoers are panics once again. police say two men caused a frightening scene at one movie theater. this time the end result was much different. plus, the ntsb issues its fooinl final report on the crash that seriously injured tracy morgan and killed his friend. that report has recommendation on how to prevent similar crashes in the future. we'll have that for you.

we continue to follow this breaking story in center city, philadelphia, where a bus hit and killed a man and then the bus kept going on race street near police headquarters. skyforce10 was over that area earlier. cydney long is on the ground getting new information for us. >> reporter: i just talked to a witness a few minutes ago who said she was horrified by what she saw. i want to show you what's happening out here right now. the fire department and police department wrapping up. the fire department cleaning off the street where this happened at the corner of franklin and race. if we can take a look in this direction. this is where this victim, a 47-year-old black male, we're told, unclear if he was walking to work, was, in fact, in the crosswalk when a large white bus, a nondescript white bus,

with tinted windows made the turn onto franklin street and was traveling northbound. we are told by police and accident investigation division and officers that were out here that, in fact, the victim, chris, was dragged approximately 50 feet. of course, skyforce10 was over the scene as well. what's happening at this point is that the witness we spoke to and any other witnesses that were out here, perhaps, walking to work at the time and saw anything, that is who police are interested in speaking to right now. the reason why is because they say it is unclear if this bus driver knew or not that they, in fact, hit a pedestrian. whether or not it was a male or female driver is unclear at this point. if any companies are listening to the news reports right now and know of a white bus with those dark tinted windows that might have been making this route and continued traveling northbound on franklin street, that is who they're interested in speaking with right now. we do know that medics worked on this man, but they were unable to revive him.

he was taken to hahnemann hospital, where he was pronounced dead. chris, that is the very latest. i'm cydney long in center city. back to you. we're also this morning tracking more storms. we saw some heavy showers come through earlier this morning. part of the area seeing quite a bit of rain. more rain on the way, but maybe not as widespread as what we saw this morning. nbc10's first alert chief meteorologist glenn "hurricane" schwartz is here with the forecast. glenn? >> yeah, chris, just about everybody saw rain this morning. and in many cases for multiple hours. that is not likely to happen this afternoon. this flag showing the wind coming out of the south, bringing in that humidity that you're feeling right now. as you head outside. this is the last of the first round of rain, but you're seeing there are showers starting to develop out to the north and west. but there was a lot of rain in the last hour. many of the shore points. that has moved out. but now we have a new

thunderstorm going right into the poconos, which had about an 1 1/2 to 2 inches of rain overnight. they don't need any more rain there. these showers, some of them starting to strengthen a little bit. and the futurecast showing these showers and storms coming in, kind of scattered around. not everybody getting it this afternoon, but as we go into the afternoon rush, there's likely to be at least some around the area. but later this evening, not too long ago 6:00, 7:00, we're really drying out here. things are going to improve dramatically through the evening. 75 in philadelphia now. 77 in reading. that is the warm spot right now. and with a little bit of sunshine there, the temperature could get into the 80s. so, we're expecting at least a little bit of sunshine, some showers and storms scattered around this afternoon, but big changes coming after the

afternoon. and i'll tell you about those with the seven-day in a few minutes. now we know federal investigators say speeding, a lack of sleep and impaired reaction time caused the fatal highway crash that left comedian tracy morgan severely injured. nbc10 jesse gary has been monitoring the ntsb hearing and is following those developments in our digital operation center. >> three areas of improvement that came out of this hearing. one, use of available safety technology, the second is better decision-making while away from work. lastly, something that we can all do, which is use your seat belt. investigators found that truck driver kevin roper had been awake for 28 hours prior to getting behind the wheel of his walmart big rig. there was an acb wingman, collision detective system inside his truck. the ntsb says that system can prevent 80% of fatal truck accidents but they work in concert with and when the cruise

control is turned on, which it was not. >> for collision awarning are proven life-saving technologies for which staff believes standards and industrywide adoption are long overdue. >> additionally, five people, including james mcnair, who were killed, were sitting in the so-called captain's chairs in the rear of the limousine bus. they were not wearing their seat belts. if they had been, according to investigators, it would have limited injuries from bouncing around the interior of the cab and after impact. lastly, some of the first responders are in need of refresher courses as far as training. investigators found they transported some victims onto stretchers without first immobilizing pem. live in the digital operation center, jesse gary, "nbc10 news." changing gears now. you know we're just five days away from the eagles' first game of the preseason. right now, head coach chip kelly is taking some questions from the media. let's take you there live to training camp in south philadelphia. >> going to operate on or with us, injured reserve, he'll stay

psychological thriller. one man shook the leaf blower above his head, revved the engine and yelled. >> everybody there thought that someone was in the theater, trying to kill them. >> and then everyone just started screaming. it was chaos within five seconds. i just heard loud sounds. i heard, oh, my god, this is happening, this is happening. get out right now. and, you know, i'm having these flashes in my mind, like you don't think this could ever happen to you. >> well, the moviegoers left the theater running. one person there had a sprained ankle. again, the pranksters were arrested. 11:37 now. on to decision 016. the release of a new poll of new jersey voters, this isn't doing republican white house candidate chris christie any favors. the latest poll shows 54% of the registered voters wouldn't call christie presidential. 29% say somewhat and 14% say he fits it very well. half of those polled did say

christie is smart, but more than half see him also as arrogant. the poll was taken just before christie qualified for last week's gop debate. speaking of that debate, this also from decision 2016. donald trump wants an apology. the republican presidential candidate continues to stand firm against what he believes were unfair questions during last week's debate. over the weekend trump fired off a barrage of complaints about fox news debate moderator megyn kelly. he continues to hold his ground. >> she should really be apologizing to me, you want to know the truth. >> well, he said he didn't like the debate questions, including the one that brought up his use of insults towards women. yesterday democratic white house front-runner hillary clinton condemned trump for his comments and said, he's not the only problem. >> while what donald trump said about megyn kelly is outrageous, what the rest of the republicans are saying about all women is also outrageous.

>> she said she's looking forward to debating her democratic rivals. the first democratic debate is in october. one of her rivals, bernie sanders, vowed that he will fight harder than any other presidential candidate to end institutional racism. he spoke last night in front of a packed arena in los angeles. he's been drawing some big crowds. democrats say the 73-year-old vermont senator is the alternative to hillary clinton. with his increasing fan base, he is a serious contender, they say. preparing for the pope now. local schools are making some decisions right now to get ready for the pope's arrival in philadelphia next month. temple university is the latest college to announce that it will close for the holy father's visit. temple's campuses will shut down on friday, september 25th, one day before the pope gets here. drexel university and university of pennsylvania are also planning to close. rutgers university's campus in camden also shutting down, along with the community college of philadelphia. now, villanova university will

operate on an adjusted schedule on friday the 25th and saturday, september 26th. f they'll rearrange classes or have them online. they have been asked for parking spaces friday through sunday, so people can park there and access septa's northtown high-speed line. philadelphia public schools are working out exactly how many days they will be closed ahead of the papal visit. the district has requested an additional day off ahead of the pope's arrival. schools are already closed wednesday, september 23rd for yom kippur and students already had off friday, september 25th because of the holy father's visit. he arrives on saturday again. now, the district wants to close thursday as well. we'll let you know if that happens. drivers in new jersey are also preparing for traffic trouble during the pope's visit. people living in cherry hill, camden county, tell us they're concerned about congestion there. here's why. only four of the nine patco

and in northeast philadelphia at 1810 grant avenue near grant and bustleton. clear the shelters, we're including a lot of shelters, not just p.a.w.s. shelters. here's how you can help us spread the word on social media. be sure to using th the #cleartheshelters. this saturday, august 15th, 10:00 a.m. to 4:00 p.m. at a number of participating shelters. they have reduced adoption fees. p.a.w.s. is waiving the entire adoption fee. you can send us pictures of your pet, if you've adopted a shelter pet. come out this saturday and you can find more information on clear the shelters through the "nbc10 news" app or nbc10.com. we had one round of heavy rain and thunderstorms move through. a lot of it in the middle of the night. woke me up. i'm sure a lot of other folks with all that thunder. now, we're tracking more storms.

not as widespread as what we saw. not going to last for the number of hours that we saw overfight. steamy day out there. very humid, but that's not going to last either because the relief starts tomorrow. big changes coming up in the weather. a lot of clouds around right now. 75 degrees. the wind is out of the south. that's keeping the humidity up. now, threats for this afternoon are not zero, but they're also not real high. there could be some localized flooding and poor drainage areas if some of these showers hit some of the areas that got hit hard this morning, like in the poconos, for example. lehigh valley. some lightning. also a chance of some gusty winds out there, at least for a brief period of time. the temperatures generally in the 70s. 69 in kennet square. peeks of sunshine in reading. that sunshine will help any

storms develop during the afternoon. we're in the 70s just about everywhere else. you can see all those clouds there, but there are some breaks. some of those breaks, that's rye reading is warmer than the rest of the area. radar showing heavy area of rain coming across. the next development sheer up near the poconos. fortunately, this is moving so it's not going to last a long time. you see it's fairly small. and the rain that was at the shore, that has pretty much moved out. just some sprinkles left. now we're watching to the west, see if any of these development with sunshine that's coming out in some of these western areas. some computers show scattered showers developing during the afternoon but after 6:00 or so, everything is drying up. once it gets dry, it's going to stay dry for a good while. scattered afternoon showers and

coming up this afternoon starting at 3:00 it's "ellen" with "today's" matt lauer. and comedian jeff garland. then "nbc10 news" at 4:00. today the vote to raise school taxes in delaware may soon change. the nbc10 investigators heard complaints about a school district throwing parties in schools on election day to get supporters to pass ballots. now lawmakers want to end those parties and introduce a new way of voting. that's all new this afternoon on "nbc10 news" at 4:00. we may have a few showers around. >> yes, scattered showers and thunderstorms. nothing like what we saw this morning where just about everybody saw rain and many of us saw rain for hours. we're going to see some briefer showers this afternoon. then it gets real nice the rest of the week. >> looking good.
