bucks county. the rate is about an inch per hour so if it stayed right over the same spot you get an inch of rain. again, fortunately, these storms are moving. the heaviest of it appears to be in new castle county. it's now pushed east of i-95 and going into salem county in new jersey. that whole line continues to move through delaware, it will be in dover about 4:48 and milford about 5:35. here's the future cast. by 6:00, you can see where the line is but that's not necessarily the total end of any kind of showers. there may be some back to the west for at least another couple of hours. we will time the rest of this out and see what lies ahead with the seven-day in a few minutes. >> nbc 10 is keeping an eye on the roads as weather moves through the area. here's a live look at i-76 in belmont. you can see how slick the roads are. as glenn said, the heaviest rain in center city moving towards camden right now at the rate of about an inch per hour. let's take you to south

jersey. this is route 42 at the atlantic city expressway. the traffic is live. the roads don't appear to be as wet. take the nbc 10 news app with you for the very latest live radar and weather alerts. it's a free download. now to breaking news in center city where philadelphia police just talked to nbc 10 about a deadly hit and run happened right outside police headquarters today. nbc 10's keith jones has the new developments from our digital operations center. keith? >> reporter: we just learned police believe they found the bus that hit the man as well as the driver. police released this still image of the bus moments ago. take a look at it right there. the tour bus was on its way to washington, d.c. from philadelphia's chinatown this morning when the accident happened. the bus has since returned and is now in a lot in south philadelphia. investigators are inspecting it and talking with that driver. take a look at this now. sky force 10 over franklin and race streets after the crash happened around 9:45 this morning. it's just steps from police headquarters near franklin

square. the bus hit the man as he was walking across that crosswalk. he was in it, as a matter of fact. the bus then dragged him about 50 feet. police aren't even sure if the bus driver was aware it happened. >> there are some witnesses, pedestrians driving by, if they could call our headquarters and give us information because there was no one that stayed at the scene afterward and certainly someone had to be there. >> reporter: police released that still image of this bus. they have surveillance video but tell us it is far too graphic to he release. the victim was 48 years old. nbc 10's cydney long is at the scene where new details are being released. follow us as we follow the breaking news from philadelphia. keith jones, nbc 10 news. we have new information about a deadly hit and run in gloucester county. a driver took off after running over a man in gloucester county this morning and police are telling us the victim and the driver might know one another. investigators say the man was

walking when he was hit by a car and dragged down quincy court. the man was rushed to the hospital. he's expected to be okay but police are still looking for the driver. there is new information today about the crash on the new jersey turnpike that injured comedian tracy morgan and killed his friend. federal investigators say both sides are partly to blame for the severity of the crash. nbc 10's harry hairston is following the new developments and joins us live in the studio. >> the national transportation safety board is blaming a tired walmart truck driver for the deadly crash on the new jersey turnpike last year. comedian tracy morgan was severely injured in the accident. his friend was killed. that driver, kevin roper, is charged with death by auto. investigators say roper was awake for the previous 28 hours and drove more than 800 miles from georgia to a walmart distribution center in delaware to pick up a load before he started taking the trip. the ntsb released this animation

showing what happened during the crash. investigators say roper could have prevented the crash last june if he had slowed to 45 miles per hour. that was the posted speed limit for the work zone on that stretch of the turnpike. instead, they said the truck hit the rear of the limo at a high speed and that started a chain reaction crash that affected 21 people and six vehicles. >> this crash demonstrates the potential consequences of even one poor decision regarding fatigue, and staff management programs would reduce the chance of similar decisions. >> fatigue management programs or fmp, are a collection of policies, procedures and information to reduce fatigue in the workplace. walmart provided information to its drivers but did not have an fmp. tracy morgan suffered head injuries and broken leg and broken ribs in the crash. he was in a coma for days.

the comedian has said he doesn't remember the accident. morgan settled a lawsuit against walmart in may. morgan's friend and fellow comedian james "jimmy mack" mcnair was killed in the crash. the ntsb says the passengers are to blame, too. they weren't wearing seat belts and didn't adjust their head rests. investigators say that's why their injuries were so severe. harry hairston, nbc 10 news. 20 minutes of nonstop news continues with this. not guilty. that's the plea from kathleen kane's driver, the man here on the right. he's charged in the corruption case against his boss. he entered his plea in court today. nbc 10's deanna durante was there and peppered the driver with questions. >> reporter: patrick reese is accused of spying on co-workers, going through e-mails and getting information he was not supposed to have. did you go through e-mails trying to find out what you could about the investigation? why did you follow orders of the

attorney general? neither patrick reese nor his attorney spoke to reporters outside court today. reese sat in court and said nothing as investigators read the allegations against him. >> it's alleged that there is an evil system, it's called, whereby certain people had access to be able to get into those files. he was one of the people and he did searches and queries that related to this case and related to the protective order. >> reporter: prosecutors allege reese and another state agent were able to obtain information on the ongoing investigation into a grand jury leak in kathleen kane's office. the court documents say reese was able to get information about witnesses' testimony and those involved in the case. as an agent in the attorney general's office he should know that rifling through e-mails getting information he was ordered not to have would be considered illegal? >> this is why there is an indirect criminal contempt that has been filed in the case. >> reporter: thursday, prosecutors announced criminal

charges against kane saying she leaked sacrecret grand jury information, then lied under oath about it. kane was arraigned over the weekend and continues to run the attorney general's office despite repeated calls for her to step down. governor tom wolf says he has not had contact with kane but says she should leave office. >> i call on her to resign and i think she should. i'm not sure how she continues to do her job and defend herself against the charges. >> reporter: kane says she will not resign. she is holding a news conference in harrisburg tomorrow. we will be there. reese will be here back in september, when his trial is set to begin. deanna durante, nbc 10 news. one person was killed this morning in a house fire in chester county. the flames started just before 5:00 inside a home on main street in clarksburg borough. firefighters saw heavy fire and smoke coming from the home. it took about an hour to get the fire under control. we are trying to learn what touched it off. shot in the back while

sitting in an suv. this afternoon, the man's in the hospital and a woman is being questioned after the violence early today in lawncrest. the 28-year-old man is in critical condition. a 3-year-old boy is left outside by himself after recess and found wandering near a busy berks county street. now the child care center that was supposed to be watching him is shut down. it happened at the ymca berkshire center just outside of reading. nbc 10's doug shimell is live with more on this investigation. >> reporter: the center is run by reading's ymca and they say in more than 40 years they have never had a center shut down until what happened or didn't happen out here. >> hello. the child care center will no longer provide care at this particular site. >> reporter: the sudden closing of the ymca berkshire child care center was startling enough. the reason, more so.

>> there was a child left unattended outside after an outdoor play activity. >> reporter: kim johnson is the reading and berks county ymca president and says two workers were immediately fired back on july 27th. >> we discovered that child was not with the group but went out with the group. that's the point we found the little boy outside and then immediately went into what is typical protocol and called the dhs. >> reporter: johnson says the department of human services inspected the center and shut it down, alleging gross incompetence, negligence and misconduct that created a danger to children. in addition to overlooking the 3-year-old boy, inspectors may have also noted a lack of fence around the play order that is bordered by two busy streets. >> this was an isolated incident. we are working through it to resolve the matter. hopefully this decision or this event will certainly make us even stronger at what we do in child care. >> reporter: the state says reading's ymca has a period to

appeal the decision and if they win, they will have a laundry list of things before they reopen the center, not the least of which will be to put a fence around this play area. i'm doug shimell, nbc 10 news. from the nbc 10 south jersey bureau, new video of two men wanted for breaking into three dunkin' donuts in two hours. police tell nbc 10 these guys hit stores in gloucester township, pine hill borough and clementon borough yesterday morning. this surveillance video, you can see the two men wearing hooded sweatshirts and masks. police aren't saying how much cash they stole. anyone who recognizes the man is asked to call police. to decision 2016 now. he's making a run at the white house but a new poll finds more than half of new jersey voters think or don't think governor chris christie is presidential. the latest rutgers/eagleton poll finds 54% of new jersey voters don't see christie as

presidential material. 29% say he somewhat fits that description. 14% say he fits it very well. about half of those polled did say christie is smart but more than half see him as arrogant. the poll was taken before christie qualified for the first gop debate. one of christie's republican rivals has stopped paying his campaign stuff amid fund-raising troubles. staffers for rick perry were informed on a conference call that their pay would be suspended. a source tells nbc news it's unclear if the pay suspension is permanent but most staffers in iowa are still planning to volunteer. 17 republicans are running for the gop nomination. the latest polls show donald trump and ted cruz leading the pack. former secretary of state hillary clinton gave a sworn statement this morning about her controversial e-mails. the democratic presidential hopeful says she turned over some 55,000 e-mails in her possession reflecting official government business. a signed statement which carries a penalty of perjury was submitted to federal court this morning.

clinton is up against four other candidates running for the democratic nomination. more than a month after firing a teacher because of her same sex marriage, a catholic school on the main line is acknowledging people might not be on board with their decision. officials at waldren mercy academy sent a letter to parents offering them a chance to talk about the school's decision to fire winters. she was let go from the school back in july. in the letter to parents, school officials thanked winters for her many contributions over the years. another tense day for police and protesters in ferguson, missouri. heavily armed members of a group showed up on the streets of ferguson today. the st. louis county police chief described their presence as both unnecessary and inflammatory. the state of emergency remains active in the area. county officials say it will continue as long as they believe it's necessary. just in the last hour, we are getting this surveillance

video into the newsroom of a motorcycle crash caught on tape. you will see an 18-wheeler veering off the road there after it hit the motorcycle, tossing the biker off. the biker's in the hospital now but expected to be okay. the truck driver is charged with driving drunk. now to some dramatic video out of oregon where a fire caused this train trestle to just collapse here. firefighters say a grass fire spread to the trestle and the wooden beam went up in flames. the trestle caught fire yesterday. it's still burning today. fire officials say only a third of the structure is still standing. the rest may collapse as it burns throughout the day. at least one firefighter was hurt battling the blaze. right at 4:00, we were showing you this camera, you couldn't see anything because the rain was so hard in center city. it's already been moving through and that's a fortunate thing because some of these downpours,

it's pretty hard. we are tracking more of those storms as we go through the early evening hours. we've got relief starting tomorrow and the eagles will be playing in some really hot weather on sunday. this is center city camera, five minutes ago you couldn't see anything. we are shooting from camden and remember that cell was going into camden. the winds are southwest at 11, it's felt like it's close to 90 today. temperature down in west chester because of the rain. down in trenton to 71 because of the rain. we had a little bit of sunshine in some parts of the area that pushed the temperatures up and helped fuel the storms. down to 72 degrees in wilmington as the storms have moved through. at the shore, temperatures in the 70s and a lot of rain this morning with the morning system that came through. this is what it's like now. you can see some of the heaviest rain is moving through, certainly moved through montgomery county, chester county, much of bucks county

except for the lower portion of the county is seeing improved weather, but trenton is getting clobbered, lower bucks down through bensalem and northeast philly. that's going across the river to parts of northern burlington county. the peak rainfall rate is over two inches per hour. if this stayed in one spot for an hour, that's how much rain you would get. fortunately, this line continues to move. you have to keep watching it, though. storms going through middletown, delaware now and salem county, new jersey. that's going into cumberland county. this one of course will be going into kent county. dover, you will be getting some of that pretty soon. you see salem getting fairly heavy rain but not as heavy as just five minutes ago because these things continue to move. it's down in this area, 1 to 1 1/2 inches per hour with the rainfall rate. now it's a fairly solid line now. the heaviest appears to be in

eastern maryland. some of that going to dover by 4:48, ship bottom on long beach island close to 6:00 and cape may at 6:38. future cast shows that line of storms down across south jersey but still some lingering showers perhaps back to the west, going to take a little while for them to redevelop and move out of here. we have drier air that will be coming in this evening. you can see after 8:00, things really improving dramatically around here, drying out. once it gets dry, it will stay dry for awhile. storms early, less humid late. 68 degrees for the low in philadelphia. tomorrow, mix of sun and clouds, less humid than today and no rain around. temperatures into the mid 80s. the seven-day forecast, just spectacular weather on thursday. nice and comfortable, 83 degrees. it starts warming up on friday but the humidity is still low. the weekend, that's when it gets hotter and more humid both saturday and sunday. can't rule out a shower but it

will be hot for the eagles and then maybe even hotter early next week. a local school board votes tonight on a package of cuts that could lead to big changes. it all comes as students get ready to head back to school. the christina school board is considering a proposal that would slash extra pay for teachers to do extra work such as coaching and club moderating. the board could also cut the number of school police officers and do away with junior varsity sports. the reason for the proposed cuts, voters said no to two school tax increases. meanwhile, accusations of electioneering during referendum votes. that could lead to a new law in delaware. >> all comes after an nbc 10 investigation into a school district hosting parties for kids of parents at its schools on election day. investigative reporter mitch blacher broke the story months ago and is here with more information. >> reporter: this is a story that started and when a delaware school district asked voters for money, some of the voters included an elderly war veteran

who told us they were kept away from the polls because they were going to tell the school district no. rebecca young and her parents were among those planning to vote against a tax increase. >> my dad fought in world war ii for democracy and then to be denied the right to vote just wasn't right. >> reporter: last february, they were trying to vote on a school district referendum. the district said it needed nearly $10 million to keep classes small and after-school programs running. the voting took place inside the district's schools. >> all the parking lots were stacked with cars from parents in the school having parties with their kids and oh, by the way, going to vote. >> reporter: the delaware state senator said the youngs weren't her only constituents who had problems at the polls. >> i heard from many people who went to three, four different locations to vote and were just unable to get within a half mile of the school to park. >> reporter: the referendum passed.

the red clay schools got a tax increase. young and the delaware aclu filed this lawsuit. it claims the district used events at its schools to draw in supporters and keep opponents away. >> we cannot wait to see you tuesday night. >> reporter: this video shows one of the ways they got people to the polls. the principal is seen here advertising an election night event. the blizzard blues beach bingo party. there was free food and drinks for students and their parents. the red clay schools would not talk to us for this story, but in a previous interview, its spokesperson denied wrongdoing. >> it makes people aware -- >> reporter: yvonne johnson helped organize the election day event. she says the events were held to showcase how special the schools are. >> i find it personally offensive some of the things that we were accused of. because they were just not true. >> reporter: if senator peterson gets her way events like these won't have impact on school elections in delaware again. the senator has introduced a

bipartisan bill to stop schools from being polling places for school referendum elections. the bill calls for all school referendums to be done by mail. johnson hates the idea. >> i think the mailing is a crazy idea, actually. and i don't -- i think that we'll have way less voters and i worry about the unintended consequences of voting by mail. >> reporter: johnson wants to know how the state will ensure people won't vote more than once and how it can guarantee the person who sent the ballot is the one who actually voted. >> people do everything electronically today. the u.s. mail is not the way people do things. >> reporter: senator peterson says each ballot will have a bar code and there will be signature recognition software to match the signature on the ballot to the voter's registration document. rebecca young says the bill will guarantee she and her parents get to vote. >> i'm just thrilled that we are looking at this law. i hope it passes.

friends. one bill allows first responders to use reasonable force to remove an animal from a hot car. the other bill adds cats to the list of domestic animals that are protected under the dangerous dog law. that means if a dog attacks a cat, the canine should be evaluated to see if it should be deemed dangerous. nbc 10 and telemundo 62 are teaming up with dozens of animal shelters in our area to help find homes for pets. it's called clear the shelters and it's happening saturday. the spca says there's a size and breed of dog for everyone. >> about 25% of the animals that come through here are purebred. we do have a lot of mixes but we have a lot of purebred dogs as well. they often get adopted more quickly than some of our mixes but we do have a lot of people that come in specifically looking for purebred dogs and they find them. >> cute face on him. of course, the shelters have plenty of cats looking for homes, too. here's how you can help clear

breaking news. philadelphia police believe they have located the tour bus and driver that hit and killed a man in center city this morning. they say the bus was on its way to washington, d.c. from philadelphia's chinatown this morning. they say the driver hit and killed a man just steps from police headquarters. the bus has been returned and is now in a lot in south philadelphia. investigators are inspecting it and talking to the driver. just a drenching downpour this afternoon. skies opening up over montgomery county. this video shot within the hour outside the nbc 10 studios right here in bala cynwyd. we really had gloomy, rainy weather over much of the area today. this was the scene this afternoon right outside temple university in philadelphia. people braving the rain with umbrellas and raincoats. storms are still working their way across our area. >> we can hear it raining right above us in bala cynwyd on the

roof. >> and behind us, too. >> you can see all the wetness behind us. nbc 10 first alert chief meteorologist glenn "hurricane" schwartz is tracking the rain. it is moving quickly, right? >> yeah, that's a fortunate thing because if it was sitting over the same spot, you saw how heavy that rain is, that would be very very serious. we showed you in this camera right at 4:00, it was raining so hard you couldn't see anything. 15 minutes ago, improvement. now, you can see some lightness. this is in the western sky, you can actually see a little bit of the clearing that's going to be on the way, as you can see how dry it is to the west. in the meantime, we have this line. it is now pretty much moving through the i-95 itself. we have a severe thunderstorm warning for a good portion of kent county, including the dover area, until 5:15. there may be a brief gust y wind out of this one. you can see there's a fair amount of lightning. it may be raining where you are in smyrna but it's going to get heavier and then the lightning

and thunder are coming. same story with kent. if you look farther back, you can see the timing right about 5:00. in dover itself, milford at 5:44, cape may at 6:38. everything continues on its current speed. you can see that one cell that's right over philadelphia now that we can hear in the studio. it's coming right into center city again. that may be the last of the heavy rain for that area. the heavy storms are moving out of lower bucks county, trenton, down through upper burlington county, getting hit pretty hard, and bensalem is over here, this is bristol, right over the delaware river going into burlington county. got some heavy rain, got some lightning there, and the timing on this one would take it to manchester a little after 5:00, and toms river around 5:30 this afternoon. now, we continue to see these

medical center called because she didn't know how she would get to work. today, nbc 10's rosemary connors got answers. >> i like this pope a lot but this seems like a major inconvenience. >> reporter: while heavily traveled city avenue will be closed between belmont and lancaster avenues for the pope's visit, there will be some movement. all roads that cross city avenue will not shut down. lower merion township police will be responsible for traffic and crowd control. >> the streets that intersect with city avenue such as route 30 are going to see a lot more traffic on it. that will remain open during this event. >> that weekend it's going to be a problem. i'll just stay home. >> reporter: for sandy chandler, who sometimes shops on city avenue, avoiding the area around st. charles borromeo seminary where the pope is staying is a no-brainer. some people like emergency workers at lankenau hospital don't have a choice. >> the hospital is located right

an emergency homeless shelter in the mount airy neighborhood is undergoing a renovation to give dozens of families a fresh start for the school year. 200 volunteers came together today to help improve it. the goldenberg group and its people helping people foundation performed $50,000 in renovations. we have been told breakfast is the most important meal of the day.

eating it could help us all lose weight. >> but experts are now weighing in, questioning whether that advice is backed by science. the government is considering new dietary guidelines and experts wonder if the advice to eat breakfast will stick. the study out last year found skipping breakfast for four weeks helped overweight people shed pounds. right now, the government's guidelines say beginning your day with breakfast can actually help shrink your waistline. what to do? i don't know. here's a new reason to unplug when you leave the office. research finds checking e-mail outside of work, yeah, could be hazardous to your health. more than 100 people were asked to complete a daily survey over a period of eight days. half of them were expected to be available for work and half were not. not surprisingly, people who were expected to be reachable by e-mail were more stressed. what a surprise. >> you can change your mood when you read certain e-mails. >> absolutely right. a brawl and an injury off the field could be good news for

it's going to be pretty hot and humid by the time the eagles are playing on sunday. not expecting storms like this. we are tracking more storms moving into new jersey and delaware now. relief starts tomorrow from the humidity and from the rain. f and we have the hot birds coming on sunday as temperatures go near 90. look at this camera now. we couldn't see anything about a half hour ago. now we are seeing brightness in the western sky. the clearing is starting to come in to the philadelphia area. 81 degrees with a thunderstorm at the top of the hour, feeling like 85 because of the high humidity. from bala cynwyd we still see the dark threatening clouds out there but we are also seeing some improvement. the temperature has gotten really knocked down by the rain. 71 degrees in trenton while it's 81 in wrightstown. 72 in wilmington. look what is happening in reading. 84. 82 in allentown. so behind this when the rain

stops, the sun can come back out and the temperature goes right back up into the 80s. 85 degrees in dover as the thunderstorm is approaching there. you can see this line coming through central delaware and another portion into burlington county. it's kind of broken up into two pieces now and this piece has a severe thunderstorm warning for parts of kent county, including dover until 5:15. you can get strong gusty winds at least for a brief period of time. there's that heavy cell that's gone through parts of the philadelphia area. this one is going north of center city into northeast philly and across the river into northern burlington county. this one is perhaps the heaviest cell right now in burlington county and that has a rainfall rate of up to 2 1/2 inches per hour. good thing these things are moving or else we would be talking about some flood threats. there's that cell coming through smyrna, just about on the doorstep of dover and it is not

as much lightning as we saw an hour ago but there's plenty of lightning with that burlington sto storm. look how dry it's getting in pennsylvania. this line as it moves, 5:11 in millville, 6:16 in ship bottom and about 6:30 in cape may. this is going to continue to move toward the shore, then offshore, then we dry out. storms early with less humid air coming in late. 68 degrees for the low in philadelphia. 62 north and west. lower humidity tomorrow, mix of sun and clouds, no rain expected. then it gets really comfortable on thursday. lot of sunshine, low humidity and gorgeous day. gets a little warmer on friday but the humidity is still low. the humidity and the heat build over the weekend, up near 90 degrees both saturday and sunday. just a chance of an afternoon shower, nothing like what we're seeing today. then it may continue to heat up. a scare at the shore is serving as an important reminder

i was at my shop tied up with a customer when i realized the time. i had to get to the bank before it closed, so i made a break for it. when i got out it was almost closing time. traffic was bad. i knew i was cutting it close. but it was ok. i use td bank. it's got the longest hours and stays open an extra ten minutes every day. i'm sid. and i bank human at td bank. a 12-year-old pennsylvania boy continues to recover after he was buried alive in sand on long beach island. >> as we reported yesterday, as breaking news at 4:00, lifeguards revived him with cpr. the boy survived but others have lost their lives from similar mishaps involving deep holes dug on the beach. >> this latest rescue brought back painful memories for at least one woman. nbc 10 jersey shore bureau reporter ted greenberg is live

in surf city with the story. >> reporter: lifeguards tell me they try their best to stop people from digging deep holes in the sand but of course, their primary responsibility is to keep their eyes on the water. we talked with a former emt who has worked hard to spread the word about the dangers after dealing first-hand with a tragedy. >> it brought a lot of feelings back. >> reporter: kim crowley says she cried when she heard how a 12-year-old boy had to be revived on a surf city beach monday after a sand tunnel he was digging caved in on him. >> they're impossible to get out of my head. >> reporter: the former emt says she will never forget performing cpr on a 16-year-old berks county boy following a similar collapse in nearby loveladies in 2001. >> the more they dug the more the sand kept falling in. >> reporter: the teen did not survive. >> paramedics were with us. they tried to intubate him.

couldn't get the tubes in because he was so full of sand. >> reporter: she launched an awareness campaign following the accident. signs warning beach goers of the dangers of digging went up as a result. >> people don't realize how much of poundage pressure it is when you bury a kid in the sand. >> reporter: three years ago, another tragedy when a 12-year-old boy died from a tunnel collapse on a beach in long branch. >> it's a very avoidable incident. >> reporter: the head of the harvey cedars beach patrol says it's important to remember how unstable and heavy sand is. >> we don't allow people to dig holes deeper than the smallest person in the group. anything more than that poses a threat to everybody on the beach. >> i hope people will learn not to dig the holes. it's mother nature. it's going to collapse. there's nothing you can do. >> reporter: officials say the boy involved in yesterday's incident was transferred from

right now at 5:00, deadly hit and run. philadelphia police say they have found the bus that killed a man on a city street, then left the state. >> first, tracking storms. heavy rain has moved through parts of the area tonight. where it's headed next and when it will clear out. philadelphia. the skies are clearing up but the rain has been coming down. >> nbc 10 first alert meteorologist sheena parveen is tracking the radar. where is the rain now? >> it's a pretty long stretch of rain showers and thunderstorms so it really stretches from delaware all the way up through burlington county. it really depends where you live at this point. if you are through the lehigh valley you are seeing clearing taking place. if you are in burlington county, especially closer to 95, moving into country lake estates, we have a lot of heavy rain here. there is indication of potential for hail in this storm. we have quite a bit of lightning, too, just past 295 in burlington county, southampton seeing the heavy rain right on the doorstep there. this has sparked a flood advisory in this area. this storm mostly moving to the east around 20 miles an hour so country lake estates, you can expect it by 5:09. johnson place by about 5:14. this stretches into the philadelphia area where we are seeing heavy rain right over 95, south philadelphia seeing the heavy rain over 676 as well.
