traffic box, there will be layers of different security. the most tight of which surrounds the art museum and independence hall. where we are standing outside city hall, this is within that most secure zone. we are learning there will be a fence surrounding this area to get into this area, you will have to go through a secret service screening process. this all begins at two separate times. at independence hall where the pope will be speaking, that area will shut down friday night and over by the art museum and parkway, that will shut down even earlier on thursday. beginning thursday night at 10:00 p.m., the most secure zone of the city will lock down. marked in red it circles around the art museum and parkway. the city says there will be a fence and every single person that comes into this zone will be screened by the secret service. outside of the red secure zone is the second layer of security called the vehicle perimeter. it's this black line that wraps up around center city, anywhere near city hall, independence

hall, or even near the art museum. that will have no vehicles whatsoever. if your car is parked anywhere inside this black line, you will get towed. at today's press conference, mayor nutter said businesses will be impacted, deliveries of food and supplies might be disrupted during the weekend, but we have learned that some taxi cabs will be able to operate within center city. >> will there be challenges, yes. there will be some inconvenience, yes. there will be disruption in your life, depending on where you live and all those kind of things, yes, yes, yes on down the line. but come on. this is a moment for us to shine and to be excited and to be as supportive and demonstrate a level of civic pride. >> reporter: the mayor says that this world meeting of families conference has so far exceeded all other past conferences in terms of the number of people that have been registering so they are still expecting about 1.5 million people to come into the city. but what we got out of today's

conference was that if you are trying to get into these very most secure zones in center city you'll have to be screened by the secret service and if you live in center city, if you have a car parked on one of these streets, near the perimeter, you want to move it before that weekend. randy gyllenhaal, nbc 10 news. >> mayor nutter acknowledged that it's not just people who live in the city that will be affected. >> that's right. businesses have a lot of questions, too. the city is setting up a special business resource center to provide those answers. there will be a special hot line and e-mail address that businesses can use. that information will go out on monday. >> mayor nutter also announced an extra day off for philadelphia students. classes are now canceled from wednesday through friday. the following monday could also be canceled but the city won't decide that until closer to the event. our team coverage continues now in new jersey, where transportation officials laid out their plans for the pope's visit. >> the bottom line, be prepared to walk if you plan on getting to philadelphia via the garden state. nbc 10's jim rosenfield is live

in the digital operations center with a closer look now at what was announced this afternoon. jim? >> yeah, when you said walking to the site of the pope's mass in philadelphia, that's going to be several miles. transportation officials laid out road closures and detours for new jersey all in anticipation of the pope's arrival coming up in september. here we go. 676 westbound, it will be closed from exit 3 to the ben franklin bridge. route 30 westbound from the airport circle to the bridge is closed as well. route 295 and the new jersey turnpike will stay open but exits in the camden area could close if there are serious backups. now to the bridges. a live look at the ben franklin. we already knew it would be closed for the weekend of the papal visit but today, it was confirmed all other bridges between new jersey and philadelphia will remain open. transportation officials demonstrated the walking route people will have to take over the ben franklin bridge if they want to see the pope. there they go right there. while you won't be able to drive

over the bridge, you can still walk across it. this is not an easy stroll, though. that's why authorities are advising people to watch from home if they are not sure they can walk several miles. >> not an easy hike. we want people to come and enjoy it but we want them to be prepared for it. >> as for public transportation in new jersey, nj transit says the river line will operate on a 15-minute schedule on september 26th and 27th, but there will not be service in downtown camden. and special river line tickets will be required. they go on sale this saturday, $5 each. the atlantic city line will run but on an express schedule and only between ac and philadelphia's 30th street station. special tickets will be needed for the atlantic city line as well. they go on sale this saturday at noon. round trip cost, $30. officials also announced today there will be 1100 parking spaces available in camden for registered buses only.

conversation forward in a substantive way by saying listen, i know pensions are important to you and i'm willing to make some real compromises here. let's work together on that. but then i need you to be with me on the adequate funding for education. >> on the other side of this, republican leaders sent us a prerecorded response following the two days of meeting with the governor. they are pleased but anxious to get a deal done. >> we're satisfied. however, i can tell you that there's a lot of work that still needs to be done, still needs to be analyzed. >> that work will be done at another meeting scheduled next tuesday. for some philadelphia students, summer vacation is over. first through eighth graders who attend global leadership academy charter school in west philadelphia were back in the classroom today. about five years ago, the school abandoned the school district's calendar to avoid what it called summer brain drain. the academy believes that kids

who are out of school for a full three months lose education and have to repeat material that they forgot over the summer. >> they have things they had to do when they're away from us. so when they come in today, they turn in their packets and get ready to go. >> homework over summer break? since their summer break is shorter, students at global leadership academy have a longer winter and spring break. kindergartners at the school head back to class next week. a bucks county man is behind bars accused of selling two guns to a 9-year-old. this is 59-year-old reginald sisco, charged with delivering a firearm to a minor. bristol township police say a man called them after his grandson came home with two guns. the child said he bought the guns from the man for $8 the. police now have the guns, one of which was reported stolen. a gun debate takes center stage in new castle county,

delaware tonight. some town council members in elsmere want to ban people from openly carrying firearms into council meetings. elsmere's mayor says he wants his town to be more like wilmington and state offices and courthouses where open carrying isn't allowed. we spoke with the mayor today and also spoke with a council member who believes responsible legal gun owners actually make town buildings safer. he says people like him would protect other citizens. >> a person that goes through and get their gun legally, they are the law-abiding citizen. you shouldn't be restricting a law-abiding citizen. >> i'm not against guns. i know people who have them, open carry, don't have a problem with it. but rules are rules. >> the bill will be introduced at a council meeting tonight. there could be a public hearing on it next month. if enacted, this law wouldn't ban gun owners who are trained and have a permit to carry a concealed firearm. today, temple university released the findings of its committee on campus sexual misconduct.

the group asked students about perception of sexual misconduct and the resources that temple offers. most participants said there needs to be more education and accessibility resources dedicated to the issue. they also recommended developing a website students can access and awareness training. the university says it's already started to implement some of the findings. a steel beam recovered from the world trade center after the september 11th attacks passed through philadelphia today. >> it's now on its way to its new home in florida. nbc 10 at philadelphia international airport this afternoon as firefighters draped the beam you see with the american flag. then they loaded it on to a cargo plane. the one ton piece of steel is now on its way to the kennedy space center in cape canaveral. the center has been working to acquire the artifact for more than two years. >> this is the culmination of a lot of things that have happened and a lot of efforts by a lot of people that makes this happen. we are just excited as we can be. >> as the plane taxied out the

moment was marked with a special water cannon salute. lottery tickets could soon come to you in the state of new jersey. a bill allowing lottery ticket delivery is headed to governor christie. the state senate approved the bill today. the legislation requires the lottery commission to authorize the courier delivery of tickets. neighbors heard creaking, then a crash. this is what was left behind. part of a building collapsed on to a center city street. why neighbors say they warned this could happen. plus caught on video. a new jersey school bus out of control. what happened to the students after it crashed into a building. plus, she works with animals every single day but that wasn't enough for one delaware county veterinarian. what inspired her to give a new home to one of her furry patients and how it's also helping her son with autism.

fires possibly producing toxic fumes are burning at the site of a series of explosions in china. chemical experts have been called in. at least 50 people including 12 firefighters were killed. the explosions were so powerful, it was even recorded by the u.s. geological survey as a seismic event.

now the police have cordoned off the area. about 1,000 firefighters are still battling blazes. how about these new figures from the faa showing just how huge a problem flying drones near airports has become. pilots now are reporting hundreds of drone sightings and near misses in the past two months alone. >> recently air operations fighting western wildfires were interrupted because of drones. jennifer johnson has more from washington. >> reporter: just yesterday an air ambulance flying a patient to a hospital in fresno had to take evasive action to avoid a collision with a drone. >> it was probably 15 feet from the aircraft. it could definitely take down a helicopter. >> reporter: the faa says pilot drone sightings so far this year are more than double last year. 650 sightings compared to 238 in all of 2014. flying a drone near an airplane could lead to jail time. >> if one of these drones wag to go into an engine at a critical

period, or if one of these drones was to strike the windshield, the results could be catastrophic. >> reporter: last sunday alone, four commercial pilots reported seeing a drone during final approach to newark airport. >> off to the right side. >> land 4 right. we'll watch for a drone. >> reporter: lawmakers fear a possible terrorist attack using a drone. they are hard to detect and can carry up to 15 pounds of cargo. hobbyists and businesses fear more restrictions and say most people just don't know the current faa rules. >> we have been sluggish to understand the technology, understand how it will absolutely change our economy and therefore, businesses right now are on hold in many aspects because they are waiting for word on how they can do this legally. >> reporter: congress has given the faa a september deadline to come up with new regulations on the use of non-military drones. but apparently the faa needs more time to study this issue so that deadline is now on hold. jennifer johnson, nbc news, washington.

two fights on two fronts tonight. both concerning same sex marriage. in a small kentucky town, county clerk jim davis -- kim davis, i should say, stopped issuing same sex marriage licenses. she says it violates her religious beliefs. this morning, four gay couples who wanted to marry were turned away from the rowan county clerk's office. a federal judge ordered davis to get back to business but she refused. >> i was given a number and told to go to the judge around the corner. >> the couple was told davis is on vacation. davis says issuing marriage licenses to gay couples violates her christian beliefs and the constitution protects religious freedoms. in denver, a judge says a baker who refused to make a wedding cake for a same sex couple cannot cite his religious beliefs to refuse service. the colorado court of appeals called it discrimination. if he refuses again, he will

face a fine. the baker says she has no problm serving gay people at the store but baking a wedding cake violates his christian beliefs. we continue now with a story we have been talking about for a few days. here's a live look from nbc 10's new kitty cam. the camera sits inside a philadelphia animal welfare society appropriately known as p.a.w.s. we put this live stream up on nbc10.com and the nbc 10 app so you can see some of the animals we are trying to give new homes. we are calling it clear the shelters. nbc 10 is teaming up with dozens of shelters to find homes for pets in need. >> the delaware county spca workers are around these animals all the time but for one of their veterinarians that wasn't enough. >> nbc 10's drew smith shows us why she had to take one of them home. >> reporter: this dog has come a long way since the doctor first saw her at the delaware county

spca. >> she came in very sick, vomiting, very thin. >> reporter: her name is nikita. last year she came to the shelter emaciated and neglected and had swallowed a toy that needed to be surgically removed. after the procedure, the doctor took her home to administer intensive care. that's when her husband got to know her. >> i said we should, if she makes it, we have to keep her. she did make it. it was touch and go for a couple days. but she just got stronger and stronger. >> reporter: after this family adopted this dog, she is now fully healthy and helping this family and their son who has autism. >> i believe she's sort of like a healing dog to him because she gives him comfort when he's feeling overwhelmed or frustrated. >> reporter: his behavior can be difficult and his parents say nikita helps engage him better in social situations. >> even highly trained dogs sometimes can be reactive. she's not a therapy dog, not highly trained. she's just a good-natured dog.

we want to really increase the adoption rates. either way, we are looking at warmer weather into the weekend as well, whatever your weekend plans are. hopefully you can make it out. warmer temperatures tomorrow than we are seeing today. heat wave in the forecast, too. around 90 degrees this weekend. we have several dry days along with that. so heat wave in the forecast with dry weather, it will be dry and hot. temperature today already got to 83 degrees or i should say only 83 degrees. our average high is 86. feels really comfortable with the low humidity. tomorrow, we will be closer to 87 degrees and by saturday, near 90. by sunday, 92 degrees. could be the start of our heat wave. mostly sunny outside right now. looking at center city, 83 degrees is the temperature. humidity is around 32% so feels really comfortable outside even as we go into tomorrow. especially tomorrow morning, some areas will be in the 50s. right now, we are only in the upper 70s for allentown, 77 in pottstown, 72 mt. pocono. 82, millville. 83 degrees in atlantic city.

so everyone is feeling very pleasant weather, especially for this time of the year. low humidity, dry conditions on satellite and radar. if you take a look back off to the west where the weather typically comes from, we really don't have anything on the way but more sunshine and nice conditions. for tonight, we're looking at clear and comfortable conditions. humidity stays low tonight. sky is clear, mid 60s, philadelphia. mid 50s area north and west. you could see that meteor shower again tonight. that's still going to be occurring starting around 10:00 p.m. and continuing through the overnight hours. tomorrow, sunny and warm, low humidity again. temperatures about the mid to upper 80s so still very tolerable even at the beach as we go into the weekend. starting with friday, upper 70s along the shore and delaware beaches. mostly sunny saturday and sunday. temperatures will be right around 80 degrees. looking pretty good. water temperatures in the mid 70s now. now we go into sunday for the eagles preseason game, it will be right here on nbc 10 pregame weather, if you're tailgating, low 80s. it will get a little more humid

there's a reason your omelets are costing more. egg prices are the highest they've been in 15 years. an outbreak of bird flu is to blame. the outbreak is concentrated in the midwestern part of the country. there is concern it will spread once winter arrives and birds migrate. analysts say if that happens, it could become a reality that you have to pay up to $6 for a dozen eggs. here's something you probably don't want to spend too much time thinking about as you sit down for dinner. one in every six americans will get sick because of microorganisms in our food. according to a new study by the centers for disease control, it

estimates 48 million people get sick from salmonella and other food-borne illnesses every year. turns out fresh produce poses the biggest risk. the cdc says most people don't even realize how sick they really are. >> most of those are people that aren't reported with illness. they don't see a doctor. they tough it out at home. >> the new study breaks down the risks by state and it allows states to focus on the problems they will face most often. speaking of problems, philadelphia neighborhoods had raised concerns about a nearby building under construction. >> now their fears have come true. nbc 10's doug shimell is live in center city with the story. >> reporter: the neighbors have made a chilling connection between this overnight collapse and the deadly market street collapse. that story coming up. a popular fishing spot he at the jersey shore suddenly shut down after alarming damage is discovered. >> it could have fallen in with people on it.

neighbors heard creaking, then a crash. this is what was left behind. part of a building collapsed on to a center city street and tonight, investigators are still trying to figure out why this happened. >> neighbors say they have been raising concerns for awhile now. nbc 10's doug shimell is live

outside that building on butler avenue. doug? >> reporter: we actually had to move back. they brought in a chipper, as you can hear, because they can't get conventional demolition equipment in here so they brought a chipper in to grind up the debris. l & i says this all started when a builder wanted to create a building that was bigger than he was permitted for. that was just the start of the troubles. two weeks before the deadly 22nd and market street collapse in 2013, israel says a contractor blocked his driveway with lumber for a construction project on butler avenue. >> that was griffin campbell. he was supervising that job. he handed me his business card. >> reporter: two weeks later, griffin campbell was thrown off that job after being charged with six deaths in the market street collapse. two years later on wednesday night, campbell's never finished 320 butler avenue collapsed into the street, trapping two renters

in the building next door. >> fire rescue came out and got my two tenants out of the building through another access through the church that faces 13th. >> reporter: neighbors say the campbell coincidence was chilling. >> the connection was very very concerning. i was very upset by that. >> reporter: all along residents say they had a feeling something would happen. >> it's been at the same stage for a long time. just the basic outline of the building. it didn't seem like anyone was really working on it for awhile. >> reporter: somehow, no one was hurt on butler avenue. >> can't build a building like this, not done properly, and exposed to the weather for all this time and expect it to not have issues. >> reporter: nbc 10 has been trying to contact the building's owner but no luck so far. l & i says they have a long history with this owner. they are trying to rectify and figure out how did it get to this point. live in center city, doug shimell, nbc 10 news.

right now at 5:00, nbc 10 is following several headlines regarding the pope's visit to philadelphia. large portions of philly will become car-free zones during the pope's visit next month. mayor nutter announced security perimeters are being set up around the ben franklin parkway and independence mall. fences will also go up where people will be required to go through metal detectors. you can see this map at nbc10.com. new jersey transit officials today demonstrated the walking route people will have to take over the ben franklin bridge if they want to see the pope. they also announced plans and road closures for the weekend. again, we know this is a lot of information. find the details right now on nbc10.com. if getting downtown to see the pope doesn't work for you, church leaders in the lehigh valley are offering an alternative. the diocese of allentown is working with steel stacks in bethlehem to host a free big screen viewing of the pope's

mass on sunday, september 27th. the papal mass begins at 4:00. philadelphia is also helping people who can't get close enough to see the pope in person. the president of the world meeting of families told us there will be 50 jumbotrons set up throughout the city that will be showing the papal mass. nbc 10 is giving you complete coverage of pope francis' visit. we were the first local station to travel to argentina to give you a closer look at his evolution into the people's pope. see our special coverage next tuesday at 7:00 right here on nbc 10. right now at 5:00, surveillance video shows the moment a school bus crashed into a liquor store in north jersey. the accident happened today in irvington, essex county. police say nearly a dozen elementary school students and two adults were on board. the bus first hit an suv, then smashed into the store which was closed at the time. >> he was screaming from his leg and another kid was bleeding

from his mouth, i think his tooth broke or something. it was bad. >> the bus driver told investigators the brakes failed and she lost control of the bus. paramedics rushed all of the passengers to a hospital with injuries ranging from cuts to broken bones. everyone is expected to be okay. new information on a deadly house fire in chester county. authorities determined tuesday's fire in parksburg was an accident. they also identified the victim. melissa holbert died when flames ripped through this home on main street. she was 33 years old. signed, sealed, delivered and stolen. someone is ripping off mail at a montgomery county neighborhood. police say the mail was taken from mailboxes overnight monday and tuesday in part of toeaminson township. a resident says he found open mail in his trash can that belonged to his neighbors. police say that stolen mail was outgoing, put in boxes to be picked up by postal carriers.

police notified victims but say more may be out there. we are still waiting for vice president joe biden to decide if he will run for president. in the meantime, a new gallup poll finds democrats are split when it comes to biden even entering the race. 45% of democrats say they want him in the race, 47% don't. right now there are five democratic and 17 republican candidates vying for the nomination. speaking of decision 2016, a long-standing tradition at the iowa state fair kicked off today. presidential candidates opened themselves up to random questions at the so-called soap box. republican candidate mike huckabee was first to take the stage. he was followed by democratic candidate jim webb. tomorrow, we hear from jeb bush. on saturday, bernie sanders. hillary clinton is going to the fair but hasn't said if she'll take the soap box. wisconsin governor scott walker campaigned in neighboring

illinois today. he acknowledged to reporters that some of the gop presidential candidates gaining in the polls have never held public office such as donald trump and ben carson, and speaking of dr. ben carson, he was back in new hampshire today. carson is now in second place in the polls in iowa behind front-runner donald trump. republican candidate rand paul also in new hampshire today, took jabs at trump. the two have been going back and forth since last week's debate. contamination levels from last week's toxic spill into a colorado river seemed to be improving, according to the environmental protection agency. last week, millions of gallons of toxic sludge from an old mine spilled into a river in durango. that water is used to irrigate crops and livestock from colorado to new mexico. today, the epa said the river is restoring itself and lead levels are falling. >> we are in no way saying we are leaving, all things are done, the sediment will be looked at and frankly, the

sesame street is coming to hbo. the long-running children's series signed a partnership with hbo to carry the next five seasons of sesame street. new episodes will begin airing this fall. fans can still watch the show on pbs and get this, they will also work on a muppets spinoff series. something i'm grateful for

you may be pleased with prices at the pump around here but take a look at what drivers in south carolina are paying. $1.87 a gallon at this one station. that's pretty much the norm. our gas of course isn't that low

but drivers here are still enjoying much lower prices. the average price ranges from $2.39 in south jersey to $2.68 in philadelphia. those are all about $1 lower compared to last year. you could be in luck if you travel the ac expressway tomorrow. tolls will be free for a little while. the new jersey lottery is slipping the bill at the egg harbor toll plaza. from 9:00 to 10:00 a.m., all eastbound tolls will be free there. the lottery is promoting a new game called fast play. speaking of fast play, some pro hockey hopefuls had the chance to learn from the new leader of the flyers today. new flyers coach dave hakstol headed the clinic. the snider youth hockey foundation was held in juniata. >> this is what it's all about in terms of you grow up playing the game, it's summer camps, it's every day at the rink during the year. it's fun. bottom line.

six more years of jimmy fallon. fallon has signed a deal to remain the host of the "tonight show" through the year 2021. nbc made that announcement today. fallon took over the show in february of last year and the show has since dominated other late night shows in the same time slot. well, another beautiful day today. it will lead us into a fantastic night tonight. tomorrow, though, the humidity is still going to be on the very comfortable side but temperatures will be warmer than today. today we are only around 80 degrees at the moment. heat wave is coming in the forecast starting with this weekend so we will be getting hotter this weekend, around 90 degrees. we have several dry days ahead, too, which is great for your weekend plans and of course, it is great for the eagles game on sunday right here on nbc 10. live look out at cape may, some

people at the beach there and i'm sure the rest of cape may where you can't see it on the camera is very crowded. nice conditions along the shore right now. 80 degrees in cape may. sunny skies, humidity is still very low so feels extremely comfortable no matter where you are. even through the lehigh valley, 79 degrees in allentown, 77 in pottstown, 82 in wilmington. only 80 degrees in dover right now. 82, millville. as we go through the overnight hours tonight and early tomorrow morning, some areas will be dropping into the mid 50s. that's going to be really comfortable tomorrow morning. we are nice and dry locally, plenty of sunshine around the area today and the dry air is still moving in. we don't have any rain any time soon. we will have quite a few days where we just see about mostly sunny skies. along the shore and the delaware beaches, as we go into this weekend starting with tomorrow, looking really good if you will be there for the next three days. around the upper 70s for friday, saturday and sunday. temperatures around 80 degrees. we will see plenty of nice weather around, plenty of dry air still in place.

tuesday, more humidity. there's the heat wave in the forecast, three days of 90 degrees plus and we have them so far. by wednesday, that will be our next chance of any rain around. listen to this now. most inmates dream of getting out of jail, right? this week an alabama woman tried to break in and eventually got her wish. check out this surveillance video. the woman used bolt cutters to try to get into a jail yard tuesday night. the sheriff said she had two gallon sized bags of tobacco, a cell phone and a drug used to reduce withdrawal symptoms. here's the most interesting part. she served time at the jail and was released about two weeks ago so she was quite familiar with the place. drivers in new jersey were feet away when a truck crashed on the turnpike and burst into flames. >> that didn't stop two commuters from jumping into action. how they helped the truck driver escape after he caught fire. then coming up on "nbc 10

we are learning more about this fiery wreck on the new jersey turnpike near east brunswick last night. two tractor trailers collided. one caught fire and exploded. >> tonight we are hearing from an australian couple who jumped

into action to help a driver who ran out of one of the big rigs with his leg on fire. >> reporter: this video captured just feet from where a truck rolled over and burst into flames on the new jersey turnpike. explosions could be heard on the recording and then at one point, you see people running toward the truck driver. his pant leg on fire. >> when you are the first person there and you see a man running up the road on fire, you have to help. maybe it's the aussie in us but australians have always done that. everyone jumps in and helps. none of us thought for a second. just you have to help a man on fire. >> reporter: the three australian family members, jackie, her husband anthony and brother simon, were driving back from washington, d.c. when they saw the two trucks collide and then burst into flames. >> within ten seconds the whole truck was pretty much on fire.

>> reporter: the driver, shocked and disoriented, comforted by the help running toward him. >> we tried to drag his pants off. the fire was going up his leg. >> reporter: this as other cars swerved past debris and the chaotic scene which closed the interstate into this morning, when an ambulance came the group told me they put the driver in it and took off. happy to hear that the driver will be okay and certainly a story to tell the kids back home. >> nonstop messaging saying what are you doing, mom and dad. come home! they are all freaking out. >> reporter: the reason those tourists got the crash from beginning to end is because one of them was enamored with filming yellow school buses on the highway and ended up he helped save a life. >> amazing video. a lot of drivers were stuck in this crash. they took pictures, they took video from the scene. check them out on nbc10.com and the nbc 10 news app.

right now at 6:00, getting ready for the pope. philadelphia and new jersey issuing important new warnings and information for the visit less than six weeks away. good evening. i'm jim rosenfield. the big take-away you need to know, travel is going to be very difficult and you will need to do a lot of walking if you're coming to see pope francis. here are the headlines. traffic and screening restrictions will begin at 6:00 a.m. on friday, september 25th. city government will offer essential services only from thursday until monday and courts will be closed from wednesday until the following tuesday. here's the newest map now released by the city just a few hours ago. it shows traffic restrictions, there it is right here. the green box, the largest box indicates the entire traffic box. cars can travel within that box
