we begin with shots fired outside a concert venue. one person is dead. a rapper was getting ready to perform while huvendz people waited outside. it happened just before 8:30 tonight. randy gyllenhaal joins us live along south street. is there a connection to the concert and the shooting? >> reporter: right now police cannot say for sure whether this is all related. but that rapper's tour bus was hit by at least one of the bullets. it's still parked right here in front of the theater now part of this crime scene. this all happened as hundreds of people were standing in line waiting outside in one of the busiest sections of of the city. south street was jam packed with

shoppers and music fans when gunfire broke out. this cell phone video shows the aftermath. >> everybody was running away. >> reporter: this man heard the shots, then ran for cover. it happened outside the tla theater where a rap concert was set to begin. how many gunshots did you hear? >> i heard three. >> reporter: what did you see on the ground? >> on the ground, someone laying down with blood. >> reporter: philadelphia police officers were nearby. they found a man shot in the torso. the victim in his 20s died at the hospital. police say the shooter was last seen taking off in a limousine. >> our shooter was a male dressed in black. he had distinctive lettering written on the front of his shirt. i don't want to identify that at this point. it could be gang related. >> reporter: within an hour, police were able to track down the limbo a few blocks away. sky force 10 capturing this video of police taking three suspects into custody. >> police officers did a great job. they recovered a limousine in the area of columbus boulevard

and south street. all of the occupants of that limousine, including the driver, have been transported to homicide. >> reporter: you can see a lot of officers still out here this late. they say this section of south street will be closed for at least the next few hours. police tell us that the concert was immediately canceled after the shooting. detectives interviewing some of the fans who are still inside. they cannot say whether this shooting and the concert were connected or not. live on south street, randy gyllenhaal, nbc 10 news. >> this is the flyer for the concert tonight. we will stay on top of the situation and have updates on the nbc 10 news app. tonight, we have a clearer picture of how you can get tickets to see the pope at independence hall. mark it on your calendar. next tuesday at noon, 10,000 tickets are up for grabs. they are free but on a first come basis.

hours away from the fourth annual made in america music festival on the ben franklin parkway. it's expected to attract more people than ever. crews worked to make sure the stage is set for tomorrow. george spencer found just three weeks ahead of the visit bit poe francis city leaders see it as something of a dry run. >> reporter: work has continued here at the main entrance all evening. some 70,000 people are expected to pass through here both days this weekend. it's a big crowd for sure. but less than one-tenth of the crowd expected for the pope. along the parkway we watched made in america's final setups as it expands by a block this year to its biggest footprint ever. for some neighbors, it comes as a now predictable annual headache. >> it ends up being a nuisance more than the weekend. >> reporter: this man says the days afterward mean trampled grass and leftover litter.

organizers say a crowd larger than this one last year should be exposure and $8 million to $10 million of economic impact. this man traveled in today. >> this is my first time coming to philly. i like it. i've been taking pictures. >> we learn from all the events that we have in the city. >> reporter: this deputy mayor says this year's festival is a small scale dry run for the pope. lots of setups and large crowds will help test cellular service here. the new parkway grid and camera systems ahead of the larger crowd. >> i want to make sure the city is ready for whatever should happen. we will be. we know how to do this. we know how to do this well. >> reporter: for some, two big events back to back means city momentum more than frustration. >> i think it's great for the city. it brings people to the city. it brings notoriety for the

father accused of starving their disabled daughter to death will spend decades behind bars. this afternoon a philadelphia judge sentenced them to 20 to 40 years in prison for third degree murder and 20 to 40 years for conspiracy. police say their daughter, 3-year-old natalie was found unresponsive inside her bug infested west oak lane home in 2013. she weighed just 11 pounds. animal control officers are supposed to help save the lives of animals. now some officers who work for upper darby township in delaware county could face animal cruelty charges. the allegations center around the death of a stray dog earlier this week. the dog spent two hours in the back of a van with no air conditioning before it was dropped off to the spca. those who treated the dog say its temperature was 107 degrees when he was brought in and that he died of heatstroke. the district attorney is looking

into whether to file animal cruelty charges. upper darby township disputes the findings and says there's no law that says they have to have air conditioned vans. check out this attack as a man walked towards the front door of a store. police released the video of last month's attack today. two men beat and kicked the victim repeatedly in front of a wine and spirit store on east erie avenue. the victim was treated at the hospital. if you recognize the attackers or the tow truck in the video, call police. drying out from passing storms in time for your holiday weekend. i'm watching how temperatures will change overnight. families duped out of thousands, sold phony concert tickets. only nbc 10 shows you the safest way to buy tickets. an elderly man caught in this burning car. who pulled him from the car before rescue crews arrived?

his engine and ran outside to warn him. >> it was really dangerous. i thought the car might explode. >> they said, get out. angela helped me out, thank goodness. i appreciate it. >> today he called to thank her. his insurance will help him replace his car. turning to the weather now and what will hopefully be a picture perfect holiday weekend. >> yeah, i think a lot of people heading to the shore, the delaware beaches are going to like this weather. anywhere you are going it's going to be nice. the first part of the weekend that we're going to enjoy the humidity being lower than what we have seen. going to feel comfortable. pretty much your whole weekend is going to be on the nicer side. the heat does return though as we go into your labor day monday, getting closer to 90 degrees. right now across the area, we're seeing mostly cloudy skies through philadelphia. temperatures in the mid 70s right now. the rain from earlier today,

that has cleared out. as you wake up tomorrow morning, you will see nice conditions. by 8:00, around 70 degrees. 10:00 a.m., mid 70s. by noon, you will notice the humidity dropping. more sunshine around. the humidity will be dropping for just about everybody. big area of high pressure is moving in. this is going to keep us dry across the weekend and the winds along the shore, a little breezy. today they were breezy. tomorrow they will be breezy. that's going to give us the increase, the rip current risk. future weather shows us dry, sunny, less humid as we start off your within saturday. comfortable temperatures in about the mid to low 80s. sunday, a little warmer, but the low humidity and sunshine stick around. by monday, it's still sunny but a little hotter. temperatures closer to 90 degrees. you see the dry weather pattern, that's continuing. if you are heading to made in america as we go into the weekend, saturday and sunday mostly sunny. temperatures very comfortable, especially saturday, mid 80s.

for beyonce, saturday night, very comfortable weather, mid 70s, low humidity, mostly clear skies. for saturday if you are heading to the beaches, the farther south, the better chance you have of seeing showers. mid 80s closer into the virginia beaches and north carolina. but closer to us, like ocean city, maryland, for example, around 80 degrees, maybe lingering clouds. rehoboth, 77 and along the shore temperatures closer to 80 with the moderate risk for rip currents. as we go into the rest of your weekend, sunday and monday along the shore looking good. temperatures around the low 80s. water temperatures in the mid 70s. tonight, mostly cloudy, 6 f8 fo philadelphia. tomorrow, a nice day. around 83 to 86 degrees. not as hot and lower humidity. it's going to feel comfortable. saturday night into sunday morning, some areas will be in the mid 50s. very comfortable. but you see the 90s return and they stick around to start next week.

told their tickets were fake. that they had been scammed. >> i was heartbroken. >> reporter: this 13-year-old was here to celebrate her birthday. her family shelled out $2,000 for what they thought were vip passes. >> we were supposed to see the sound check and have a meet and greet. >> i wanted to cry. she started crying immediately. they broke my heart. >> reporter: nbc 10 spoke with four families who all used the same ticket vendor. >> everything seemed great. >> reporter: they look legitimate. some were laminated. all of them from a website called fivesecondsofsummer.net. the victims say they paid thousands of dollars to a men named ken o'connell. they gave us this guy's cell phone number. we're about to give him a call. >> the call has been forwarded to an automated voice messaging

system. >> reporter: we called many numbers on the website and sent e-mails. still no response. while the fans are out thousands of dollars. >> it's sad and sick. to do something that low to a 13-year-old. >> reporter: randy gyllenhaal, nbc 10 news. it's been one of the most watched third spring quarterback battles around the league in recent memory. matt barkley and tim tebow. it appears after a trade today, chip kelly has made his choice. the eagles traded matt barkley to the arizona cardinals for a conditional seventh round pick. the condition is if barkley is on the cards' roster for six games. as far as tebow, if kelly does keep three quarterbacks, it appears tebow won the battle. no official word on that just
