an approach to the u.s. the storm leaving a path of devastation in the caribbean. al will tell us where erika is headed in a moment. first janet shyamalan is in puerto rico where the effects are being felt. good morning. >> reporter: good morning, matt. puerto rico bracing for as much as 8 inches of rain. the level of concern is high after what happened on thursday. take a look at the devastation. as much as a foot of rain left four people dead as many as 15 missing. raging flood waters triggered landslides. rescue crews can't get in there now. it is utter devastation. the airport was inundated. small planes literally floating in the flood waters. they triggered a building collapse. 80% of the island nation is without electricity and water, has been completely cut off. and as erika moves into this region they are very concerned about what the effects will be

here. the wind has picked up. they have closed most of the businesses here as of yesterday afternoon. there is not much going on at all today here. they don't know how much rain there will be. they are in a drought. they don't need the kind of rain they saw on that island nation. back to you. >> what impact will erika have on the southern united states? preparations are under way from florida to north carolina. al is in new orleans this morning. what can you tell us? >> well, overnight we have been watching this. hurricane hunters have been going in. pressure is high for a tropical entity. we are a little concerned that this thing is not holding together which is good news. we don't want a bad storm for anybody. look where the heaviest rain is over the puerto rico radar. it's to the south. puerto rico itself getting spared. they need the rain and it's not happening. let's show you where we've got erika now. 155 miles east-southeast of

santa domingo moving west at 17 miles per hour. right now we have watchings and warnings in puerto rico, haiti, the dominican republic. tropical force winds haded north and east. this is the track of the system, the way we see it now. it gets over the mountains and it couldle get sheared by mountain peaks. then over the bahamas. it stays a minimal tropical storm. monday morn iing it makes its w up into southern georgia. you can see the cone of uncertainty spreads out. up to four states involved in the cone of uncertainty. right now we feel good about the chances of not making landfall as a hurricane. that doesn't mean it can't intensify. we'll continue to monitor this, guys. >> al, thank you very much. we'll have more on the reason

laws, an issue stressed by andy parker in the wake of his daughter alison's murder. >> how often will we see this. newtown, charleston, the movie theaters, you name it. it's got to stop. >> reporter: meanwhile a clearer picture of the shooter, vester lee flanagan, is starting to take shape. thursday authorities searched for evidence inside this apartment where flanagan lived until yesterday. this video provided to nbc news shows a near empty interior aside from the refrigerator which flan fwan covered in photos of himself. flanagan shot himself in his rental car. inside the vehicle officers found six magazines of ammunition, a to-do list, 17 stamped letters, three license plates, a wig, sunglasses and a shawl. thursday wdbj's general manager gave details about flanagan's incidence-plagued time. he generally showed poor news

swrumt. >> he confronted an anchor in the hallway. management made the determination that it was the appropriate time to separate him from the company. >> reporter: according to court documents following his termination an altercation ensued, parts of which were recorded by adam ward. flanagan insulted him and flipped the camera off. similar conflicts existed more than a decade earlier in tallahassee, florida. >> he had a short fuse. >> reporter: including a female co-worker claiming he physically confronting her for noting he made a slight on-air mistake. >> he wanted to take it outside. i was stunned. >> he didn't handle constructive criticism well. always appeared personal with him which it really wasn't. >> reporter: meanwhile the station continues to broadcast live. they have been getting a little bit of help. their sister station in missouri sent a reporter to handle the investigation and the local nbc affiliate which is normally their arch rival said anything

don't want to live in the mo dempb world. but it's a little hard to take coming from republicans who want to be the president of the united states. >> reporter: republicans fired back releasing this statement. for hillary clinton to equate her political opponents to terrorists is a new low for her flailing campaign. meanwhile, some top democrats say clinton should address nagging questions about her e-mails. >> the american are concerned about this. even people who love hillary are concerned. >> reporter: over shadowing it the potential candidate who's not here, vice president joe biden still weighing his options. members of the super pac are here in force. >> 250,000 people signed a petition and would love to see him. folks at the dnc are excited for it. >> reporter: secretary clinton met with top testimonies last night. she's still the strong

democratic front-runner. in fact, vice president biden comes in third behind bernie sanders. he'll have his work cut out for him if he gets into the race. matt? >> the people who want to see joe biden run are they nervous that perhaps he's standing on the sidelines for too long? >> reporter: they want to see a sign, that's for sure. the general consensus is the more the merrier. if vice president biden got in the race he would either win or make hillary clinton stronger in a general election. some folks say if secretary clinton turns the corn on the e-mail controversy it could make it harder for vice president biden to make his case. then a reality check. while biden met with a major labor leader thursday he hasn't taken the practical steps, lay any of the groundwork to mount a serious cam tan at this point. a lot of folks are watching for

>> she said, i believe it is. >> cool as a cucumber. hedged a little. no, no. >> quite a moment on the campaign trail. >> tamron has a scary situation at a georgia school overnight. >> this is still developing. we are getting more information. good morning. a university was put into lockdown after a deadly shooting on campus at savannah state university. students say a fight broke out between several people in the cafeteria. junior christopher stark was shot and rushed to the hospital where he later died. no arrest has been made. australian officials say the number of migrants found dead in an abandoned truck has risen to more than 70le people. police found the truck parked on the safety lane of a main highway connecting vienna and budapest. three people were arrested in connection with the deaths. the war in syria led to record numbers of migrants attempting to cross into europe from africa this year. frightening moments in south

florida in a neighborhood when a food truck exploded. officials say the truck's 100-gallon propane tank leaked, caught fire and blew up. the explosion sent debris flying as far as 1 # 0 feet and shattered windows of nearby homes. thankfully no injuries were reported. spectacular pictures from hawaii where the kilauea volcano is erupting. the floe moved more than a half mile in less than 24 hours. it is throning a subdivision of homes. they are three miles away. slowly but surely, summer is winding down. it's a good time to soak in the sun while you can. what better way to catch a few rays than here at the top of a wind turbine. 200 feet in the air. this is drone video from rhode

later tuesday and wednesday. the heat continues thursday. and that's your latest weather. the reason we are in new orleans, tomorrow marks ten years hurricane katrina devastated this region when it made its third landfall. yesterday president obama was here commemorating the occasion. presidents bill clinton and george bush will be here in the next 48 hours. few here forget hurricane katrina. it's been ten years and four storms since but they refer to it as "the storm." lives were lost that day. oh others changed forever. it was an america few recognized. more than 1800 people dying. half a million left homeless with more than a billion dollars in damage. new orleans was broken. ten years later, 80% of the population is back.

there is a new levee system that officials claim is safer than before and the economy is strong. but the recovery has been uneven t. story of the lower ninth ward isn't close to being finished. >> everywhere else has come back except for down here. >> reporter: this couple rebuilt their home. it took seven years, but few of the lower ninth ward own property. without titles there was no relief money. many just never returned. how hard is it when you drive past empty lots? >> it's bothersome. where there is an empty lot there was a family. we try to figure out where they may be and if they want to come home. >> reporter: a lot of restaurants found their way back home. people need to eat. >> a meal was something you could look forward to. >> reporter: jay nicks owner of the parkway bakery said he got

lucky. >> there was a bucket truck and they said do you have po boys. i said we don't have any electricity. he took the bucket truck, turned on the power at the pole. we opened and cooked as much as we could. everybody came. it was wide open, free. >> reporter: he made repairs to his shop. ten years later it's thriving. standing as a beacon of hope for the recovery. >> a lot of this area -- >> reporter: across town billy nungesser gave us a tour of his neighborhood. >> this guy here built backup elevator. >> he has a levee in front of his house. >> exactly. starting to protect yourself. >>le will bert wilson discovered his shop, ten feet under water. >> when i opened the door i started crying first. >> reporter: he started cutting hair in the street until a helicopter landed. >> i thought, who would send a

helicopter into the middle of br where i'm cutting at and blow the operation away. but guys jumped out and got a hair cut. that started the first responders getting hair cuts. >> reporter: mr. chill never gave up. later got a donation and opened a new shop in his neighborhood. it is a familiar story here. ingenuity, determination and luck helping to bring people back. >> you may knock me town, but eventually i will get up. that's the greatest thing about resiliency. new orleans and each individual who helped we build, we will stand together. >> reporter: the two watch words you hear over and over again. hope and perseverance. there is a lot of energy going on in this region. back to you. >> such a great city. it is. we have all spent a lot of time there. coming up, will we see a verdict today at the closely watched trial of a former prep school student. jury deliberations under way.

around belmont avenue. on the westbound side is where you can't see this backup and delay here. 20-minute drive time in total headed westbound from the vine street expressway up towards the blue route, eastbound doing just a bit better into the center city airy. we have reports also of road debris on the blue route southbound at norristown blocking out one lane, tracy. developing right now, philadelphia police say they know who they're looking for in a carjacking and kidnapping case because of what the suspect left hen. overnight officers in south philadelphia stopped a black sedan from driving erratically. the driver sped off, crashed near 9th and rittner and carjacked a gray sedan. they say he forced two men out, took off with two women in the back seat. the suspect later pulled over and ran away. investigators found a former prison inmate car belonging to their man. i'm tracy davidson. we'll have another update in 25 minutes. you can always get updates at the nbc 10 news app. patients across the country have spoken.

ward work. >> tropical storm erika is hitting puerto rico after dumping around a foot of rain on other parts of the caribbean triggering deadly mud slides. >> janet shamlian is in san juan for us. good morning. >> reporter: good morning. it's been a deaf stavastating m in the caribbean. the number of missing has jumped to more than 20. rescuers can't get into the hardest hit places after flood waters and a foot of rain devastated the island. 80% of the island is without electricity. it's been completely cut off from water. meanwhile tropical storm erika is continuing to track west. it has become a disorganized rainmaker. heavy storms here in puerto rico overnight. we are between storm bands now. there has been damaginging winds. the island is prepared. stores and businesses completely shut down yesterday at midday.

erika remains on the missouri. >> we'll get the forecast in a moment. thank you so much. >> a verdict could come today at the high profile trial of a student at a prestigious prep school in new hampshire. the student accused of raping a young younger classmate. gabe gutierrez is covering the case. good morning to you. >> matt, good morning. this case brought national scrutiny to the question of sexual assault in high schools which many advocates say isn't discussed enough. nine men and three women are now deciding whether the encounter between two teenagers accounted to rape at one of the nation's most elite schools. this morning owen labrie's future is in the hands of a jury after a dramatic day of closing arguments. >> he's not a saint. he's a teenager. i submit he toldle you the truth from that stand. >> reporter: his high profile attorney said it was labrie's accuser who lied to jurors. >> it taints her entire teamle

testimony. >> reporter: he suggested her motivation was she didn't want to disappoint her older sister who had briefly dated labrie. >> she had to make the decision whether it would be her reputation going into the toilet or owen's. >> reporter: prosecutors say labrie sexually say assaulted the 15-year-old two days before graduation and told a friend he tried every trick in the book to have sex with her. >> you only need tricks if someone says no. you only need tricks if someone is not agreeing to take off their clothing. you only need tricks when you don't have consent. >> reporter: the girl testified she said "no" three times. >> she said it with her words, she said it with her actions. he had sex with her anyway. >> reporter: the defense argued the two kissed but stopped short of intercourse, discounting a forensic test that showed a sample from the girl's underwear

month. another big name retailer targeted by international hackers. >> there is new fallout from the massive data breach at target. >> 40 million cards may have been breached. the information at risk. >> reporter: last year alone u.s. credit card fraud cost nearly $8 billion. now the credit card industry is rolling out a new weapon. chip and pin cards with a computer chip embedded right on the face of the card containing your information that generates a unique verification code for each transaction to protect you. walmart was among the first last year to install new payment terminals that read the cards. for customers, just a minor change at the checkout. >> you wouldle like to put your card in where the blue light is and put the security code in first. push it all the way in. >> reporter: no more swiping. now you insert it into a special reader. is this going to make my credit card that much more secure? >> we have seen dramatic drops

in fraud in other markets as soon as chip cards are distributed to consumers by 70, 80 or more percent. >> reporter: 70 to 80%? >> yes. >> reporter: the u.s. is slow to roll out the new cards. europe and canada have been using chip and pin cards for years. because the roll out process is expensive, most u.s. banks will not require customers to enter a pin code, at least not yet. instead just a signature. many anti-fraud experts say without the pin codes the new cards are just a half-step toward improved security. >> in fact, when the rest of the world advanced to chip and pin we have seen fraud migrate to the united states where we have the weakest technology in the world. >> reporter: at this washington, d.c. hair salon they are using the new card readers already. >> it pops up here and asks you for the card. put it in, it scans it and then it asks you to remove the card and the receipt prints from

here. >> reporter: that's it? >> we have a lot of international clients. this is already the standard everywhere else. it's easier to incorporate their payments. >> reporter: for most americans no new pins to remember yet. just a new chip card. cyber security experts say it is an improvement for now. >> cyber criminals always figure out a way around the technology. we need to think about what are we going to do next when they figure out how to spoof it at the terminal. >> reporter: the banks are required to send you a new card by october 1. be on the lookout. if a retailer has not upgraded by then they will shoulder all of the liability for fraud. there is an incentive for the e to upgrade. what do you need to do next? when the card comes, cut up the old one. don't be surprised if it comes with a magnetic strip. they are not as secure but the magnetic strips remain in use for now f. you use the card overseas you may be required to

temperature goes up, humidity coming down nicely. it's 45%. so comfortable outside. great day today. 74 also in northeast philadelphia and wilmington and it's up to 76 degrees in atlantic city. imagine working without pay. that's what teachers and staff in the chester upland school district agreed to do for now at least. the district is operating under a $20 million deficit and doesn't have the money to meet payroll on september 9th. the staff said they don't want to keep students from going to school so classes will start as scheduled next week while the district works to find a funding solution. in the pennsylvania budget battle a new franklin marshal poll shows most voters are split on who to blame for the stalemate. 54% hold the legislature responsible, 46% blame governor wolf. pennsylvanias has been without a spending plan without two months which has forced the shutdown of some services. register on-line to vote in pennsylvania. governor wolf's administration launched that system yesterday. officials say this move will
