or leave it but cannot come back in after friday at 6:00 a.m. the yellow box is the secure vehicle perimeter where there are no vehicles allowed and the red box is where pedestrians will be screened by the secret service. both the ben franklin parkway and at independence mall. we have reporters on both sides of the river getting new information about the impact of today's announcements. nbc 10's deanna durante begins our coverage at philadelphia city hall. a lot of new information today. >> reporter: yes, including those who want to try and get up close and personal to the event as well as the papal mass will need to go through security checkpoints. they will need to be examined before they can get to the parkway. >> part of the personal planning that has to go into this for how any individual is going to experience the world meeting of families. >> reporter: a new enhanced map of security is unveiled by officials and the u.s. secret service. we learned city traffic will begin to shut down in some areas, mainly the parkway,

thursday night at 10:00 p.m. those secure areas will mean once the papal events begin, only those who go through security clearance areas can get beyond that red zone. city officials say starting thursday, september 24th, security sweeps will take place on the parkway and won't open to walkers until 6:00 a.m. on friday. those pedestrians will need to be screened. on friday, emergency routes will also shut down to make way for those emergency vehicles and by friday, secure areas will be in place in old city and around independence hall. vehicle traffic won't be able to move within that green zone, a three plus mile area of the city. >> there will be seven medallion taxi cabs that are compliant with ada at the moment. they will operate in the traffic box for ada scheduled trips. >> reporter: food deliveries will be limited but the mayor says some deliveries will be allowed inside the zones in the overnight hours. warning eateries to prepare. >> we are asking businesses to be very smart and plan ahead.

>> reporter: still in the works, trash pickups and those people that live along that secure zone, how they will be able to be moving in and out. we asked a representative from the mayor's office about that. she says people won't be on lockdown but movement could be restricted, especially during those times where security sweeps are taking place. deanna durante, nbc 10 news. some more new information. schools will also be closed now, an extra day for philadelphia students. classes are now canceled from wednesday through friday. the following monday could also be canceled but the city won't decide that until closer to the event. in the last couple of hours, the university of the sciences announced it is closing friday and monday. we are also learning more about new jersey's plans to handle the pope's visit. it includes pre-planning, patience and parking being off-limits. nbc 10 south jersey bureau reporter cydney long live in camden with more on the details and some warnings?

>> reporter: that is right. transportation and emergency officials want the potential papal visitors to know what they are up against. for instance, this parking lot along the camden water front, there are 1100 spots but they will all be reserved for buses. the amount for personal cars is zero. then tackling the ben franklin, a tall task as well. >> my husband said he's taking off from rutgers because he's like i'm not going to be in that hustle and bustle. >> reporter: jenny knows the pope's historic visit across the bridge from her camden neighborhood will prove to be hectic and have hiccups. a trek across the 135 foot span of the ben franklin bridge. officials anticipate more than half the faithful will be seniors, perhaps some not fit to walk, but could take five hours or more. >> if you are not capable health-wise of making that long trek, you may want to evaluate whether you're coming or not. >> this could also trigger

medical surge issues for the hospital system. >> reporter: transportation and emergency officials are trying to prepare visitors for the journey. paramedics and emts will be based across the region. unless you have a pass for patco or come credentialed on a tour bus, you won't be alilowed to drive or park your car in camden's city lots. no traffic beyond exit 3 northbound on 676 to the bridge. >> your patience is truly a virtue and patience will be needed. >> reporter: to streamline security, atlantic city's rail line will not stop at all on its ride from ac to 30th street. the river line will make far fewer stops. >> this is going to be an inconvenience but it's a blessing our pope is coming through here. >> reporter: admiral wilson boulevard from baird boulevard to the bridge will also be

several years. work stopped on the row house after the contractor griffin campbell was thrown off the job. he's the man charged in the 2013 death of six people in the salvation army thrift shop collapse on market street. >> been at the same stage for a long time, just the wood, the basic outline of the building. it doesn't seem like anyone was really working on it for awhile. >> l & i says the building's owner tried to construct a house that was bigger than allowed. we have tried contacting the owner and are waiting to hear back tonight. talks to get a budget will resume next tuesday. the governor and legislative leaders met in harrisburg for about an hour. they worked on how much to spend on education and pension reforms. nothing was resolved. six weeks since the governor vetoed a republican sponsored spending plan. sugar house casino is showing off its new expansion in fishtown today.

people watched from the parking lot there. the $164 million project should be open by the end of the year. it will more than double the size of the casino, allowing room for more than 40 more table games. nearly 300 new slots and a new poker room. gloucester premium outlets opened today in blackwood off route 42. the new stores include calvin klein and underarmour. officials say it will give the local economy a much-needed boost. more than 300 construction workers built the complex which is employing hundreds of full-time and part-time workers. >> the best social program is the job. that's what we're seeing here. close to 1,000 will be created. >> the grand opening celebration includes fireworks coming up later tonight. new at 6:00, camden county track coach is under arrest this evening accused of having sex with a 13-year-old student more than a decade ago. investigators say robert savage worked for the gloucester

junior-senior high school at the time. this philadelphia man is accused of stealing more than $10,000 in rental deposits. harry moore turned himself in to police. police say he placed rental ads on craigslist going back to march and took deposits from potential renters but police say he later told the victims the property was no longer available, but kept their money. heads up now if you drive in center city. 15th street is closing in a little less than an hour for emergency road repairs. this is the problem right here. there will be only one southbound lane open on 15th between south penn square and chestnut street. the street is expected to reopen by the close of business tomorrow. to our weather now. a great day to play in the surf in ocean city. plenty of people staying cool in the ocean off 53rd street. a lot of sun, blue skies out there today. nbc 10 chief meteorologist glenn "hurricane" schwartz is joining us now. we will be heating back up this

weekend, right? >> that's in the inland areas. at the shore, they will be relatively comfortable with a sea breeze coming in off of that beautiful ocean. this is cape may. people still out there on the beach even at this hour. it has just been delightful out there. there is hardly any moisture in the eastern half of the country. it's 83 degrees right now in philadelphia and northeast philly. upper 70s to the north and west. low 80s toward the shore. they are going to get more of a sea breeze in the next few days. through the evening, the low humidity is going to continue. it is just spectacular out there. if you didn't get a chance to get out today, tomorrow will be just about as spectacular. then a heat wave's coming. i will tell you how hot and when in a few minutes. a grand jury is recommending charges against the fourth suspect in an armed home invasion and robbery that happened more than three years ago. the district attorney charged

kadir taylor with murder in the death of carrie smith. police say smith had a heart attack during the robbery in 2012 and died two months later. investigators say four robbers held a gun to smith's head while she was in bed in her easton home and threatened to shoot her. the d.a. is hoping with these charges, someone will turn taylor in or he will surrender. >> this brings this matter full circle. we were very troubled by the fact that we did not have the last person who we knew was in the home and now with the work of the grand jury, and the work of the police and my office, we feel confident that we will bring this individual to justice. >> three others were already convicted in that case. from our delaware bureau this evening, two people are now charged with robbing an elderly woman in a kohl's parking lot. police say pierceon wilson grabbed the 84-year-old's purse and pushed her to the ground. he then jumped in a truck driven by a woman. they are both being held on

robbery and conspiracy charges. fortunately the victim is okay. they are the people who risk their lives to save our lives but gloucester city firefighters were facing layoffs because of a budget issue. now, thanks to a $600,000 federal grant, the city can avoid laying off firefighters. to this cat with special needs now. he opened the eyes of his owners to the joy of adoption. how you can help clear the shelters next on "nbc 10 news at 6:00." a popular fishing spot at the jersey shore suddenly shut down after alarming damage is discovered. >> it could have fallen in. >> i'm ted greenberg. i'm trying to find out when the pier was last inspected.

a popular fishing spot at the jersey shore is off limits after dangerous conditions were discovered there. the pier in brigantine is part of an old bridge that used to connect the resort community with atlantic city. nbc 10 jersey shore bureau reporter ted greenberg has the story. >> reporter: when andy lamb came to brigantine today, he found his fishing spot blocked off. numerous broken, rotting and

missing pilings under what's known as the old brigantine bridge which has been a popular fishing pier since a new span was built in the '70s. >> it's unsafe. it's very unsafe. for anybody to be out there. >> reporter: city officials shut the pier down over the weekend, when a police officer found it was sagging over absecon inlet after a fisherman told him about its deteriorating condition. >> if he didn't, god only knows, it could have fallen in with people on it. >> reporter: josh and other workers at riptide bait and tackle say some of their customers aren't happy that the fishing pier is no longer an option. >> it was the place to go if you didn't have a boat. >> it will kind of be a bad thing that it's not there for local fishermen but it is getting a little dangerous. >> reporter: i tried to find out when the pier was last inspected. local leaders tell me it's the state's responsibility. so far we haven't gotten any concrete answers from state officials about the pier's maintenance.

>> they're going to do an investigation and see if it's safe to reopen. >> reporter: until then, the pier remains empty except for those with the ability to fly on or off. ted greenberg, nbc 10 news. citizens bank customers could be getting some cash back. federal regulators say the bank short-changed customers on deposit slip mistakes. the bank kept the difference when more money than the slip indicated was actually deposited. citizens bank must refund customers and pay more than $20 million in penalties. the bank says it has fixed its system. all week we have been telling you stories about the benefits of bringing a rescue pet into your family. this evening, we hear from a delaware county family who gave a second chance to a cat that can't see. ed and stephanie of rose valley recently fell in love with this little guy on social media. his name is kos cosgrove. within a few days of bringing him home, they say cosgrove mapped his way around their

another great day out there. we've had a bunch of them this summer, even though we have also had a lot of 90 degree days. we will get more of both. first we will have another beauty with low humidity and lots of sunshine. then heat wave number four is going to kick in. along with a stretch of some dry weather that looks like it will go through yet another weekend. that will make it seven pretty good ones in a row. we've got beautiful sunshine out there now. 83 degrees, the winds west at ten. the humidity only 31%. so the temperature a little below average, the humidity way below average. that's what made it so comfortable. tomorrow, the temperature's up three degrees, humidity still low. then 90 on saturday, 92 sunday, humidity up a bit on saturday, a bit more on sunday. but still not into the danger zone. 83 in philadelphia and northeast philly now.

78, kennett square, chester springs. 81 in trenton. 77 in quakertown and 78 in pottstown. so it's cooling off a little bit and it's a little bit on the cool side for summer. but a lot of people are happy about that. a lot of people are happy that it's nice and dry up and down the east coast. if you needed rain, you got it a couple days ago. the grass got the moisture that it needed. now we need some dry weather like over the weekend for the eagles. that's what we are going to get. lot of sunshine, humidity's up. 86 degrees at kickoff. 92 in the fourth quarter, where it will feel perhaps as high as 95 degrees. not exactly football weather. but it is beach weather. temperatures near 80 degrees, creeping up a little bit. got a sea breeze developing each day and that ocean temperature's a nice 75 degrees. in the poconos, that's about the only place that has a shot for

showers over the weekend. could be some showers on saturday but that still is just in the slight chance category. we will be seeing this heat build up as we go through the weekend and once it does, it's just going to keep getting hotter for awhile. you'll see this in the seven-day. tonight, you will see that it's clear and comfortable. 65 for the low in philadelphia, 54 north and west. tomorrow, another sunny day with low humidity. temperature up a few degrees, but still going to feel and look great. 90 on saturday, 92 sunday with little bit higher humidity, little bit hotter and a little more humid on monday, and tuesday. the first chance of showers in the forecast doesn't come until next wednesday. >> so nice outside. let's take a look at lincoln financial field. this is from the new camera on top of the stadium. we are just days away from the preseason opener for the eagles. john, another big day at training camp, right? >> yeah. they're getting ready.
