that breaking news, part of the new jersey turnpike shut down at this hour because a pickup truck slammed into a tractor-trailer in woolwich township. you can see it became wedges beneath the rear end of the big rig. crews had to use the crane to lift the 18 wheeler off the p k pickup trucks. firefighters worked for half an hour to cut the victim free. we checked but there's no word on the victim's condition. the northbound lanes are shut down right now. a city on lockdown. a closer look at how security

will transform philadelphia during the papal visit. good evening. i'm jacqueline london. >> i'm jim rosenfield. fencing and metal detectors. if you are in the green area, you will drive out but you won't be allowed to drive back in. in the yellow area, no cars allowed. in the red section, you will have to go through security screening to walk in. >> live coverage on the impact all over our area. we begin with nbc 10's randy giyllenhaal where some of the tightest security will be. >> reporter: we are inside what will become one of the most secure zones in the entire city. officials unveiled their plan today to protect the pope and also manage these massive crowds that are expected. it comes in two layers, one for the people and another for the cars. >> a lot of people are coming to

philadelphia. >> reporter: appearing with the secret service, the mayor revealed the pope's security plan. everything shown in red near the art museum, the parkway and independence hall will be locked down for at least two days. we have confirmed a fence will wrap around those secure zones. that fence will literally surround then tire parkway. to get from one side over into the secure zone, you will have to go through a secret service screening. they will make sure you don't have any prohibited items. the second layer of security targets parked cars, areas shown in yellow fall into the no vehicle zone. you can't park here. >> no cars will be allowed. >> i link right here. >> that is tough news for people who live along the parkway or near city hall. you park on the street? >> that's correct. >> you will have to move somewhere. >> that's what i'm told. >> the impossible to find other parking spaces. >> bottom line, if you leave

your car parked anywhere in that secure zone, you will have a bad time. your car is absolutely going to get towed. the city did confirm some taxicabs will be able to roam until 2:00 a.m. saturday. the fate of uber drivers is undecided. despite the security, the mayor says this will be worth it. >> will there be challenges? yes. come on. this is a moment for us to shine and to be excited. >> reporter: those moment secure zones by the way will begin to lock down on thursday into friday. the city is estimating about 1.5 million people coming to visit the city. they say registration for this world meeting of families event has broken records, higher than previous events. live at city hall, randy gi gyllenha gyllenhaal. if you live in new jersey, you have a better idea what to expect. today transportation officials laid ot road closures and

detours for the garden state in anticipation of the pope's arrival. 676 westbound will be closed from exit 3 to the ben franklin bridge as will west 30 from the air property circle to the bridge. exits in the camden area could close if there are serious backups. now to the bridges. a live look at the ben franklin. we knew it would be closed for the visit of the papal visit. all other bridges will remain open. transportation officials demonstrated the walking routes people will have to take over the ben franklin if they want to see the pope. while you won't be able to drive over the bridge, you can still walk across it. as for public transportation in new jersey, nj transit says the river line will operate on a 15 minute schedule on september 26 and 27. there will be no service in downtown camden and special river line tickets will be required. they go on sale this saturday at $5 each.

the atlantic city line will run but on an express schedule. only between ac and philadelphia's 30th street station. special tickets will be needed for the atlantic city line as well. they go on sale this saturday at noon. the round trip cost is $30. >> we know that was a long list of transportation changes. tap on the nbc 10 news app to see them in writing. our special session preparing for the pope has everything you need to know for the visit, including the pope's itinerary and where you can see him in philly. philadelphia public schools will be closed an extra day for the visit. classes are now canceled from wednesday, september 23, through friday, september 25. the following monday could also be canceled. city won't decide that until closer to the event. nbc 10 was the first local news station to visit the pope's homeland of argentina. next week, we will share new stories from our trip and we will bring you an encore showing of the people's pope, my special

looking at the deep roots he has in argentina and how they shaped him. it airs next tuesday, august 18th, at 7:00 p.m. here on nbc 10. the security changes are going to have major impact on businesses in center city. many workers tell us they don't know how they will make it in. keith jones has that part of the story in about ten minutes. you are trying to get guns off the street. now they are selling them to 9-year-olds? >> two boys go to the convenience store for candy and a soda and they come back with weapons. >> today police arrested aid man saying he sold the guns to the kids for just $8. new at 11:00, nbc 10's george spencer talked to one of the boys. one of the guns had been stolen? >> reporter: stolen hours earlier yesterday morning. the kids at the center of this live on other side of this

block. as they were walking through this parking lot yesterday evening, police say a man approached with an offer that two curious young boys just couldn't refuse. >> it's disgusting. kid goes to the store and comes back with guns. >> reporter: this woman is stunned by the irony of it all. the two guns ended up at her home after her 9-year-old grandson and his friends enjoyed a summertime rite of passage, walking to this nearby 7-eleven on their own. >> crazy. shouldn't be selling it to a 9-year-old. >> reporter: christopher tells us he is allowed to visit with pocket money for candy or soda. but yesterday, police say this man approached. >> this guy offered me two guns for $8 because he asked me, do you like to go hunting? and i said yeah. >> reporter: they say they thought the guns were b.b. guns.

they showed off the rifle and air gun to friends. and then stashed them under the pool deck. >> we were going to go hunting with it in the winter. >> reporter: one of his cousins alerted adults who called police. investigators discovered the rifle had been stolen from this auto repair shop early yesterday morning. he must have wanted to get rid of the weapons quickly. >> i lived here all my life. i have never, ever, ever had anything like this happen. >> reporter: the family had police take those guns away from their home last night. the suspect was arraigned earlier today and is still behind bars right now. live tonight in bristol, i'm george spencer, nbc 10 news. in delaware, the town of elsmere voted down a gun ban.

the law wouldn't have banned gun owners who are trained and have a permit to carry a concealed firearm. from the nbc 10 investigators tonight, a council didn't discuss the status of the fire company in colwin. while the mayor and council argued about other issues, the volunteer station was not on at again da. as we told you last night, the fire station was raided yesterday by the delaware county district attorney's office. the council president tells us there will not be a vote any time soon to decommission the fire company. at least one council member wants to see ties cut now. >> we are going away. we are going to wait and see how the chips fall. i don't think anybody should rush into anything or make any quick judgments. they are doing an investigation.

>> reporter: speaking to news 4 from his hospital bed, his story of survival is an amazing one. this was miller wednesday running across the new jersey turnpike. his leg on fire. >> i knew that i had to get out of the truck because everything was engulfed in flames. so something inside me told me to open the door and jump. >> reporter: he was running for his life trying to escape the inferno. his tanker truck carrying oxygen tanks from philadelphia had collided with a second tanker after police say one sideswiped the other near exit 9. the fire and smoke could be seen for miles and up close -- >> so hot. the heat, it was so close to us. >> it was like die hard. it was flamed. it was like something out of the movies. >> reporter: they were visiting from australia when this unfolded in front of them. instead of racing away, the

tourists jumped in to help. >> there was the young fellow that helped get my pants off. there was another gentleman there that let me use his cell phone to call my son. i thanked them because basicaeay he saved me a great deal more of punishment and suffering. >> reporter: miller says he has a very uncertain road ahead. the fiery crash left him with burns on 20% of his body. >> i will probably never work again. i don't know if i'm going to get use of my hands. my one leg looks like somebody put it over a rotisserie, put it over a fire. >> reporter: we are hoping he has a speedy recovery. as for the other driver involved, he suffered non-light threatening injuries. neither has been cited. the new jersey department of transportation commissioner is

calling for stiffer fines for truck drivers who don't obey the rules of the road. a montgomery county family took matters into their own hands to find a grandfather who disappeared. >> he disappeared overnight. he has dementia. his family got together and went looking. they found him in a creek bed a quarter mile from where he vanished. his family tells us he is okay. back to avoiding papal panic. local businesses are trying to figure out how they will cope. >> the mayor says there will be limited deliveries allowed. many workers are trying to figure out how they will make it to restaurants and businesses needed to accommodate visitors. >> keith that will be a tough area to access. >> reporter: this entire area, the entire parkway is in the secure perimeter, including city hall behind me, not to mention

old city, the area around independence mall. every nearby business will be affected. employees are wondering, how are we going to get in? >> it's going to be a complete nightmare. >> reporter: that much jamie knows for sure. she worked here on market street in old city, just outside the secure perimeter. she lives in fish town and doesn't own a bike. >> i'm going to have to walk probably over an hour to get to work. >> reporter: other workers weren't aware of the secure perimeter. >> i work thursday, friday, saturday night. i live in west philly. >> reporter: how are you going to get here? >> i figured i would -- >> reporter: yeah. best to grab your bike. >> i can't take off work. >> reporter: across time in center city -- workers wonder how they will manage in late september just inside the papal security fences. >> i'm not thrilled about it. >> reporter: professionally, ashley says it could be great

weekend and to start next week and several dry days, too. we're talking about the heat along with dry weather. we could be at 62 in allentown. low temperatures around sunrise. those should be in the 50s. a cool start. 65 for 8:00 a.m. pottstown. 80 for philadelphia. suburbs in south jersey, upper 60s. 72 in cape may. plenty of sunshine to go around. that's good news, too. today we hit 84. the average high is 86. tomorrow we shoot up to 87. over the weekend, we're going to be around 90. that could be the start of our next heat wave in the forecast. in the meantime, for the rest of tonight, if you missed the meteor shower last night, the skies are clear tonight. you can still see it now through 5:00 in the morning. look straight up. they will come from all different directions. we have a new moon, too. which means the skies will be darker.
