philadelphia. the skies are clearing up but the rain has been coming down. >> nbc 10 first alert meteorologist sheena parveen is tracking the radar. where is the rain now? >> it's a pretty long stretch of rain showers and thunderstorms so it really stretches from delaware all the way up through burlington county. it really depends where you live at this point. if you are through the lehigh valley you are seeing clearing taking place. if you are in burlington county, especially closer to 95, moving into country lake estates, we have a lot of heavy rain here. there is indication of potential for hail in this storm. we have quite a bit of lightning, too, just past 295 in burlington county, southampton seeing the heavy rain right on the doorstep there. this has sparked a flood advisory in this area. this storm mostly moving to the east around 20 miles an hour so country lake estates, you can expect it by 5:09. johnson place by about 5:14. this stretches into the philadelphia area where we are seeing heavy rain right over 95, south philadelphia seeing the heavy rain over 676 as well. this has been sitting around

philadelphia for awhile. it will slowly continue to move into new jersey. also, one area we are watching that has the potential for some rotation or strong winds right over parts of cumberland county near bridgeton. cedarville seeing heavy rain, vineland seeing heavy rain. millville, you can expect this by 5:08. it's moving mostly to the east. morris river, 5:24. also, severe thunderstorm warning is in delaware now. we continue to see this move in. this warning is going to go until about 5:15. that includes dover. this is mostly kent county. with this, expect winds near 60 miles an hour, lightning, heavy rain and potential for small hail. that was moving into riverview right now, bridgeville, expect it by 5:27. before that, milford by 5:23 with some of the heaviest rain and possibly the strongest winds. if it still holds together, slaughter beach can expect it by 5:40. this is mostly moving to the southeast right around 20 miles an hour.

again, we are tracking the heavy rain. future weather is really doing a good job of picking up on this line of showers and storms stretching from kent county up through burlington county and as we go through the next few hours, this rain will all start to exit off the shore. by 8:00 tonight, i think we will see really big improvement. temperatures by then in about the he llow 70s. we will keep tracking the storms and what to expect for your morning commute. track rain on the radar in your neighborhood any time by downloading the nbc 10 news app free for your smartphone or tablet. right now at 5:00, new video of the bus that police say was involved in a deadly hit and run. the driver allegedly killed a man walking near the philadelphia police department this morning. nbc 10's cydney long joins us with the latest on the investigation. >> police say they are talking to the driver of that bus. for awhile, i understand they think he left the state. >> reporter: that's right. we got the information from police. they tell us that bus driver made it all the way to

washington, d.c. before his company got ahold of him, then he turned back and just within the last hour has arrived in south philadelphia. that is a company in philadelphia's chinatown section that called police earlier. this is a still photograph of the white tour bus moments before the fatality occurred. the photo captured near 11th and race. if it looks familiar, police want to hear from you. despite the fact they are speaking with the driver, they still want to hear from any witnesses or any passengers who were on board and who may have seen something. just moments ago, our cameras captured police underneath that tour bus, the suspected bus, at the south philadelphia bus yard. we are told it is called yep tours inc. this as detectives are working to question that male driver. it was on this turn on to franklin street police say that pedestrian who was in the crosswalk and with his back to the driver was struck and dragged 50 feet. witnesses say the man was lifeless and the bus kept going

before anyone could jot down a license plate. a company in philadelphia's chinatown section again called police to say it was their bus but that it would return to philadelphia and right now, detectives are questioning that driver. >> the bus did arrive back from washington, d.c. in the last couple minutes. we have officers down there inspecting the bus, talking to the driver and trying to get more information to piece it together. >> reporter: police do have video of the impact but tell us it is simply too graphic to share. that is the reason they are showing only this photograph. as for the victim, his next of kin we're told is being notified. also one other note, police tell us they did find headphones at the scene in that crosswalk but it's too early to determine if they belong to this victim. as soon as he we have additional information we will bring it to you. i'm cydney long, nbc 10 news. camden residents should have been given a chance to vote on revamping the city's police department, according to a

ruling today by the state supreme court. in 2013, the city eliminated its police department and replaced it with one run by the county but a group of activists petitioned for a public vote to stop the changeover. the court ruled there should have been a vote. the justices said it's too late to do anything about it now. the new department began in 2013, there has been a sharp drop in reported crime. >> we have new information tonight on a triple shooting in wilmington that left a young mother dead. police tell us the mother who died, 25-year-old latrice blackshire, police say her boyfriend got into an argument with a man outside their home on west seventh street. the man opened fire and blackshire was hit. her 4-year-old daughter and another woman were wounded in the shooting. both are in stable condition. there are no arrests in this case. in less than two hours, family and friends will gather to remember an innocent bystander gunned down by a man with a rifle in kensington. a candlelight vigil will be hold

for jose perez near e street and allegheny avenue at 7:00. that's where he was killed saturday. police are still looking for the suspect. this surveillance video shows the suspect armed with a rifle storm out of a barbershop before opening fire. three people were shot. two of the victims survived. police say one of them was the intended target. also tonight, school districts, nonprofits and other groups are in a holding pattern thanks to grid lock at the pennsylvania state capital. >> it's been more than 40 days since a budget was supposed to be passed but neither side is budging. nbc 10's deanna durante joins us with the story. >> reporter: the governor says that he stands by his decision to veto the entire republican-backed budget. he says his budget would have put more money into education and human services and the republicans disagree. >> two plus two in this case isn't coming up to four.

they're trying to make it come up to a number that doesn't exist. i think it's important for the people of pennsylvania to hear that. >> reporter: more than 40 days and still no movement when it comes to a budget in pennsylvania. sitting down in montgomery county today, the governor again takes aim at house republicans and says when it comes to the budget they created, less money will go towards education and human services, and it will pass along a budget deficit into next year. after wolf's sit-down republicans fired back with a statement saying tom wolf is trying to funnel more money into harrisburg by taking it out of the pockets of pennsylvania families. the wolf budget contains more tax hikes than the budgets of every other state in america combined. wolf says if higher taxes have come it's the fault of bad funding in the past. >> schools have been underfunded. we have not gotten all the things that we want. we have actually had to raise taxes at the local level because the state has not the kept up its share of funding for public education. >> reporter: wolf says he has made concessions with

republicans on gas and other taxes but says he won't give in. >> i'm holding out for a real honest to goodness budget that balances because that's why i was sent to harrisburg. >> reporter: governor wolf did not say how long the state can operate without a budget. he says the state offices will continue to run, that he is not going to shut anything down to force a compromise, but he does say some programs like social services will soon feel a pinch. deanna durante, nbc 10 news. for perspective here, in the last 12 years, only two other pennsylvania budgets have taken longer to get passed. in 2009, the impasse lasted 101 days. in 2003 it took 176 days. that year, school districts said they came dangerously close to running out of money. a driver hit a pedestrian and dragged him down the street in gloucester county this morning. now police are telling us the victim and driver might know each other. investigators say a man was walking when he was struck by a car and dragged down quincy

court. the man was rushed to a hospital and is expected to be okay. police are still looking for the driver. a lack of sleep and poor decision-making. federal investigators say that is part of what led to last year's deadly crash involving actor and comedian tracy morgan. walmart truck driver kevin roper is charged with death by auto. the national transportation safety board says roper was awake for 28 hours prior to the crash on the new jersey turnpike and drove more than 800 miles from georgia to delaware to pick up a load before starting the trip. the ntsb released this animation showing what happened. investigators say roper could have prevented the accident if he had slowed to 45 miles per hour. which was the posted speed limit for the construction work zone on that stretch of the turnpike. after the truck hit the rear of the limo bus it started a chain reaction crash that affected 21 people and six vehicles. comedian tracy morgan suffered head trauma, a broken leg and

broken ribs. morgan's friend and fellow comedian james "jimmy mack" mcnair was killed. investigators say no one in the van was wearing a seat belt. >> the perception is maybe that they don't need their belts because they're in a limousine or something and, which is why we're trying to change that with the safety recommendations we have. >> the ntsb recommended that walmart develop and implement a fatigue management program. they also recommended developing guidelines to urge limousine passengers to use seat belts and head restraints. elsewhere, a co-defendant of pennsylvania attorney general kathleen kane appeared in court today. patrick reese on the right-hand side of the screen, has been kane's head of security and driver. prosecutors say the former cop was acting as a spy for his boss. investigators say reese violated a court order and dug through employee e-mails looking for information on an investigation into kane, and a grand jury leak from her office. reese appeared before montgomery county judge today where he pled not guilty to the charge.

>> it's alleged that there is a system whereby certain people had access to be able to get into those files. he was one of the people and he did searches and queries that related to this case and related to the protective order. >> reese will appear for a bench trial in september. kathleen kane has scheduled a news conference for tomorrow. we will bring it to you live when it happens. gross incompetence, neglect and misconduct. those were the state's accusations against a child care center in berks county. tonight, nbc 10 has learned why. those details at 5:30. plus protecting the military. after several attacks on service members around the country, leaders in pennsylvania are calling for new safety measures on military bases. rivers turned yellow after millions of gallons of toxic waste is spilled.

a pennsylvania congressman wants trained military personnel to be allowed to carry guns on military bases. u.s. representative scott perry

introduced the military base self-defense act. rules keeping service members from carrying firearms on military installations has been on the books for 20 years. the bill is in response to the deadly shooting in chattanooga, tennessee that claimed the lives of four marines and a sailor. that shooting was not on a base. new information tonight on the hazing scandal that forced a new jersey school district to cancel its football season. on friday a juvenile court found two players from sayreville high school not guilty of the serious charges against them, including assault and aggravated sexual contact. they were found guilty on lesser charges. four other players have also settled their cases but one remains. sayreville high school will resume its football season this year with a new head coach. to the tension in ferguson, missouri. police are criticizing an armed militia group patrolling the city streets. this week, ferguson's streets have become the focus of demonstrations marking the

anniversary of michael brown's shooting death. police have arrested nearly two dozen people so far and st. louis county's police chief says the overnight presence of the oath keepers was both unnecessary and inflammatory. the oath keepers is a far right anti-government activist group. its members were seen in ferguson wearing bullet-proof vests and carrying rifles and pistols. the environmental protection agency now is taking full responsibility after three million gallons of mine waste spilled into a southwest colorado river. they are calling it tragic and an unfortunate accident. this as residents demand answers about the threat to the environment and their health. nbc 10 national correspondent has the story. >> reporter: the environmental protection agency back in the hot seat tuesday. answering tough questions about the millions of gallons of mine waste spilled during an epa cleanup operation. a disaster three times the size

of the agency's initial estimate. >> my message to folks that are angry is we're working as hard as we can and we know this is a difficult situation. we're taking it as seriously as we can. >> reporter: ribbons of yellow toxic sludge just now beginning to dissipate along the animas and san juan rivers. >> this makes you cry. it's a huge disaster. i don't know if it's ever going to be right again. >> reporter: it's still of great concern to residents who remain under orders to stay out and off of the water. >> i can't do my dishes. i can't do my laundry. i can't even drink our water. >> reporter: colorado's governor pledged to get those whose livelihoods are tied to the water back in business as soon as possible. noting threat levels to human health are almost back to pre-spill levels. >> we will not rest until we are able to get this river back to its pre-event condition and the economy back to what it was. >> reporter: down river, officials are watching and testing for concentrations of lead, arsenic, and other

dangerous metals. so far, there is no visible plume of pollution in the san juan river or popular recreation spot lake powell. no one is ready to breathe a sigh of relief just yet. it will take time and much testing to learn the long-term effects of this toxic spill. we still have some showers and storms around the area, mostly in new jersey and delaware. for the rest of this evening we will continue tracking showers and storms. we will show you where they are in just a minute. clearing late tonight, finally some relief from the rain and humidity drops tomorrow, too. here's a live look at center city. big change from just the past 20 minutes. skies have really cleared up. the rain has moved away from philadelphia but still at philly international reporting light rain, temperature upper 70s. that rain has moved into new jersey and delaware. here is what the radar looks

like. we have showers and storms mostly in kent county in delaware and through much of new jersey. some of the heaviest rain in parts of burlington county. here's kent county. there's a possibility we could be seeing small hail in this storm system, stretching just east of dover through riverview. milford seeing some of the heavy rain. also around harington on its way to slaughter beach. slaughter beach, expect this by 5:31. milton, 5:46. it's traveling on the southeast. georgetown, expect it by 6:01. rehoboth beach by 6:23. another cluster of very heavy rain, some thunderstorms moving just south of vineland through commercial and maurice river, seeing the heavy rain, too. this one has not looked as impressive as it did about 15 minutes ago but there is still heavy rain in it. this is moving mostly to the east. delmont by 5:23 and that will continue trying to move into parts of cape may county. upper portions of cape may county. we will watch that for you, too.

the rain has cleared out of philadelphia but it's now over cherry hill. this is where we are seeing some heavy rain right near moorestown as well. the heaviest of the thunderstorms is in burlington county over pemberton and browns mills. this one has the heavy rain and a lot of lightning and also the indications of some hail. with our hail indications on radar, we have seen the possibility of about a half inch or a little larger in diameter. that's something to be concerned about around pemberton and browns mills along with this storm, it hasn't moved very much. we are seeing a flood advisory in this area with the potential for localized flooding. that will go until 9:00 tonight. that storm is actually very slow to move out if you're in that area, you may be seeing localized flooding. future weather is showing, it's doing a pretty good job of picking up where the storms are and what it does over the next couple hours is really push them towards the shore and mostly in sussex county in delaware. that would be by 7:00. we keep on clearing up through

the area and by the overnight hours tonight, the clouds really clear out, too, and the humidity starts to drop tomorrow. so a dry morning commute tomorrow, not like it was today. through tomorrow afternoon you will notice the humidity keeps going down and especially as we go into thursday. that will be a really nice day. conditions are improving. we just have the early storms for tonight, less humid through the overnight hours. temperatures about the upper 60s through the philadelphia area. tomorrow, we will see a mix of sun and clouds, less humid through the day, 84 to 87 degrees for the high temperature. very comfortable as we go into thursday. really nice. 83 degrees. friday we are still sunny but warmer, near 90. over the weekend hot and humid. look at that, the 90s return going into next week. it will be hot for the eagles on sunday. coming up, i will keep tracking the storms for you and what you can expect if you're in new jersey and delaware. police chases are nothing new in the los angeles area. >> although they are usually on the ground. not the case this time. take a look. a paraglider. a los angeles county sheriff's

helicopter chased it last night after it flew past a jail. deputies say the man in the hang glider -- paraglider, i should say, didn't obey orders to stop. he did eventually land. he said he never heard the chopper because of a motorized fan on the paraglider. the pilot says high winds took him near the jail. he got off with a warning. sheriffs were worried he dropped something inside the jail vent. hide your eyes, beer lovers. this is what a truckload of spilled bud light looks like. a tractor trailer hauling the brew toppled on a highway near tampa, florida this morning. the driver says he was distracted by a dog on the road. no one was hurt. the highway was closed for several hours while crews cleaned that spill. >> waking up to the alarm is hard enough. it's even more difficult as a kid. >> so are students starting school too early? is that why? tonight, new jersey is taking another look how they could

new jersey's department of education is looking into whether middle and high school students should start their day a little later.

it's part of a law designed by governor chris christie. it was signed yesterday. less than a year ago the american academy of pediatrics recommended a start time of no earlier than 8:30 for teens. 85% of schools in new jersey start earlier than that. the state will look at the feasibility, the benefits and the cost of starting school later. help is here for philadelphia students who speak languages other than english. the school district has launched its annual special registration for those students. the registration is being held at the school district's headquarters in spring garden. interpreters are on hand to help students and their families get ready for the new school year. >> the total number of languages that come into the school district is approximately 40. we have approximately eight languages here. we do have other interpreters available. >> the registration runs through the 28th of this month. when the pope visits

nbc 10 is tracking storms making their way throughout our area. not the kind of day you want to be outside if you can avoid it. >> let's get right to nbc 10 first alert meteorologist sheena parveen. the storms on the move. >> they are making their way to the shore right now. that's where we are seeing the storms heading towards. but an area in new jersey like burlington county, we are really seeing heavy rain. here's the big picture look north and west of philadelphia, mostly dry. we do have a severe thunderstorm warning out for burlington county, where we have seen pretty much the same storm just spinning there. it's dropping pretty heavy rainfall. this goes until 6:30 right over browns mills, pemberton, presidential lake estates here moving towards woodland. that's a severe thunderstorm warning including the potential for winds near 60 miles an hour. there's a lot of lightning, heavy rain and hail. take a look at some of the radar estimated hail. about half an inch in diameter. we are seeing just about

everything in this storm in burlington county. it will make its way into ocean county but until it does, it's not a quick mover so we still have the flood advisory out until 9:00. that is for much of burlington county, including pemberton, country lake estates down to woodland. you could be seeing some localized flooding in those areas. closer to philadelphia, the rain has cleared out into new jersey, cherry hill still seeing the rain all the way to mt. laurel, across 295, evesham township, heavy rain along with lightning. that one will continue to slowly move through new jersey. also, another cluster of storms we're watching right around cumberland county, but now moving across the delaware bay towards cape may county. this is one cluster of some pretty heavy showers with lightning and the potential for small hail. that one's moving towards cape may county. could be near cape may by about 6:27. it will keep moving in the direction of the shore and we are still seeing the heavy rain in parts of delaware. so harrington down to sussex county, slaughter beach is getting the heavy rain, all the heavy showers and storms

continuing to move through. they will be clearing out as we go through tonight. if you're not seeing the clearing yet through parts of the area, and you are in new jersey and delaware, you will start to see it pretty soon. coming up i will show you a closer look at the timing and what you can expect for the morning commute. right now at 5:00, nbc 10 has uncovered new information about why the state shut down a child care center in berks county. >> investigators accuse the ymca berkshire center of gross incompetence, negligence and misconduct. nbc 10's doug shimell joins us live from the center. >> what investigators tell you? >> reporter: you know, the ymca in reading said they were the ones that actually called the state and let them know they accidentally left a child out here and say while they know it was the right thing to do it was pretty costly. the signs are everywhere in the ymca day care in and around reading. stop and count the kids. but pennsylvania human services investigators tell nbc 10 it

didn't happen july 27th with a little 3-year-old boy at the ymca berkshire child care center in wyomissing. >> one child was left unattended for approximately 15 to 20 minutes and the staff who were charged with caring for this child did not realize that the child was not with their group. >> reporter: he was found safe in the unfenced yard outside the day care that is bordered by two busy streets. >> in an area that is not and has not ever been measured or inspected as an outdoor play space for children. >> we did suffer for it right from the start. >> reporter: kim johnson is the head of the ymca that runs the berkshire center and says they fired two workers on the spot. >> called dhs and department of human services ourselves just to make them aware that it did happen, and we weren't hiding anything, and we needed to resolve the matter. >> ymca berkshire child care

center will no longer provide child care at this particular site. >> reporter: it was not enough to keep the state from shutting down the berkshire center. >> the severity of the violation did pose a serious and imminent threat to the health and safety of the children. >> this is an incident that we are going to be stronger in the end for it. >> reporter: the reading ymca says they have been running child care centers for more than 40 years and have never had one shut down before. they have 20 days to appeal the state's ruling. i'm doug shimell, nbc 10 news. new jersey residents charged with domestic violence will have a tougher time avoiding jail. governor chris christie signed a law making it harder for alleged offenders to get into pre-trial intervention programs. those programs can often cut down on jail time. under the new law people charged with domestic violence must plead guilty before entering a program. it also allows the court to consider putting first-time offenders in jail.

two cities in the lehigh valley are making some changes as the federal investigation hangs over both allentown and reading. reading city council appointed jeffrey waltman as its new president last night. he was vice president. the change follows the resignation of the former president, who faces up to five years in prison after pleading guilty to bribery charges last week. prosecutors say acosta accepted a bribe to the campaign comm committee of an ally. they say the official had the power to sign city council legislation into law. the only person with that power is reading's mayor. reading's mayor spencer, the fbi raided his office and home last month. both he and allentown's mayor under investigation for how contractors were hired by the two cities. a lehigh county commissioner is proposing a new anti-pay to play law in response to the fbi

raid on allentown city hall. the law would prevent anyone who donates to a candidate from bidding on non-competitive contracts. lehigh county commissioners are expected to hear the proposal at their meeting tomorrow. in the meantime, as philadelphia prepares for a visit from pope francis, a special exhibit is also making its way to the city. god's word goes out to the nations will be on display at the pennsylvania convention center on monday, september 21st through the 26th. it's the largest collection of rare books and artifacts in the world. it includes fragments from the dead sea scrolls and the first edition of the king james bible. we all have reasons for wanting a new pet but did you ever think a dog could be good for your health? >> health care workers say they have seen it happen even with patients who are recovering from serious health issues. nbc 10's rosemary connors shows us how. >> reporter: shy might be the last word you would use to

describe charlie, a 12-year-old retriever. stroke patient jane brady doesn't seem to mind at all. >> i just love dogs. it just makes you want to come to therapy to play with the dog. >> there has been research studies that show there are physical, emotional and social benefits to having dogs and even other pets as well. >> reporter: samantha weber is an occupational therapist in malvern. she tells me in her experience, patients are sometimes more motivated when a pet is part of the recovery process. >> they open up, they smile. they will reach a little further and use that weaker arm a little more for their dogs than they will for me. >> reporter: less than a year old, winnie is a therapy dog in training, trying to learn from charlie. the pups provide comfort to patients while they can't be with their own pets at home. >> i have a teacup dog, a yorkie. he's a teacup. i just love animals. i have had them all my life.

new jersey's national guard is showing off its new dig, the army aviation support facility located at joint base maguire dix lakehurst. it features a new training area and more bays. the national guard says it will improve its ability to respond to state and federal missions. some delawareans with disabilities are now going to be able to get more exercise. >> the ymca unveiled its oasis system today. scientists teamed up with the university of delaware on this moveable harness system that will allow people with disabilities to be lifted on to bikes, tread mills and other equipment. the delaware y leaders don't know of any other system like it in a non-hospital facility.

a judge has denied a request to have new jersey release

details about governor christie's out of state travel expenses. the publication new jersey watchdog sued for access to the governor's expenses but a state superior court judge's ruling will keep details of the expenses confidential. the governor has been traveling extensively since launching his campaign for president. on the presidential campaign front today, donald trump's rocky relationship with fox news is showing improvement. >> that's right. meanwhile, rick perry is having trouble with money. hillary clinton is trying to win voters in new hampshire. and tonight, in a speech, jeb bush will blame clinton for the rise of isis. here's nbc's jennifer johnson. >> reporter: donald trump and fox news are trying to make up. they have been in a bitter feud since last week's debate. in a phone interview, trump said if the republican party can't handle his brash style, he will run as an independent. >> that's what i want to do. i want to run as a republican but i do want to keep that door open in case i don't get treated fairly. >> reporter: while trump rides the wave of success, former

jennifer johnson, nbc news, washington. when the pope visits philadelphia in september, the eagles will be out of town taking on the jets. >> one player is still hoping to get some face time with the pontiff. comcast sports net's john clark joins us now. don't we all, john. >> reporter: i'm sure there's going to be a line. some eagle fans started a when the pope is in town, could he please bless quarterback sam bradford's knees. i'm sure pope francis has many other requests but right now they have a few thousand signatures on that website. here is sam at practice today. chip kelly said he has not decided yet if sam will play in the first preseason game on sunday. sam is of course recovering from two knee surgeries the last two years on his left knee. he's missed the last 25 games. now much of the eagles' success this season is tied to sam's knees staying healthy. so would sam be okay with the pontiff blessing his knees?

area are in fact getting ready for storms or still seeing storms. we still have some heavy rain, lightning around the area. we will be clearing out for everybody as we go late into tonight, especially overnight, and the humidity will start to drop off too. it will feel really comfortable tomorrow. in philadelphia we still have temperatures in the upper 70s but it looks good in cape may right now. the upper 70s have really started to cool down what we have seen earlier today. here's a look at the radar. clearing areas north and west. we still have showers and storms through new jersey and delaware and that's where the heaviest rain is at the moment. burlington county, we have had the same storm sitting in the pemberton, browns mills, presidential lake estates area. this is very heavy rain, lot ever lightning. this storm is very slow to move. this is where we have been seeing that severe thunderstorm warning. this is still out until 6:30. as far as the flooding threat goes, we saw the flood advisory until 9:00 tonight. with that storm we have been talking about, you can expect

winds near 60 miles an hour, potentially small hail and of course, the heavy rain and lightning still there. medford lakes is clearing out of some of the heavy rain. tabernacle seeing the heavy rain now. that extends down into parts of cape may county approaching upper parts of cape may county. maurice river seeing heavy rain, extending across the delaware bay. this is all heavy rain with lightning. it's heading towards cape may right now. the timing would put it in cape may maybe around 6:15, 6:20. wildwood, closer to 6:30. that is one heavy thunderstorm and we will continue to watch that as it gets closer. here's another look at cape may. looking really nice on the beach but if you know anyone who is out there, you might want to tell them to get off because we do have one strong storm moving in. sussex county seeing very heavy rain. milton, on its way to lewes, georgetown expecting heavy rain any minute. seafort seeing heavy rain as well. big picture now, this is what we have left. this line of heavy showers and storms moving through. the dry air is just back off to

the west and that will be moving in as we go mostly into tomorrow. a look at future weather now, it's moving the rain out by 7:00, 8:00 this evening. i think a lot of us will start to see even more clearing by then. overnight, more of the clouds start to break and into tomorrow, we start with a dry morning commute, unlike today. less humidity through the day tomorrow. you will notice that. it will shape up to be really nice, especially as we go into thursday. tonight, we have storms early, mostly for new jersey and delaware at this point. less humid as we go late through tonight, 68 for the low in philadelphia, 62 north and west. tomorrow, mix of sun and clouds, humidity dropping through the day, 84 to 87 for the high temperature. big change from today, nice change. then we go into thursday. look at the temperature, 83 degrees with low humidity. it will feel pretty close to perfect on thursday. friday looks good, too. over the weekend, closer to 90. let's talk about today. we have heard about hackers stealing our personal information, right? even government secrets. but one group of cybercriminals decided to go after a different target. the stock market. >> federal prosecutors say the hackers conspired with stock traders to get inside information and then used it to make millions. nbc's brian thompson shows how they pulled it off and how they were caught. >> reporter: insider trading has been around as long as the stock market. but this alleged scheme tapped into corporate america's

downpours in our area. right now the heavy rains in parts of new jersey and delaware as we see on the radar there. this was the scene about two hours ago in montgomery county outside the nbc 10 studios. heavy rain here. nbc 10 first alert chief meteorologist glenn "hurricane" schwartz is tracking the showers as they get closer to the shore and the sun is now out in parts of center city, right? >> yeah. there's quite a variation across the area right now. this is the one area that's about to get hit, cape may. there's still a few people on the beach. if you happen to know anybody on the beach, you might want to call them up and tell them to get off. because there's a storm coming. look how blue that sky is getting. as we look from center city to the west, clearing coming in and once that's in it's going to stay for awhile. this is the line of storms in some cases, it's weakening as it heads toward atlantic and cape may counties, even sussex county, delaware. it's not as strong as it was even an hour ago.
