live details. we learned this was a mayor's forum but what will this do? >> reporter: when the mayor went to rome last year to try and sway and convince the pope to come to world meeting of family. at that time when he was in rome, the mayor said he met with the head of pontiffical council. they want to know how cities can better strengthen cities and families through legislation. the mayors of philadelphia, new orleans, rome and pueblo, mexico, will participate in the forum, a 90-minute session on september 3rd on the la salle campus. i asked the mayor how municipal leaders can further help families. >> often we utilize each other's ideas and learn from each other about different things going on. >> reporter: this is up on la salle campus. you've heard so much about transportation troubles getting around the city during the week

leading up to that weekend when the pope has his mass. we talked to the mayor about that. we'll tell you his suggestions for getting up to this forum with the mayors on la salle campus and also more about what they hope to accomplish. we'll have that for you in the next 30 minutes or so. live outside philadelphia city hall, jesse gary, "nbc10 news." meantime from the vatican, pope francis is now allowing priests to forgive women seeking forgiveness after they've had an abortion. the pontiff says he's allowing roman catholic priest to forgive the sin of abortion for those who seek forgiveness for it. it begins the next holy year, which begins in december. pope francis says he's aware the decision is existential and moral ordeal. we now know there's an alternative to making that long walk across the ben franklin bridge during the papal bridge. the riverlink ferry is running from september 25th through monday, september 28th with

extended hours on saturday and sunday. all tickets are being presold online. penndot will stop all construction on roads in and around center city saturdaying on september 22nd when the world meeting of families officially begins. construction will begin again after the pope leaves. one church is trying to make sure one of the largest delegations of catholics coming for the world meeting of families has a place to stay. nbc10's katy zachry has that story coming up in our next half hour. u.s. stocks fell about 2% today in the first day of trade for september. here's a live look at wall street. the markets, as we all know, ended august in the red. the dow posted its worth monthly gross since may of 2010. meanwhile, staying hot in philadelphia, we will officially have a heat wave on our hands today. we are tracking storms for later in the week. nbc10 first alert meteorologist brittney shipp is here now with

the steamy forecast. hi. >> it's definitely going to be a hot and sunny day for us. temperatures expected to push back into the low 90s once again. once that happens, we will officially be in a heat wave. temperatures at 76 degrees in the poconos. 83 in allentown. 82 degrees in pottstown. already close to 90 degrees in philadelphia. 87 in wilmington. temperatures across the shore much cooler. wildwood, 79 degrees. 87 in atlantic city at the airport and mid-80s in millville. you'll notice by 4:00 p.m., 92 degrees, lots of sunshine. by 7:00 p.m., 86 degrees. our radar shot shows very quiet conditions. we are tracking a slight chance of showers similar to what we saw yesterday. this is mainly going to be confined to sussex county as we head into the afternoon. coming up, i'm tracking how long this heat wave is going to stick around. our chance for friday storms and also a quick look at your holiday forecast as we get a little closer to the end of

summer, unofficially, of course. vai? >> thank you very much. this is new video from a crash in lakewood, ocean county, that injured a baby, a child and adult. the baby was in a stroller when a driver slammed into the group on river avenue. skyforce10 was over the scene. the baby and another child suffered serious injuries. we're working to find out their conditions and if police filed any charges. a motorcycle rider injured his neck and head after he collided with a mini van in north philadelphia. it happened about 1:00 in the morning. the motorcycle driver was taken to the hospital in critical but stable condition. the cause of the crash is still under investigation. happening today, philadelphia police commissioner charles ramsey will lead a discussion on crime, justice and the american prison system. ramsey will make the presentation at eastern state penitentiary tonight. it's part of the ongoing

searchlight feature, which includes nationally recognized leaders speak being crime in america. ramsey is expected to talk about community policing and the lessons learned from the recent riots in baltimore and in ferguson, missouri. in lehigh valley, allentown is beefing up its police force there. today the mayor will hold a swearing-in and badge ceremony for a new group of officers. happening today, new carseat rules go into effect for drivers in new jersey and may affect kids up to 8 years of age. matt delucia has that report. >> reporter: it's an updated law with tougher fines, all with the goal of keeping your kid safe when you get behind the wheel. here is the new law. starting today, kids who are up to 2 years old and 30 pounds must be in a rear-facing seat. even if they don't fit in the seat. perhaps their tall or legs are long, it does not matter. now, up to 4 years old or 40 pounds, front-facing seats must have a five-point harness.

and the booster seat requirement of either up to age 8 or 80 pounds changes to kids who are under 8 years old or under 57 inches. some parents, especially those with more than one kid, say they often get confused with all this. police were also somewhat confused. now there's the hope that the gray area is cleared up. >> the previous legislation didn't deal with that. it was just very vague. this is much more delineated. it gives the police more guidance. >> reporter: yesterday you could be fined up to $25. now it can go up to $75. claiming that you were just following the manufacturer's guidelines will not cut it anymore. so, what can you do if you still need some clarification? well, every state in our area has free events where you can get your car seat checked. in fact, two weeks from now it is the child passenger safety week in pennsylvania, so a good time to do that with all the kids going back to school. i've compiled a list of resources for pennsylvania, new jersey and delaware, where you can get your car seat checked. that is at xngs.com.

in pennsauken, matt delucia, "nbc10 news." and it is back to school today for nearly 500 students at universal alkorn charter school. students in grades one through five started school earlier today. kindergarten students will join the mix next tuesday after labor day. from our delaware news bureau, new developments in the story of a mother who took matters into her own hands after her daughter's bus driver was late and then got lost on the first day of school. catarina says she was almost two hours late to dickinson high school yesterday in pike creek, new castle county. first her bus was a half hour late picking her up. once she was on the bus, she realized the driver was lost. so, she called her mom for help. >> i was thinking, does this bus driver know where he's going? he kept pulling over and looking down. i think he was looking down at a

gps or something. s >> she said, we're still on the bus, mommy. i said, where are you? she said, i'm near pen. . >> the mom chased down the bus to get her daughter to school. school officials confirm the bus driver got lost and worked with her to learn the route. this morning a new driver picked up her daughter today. she said that was 45 minutes late. today in the lehigh valley, people can pay respects to former sixers great darryl dawkins. there will be a public viewing from 4:00 until 8:00 this evening. dawkins died of a heart attack last week. he was 58 years old. the supreme court rule, must be give marriage licenses to same-sex couples. this morning one kentucky state official was back on the job. we'll show you if she's complying with the highest court in the land. an officer shot in the line of duty after a big mix-up. the confusion that preceded the

a county clerk in kentucky is still refusing to issue marriage licenses to ga couples regardless of a u.s. supreme court ruling against her. rowen county clerk kim davis'

office denied the licenses to at least two couples this morning. davis says her office will continue to deny licenses, quote, under god's thoertd. she stopped issuing all marriage licenses in the days following a supreme court ruling legalizing gay marriage across the country. davis has no legal grounds to refuse granting licenses and could be held in contempt, which carries steep fines or jail time. decision 2016 -- officials have released nearly 7,000 pages of hillary clinton's e-mails during her time as secretary of state. about 150 of those e-mails have been heavily sensored because they have information now considered classified. state department officials say that information was not marked at classified at the time clinton sent or received the messages on her private e-mail server. her e-mails have been a point of criticism for political opponents in her run for the white house. happening now, republican hopeful jeb bush is hosting a

town hall meeting with high school students in miami. the meeting started within the past hour at a presbyterian school. our miami nbc station says the school is comprised of mostly hispanic visits and is likely to gain support from the cuban exile community. they are expected to spend $4.5 billion on advertising during this election cycle, according to "the wall street journal." advertising is up 900% compared to the 2012 campaign. online ad spending is outpacing the last election so far. it's up about 700%. new jersey governor and republican presidential candidate chris christie appeared on "the tonight show" starring jimmy fallon. here's what happened when donald trump's name came up in the conversation. zoom you have donald trump now the leader of all these polls. is this a surprise to you?

>> next thing i know, i hear a loud bang. >> reporter: then when robert mcdonald stopped for a coke, he noticed something unusual on his tour bus. >> i come back, do a walk-around. i'm like, that's a bullet hole. >> reporter: that bullet tore through the side, piercing the bus's seats, which were empty. >> i almost fainted. i just -- like the wind got knocked out of me. >> reporter: minutes earlier gunfire hit another vehicle, an suv, shattering the windshield and passenger window. >> involved party's advising their window was shot at. >> reporter: a 13-year-old girl in the front seat suffered a cut to her right ear. >> incredibly we have one minor injury, treated on scene by the fire department. >> reporter: the first two shootings happened saturday, all within an eight-mile stretch of interstate 10. investigators are trying to figure out if the same gunman is responsible for all four. this comes as investigators in

colorado investigate a string of fatal shootings there. a truck driver was injured when his front windshield was shattered but it's unclear if a bullet is to blame. meanwhile, back in arizona, victims are nervous. >> when someone is taking shots at you for doing your job, minding your own business, you know, we definitely have a problem. >> reporter: and the only solution is a quick arrest. for "today," joe friar, nbc news. police officer in critical condition after being shot last night while responding to a call at the wrong home. the officer was responding to a burglary call, but he went to the wrong home and ended up engaging in gunfire with the homeowner. the officer was rushed into surgery after investigators say he lost a lot of blood. the homeowner was also shot and his dog was killed during the incident. >> the description of the home was given not given with a

numerical address but given as a gray home that was brick. >> the georgia bureau of investigation plans a look into the shooting. and police in massachusetts are investigating why a bridgewater state university student was pushed off a roof sunday night. cell phone video shows the woman dancing on the roof before a man forcefully threw her off. partygoers caught her before she hit the ground. the man police arrested says he doesn't know why he pushed her. he's expected to appear in court next week. good morning. temperatures today expected to reach the 90s once again. when we do, we'll officially be in a heat wave. the humidity will stick around for us as well. i am tracking changes. our best chance of storms is only on friday. for the most part, it is going to be a dry work week for you. i'm also tracking a dry holiday weekend, which will be nice for any of your labor day plans. a look outside right now,

temperatures in philadelphia close to 90 degrees already. 88. plenty of sunshine for us. our humidity is at 49%. winds out of the east-southeast at 9 miles an hour and our feels like temperature is at 90 degrees. so, that's with that humidity factored in there. a closer look at our current throughout the rest of the region. the only cool spot on the map is pocono, 76 degrees right now. in the city, close to 90. at atlantic city airport we're at 87 degrees. we're not seeing a whole lot of relief closer to the shore, with the exception of wildwood in the low 80s. it's still going to be kind of an even spread throughout today with temperatures staying above average. 82 degrees right now in pottstown. 83 in allentown. low 80s in reading. 85 degrees in trenton. temperatures in dover are at 83 degrees. closer to the shore here, like i mentioned near cape may, 81. that's one of the cooler spots on the map besides the poconos.

our feels-like temperature already at 90 degrees for philadelphia. feels like 90 in wilmington. feeling like 89 in dover. feels about 3 degrees warmer in allentown, feeling like the mid-80s. our 24-hour temperature change map shows that we're up a few degrees from this time yesterday. so, it's still going to be another repeat of the humidity and the heat that we were experiencing yesterday. we might even see our temperatures go up a few degrees today. a closer look at your heating up forecast. once we hit the 90s today, we'll officially be in the heat wave that started on sunday with temperatures at 91. our average for this time of year, closer to 83 degrees. so, we are going to be almost 10 degrees above average as we get into the afternoon today. and it doesn't look like we're going to see a break, even as we head into wednesday or thursday. our radar shot shows dry conditions. we'll switch you to the satellite to show you no clouds out is there at all. just lots of sunshine. that's the trend as we head into the rest of today. the only exception, as you take

a look, as we head into the afternoon, you'll notice a slight chance of showers down by sussex county in the southern parts of delaware. as we head into tomorrow, we'll see another dry start. the humidity sticks around. another chance of a few little stray showers. this time closer to atlantic city, down towards cape may before clearing up. thursday looks dry but it's going to be friday we'll have a better chance to see those organized thunderstorms roll through. but we'll also see cooler air. that will set us up for less humidity for the weekend. our highs around the region, we'll stay in the low 80s for poconos. 90s for philadelphia. 90 degrees in wilmington. a closer look at what you can expect as we push towards labor day. for philadelphia we'll stay in the high 80s all the way through saturday through monday for the poconos. low 80s, a few clouds. take a look at the shore. nice and dry, close and comfortable in the 80s as well. as far as today, above average. ranging between 90 and 93 degrees. sunny and hot for us. wind speeds out of the northwest, 3 to 8 miles an hour. seven-day forecast shows we stay nice and hot heading into the

now the information on the new study. researchers say marijuana smoking is more of a habit for college students than cigarettes. the study shows marijuana supplanted cigarettes last year as the smokeable substance of choice among full-time undergraduates. just under 6% of students say they use marijuana at least 20 times in the previous 30 days. researchers at the national institutes of health say obesity in midlife may not just influence whether they'll develop alzheimer's disease but when. they say being overweight or obese at age 50 may affect the age years later when alzheimer's strikes. among those who eventually got sick, more middle-age pounds meant an earlier onset of the disease. one church has a big task ahead of the papal visit. we'll show you what job they're taking on ahead of the world meeting of families. that's ahead in our next half hour.

families said people rely on septa's bus routes and the broad street subway, both of which will be open on september 23rd, the date of the mayor's forum on la salle's campus. the idea for this came last year when mayor nutter was in rome, petitioning the pope to come to philadelphia. during that trip he met with head of pontiffical council on families. they led to the announcement about an hour ago that the first international mayor's forum will be held during the world meeting of families. >> the international forum provides an incredible opportunity to engage around the impact of urbanization and the importance of the family unit to grow and develop future leaders. >> reporter: the mayors of philadelphia, rome, pueblo, new mexico, will participate in this 90-minute forum on la salle campus.

part. katy zachry spoke with the head of the fastest growing catholic church in philadelphia to show us how they're getting ready. >> reporter: more than 1 million vietnamese catholics are getting ready for the pope's visit. the man in charge of finding housing for many of them is monsignor joseph trin, heads st. helena catholic church in north philadelphia. they expect vietnamese catholics and they opened the convent. thousands will eat and sleep there, as well as the recolleto >> i ask families, will you please host and take them in and feed them as well, to alleviate my burdens. >> reporter: are most parishioners willing to help?

there's absolutely no escaping the heat, not even at the jersey shore. lots of folks down there. but the end of the day -- by the end of the day, we'll officially have a heat wave on our hands. we're tracking storms for later in the week as well. nbc10 first alert meteorologist brittney shipp is here with the forecast. might be a good day to be down there. >> if you're in the water. the air temperature, not so much. it's an even spread, warm no matter where you go. a look at the highs around the region. we expect to push into the low 90s in philadelphia. 90 degrees in wilmington. we'll see a high of 92 in northeast philly. close to 90 degrees once again in allentown. temperatures in millville at 88. if you're at the atlantic city airport, temperatures today will push to 87 degrees. wildwood, 86. it will still be a nice day to head down the shore, especially closer to the water. radar shot shows quiet conditions.

and our satellite shows that we're barely seeing any clouds. one thing to warn you about, we have an air quality alert. a code orange day today. that means sensitive groups limit your outdoor activity. if you suffer from asthma or the elderly or children, you want to try to stay indoors. don't go for a jog outside. take it easy today. it's been hot and humid. we haven't gotten any rain to clear up the air quality issues. that will happen as we head into friday. your city planner, 90 degrees by 1:00 p.m. by 4:00 p.m., 92. by 7:00 p.m., 86 degrees with a few clouds moving in. i'm tracking how long the heat will last plus the storms we expect to see on friday and a closer look at your holiday forecast. i'll have that coming up in about ten minutes. >> thank you. a strong storm swept through phoenix last night leaving drivers stranded and created a travel nightmare for flyers. takeoffs and landings were halted at phoenix sky harbor airport around 7:30 last night.

a ground stop remains in effect today. the storm even caused damage to one terminal at the airport. and it's now partially covered with water. more than 50,000 residents lost power as a result of that storm. six of the seven new jersey high school football players accused of attacking and sexually assaulting younger players were sentenced yesterday. wnbc's ida seigal has the details. >> reporter: the sign outside sayreville high school reminding students class begins this thursday. many are hoping for a good year, a better year. six of the seven football players arrested for hazing were sentenced to probation and community service. reigniting a sensitive subject in town. >> let it die. you know, the kids' lives, they made a mistake, they're young. you don't want to see a youth ruin their life forever. >> reporter: four of the players pleaded guilty to disorderly persons offense of hazing and

ende endangering the welfare of. they avoided having to register as sex offenders. two additional players who went to trial were found not guilty of the more serious charges but they were found guilty of the lesser charges and have also been sentenced to one year probation and 50 hours community service. >> you do something wrong, you should be punished for it regardless. >> reporter: do you think the punishment is too light? >> they're minors, so i think it's just fine. it will teach them maybe to be on the right path. >> reporter: last fall, seven football players were accused of attacking and sexually assaulting younger players on the team as part of a hazing ritual. the school district canceled the entire football season and fired the head coach. this year, the football program will resume with a new head coach. >> i don't think the school should have got in trouble for it. i think the kids should have got in trouble for it, because it hurt a lot of the kids that didn't do anything wrong.

>> that was wnbc's ida seigal reporting. authorities have not released the names of the seven players because they are juveniles. for more nbc10 jersey shore news bureau, atlantic city casinos are calling on governor chris christie to sign a financial assistance package. the casino association of new jersey says if he doesn't sign, the five-bill ak package, it could cost city taxpayers $50 billion a year. the governor hasn't taken action yet, nor has his office commented on the situation. today the 016 miss america festivities get under way in atlantic city. all 52 contestants will hit the boardwalk for an arrival ceremony in the afternoon and then they'll attend a welcome dinner tonight. the new miss america will be crowned sunday, september 13th. it may be apple's next big thing but it's want a phone, a watch or even a computer.

last year labor day weekend was counted as part of august sales. sales are expected to be strong on continued demand for suvs and pickups, thanks to lower gas prices. we'll have the report for you today during "nbc10 news" at 4:00. the national insurance crime bureau released the list of top ten stolen vehicles in the u.s. in 2014 the honda accord was the most popular for thieves. more than 51,000 were stolen. here's a look at the other vehicles in the top five. the honda civic, the full-size ford pickup, the full-size chevy pickup and the toyota camry. according to the bureau, there's been a big drop in the number of cars and trucks stolen each year. from 1.7 million in the late 1990s to about 700,000 today. the national insurance crime bureau has some advice is that may seem obvious, but a lot of people don't follow it.

apple may be moving in on netflix territory.
