preparing for the pope. today officials are set to unveil the plan for getting people across the ben franklin bridge when it's closed to cars during the papal visit. good morning. i'm tracy davidson. transportation authorities are expected to demonstrate the walk route people will take to get from the camden riverfront. cydney long is in camden with a preview. what do we know in advance about what they're going to say to us and what we're going to learn from officials today? >> reporter: tracy, i can tell you what we know in advance is that certain aspects of this plan will never be made available or never be made public. that is for security reasons. but we just found out some very

specific information from new jersey's department of transportation for people specifically who plan to ride patco and for people who plan to make that hike, that very long walk across the ben franklin bridge. exactly what roads will be closed is what we'll detail now. multiple agencies, including the new jersey department of transportation, new jersey transit, which runs the river line, as well as the turnpike authority, state police and camden officials, as you can imagine, have been working at a roundtable on this plan for many months now. here's what we just found out. special tickets for the atlantic city line and the river line will be required and they will go on sale this saturday. new jersey is to close certain exits on 295, that is if traffic from the pope causes dangerous backups. we're told that would be worst-case scenario. the river line will have minimal stops. the walt whitman, betsy ross

brinls will stay open, and exit 663 heading into philadelphia from camden will be closed. all over ramps from camden onto 676 southbound, we're told, will be open. i understand these closures of the highways leading up to the ben franklin bridge will coincide with that 10:00 p.m. friday night closing until 12:00 noon on monday. that's when the ben franklin bridge will be closed. what's unclear at this point is exactly where people might be able to park. any overflow or bussing for visitor who is will ride patco or take the two-mile journey across the bridge. officials will also offer us a little taste of that gravity, you might call it, tracy, walking across the ben franklin bridge. if you have not done it or even if you have, if you've run it, if you've walked, it is it can be quite a hike. they're going to take us on a bit of a walking tour today. the bridge itself, two miles long and still several miles to

overturned between city avenue and belmont spilling debris all over the roadway. traffic crept by as crews worked to clean up the mess. no word on what caused that accident. in burlington county, investigators are trying to figure out what caused this house fire. skyforce10 was over the scene at weaver drive around 7:00 this morning. there were no injuries and everyone in the home has been accounted for. to a fire at an auto repair shop in bucks county. in this video from skyforce10, you can see the smoke coming from r & p automotive. crews had the fire under control within half an hour. no reports of injuries here. someone shot a man in the head at the counter of a water ice shot. skyforce10 was over this scene on woodbine avenue in overbrook. the 19-year-old was standing at the counter with friends when someone came up from behind and shot him. right now he's in critical condition. investigators have not found the

gunman. they believe the shooting could be retaliation for a fight earlier in the day. a spray of gunfire from two weapons left two men injured in west philadelphia. investigators say a pair of gunmen open fire at a home on chancellor street just after 11:00 last night, hitting two men in the feet. we don't know their conditions. police have not found the gunman. police still have questions about an 8-year-old boy with gunshot wounds. the boy said he accidentally shot himself after finding a gun at a park in philadelphia yesterday. the boy said he found the handgun inside a plastic bag at a park in germantown. after he picked it up, it went off, hitting him in the leg. he walked home. his parents took him to the hospital. he's expected to be fine. investigators can't find the gun. it's not at the park where the boy said he left it. police searched the boy's home but didn't find it there either. police want you to see a video that could help them find a hit-and-run driver who dragged a man along gloucester street.

tuesday morning on glassboro and quincy court. two people get out of the car, knock on the door, they come out, confront them, and the driver takes off, driving one man down the street. police say a woman was driving the orange dodge neon. the man who was hit is okay. as far as summer days go, this one is a beauty. sunny and warm today. not too humid. a live look at boathouse row in philadelphia. what's to come? let's check with nbc10 chief meteorologist glenn "hurricane" schwartz. >> doesn't get much better than this. a beautiful blue sky out there and a great day to head to the beach. you can see the crowds building at cape may. this shot. we've got some more great weather ahead for the shore. it is bone dry out there. we don't even have those fair weather clouds we had yesterday.

it's up to 78 degrees, but only 74 in pottstown and allentown. the humidity, very low for this time of the year. it's already up to 81 in wildwood. but the sea breeze will be starting to come in and that will keep things from getting too warm. up to about 83 degrees by 3:00. 82 by 6:00. sunshine all day. we'll see how long we keep this comfort. it's not going to last. a heat wave it on the way with the seven-day in a few minutes. it's official. you'll pay more to use two area bridges starting next month. the burlington county bridge division approved toll hikes for tacony-palmyra. ez pass users will pay $3. the new tolls will start september 15th. today pennsylvania governor tom wolf and lawmakers from both sides of the aisle are expected to resume budget talks. governor wolf met with

legislative leaders in harrisburg yesterday during a closed-door meeting. it focused on education funding and pension reform. wolf and the lawmakers referred to the talks as productive. the budget stalemate is now more than a month old. the gloucester premium outlets in camden county are open for business. they offer big savings to shoppers and providing the area with hundreds of new jobs. monique braxton is live in gloucester township. what's been happening the last few hours? >> reporter: hi, tracy. hundreds of shoppers lined up here hours before the ribbon-cutting this morning to take advantage of the giveaways and special discounts. >> three, two, one, cut the ribbon! >> reporter: our camera was rolling when gloucester township mayor david mayer led executives in the ceremonial ribbon-cutting. 300 contractors worked to build this shopping center in the last

explosions in philadelphia's sister city in china. the death toll is now 50.

this is the view from above tianjin. government officials say the blast was at a warehouse for hazardous chemicals. the explosions knocked doors off windows and shattered windows several miles away. 1 of the people who died were firefighters who were sent to fight the blaze. there are reports that police detained at least one person from the company that owns the warehouse. in iraq, a truck bomb left the market in ashes and killed at least 67 people in morning. officials say the market in baghdad is especially crowded on thursdays because people come from other provinces to stock up on food for the weekend. and the truck carrying the explosives was disguide as a refrigeration track. isis claimed responsibility, saying it targeted a gathering place for shiites and promising more attacks. three people are recovering from injuries this morning after the ceiling of a convert venue

in minneapolis partially collapsed during a show. this is video taken just after it happened. nbc has an update. >> reporter: ask any music lover here in the twin cities, chances are they've gone to a concert here at first avenue. if you've seen the 1980's movie "purple rain" starring prince, you'll recognize this venue. the historic nightclub closed its doors last night after chunks of the ceiling came crashing down during a concert. this happened wednesday night, right in the middle of a performance by canadian rock band fury of a dead man. it came to a stop when a 30 by 30 foot section of the ceiling came crashing down. smoke, debris and water started raining down on fans, sending hundreds of concertgoers running for the exits. >> i saw flashlights that were directing people out. then i got the clue that we had to evacuate. >> everybody had turned around and we were looking. suddenly, you could see these red lights flashing.

and part of the ceiling just, boom, caved right in. >> reporter: first avenue nightclub was quickly evacuated as the fire department investigated the scene. three people were hurt and two were taken to a local hospital for minor injuries. club owners are not taking any chances. they have canceled all of friday night's concerts, including at the next door venue. inspectors have yet to evaluate whether the building is safe for future concerts. in minneapolis, melissa colorado, nbc news. former president jimmy carter says he has cancer and it has spread to different parts of his body. doctors found the cancer during a recent liver surgery. right now it's unclear what kind of cancer it is. in a statement, carter says he will release more information when he learns more, possibly next week. jimmy carter is 90 years old. a top missouri official is keeping a state of emergency in place in the city of ferguson for at least another day. the move allows st. louis county

police to take control of law enforcement and emergency management in and around ferguson. authorities put the state of emergency into effect on monday, you'll remember, after police shot an 18-year-old near protests marking the one-year anniversary of michael brown's death. police say the 18-year-old fired at officers first. new this morning, a just-released poll finds voters believe new jersey governor christie should resign, but not if lawmakers force the issue. let me explain. a rutgers/eagleton survey. half of the voters said they want christie to step down while running for president, but the pollsters spoke to a different group of people and told them democratic legislators want to force a law to force christie and all other governors when making a bid for presidency. more than half of those people said christie should be allowed to remain as governor. depending on what time you tried to see the perseid meteor

shower last night, it might have been too cloudy. here's video of the meteors over england last night. the shower is still at peak tonight and the new moon tomorrow night should create perfect observation conditions. let's find out for sure from glenn. >> tracy, the theoretical peak of the shower was last night, the greatest number of meteors per shower, but tonight will still be glad. the atmosphere is so clean, that we rarely get such a good glimpse. tonight will be a great night for that. we've got another beauty of the day here with low humidity. we do have heat wave number four in the forecast. and dry birds. looks like it's going to stay fairly sun for eagles' exhibition game. the humidity is so low. 78 degrees.

humidity only 43% and continuing to drop as it goes through the day. we were 85 degrees yesterday. we'll be creeping up tomorrow at 87. saturday up near 90 degrees. it goes a little above that for sunday and monday, which would make it the heat wave. 78 in philadelphia now. 75 in trenton. 74 in kennett square. 73 in squarertown. in oxford in southwestern chester county, those are a couple of the cool spots. the warmer spots are towards the beaches. 80 degrees in beach haven already, but sea breeze should be coming in later. this is the details of the perseid. the most important thing is to get away from the city lights. the farther you are out into the wilderness, the better chance you have of seeing things. tonight, 10:00 p.m. to 5:00 a.m., 100 meteors per hour. you don't need a telescope.

you can see it with your naked eye. that's what makes it so spectacular. lay down on the hood of a car, with a blanket. did that one time. it was great. lots of dry air across the eastern portion of the country as high pressure is to our west. it's going to take a couple of days, three days for the thing to move out. until it moves out, we can't get any significant moisture in here. here we are on saturday. a few clouds in western pennsylvania. and then we continue to see that westerly wind flow. so, at the shore, we'll be seeing sea breezes each day. start off with a southwest wind, moves into the southeast. temperatures fairly uniform. nice and comfortable. what a great weekend. and in the pocono mountains, it looks pretty great as well. more clouds coming in on saturday and sunday than what we're going to be seeing at the shore, but still looking pretty good. for the rest of the day today, it's bright sunshine and low humidity. high temperatures in the low to mid-80s.

researchers say women with a family history of breast cancer should have more genetic cancer than just of the braca gene i or ii. doctors test for mutations but when researchers who studied women who underwent gene

mutation they foundational risks. that additional knowledge could change the course of treatment. cases of chickenpox continue to decline, thanks to vaccinations. before the vaccine was introduced in 1995, about. 4 million people got the disease each year. now a new study shows chickenpox hospitalizations have fallen more than 90% since that time. outpatient visits for the disease fell more than 80%. the largest drop occurred after 2006 when health experts recommended a second dose of the vaccine. children with ms who exercise regularly may have fewer symptoms of the disease. new research found kids who did tren yous activity had fewer lesions in the brain, which are linked to ms activity. most children diagnosed with ms have a form called relapsing/remitting where the disease gets better and then comes bab. the new study showed more exercise showed to fewer relapses. experts say there is an often overlooked health exam you should fit in before your kids

right now at 11:30, as we prepare for the pope, a live look at one of the thoroughfares that be closed to car traffic when pope francis comes to town. officials are expected to unveil plans for getting people across the ben franklin bridge during the papal visit, meaning walk across the bridge. in about 90 minutes,

transportation authorities are expected to demonstrate the walk route that people will have to take if they want to get from the camden river front to the site of the papal appearances. we've learned more this morning, that other area bridges will remain open through the papal visit. they are the comodore barry bridge and walt whitman and the betsy ross. nbc10's south jersey reporter bureau cydney long is live in camden, getting you information. she has a preview. what answers are we hoping to get later from officials today? >> reporter: a lot of answers, tracy. i can tell you this will affect people who liver and work in inner city camden and will affect those folks for a total of about 62 hours. here in camden as well as on the ben franklin bridge from that friday night, september 25th, until monday morning, monday at 12:00/noon/lunchtime on the 28th. here's with we just found out 676, the ramp at exit 3 heading into philadelphia from camden, that's the morgan village neighborhood, it will be closed that time frame.

also, all ramps from camden onto 676 southbound will stay open. there will also be special tickets required for new jersey transit, atlantic city line as well as the river line. they will be required for that weeke weekend, to go on sale this saturday. what we still need to find out is where to park, what about overflow parking for those who will ride patco or lace up those comfortable shoes to walk across the ben franklin bridge, because as we know traffic will not be on it, with those closures that stretch friday night into the work damon. and some commuters say it will be disruptive to their schedules. they will be playing close attention to today's details. >> i just want to make sure everything is clear when i do go to work, because i work in trenton. i want to make sure that roads are clear. i know it's, like, hard to get to the places you need to go to. >> reporter: now, i'm also told, tracy, closures could stretch

well beyond camden city, and route 38 and route 130 could also anticipate detours as well as 295. we understand some of the exit ramps from 295 could ultimately be closed that weekend. that, if traffic to the pope, becomes very dangerous. according to new jersey's d.o.t., the department of transportation. they all say that will happen if it's a worst-case scenario. we talked about running shoes or comfortable shoes for walking that hike on the bridge. they're going to take some members of the media on the walking tour. we'll be up on the bridge. they want people to understand the gravity of that situation and what it might entail, anyone with asthma, breathing problems or if they're not physically fit. we anticipate to hear a little bit more about that later today at 1:00. we'll have all the latest details starting on "nbc10 news" at 4:00. for now, live in camden, i'm cydney long, "nbc10 news." >> thanks for that. we'll add all the new

we still have the land breeze, at least for now. sea breeze may spark coming in this afternoon. but we're certainly not expecting much in the way of cloud cover. bone dry in the eastern portion of the country. we go through the day today, lots of sunshine, cool temperatures, low humidity. it's not going to last. we have heat and humidity on the way, a potential heat wave, and i'll have more in the seven-day in a few minutes. this morning evacuation orders are in place in northern cal as the state's latest wildfire continues to grow. the jerusalem fire has burnt more than 16,000 acres. crews are battling the flames from the air and ground. yesterday officials said erratic winds made the flames difficult to fight. the governor of colorado drank a hearty gulp of a river to show concerned residents that the river has concerned to pre-contamination conditions. a local newspaper challenged him to do it to back up his claim

that the river was safe for humans after the epa accidentally released 3 million gallons of mining waste water. >> this water, the metals are at preincident event. again, don't drink river water. but it's perfectly fine for rafting. >> he drank the water on tuesday. this morning he says he remains in good health. a texas sheriff's department has fired the deputy who allegedly left his canine partner in his cruiser for some 20 hours. the heat inside the vehicle killed the animal. the deputy had worked with the canine for about three years, but on sunday he apparently forgot the specially trained dog in his patrol car. at the end of his shift he was left. the mistake was realized the next day when temperatures reached more than 100 degrees. that officer is now out of a job and could face charges. we've been wrong. that doesn't mean we don't pay for it. if we did wrong, we're going to pay for it. >> the specially trained

narcotic's canine cost more than $5,700. a federal judge in the deflategate scandal says if both sides can't come to a settlement, he'll bump up the case to the u.s. court of appeals. at a hearing in manhattan yesterday, a judge heard arguments on tom brady's four-game suspension and he demanded to know what evidence directly linked brady to deflating footballs in last year's afc championship game. prosecutors said there is no smoking gun, but there is considerable evidence brady knew about the deflated footballs. meantime, the artist who sketched brady in the courtroom yesterday is apologizing. many say the drawing is far from flattering. some go as far as to say brady looks like some kind of a monster. artist jane rosenberg said it's not her job to make people look good. >> i'm under pressure, i tend to just grab onto certain lines. i don't flatter people. so, i have to apologize to tom brady and all his fans.

i didn't make him look pretty enough. >> rosenberg has reportedly been a sketch artist for 35 years. she's not a football fan. the former new york jet accused of breaking his quarterback's jaw during a locker room fight has a new team. the buffalo bills signed enemkpali. the jets released him after players said he punched geno smith in the face this week. he could still face punishment from the nfl. convicted former intelligence agent chelsea manning could face solitary confinement for allegedly breaking prison rules. her lawyer says the transgender army private is being disciplined for having a copy of the caitlyn jenner issue of "vanity fair" and an expired tube of toothpaste. manning's attorney calls the charges harassment. an nbc news correspondent who was at the pentagon when it was attacked on 9/11 will speak at the flight 93 national

memorial during this year's anniversary observance. memorial organizers chose nbc news chief pentagon correspondent jim miklaszewski as the keynote speaker. he was the first journalist to report the attack on the pentagon. he was in his office that morning. now to decision 2016. former minnesota governor and former professional wrestler jesse ventura says he's rooting for donald trump to win the presidential nomination. he said if that happens he would be up for being his running mate. this comes as a bit of a surprise. shoppers can get bargains at gloucester premium outlets which opened just two hours ago. the shopping center is giving hundreds of people a place to work. nbc10's monique braxton is live in gloucester township. you've been talking to everybody lined up to get those early morning deals. tell us more. >> reporter: just a few moments ago, tracy, one lady yelled to us, they've got a lot of great discounts here!

with extended hours. like other premium outlets, its an outdoor shopping experience that is open year-round. shoppers may also rent wheelchairs and strollers. there's also a green space for hosting your community events. we're told by the organizers, the administrators of this mall, that about 300 contractors were awarded jobs just to bring this space to life. live in gloucester township, monique braxton, "nbc10 news." a valuable painting by pablo picasso is headed back to france today. it was painted in 1911 and later stolen from a storage room in paris in 1998. no one realized it was missing until three years later. the painting valued at $15 million was found earlier this year in a shipment to the u.s. it had been mislabeled as a $37 art craft. today nasa's conducting a hot fire test for one of four engines that will power its new space launch system.

if you're a citizens bank customer, you could be getting money back. federal regulators ordered the bank to pay more than $34 million in refund and penalties for short-changing customers their full deposits. feds say the bank kept the difference when deposit slips and the actual amount of money transfer match.

regulators call the bank's actions unfair and deceptive. they say they've corrected the system for handling mistake. back to school season, millions of kids ready to hit the books. but are they hitting them a little too hard? as nbc news craig melvin reports, a new study puts a spotlight on what is called homework overload. >> reporter: back to school means back to homework. according to a new study, kids are receiving more homework than what education experts recommend. in some cases, much more. >> kindergartners have three times the homework load as they're expected to have. >> first graders have three times the homework load that they're expected to have. and second graders have 2 1/2 times the homework load they're expected to have. all these things are troubling. >> reporter: stephanie donaldson-preston, author of "the learning habit" was a contributing editor to the study that also found as work load

increases, so does stress, for the student and their parents. >> all children are getting homework they don't understand. they're getting homework that's really, really stressful. i had a parent who has a ph.d. in science and math and couldn't understand the instructiondz for her third grader's homework. >> reporter: the guidelines recommend a ten-minute rule. ten minutes per night for first graders and ten additional minutes per night for every grade thereafter. they also do not endorse homework for kindergarten. but, the study found that kindergartners are actually spending an average of 25 minutes on homework. first and second graders, nearly 30 minutes. >> you don't want to turn kids off to school from an early age. kids mostly come into school with a natural excitement and a love of learning. and i feel like our job in the first years, especially, is to foster that. >> reporter: as your child gets ready to head back to the

classroom, experts say communication with the teachers are key. >> if you feel your teacher assigning too much homework, the first stop is your teacher. the teacher is there as your ally, not your obstacle. >> that was nbc's craig melvin reporting. living near a trader joe's or whole foods could affect the value of your home. that's according to realty track. homes in the same zip code as trader joe's jumped 40% in value. nearly the same increase for homes new whole foods. the analysis also found homeowners near trader joe's pay higher property taxes, nearly 60% higher than those near whole foods. nbc10 and telemundo are teaming up with dozens of animal shelters in our area on saturday to help find homes for pets. it is a very important mission for our next guest. mayor of hamilton township and has been committed to finding pets loving homes for years. mayor, thank you for being here

today. >> thank you for having me. thank you to nbc10 and telemundo 62 for doing clear the shelters. as you know, your family becomes -- your pet becomes a part of your family, so we can't thank you enough for doing this. >> tell me how hamilton township is involved in this. >> hamilton township this coming saturday from 10:00 to 4:00 will participate in clear the shelters, which we will waive the fees for spay/neutering and vaccinations. so, any family that is looking to make a pet part of their home can come to the shelter and for $25 can adopt a pet. >> you are so passionate about this. >> yes. >> tell us why. >> well, as a pet owner of an 82-pound yellow lab, and i'm also the spokesperson for the animal shelter, we expanded the shelter. we realized that more and more strays are finding their way to our shelters. we've expanded and almost doubled the capacity for dogs and cats and other animals that make their way to our shelter.

unfortunately, you know, hopefully in partnering with nbc10 and telemundo, that we can clear the shelter this coming saturday. so, i urge any family looking for a pet to visit the shelter and provide an opportunity for, you know, a pet to find a loving home. but i ask those that rescue pets and adopt, i said, whom rescues whom? nine times out of ten, the family says, they rescued us. >> it's really true. can you tell us some pets available for adoption? have you been to the shelter lately? >> absolutely. i have a day with the mayor. i take a shelter animal and bring them to my office for the day. we act like they've been there forever. and it's a nice way to acclimate the animal. we have pets from all different breeds, cats, absolutely. so, we're very busy. year to date we've adopted 78

only 1 degree warmer than it was at this time yesterday. we're in the mid-70s to the north and west. upper 70s in the philadelphia area. and actually near 80 in some areas toward the shore. we do not have a sea breeze yet, as you'll see. and the wind is so light out of the northwest, we may very well see the sea breeze this afternoon. we're in the upper 70s in most of the jersey shore areas. a lot of dry air from the east coast all the way back past chicago and down to atlanta. so, we don't really have any kind of soeurce of moisture. for the eagles on sunday, pregame, 82 degrees. by the fourth quarter, 92. feeling like 95 with the higher humidity. that's pretty hot for football. and the heat that starts coming in on saturday. look at the warm colors. the redder it is, the hotter it

is. on sunday and monday, just about as hot. tuesday, may start to see a little change in the pattern. by wednesday, many of the computer models do show that more comfortable air is coming in again. in the tropics, we're getting into the peak of hurricane season historically. mid-august to mid-october. and there is nothing out there. caribbean sea, the gulf of mexico, the atlantic and all the way to africa, it is very, very quiet. while the pacific ocean is extremely active. all related to this monster el ne nino in the pacific. low to mid-80s. beautiful day. another beauty tomorrow. a little warmer. and then it starts getting hot over the weekend. humidity goes up a bit but still not dangerous heat and humidity. then we start to get some chance

that monitors your tolz. a new jersey couple got nine tickets for a car they never owned. they called the nbc10 investigators. the problem harry hairston uncovered in the system and the fix that could be coming. now, an update on or top story. in a little more than an hour, new jersey officials are scheduled to unveil transportation changes for the papal visit. here's some of what we know. you'll need a special ticket to ride the river line or the atlantic city line. ben franklin bridge will be closed to cars. we've known that. but the comodore barry, betsy ross and walt whitman bridges will all remain open. officials today will demonstrate the path people will take from the ben franklin bridge, camden river front to ben franklin parkway. you can check out our nbc10 app. it will be beautiful today. that's all people need to know, right? >> thanks for watching "nbc10 news" at 11:00.
