downpours in our area. right now the heavy rains in parts of new jersey and delaware as we see on the radar there. this was the scene about two hours ago in montgomery county outside the nbc 10 studios. heavy rain here. nbc 10 first alert chief meteorologist glenn "hurricane" schwartz is tracking the showers as they get closer to the shore and the sun is now out in parts of center city, right? >> yeah. there's quite a variation across the area right now. this is the one area that's about to get hit, cape may. there's still a few people on the beach. if you happen to know anybody on the beach, you might want to call them up and tell them to get off. because there's a storm coming. look how blue that sky is getting. as we look from center city to the west, clearing coming in and once that's in it's going to stay for awhile. this is the line of storms in some cases, it's weakening as it heads toward atlantic and cape may counties, even sussex county, delaware. it's not as strong as it was even an hour ago. this is where the heaviest rain

has been, burlington county and into ocean county. still a good bit of lightning. we have flood advisories now until 9:00 for parts of burlington and ocean counties. that storm is moving right toward the coastline. it's over toms river now headed for the northern portion of long beach island, just in a matter of minutes, barnegat about 6:27 for the target there. this cell is headed toward cape may and cape may county. there are more cells moving into southern delaware as well. we've got a lot of action going on. we will see when it will clear up in just a few minutes. we have been keeping an eye on road conditions for you all afternoon. look at the traffic here. this is a live look at i-95 at the vine street expressway. always a trouble spot here during the rush hour. the roads are still slick in parts of this area. let's take a look at route 73 now at evesham road in evesham township, burlington county.

lot of traffic on the roads but they are starting to dry out. they are still slick there as well. now to new details about a bus that hit and killed a pedestrian in center city today. the crash happened this morning on north franklin street near race right in front of the police department. this afternoon, police released this picture of the bus. a short time later the bus returned after it was headed south. nbc 10's cydney long is joining us from north philadelphia tonight. you just learned new information. share it with us. >> reporter: we just found out there were 12 passengers on board this bus and they all paid a $15 fare to head to washington, d.c. this from a female employee at that south philadelphia bus yard. it is called yep tours depot. she said she reached out to this driver for police and he had no idea he hit anyone. this video just in to nbc 10 of philadelphia police accident investigators looking at the underbelly of this white tour bus. it comes seven hours after

police believe it traveled to washington, d.c. the driver potentially unaware it had struck anyone. the pedestrian had his back to the bus upon impact and was in the crosswalk. the entire tragedy caught on police surveillance but it is too graphic to share. >> he was crossing franklin street at race. he was walking east toward the river. a bus turned the same time. a huge white tour bus struck the pedestrian, dragged the pedestrian about 50 feet and left the scene. >> it was awful to see that because i couldn't tell if he was dead or alive when i saw him on the ground. >> reporter: it was horrifying to see the man lying lifeless on the ground. she never saw the bus and fought back tears learning during our interview he didn't survive his injuries. >> oh, my god. oh, my god. >> reporter: thins is a photo o the bus captured moments before the fatality. police consider it important to encourage witnesses to call

them. they are working out to fito fi the driver was aware of the impact. >> we are trying to get more information to piece it together. >> reporter: it is unclear if any charges will be filed. police have also not yet released this victim's name. they do tell us they found a pair of head phones in the crosswalk but it is unclear if they belong to the victim, if he was wearing them and if he was listening to anything. i'm cydney long, nbc 10 news. attorney general kathleen kane's driver pleaded not guilty today in a grand jury leak investigation. patrick reese is his name. he's the man on the right here. he's accused of illegally gaining access to e-mails. employees refer to him as the chief of staff. his boss, the state's top cop, was charged last week with perjury and other charges. today, nbc 10's deanna durante asked reese and his attorney questions. >> reporter: did you go through

e-mails trying to find out what you could about the investigation? why did you follow orders of the attorney general? >> reese's next court date is september 9th. as for the attorney general, kathleen kane, she is scheduled for a news conference for tomorrow to address the charges against her. there have been calls for her to step down but she has said she's not guilty and will not resign. we'll have the a.g.'s update live tomorrow on the nbc 10 news app. pennsylvania has been running without a budget for 40 days now and today, governor tom wolf called on republicans to compromise and taxpayers to turn up the pressure. the governor was in norristown calling the republican-backed budget a sham. he said he vetoed it because the numbers didn't add up and it created a large deficit to be carried over into next year. >> two plus two in this case isn't coming out to four. they're trying to make it come up to a number that really doesn't exist. i think it's important for the people of pennsylvania to hear that. if they hear it, maybe they will

put some pressure on their representatives. is that gamesmanship? i don't think that's the gamesmanship. i think the gamesmanship is coming from the smoke and mirrors and gimmicks coming from the other side. >> republicans claim the budget is too expensive. the governor and house republicans are scheduled to meet tomorrow. junior varsity sports just one activity that could be on the chopping block in the christina school district. the school board votes tonight on what to take out of the budget. here's what else could be cut. extra pay for teachers who coach and help out with extracurricular activities. the number of school resource police officers and bussing for after-school activities. 17,000 students will be impacted by the vote. parts of city avenue will be closed during the pope's visit next month but tonight, we are learning that cross streets will be open. lancaster avenue near lankenau hospital will be one of the cross streets open to traffic but expected to be slow going. when pope francis is en route to

and from st. charles borromeo seminary there will be restrictions on the cross streets at city avenue. lower merion township police will be responsible for traffic and crowd control on city avenue with all 136 officers on the job. >> it's all hands on deck for that weekend. everybody's working. we'll be having all shifts covered, even the off-duty officers will be coming in. >> he tells us pedestrians will be able to use the sidewalks on city avenue and businesses are allowed to remain open. check your in-box. today septa sent e-mails to people who won round two of the pope's special pass lottery. septa says make sure the regional rail pass e-mail didn't wind up in your spam folder. tomorrow the online lottery opens for the norristown high speed line and trolley routes 101 and 102. you will need the special passes to ride septa when the pope is here september 25th and 26th. former council member

running again is now running into legal trouble. he is accused of improperly touching a teenaged boy. yesterday ocean county prosecutors charged him with criminal sexual assault and child endangerment. he served on the council for eight years and is now seeking another term. new at 6:00, a son charged with killing his own mother. tonight, an arrest eight months after this deadly fire we will show you in new castle county. michael rivera killed his own mother, juanita, and set her apartment on fire. the fire did millions of dollars worth of damage to the claymont apartment complex in december. detectives arrested him in kennett square. new at 6:00, a former eagles player wants his side of the story told just days after burlington county jury found him guilty. irving fryar was convicted of mortgage fraud. nbc 10's vai sikahema just wrapped up his interview minutes ago and joins us live from

fryar's church in mt. holly. what did he have to say? >> reporter: good evening. mt. holly is where irving fryar grew up, he played high school football here before going on to the university of nebraska, where he was an all american. he was the number one draft pick in the entire nfl in 1984 but now is senior pastor of this new jerusalem house of god. on friday, he and his mother were found guilty on two charges, conspiracy and theft by deception. what the government says was duping mortgage companies of $1.2 million. irving spoke to me just a few minutes ago and he remains defiant. >> either way, it's been hard. it's been difficult. but i'm a better person because of it. that's hard to believe, i think, for some people. actually, i embrace it because who i am now is not who i was three years ago. if i did not go through all of

the new law named in honor of attorney general beau biden, who died in may. delaware bureau reporter tim furlong tells us how this law could make the state's children safer. >> i need you guys to start making your way to the blacktop. >> reporter: a busy afternoon at this camp. who doesn't love dance party day. the blue-shirted folks leading the nae-nae, they all went through checks and training before they could work for the y. >> pretty extensive. they asked all the right questions they need to ask when working with kids. >> if someone is flagged, we have to have that conversation with them and say you can't be a member at this ymca or i'm sorry, you can't be a volunteer at this ymca. >> reporter: with the governor's signature background requirement delaware will soon become even more thorough and required in more places where adults work with kids. bill 144 goes into effect in january. it will clean up, streamline and

improve delaware's standard requirements and push smaller schools and private camps to get all employees and volunteers checked. the late attorney general beau biden spent a lot of his time trying to protect children. this law is named in his honor. his sister and widow were at the bill signing. >> he worked so hard. he would be very honored and proud. thank you all. >> reporter: even under the law, private schools will be able to choose not to do background checks but have to send a note home to every parent letting them know they are not doing the checks so mom and dad can decide if they want their kid there. any violation will be a $5,000 fine. tim furlong, nbc 10 news. a 12-year-old boy continues to recover this evening after a sand tunnel collapsed on him in ocean county. he was digging on the beach in surf city yesterday when the tunnel caved in. lifeguards pulled him out and revived him with cpr. the accident brought back painful memories for former emt kimberly crowley, who says she will never forget trying to save a teenager after a similar sand tunnel collapse in nearby loveladies 14 years ago.

that teen did not survive. >> the more they dug the more the sand kept falling in. paramedics were with us. they tried to intubate him. couldn't get the tubes in because he was so full of sand. >> she launched an awareness campaign following that tragedy. signs went up warning beach goers of the dangers of digging in the sand. we had one round of showers and thunderstorms overnight, then a bit of a break during the day and then another round of storms. they are just about to move offshore. we are still tracking them. they haven't gone offshore yet. relief starts tomorrow. lower humidity and we get to dry out. and hot birds. the eagles will face pretty hot, humid weather by sunday. we are starting to see some clearing in and around the philadelphia area. 79 degrees, partly sunny skies. feels like 82. it's still very humid even

though the rain has stopped. wind is out of the south so it's warmed back into the 80s in areas north and west. 84 degrees in lancaster while it's in the 70s farther to the south, where he we have seen th showers. 72 degrees in dover, 70 in millville. that's cape may. remember the picture i just showed you five minutes ago, said you got to get off the beach? hope they got off the beach. that's a nasty storm over there right now. we have 80 degrees in cape may. 70s right at the shore but we are having drier air coming in from the northwest and that's going to make for a much better day. you can see the storms right over cape may now, long beach island getting it, sussex county, delaware, and as we go up the coast, burlington and ocean counties had the most rain. it really hasn't moved that much over the last couple hours. that's why there's a flood advisory for parts of burlington

and ocean counties until 9:00. just localized flooding from that. this is a storm that's possibly producing hail coming over cape may point in the next ten minutes or so. you can see heavy rain going all the way up cape may county. sea isle city just on the edge of it. goes through wildwood to cape may, about to get pounded with some really heavy rain. long beach island, well, you will get somie of it, too, especially places like harvey cedars going to get it. 7:00 in beach haven if it continues at its present speed. we still have a couple renegade showers in bucks county. locally heavy but fairly small as they go through. now, the future cast shows that we don't really see very much over the next couple of hours. once that line moves offshore, things are going to be improving. we could see some showers down in sussex county, delaware for awhile but the dry air is coming in. once it's in, it's going to stay

in for awhile. for the rest of the night tonight, those storms moving out, becoming less humid after midnight. 68 degrees for the low, 62 north and west. during the day tomorrow, mix of sun and clouds, less humid. you should notice that. you should also notice the lack of rain. temperatures into the mid 80s. even more comfortable on thursday. very low humidity, only 83 for the high. temperature goes up on friday but the humidity doesn't really climb very much. over the weekend, we get the heat and the humidity building up. nothing extreme but certainly a whole lot hotter than it's been in the last few days. that includes the eagles game coming up on sunday. this weekend you can help us clear area shelters. this saturday, nbc 10 and telemundo 62 are teaming up with dozens of animal shelters in our area to help find homes for pets in need. did you know there are plenty of small dogs in shelters.

biggers. the young guys are adjusting to the new role. >> it was a lot but i mean, i think i did all right at the nickel spot. of course, i got a lot more to learn now. >> they're still learning the calls or how the position works. i already played it in the system last year. >> we are five days away from the eagles preseason opener here on nbc 10. it is sunday against the colts. we have coverage at 12:30 with a pregame show and then a post game show following. nbc 10, your official eagles station. only the jets. just crazy today at jets. i have never heard a player punching their own quarterback in the face. jets linebacker ikemefuna enemkpali sucker punched geno smith in the face in their locker room. the fight was over money. geno has a broken jaw and will miss six to ten weeks. he may miss the eagles game september 27th. he instagramed this out, saying i will be back. the quarterback would be ryan fitzpatrick against the eagles if he misses it.
