is off the job and out of jail on bond. nbc 10's cydney long is joining us live from outside the boys and girls club. cydney, the parents filed a lawsuit against the organization and you just spoke to the boy's mother? >> reporter: jim, i did. she is heartbroken. she says the boys and girls club of philadelphia here in germantown has been part of her little boy's life for three years. she trusted them. she said they had an obligation to protect him and failed. rhonda miller says she could hear it in her son's voice. >> he was rushing me to leave the boys and girls club. >> reporter: unable to get ahold of him for an hour after his field trip with the boys and girls club to the kimmel center in may, miller says her 12-year-old ran to her. >> you know your child's voice. you know how your child is in danger. he was afraid. he was running from one of the vehicles at the boys and girls club. >> reporter: he described being forced to touch his adult group leader and was forced into a bathroom stall at the kimmel

center, where he escaped quote being grabbed at the waist in an apparent attempted sexual seattl assault. >> this young boy's life has been forever and permanently changed because of this event. he can never get back his innocence. so you can't put a price tag on that. >> reporter: we knocked on his door but are not showing you percy outland's photo. as the police special victims unit doesn't want to compromise this investigation if they find more victims. the boys and girls club has removed outland from his position and told us quote, we would never hire or retain an employee, particularly one that works directly with children, who we believe to be in any way a threat to the health or safety of our kids. >> there was apparent smoking of marijuana and alcohol drinking during the trip back from the kimmel center and the fact he actually offered him a smoke of the marijuana. >> i feel like he was taken advantage of from someone that we both trusted. >> reporter: now, the boys and

girls clubs organization does carry out extensive background checks. in the complaint, miller and her attorney say outland had exchanged inappropriate text messages in the past with a 13-year-old boy and that higher-ups here should have known about it. right now he is charged with a couple of sex offenses as well as inappropriate contact with a minor. i'm cydney long, nbc 10 news. to our weather now. hot and humid. it goes on. that combination has lasted several days now. a live look at philadelphia. and down the shore, people are taking advantage of some cooler temperatures. there are still people on the beach. only a few more weeks to go before the kids have to go back to school so take advantage of that. nbc 10 first alert chief meteorologist glenn "hurricane" schwartz is joining us now with his first alert forecast. is this heat wave going to end? >> yeah, it will be ending soon, if not tomorrow then the next day. because we are going to be getting more and more cloudiness out there. we have a little bit more today

than yesterday. that's why the temperature's down a couple of degrees. it will continue to go down as the clouds increase. we had lower humidity over the weekend when we got our first two 90 degree days but the humidity has certainly gone up. 94 yesterday, 92 for the official high today. near 90 tomorrow. so we could stretch it to five days but i don't think it's going to end up at six. it's 88 degrees right now. it's much cooler in new jersey and delaware because there's a fairly strong wind off the ocean, southeast wind. it feels like it's in the upper 80s to near 90 degrees so even those numbers have gone down. one thing that is increasing is the tropical activity in the atlantic. it's been very quiet. we are now in the historical peak of hurricane season. we now have a tropical storm out there, tropical storm danny, with 40 mile an hour winds. it is expected to strengthen. i'll have the latest forecast on that and our forecast as we get

stormier ourselves. we are following late developments right now in delawa delaware. in the past hour an arrest in connection with the shooting of a 10-year-old boy inside his home. police are telling us they have arrested jaleel goldsborough but aren't releasing details about his relationship to the boy or his family. the 10-year-old boy was shot overnight inside this house on townsend street. he is out of surgery but remains in critical condition. >> it's tragic. it's just terrible. i don't even know -- it's just unbelievable. >> it's unsafe anywhere. our children can't come out and play. now they can't even be in their own home. >> about an hour ago, a swarm of police officers right here came to a house a few doors down from where the boy was shot. they took a man out in handcuffs, put him in a police car. we are working to learn more about this latest phase of the investigation. this afternoon, congressman chaka fattah vowed to fight the corruption charges against him. he pleaded not guilty and so did two of his four co-defendants.

nbc 10's deanna durante watched all the proceedings and is joining us from center city. >> reporter: congressman chaka fattah has been released on a signature bond, meaning he didn't have to put up cash for his bail. however, a judge told him that if he violates that bail agreement, he could be charged with a new crime. that's when he told the judge he hasn't committed any crime. >> i fully expect that when we vet these allegations, that we are going to get to a point in which they will no longer represent any cloud on my very good reputation. >> reporter: congressman chaka fattah talks of the work he's done in congress but when it came to talking about the more than 20 charges he faces -- >> i'm rooting for the team. i've made a full statement and released my statement on youtube so you can go to it. >> reporter: he didn't talk about them. neither did his lawyers, citing a court order not to talk about

the specific charges which include racketeering, money laundering and bribery. two alleged co-conspirators were also in court today. both pled not guilty. prosecutors allege fattah misused campaign money, took a secret loan and laundered money to pay his sons' student loan debt. his sons have not been charged. neither has his wife, nbc 10 anchor renee chenault-fattah. renee was identified in the complaint as person e and a member of the fattah enterprise. she was not charged in the case. prosecutors allege she took part in a fake car sale to a lobbyist to gain money for a vacation home down payment. >> they take innocent people, people in my family, and smear their good name. that says a lot about character. prord now, fattah did have to surrender his passport but he is free to move about the country and internationally on government business. he and his lawyers say the charges will not be a distraction. fattah is vowing to run for re-election. deanna durante, nbc 10 news.

>> renee chenault-fattah is not charged and denies any wrongdoing. renee is on leave right now from nbc 10. bonnie bowser pleaded not guilty yesterday. she also had to give up her passport with limited travel. she was the chief of staff for fattah's philadelphia office and also managed his personal and campaign transactions. she is charged with racketeering, fraud and several other charges. nbc 10 and nbc10.com will have continuing coverage of the fattah investigation. turning now to the kathleen kane case. an attorney representing the pennsylvania attorney general says she will likely go public with new information about a pornographic e-mail scandal. this as kane fights criminal charges. kane's lawyer made the comments after the state supreme court unsealed two decisions on the scandal from late last year. her attorney says the e-mails and attached images are critical to proving she's innocent of perjury, obstruction and other charges.

as pennsylvania's budget standoff drags on, local school officials are calling on lawmakers to get a deal done. >> this is a nonpartisan issue. both republican and democratic law makers and elected officials have chosen inaction and we are here to say that enough is enough. >> delaware county school district leaders gathered today to express an urgent need for lawmakers to approve a budget. pennsylvania has been operating without one for six weeks. the school year is fast approaching and districts say without a budget, they have no idea how much money they will get or when they will receive it. the money-strapped chester upland school district in delaware county may not survive unless there are cuts in charter reimbursements. today governor tom wolf asked a judge to slash the amount the district pays charter schools. the pennsylvania coalition on public charter schools says it's a blatant step to kill charter schools at children's expense. speaking of money, money in the bank. bb & t plans to buy allentown

based national penn in a $1.8 billion deal. national penn has branches in new jersey, pennsylvania and maryland. our partners at the philadelphia business journal report the deal will mean about 25 branches will close. that's because bb & t just bought another bank a few weeks ago. shares of national penn jumped more than 16% at the opening bell. a cherry hill millionaire learned his punishment for making child pornography today. he got five years in prison. a photographer received a four year sentence. they both pleaded guilty in may to taking pictures of 16-year-old and 17-year-old girls from philadelphia. the men promised the girls a modeling career. officers on horseback galloped to the rescue. the mounted patrol unit heard a man scream for help outside his new castle home yesterday morning. officers gave the man cpr and the patient is now recovering in the hospital. a street hockey court ripped apart in egg harbor township.

vandals did about $35,000 worth of damage to the court at veterans memorial park sometime between sunday and monday night. they pulled apart the plastic floor decking that covers the entire court and left behind tire marks as well. authorities at the jersey shore are trying to find out how a 2-year-old girl slipped out of her family's house before drowning in their neighbor's pool. prosecutors say police found the girl floating in the pool soon after she was reported missing last night in berkeley township, ocean county. sources tell nbc 10 investigators found evidence of heroin and marijuana inside the home. the girl's parents seemed to cast the blame on their neighbor. >> this wasn't here. this wasn't here last night. >> reporter: what did that go up? >> 1:00 in the morning. >> sources say both parents could face charges. as could their neighbor, because the toddler was able to gain access to the pool. no one answered the door at the neighbor's home when we went there earlier today. next on "nbc 10 news at 6:00" history made again. 30 years later, inside this

i traveled there three weeks ago or several weeks ago. tonight, there's an encore presentation of "the people's pope," my half hour special looking at the deep roots the pope has in argentina and how they shaped his papacy. that's at 7:00 p.m. right here on nbc 10. we are now four days into our fourth heat wave of the season. got another 90 degree plus today. we will be close to that mark tomorrow. then we've got some thunderstorms returning. that will help knock the temperature down some. we do have danny, that has developed in the atlantic. new tropical storm. headed to the ball game tonight? going to be hot, going to be steamy, but not raining. the ball travels better when it's hot and humid, so little easier to hit home runs. 88 degrees now. the wind out of the south at 13. that's actually a cooling wind. it's strong enough to be coming

in off the delaware bay and part of the atlantic ocean so it's 88 in philadelphia and 84 in mt. holly. look how much cooler it is to the south, only 83 in wilmington. that's not down because of rain. 82 in millville. 82 in dover. 81, atlantic city international. well, the ocean temperature has dropped. it's 68 degrees so you get a wind coming in off that cool water, that's going to cool off the land well inland. 79 in sea isle city, atlantic city marina. temperatures hovering right in that area all day today. the showers not that far away in pennsylvania and maryland and virginia. but they're moving pretty much straight to the north. this whole area is just going to gradually move eastward so that's why our western counties have the best chance of seeing any showers tomorrow, whether it's morning or afternoon. here we go as we go through the night tonight. it's generally dry. we continue to see that southerly wind. that keeps the humidity up there.

you can see a few showers, even tomorrow morning, again, generally in the western counties and some more developing in the afternoon. you don't really see much in new jersey and that strong sea breeze may help keep a lot of the moisture back to the west tomorrow. then on thursday, the atmosphere is getting a little more moist and you see more showers around, especially in delaware, and again, the western counties. by friday, things may be coming into the rest of the area. well, here we are, and there's danny. 3,000 miles away from us so it's not exactly an immediate threat. 40 mile an hour winds moving west at 12. it's not even moving that fast. there's really a tremendous difference in the computer models as to what this thing is going to do. not so much where it's going to go. the general track from pretty much all the models is to the west which is typical for this time of year. this is the peak of hurricane season, too.

the threat to the caribbean islands. the question is about how strong it gets. some of the models turn it into a major hurricane but some don't even strengthen it at all. you rarely see such a difference here. the official forecast from the national hurricane center gradually takes it up to a category 2, 100 mile an hour storm by sunday. so by sunday, it still hasn't hit the eastern caribbean, let alone anything else. but it's the time of year when these things do tend to strengthen and you can get some of the bigger storms coming from that particular direction. if the conditions are favorable. that strong el nino in the pacific is helping suppress all the hurricanes out there. we will see which win. warm and humid, patchy fog late, 74 degrees for the low in philadelphia, 68 north and west. tomorrow, close to the 90 degree mark. chance of a thunderstorm, could be a shower in the morning, could be late in the day.

again, best chance, western suburbs, chester county, berks county, lehigh county, for example. more widespread showers and storms on thursday and then just about everybody gets it thursday night or into friday. so there will be rain before the end of the week. then a brief period of lower humidity on saturday, may help out the eagles a little bit. plus they play at night so it won't be as uncomfortable as sunday. then the humidity comes back and storms may come back, too. i'm john clark. good news for eagles linebacker kiko alonso. bad news for franco. danny briere on why he's retiring.

i'm john clark. good news from eagles camp. demarco murray was back out there, plus linebackers kiko alonso and mychal kendricks. kiko wants to play saturday night but is not sure he will. ryans returns tomorrow. how about fletcher cox? he retweeted this, calling the defensive line the nobodies. the birds' "d" line is one of the best in the nfl but don't get the credit they deserve. benny logan and the line dominated in the first preseason game. >> we just play off each other. we want to come out, make a statement and everybody opportunity we get to be on the field, going to make the best of the opportunity. the first preseason game, we just came out there, just played it as a regular season game. we set the tempo from the first preseason game, got to keep that tempo and momentum going. >> we compete against each other every day. we always want to get to the ball first.
