it's unclear when or where that video was recorded and we don't know what happened before or after. nbc 10's deanna durante went right to the police commissioner to ask questions. she joins us live in hunting park. what have you learned? >> reporter: the police commissioner says not only is the internal affairs department investigating this case but he expects this case to be sent to the district attorney's office. i spoke to the man who says he shot the video. he says he never expected for it to go viral. >> you and your friend got any money to buy these thrill show tickets for your police department? ten bucks each, man. >> he's not a rookie. 32 years of age, he's an adult. grown man. more importantly, he's a police officer. that position alone, this should tell you that's just not what you do. >> reporter: we didn't need to show this video to philadelphia's police commissioner. he saw it already. minutes after we called him to comment on it -- >> just stupid. it's just not good at all. there's nothing about this stop that's good, period. i'm not going to even remotely try to justifynçd- any of it.

>> you buy these or i take your car. it's unregistered. support your police department. >> reporter: i spoke with the man who says he shot the video. he says he never thought it would have more than 180,000 views. >> you already paid. you got these tickets. support your police department. >> okay. >> poor cops like me instead of taking [ bleep ]. >> reporter: the officer is with the 24th district. the man who took the video says this was during a traffic stop. he says he paid the $30. the officer also appears to be making homophobic slurs in the video as well. >> what's up with the [ bleep ]? >> breast cancer, man. my grandmom went through it. >> breast cancer, i can understand. can't you support breast cancer another way? you look like a fruitcake. >> reporter: i reached out to the head of the fraternal order of police. he tells me he saw the video but doesn't have any comment. we have not been able to get in contact with the officer. the tickets in question were for the hero thrill show. the commissioner says that goes

to support the families of fallen police officers and firefighters and says this has tainted that event. deanna durante, nbc 10 news. not a bad day for baseball. the humidity is much lower today. did you notice? i'm sure you did. making it a perfect day for batting practice in bala cynwyd. we have a live look at cape may. a perfect way to kick off the weekend at the beach. but it didn't start that way. the day actually got off to a soggy start at the beach. overnight rain flooded streets here in north wildwood. nbc 10 first alert chief meteorologist glenn "hurricane" schwartz joins us with his first alert forecast. >> yeah, quite a change in just a matter of hours. take a look at the poconos. this isnch man'ey not a cloud in the sky, nice and comfortable. we have broken the heat wave officially. we have had three, four, five, six days in a row, 90 plus and

today, just shy with 88 degrees. right now, it's 86. same story in northeast philly and other areas mostly in the lower 80s. that band of rain that slammed the shore today has moved offshore but it's not far offshore. so we have to monitor that all weekend to see if any of that moisture starts coming back. but for this evening there's no doubt drier air has come in and will stay with us throughout the night. we will see temperatures drop into the 70s in the city and 60s in some suburbs, even by 10:00 it will be nice and comfortable when you get up in the morning. we will see how long the great weather lasts and have the latest on major hurricane danny, category 3 coming up in a few minutes. stocks dropped sharply for a second straight day. the dow plunged more than 530 points in a sell-off sparked by fears about china's global

economy. today marks the fourth straight day of declines from the dow, nasdaq and s & p. a closer look at the source of the slump and what investors should expect next coming up on "nbc nightly news" with lester holt at 6:30. 35 days and counting. that's when pope francis will arrive here. a live look at the ben franklin parkway which will play host to the papal mass on september 27th. amtrak is adding extra trains to meet the anticipated demand for the papal visit. meanwhile, septa is now selling papal visit regional rail passes at select stations. an online lottery left about 20,000 passes unsold. those unclaimed train tickets and reports of still available hotel rooms are raising a lot of questions, questions about whether some people are being scared off by the expected crowds. we sent nbc 10's jesse gary to get answers. what were you able to find out? >> reporter: the answer for many

center city hotels is bending perception and fighting fears that the so-called security zone will also shut people out of hotel rooms. hotel ownership tries to fight that imjaage and septa is movin forward to shuttle the faithful in and out of center city without relying on an act of god. >> i love the guy, i love what he's done for our faith and i want to be in and among the crowd. >> reporter: mary was one of dozens of people in line to buy the pope pass, an online lottery failed to clear stock so the authority started selling the one-day $10 tickets at its stations. executives describe sales as steady. we found passengers with questions. >> at different times you get different information. this is just a learning process. >> what we have done is come up with a unique solution that works for capacity. >> reporter: we took questions to the deputy g.m. who says

regional rail, the high speed line and both subway lines will take passengers from outlying stations into the traffic box or security zones. >> one stop to get you on the train and then we take you right in the city. our trains then race through the other side of the system, pick up people on that end and come back in and race in the other direction. so it's really like an express service. >> reporter: service is exactly the word on the lips of many hospitality providers. some say the security box and resulting frenzy have made would-be guests gun shy. loew's hotel has over 100 rooms available for the pope's visit but that number is dwindling as people get a dose of reality. >> if people just take a step back and think about it and log on and check availability at the properties in the city they will be able to find accommodations and certainly something that would be much nicer than popping a tent in fairmount park. >> reporter: one of the concerns for hotels, how to get workers

from the nbc 10 delaware news bureau, $10,000 was added to the reward being offered for information leading to an arrest in the shooting death of a teenager. it's been two years since deandre green was killed in a party in newark. his family wants answers. the fbi's newly announced reward is in addition to the $20,000 already put up by new castle county. the 16-year-old was shot and killed as he and about 150 other teens ran away from a fight outside a rec center in december of 20 thooen. police have talked to more than 100 witnesses. detectives are sure somebody knows who pulled the trigger but no one has come forward. >> if this was your child and this happened to one of your relatives, you would want to know who did this and why. >> if you have any information, you are asked to call the police or the fbi. now to the latest on pennsylvania's budget battle. house republicans plan to hold

votes to override governor wolf's budget bill veto one piece at a time. republicans will need at least 17 democrats for the two-thirds majority required. democrats are calling the plan unconstitutional. pennsylvania has been operating without a budget for more than seven weeks. a live look inside lincoln financial field where the birds will do battle with baltimore tomorrow night. you can only see the action right here on nbc 10. it's the eagles' second preseason game and the question is who will be the guy tomorrow. the quarterback for the eagles' first drive. amy, chip kelly is known for not always showing his hand. do we know who the qb will be tomorrow? >> you know, there is probably an answer but chip kelly is not sharing it with us. he likes to keep things close to the vest. sam bradford said yesterday he expects to play but the head coach said he wouldn't decide until after today's workout.

unconscious without a pulse. the two troopers started cpr and used a defibrillator until medics arrived. the man's heart kicked in and he was rushed to virtua memorial medical center. aggressive seagulls along a jersey shore boardwalk are causing chaos in some places. look at that panic. it was caused by a seagull that flew inside ocean city's manco and manco pizza. this isn't the first time the hungry birds have invaded local shops. >> this is the first time a seagull has ever come into our business. they are much more aggressive this year. >> for the past month, some stores have been experimenting with sonic bird repellers. they actually seem to be working. problems plaguing a local park. rowdy crowds, tossing cans and bottles. it's something else that has the community most concerned.

new at 6:00, park problems in delaware. neighbors say the place has become party central. they tell us it's been a dumping ground for trash and bottles and now a body has turned up. the park is in wilmington. a woman was found dead in a playground there last month. neighbors are fed up with what the park has become. delaware#'9g bureau reporter ti furlong spoke with them today and tried to talk to the city about the problems. what did you find out? >> reporter: i have been spinning my wheels on this all day and haven't gotten much from the city. i'm not done digging on this because an nbc 10 delaware viewer who lives in one of these houses told me about the problems here. you look over here at canby park, it looks like a pretty nice park, nice and quiet, lot of trees. neighbors say at night, it gets crazy here. drugs, parties, and even last month, over in that playground, a murder. >> trash, beer cans, wine bottles. >> reporter: this neighbor didn't want his face or name on tv but has the photo to prove

how nasty canby park can get. >> it's pitch dark back there. people hang out and drink and do drugs and stuff in the park. >> it was not just bad. it's getting worse. >> reporter: tim says the lack of good lighting and the party crowds that hang out here drinking is not even the worst of it. he says the city lets youth football leagues use this field and the crowds and cars have gotten out of hands, saying football parents disregard the signage behind neighbor's homes. >> they totally ignore the residents and are on top of everybody. >> reporter: how do you get in and out on a busy football day? >> you say your prayers. >> reporter: police were here in late july when a woman was found dead on a play ground slide, a murder victim. neighbors say police don't seem to come through on any regular basis. they wish they would. they also wish the city would take a look at its posted list of park rules and enforce them. you're not asking for new rules. you are saying enforce the ones you already have. >> the rules are posted in the park. >> reporter: those rules are right here in front of us on

that sign. i tried through a couple channels to get answers through the parks department. the mayor's office tried to reach them for me. i never got a call back. not even one call back. i promise i will keep digging until we get answers. tim furlong, nbc 10 news. it's a no-go for a smoking ban in northampton county. council had the opportunity to pass a no-smoking policy for all county properties but no one brought it up at last night's meeting. that means the bill proposed last month is a dead issue. one council member told us there are already regulations in place that ban smoking in county buildings. customs officers seized $40,000 from a man they stopped at philadelphia international. federal law requires travelers to list how much money they are bringing into or taking out of the country. of the man who flew from greece reported he had $4,000 but when agents looked inside his bag, they found $4100 in u.s. cash

and $31,000 in euros hidden in a book. we finally broke the fourth heat wave of the season and the humidity yhas gone down as well. it is getting more and more comfortable. it will be a real nice day tomorrow. a pretty nice weekend over all with the one area we are really watching, that's starting offshore with the rain that happened this morning. danny is now a major hurricane, category 3 but it's a very tiny one. sunshine out there right now, 86 degrees, feels like 86 but the humidity is down and the temperatures after six straight days of 90 plus, we finally got to 88 degrees today. the hottest in the heat wave was 94 so it's not an extreme heat wave but it is the fourth one we have seen. right now, 86 in philadelphia, 80s across most of the rest of

the tarea with a nice northwest wind bringing in the drier air. there's the band of showers, some of them heavy moving through last night and this morning, caused some flooding in parts of cape may county. now it's gone. we watch that area offshore as we go through the weekend. here's the future cast. the clouds not that far away, right? the wind is out of the north or northeast. we're not really getting a west wind to push it even farther. there's a storm out there that's going to be developing and potentially pushing some of that cloud cover back toward the coast. so areas like especially in ocean county, for example, could see some clouds and maybe even some showers as we go through the weekend. at the shore, it looks great on saturday. some of the clouds could come into parts of the area on sunday. just a slight chance of a shower then. in the poconos, beautiful weather saturday. pretty nice on sunday as well.

just a few more clouds. and nice and comfortable, nice comfortable for the eagles tomorrow night. 79 degrees at kickoff, 76, clear skies in the fourth quarter. here's danny, way, way out there in the middle of the ocean and tiny. about as small as a hurricane can get. 115 mile an hour winds but it is expected to weaken as it moves into unfavorable conditions, not just to a category 1 but down to a tropical storm by the time it gets near the dominican republic. for tonight, we will be seeing clear skies, more comfortable. 68 for the low in philadelphia, 57 north and west. tomorrow, sunny and warm, low humidity, a beautiful day. highs in the low to mid 80s. we are getting lucky on the weekends. sunday, few more clouds especially toward the shore. monday is the hottest day of the seven day, back to 90 degrees and then it gets a whole lot more comfortable starting wednesday.
