off the coast of atlantic city. nbc 10 jersey shore bureau reporter ted greenberg is live in atlantic city. >> ted, bring us up to speed. >> reporter: since 4:00, havei gotten an update on where that plane went down. it's about seven miles off the coast of atlantic city. we are standing on the beach outside the trump taj mahal casino. seven miles rather than 17 miles which was initially reported. within the past hour, we saw a coast guard helicopter hovering over the ocean and a new jersey state police boat heading in that direction as well. we have some video of that. i also just learned the coast guard is deploying two additional boats to the crash site, a 25 foot boat and another that's 87 feet long. the faa says the small plane went down around 2:45 this afternoon. members of the new jersey state police marine division discovered debris in the ocean in that general area.

officials say the plane was a single engine munim-20 and was headed to atlantic city international airport from gaylord, michigan. i called the airport there. a spokesman couldn't provide additional details on who might have been on board the plane. an faa official i reached out to so far has not been able to confirm the plane's tail number. that type of aircraft is equipped with four seats but we don't yet know how many people were on board, nor the conditions of anyone involved. i will continue reaching out to the state police, the coast guard and the faa and as soon as we get more information, we will bring that to you. live in atlantic city, i'm ted greenberg, nbc 10 news. now to your nbc 10 first alert weather. people trying to dodge heavy rain falling across the region today. that's right. the problem wasn't just on the sidewalks. drivers are dealing with flooding on the schuykill

expressway and some other major roads tonight. >> the rain is still coming down, as you can see, on the live nbc 10 radar. lots of color on the screen. the first alert weather team is standing by with the latest information. we go first to chief meteorologist glenn "hurricane" schwartz. >> which areas are seeing rain right now in i see it all scattered? >> a lot of places are seeing rain and some places have been seeing rain for hour after hour after hour. lehigh valley, one of those areas. allentown has gotten it for several hours. dover got it earlier. now they're getting it again. philadelphia, we had it, had a big break but now more is coming. in the meantime, what ted reported at 2:45 p.m., when the plane went down, there was a heavy shower offshore right in that particular area. we will find out more later, obviously. upper montgomery getting pounded. berks county, especially eastern portion of the county, still getting pounded. northern chester county as well. this is the same view we have

been showing you for the last hour. i'm not just chasing where the heavy rain is. it's still over the same area. that goes from collegeville up through harleysville, marlboro, douglas, limerick continues to be in that rain. some of this is one to two inches per hour. so that means with it not moving, some places got one to two inches just in the past hour. allentown still in some of that heavy rain. you can see in the upper bucks county, richland, highland, that is some really heavy stuff going up toward easton right now. about an inch per hour in that portion of the area. now, this other area, heavy rain and thunderstorms, fortunately this continues to move through dover because they have had over two inches of rain before and this is one more inch per hour. there is a flood watch for much of the area until 8:00 and flood advisories right now. meteorologist sheena parveen

will tell you how much rain has fallen. >> when we look at the rain totals so far, you can really understand why we are seeing flooding around the area. we have seen several inches of rain in some spots and in the same spots, we still have heavy rain falling. here's a look at the map of the rainfall so far that we have seen. you can see by the coloring here it will show you where some of the highest amounts are. in sussex county in delaware, we will start here, just north of lewes, we have seen a couple inches of rain. these are radar estimates but are pretty close. milford, 2.3 inches. into parts of kent county, we have seen quite a bit of rain, right around dover, possibly 3.5 inches. again, radar estimates but we have seen a lot of heavy rain in these areas. 2.3 inches just around the dover area. new castle county, not as much but we have heavy rain moving there right now. glassboro, around three inches. near bridgeton, about two inches. closer to the a.c. expressway, about 2.5 inches. in the philadelphia area, over

two inches burlington county has seen quite a bit of rain as well. through the lehigh valley, heavy rain is still falling. we have seen around two inches of rain or more in some spots. lancaster county, over two inches. this heavy rain will continue. future weather shows it continuing over the next couple hours but then by 8:00 to 10:00 tonight, i think a lot of this stla will start to lighten up. overnight we will see improvement, especially through the day tomorrow. i will show you that forecast and we will keep tracking this rain. >> the rain is falling during the height of rush hour. 5:05 right now. we are keeping an eye on our network of live traffic cameras. here's a look at 476 at 76. that's the blue route northbound. moving from the bottom to the top of the screen. just look underneath that road. that's the schuykill eastbound and it's moving very slowly. >> the heavy rain caused street flooding at rutgers university in camden. check out the water there. this is video of that mess sent by an nbc 10 viewer. we love to see your weather

video and pictures. send them to us at nbc10.com. here are some headlines about the pope's visit to philadelphia in just over two weeks. mayor michael nutter announced the city's bike sharing service will be offering rides from friday september 25th to sunday the 27th. bikes can travel anywhere in center city except in the secure perimeter. the mayor also says deliveries and trash pickup are being arranged for businesses both inside and outside of the perimeter. he warned residents inside the secure perimeter that towing will begin on sunday, september 20th. >> nbc 10's deanna durante was at this afternoon's news conference with the details. >> reporter: move those cars or have them towed. that's the warning from philadelphia's mayor. he says starting monday, signs will be posted all over the affected areas of the city, warning residents they better move their cars before the papal visit. >> residents are strongly encouraged and i want to ask you

personally to please park in any other legal long-term spot in the city. >> reporter: papal parking spaces for those living in the secure areas will be [ inaudible ] by the philadelphia parking authority. for $20, those who live in no parking zones can park all weekend long. free parking is also available on pattison avenue in south philly. for businesses not in the secure areas, the news many have been waiting to hear. food delivery and trash pickup are scheduled between 12:00 and 4:00 a.m. on saturday and sunday morning. a reasonab this this rendering shows the parade route. now that septa has increased its transportation plans, that means people won't be walking as far as predicted. in his original news conference in june. he says now some of the stops will get you right inside the festival grounds and for those city residents who take the parking spaces being offered by the parking authority, you can

park your car but you can't move it again until after the pope leaves. deanna durante, nbc 10 news. if you need more information on the pope's visit to philadelphia, whether you are planning to attend or just need to get around the city, we have it all for you on nbc10.com and the nbc 10 app. look for our special section called preparing for the pope. for the first time, the man at the center of one of philadelphia's most high profile kidnapping cases explained himself as he pleaded guilty to the crime. delvin barnes told a federal judge he needed money and kidnapp kidnapped carleesha gaither. surveillance cameras captured him grabbing the victim, then forcing her into his car. barnes said today he did it because he needed money to return to his home state of virginia. he claimed he wanted to see his daughter before facing charges there for a separate crime.

today's plea deal will put barnes in prison for 35 years with no chance of parole. tomorrow marks 14 years since the september 11th attacks. today a new visitor's center complex, the flight 93 national memorial near shanksville opened to the public. the $26 million facility will include an overview of the crash site, new exhibits and a learning center. flight 93 was the only airliner hijacked by terrorists that didn't reach its target on september 11, 2001. that's thanks to the efforts of the 40 passengers and crew members on board who died. governor tom wolf was on hand for today's dedication. he said their bravery will never be forgotten. >> to a certain extent this center is located at the spot where their story, their personal stories, ended. but to a much larger extent, this is the place where their story actually began and where it will survive for many years to come. >> today's dedication ceremony also featured comments from the

interior secretary and secretary of homeland security. pennsylvania's halt on the death penalty is the focus of a hearing in philadelphia today. governor wolf issued a moratorium on executions back in february. he called the system flawed and ordered a study that is due later this year. philadelphia district attorney seth williams challenged the moratorium. days later. a state supreme court heard arguments from both sides today. it's expected to rule on the case but it's not clear when. there were 182 people on death row in pennsylvania. the state has executed only three people since capital punishment was made legal in the 1970s. all three had voluntarily given up their appeals. a show of support for embattled pennsylvania attorney general kathleen kane. a group rallied in harrisburg to oppose a push to remove kane from office. they are calling for the state supreme court to halt efforts to

suspend kane's law license as she fights criminal charges. montgomery county prosecutors have charged kane with leaking grand jury information and lying about it. she says she's innocent. a local television shopping company is laying off close to 150 workers next month. that's according to our partners at the philadelphia business journal. qvc based in west chester says the job cuts will impact employees who work at a distribution center. some workers were offered the opportunity to transfer to a distribution center in lancaster county. qvc employs 17,000 people worldwide. a record number of car seats were recalled last year but many parents never found out about it. what safety experts say you must do to get this important information. plus, new concerns now over a salmonella outbreak involving cucumbers. where they have been sold and where people have gotten sick. plus, many fans blamed him for the downfall of the

there's a new push tonight for child car safety seats. it comes from the department of transportation. it's encouraging parents to register car seats to find out if they're part of a massive recall from last year. the department found only 42% of parents register their car seats.

last year more than six million were recalled because of safety defects. it was the largest car seat recall in u.s. history but less than half of those car seats received the necessary repair. there are several ways to find out if your car seat has been recalled. register online with your car seat manufacturer or fill out the registration card that came with your car seat. you can also visit the national highway traffic safety administration's website. we have established a link for you on nbc10.com. you will need your seat's brand name and model. a salmonella outbreak connected to cucumbers has now killed two people. more than 340 others have gotten sick, including two people in pennsylvania. more than half of the victims are children. the tainted cucumbers were grown in mexico, then distributed to 30 states including new jersey by andrew and williamson fresh produce. all of the limited edition cucumbers that could be affected are now recalled. if you think you have purchased some of these cucumbers, return them to the place you bought

them or throw them out. another township in berks county is under quarantine tonight. the reason? the spotted lantern fly. the invasive insect has long been found. a second township has tested positive for the insect in two weeks. the quarantine means firewood, brush or yard waste cannot be moved. the spotted lantern fly has no known impact to human health. however, it has attacked 25 plant species growing in pennsylvania. right now at 5:00, the phillies are saying good-bye to their controversial g.m. >> the team announced this afternoon it's letting go ruben amaro. >> comcast sports net's john clark joins us live. some fans have been waiting for this. >> reporter: especially if you look at twitter. lot of fans were displeased with the fall of the team over the last three years. ruben amaro became the lightning rod for the blame.

after 18 years as gm and assistant gm, he is gone. incoming president andy mcphaisml watched over him the last two months. he likes the deals ruben made but he feels they need a fresh approach. he says he will hire a new general manager but not certain that that new gm will pick the manager for the future. management says the feelings of phils fans towards ruben did have a part in this decision. >> well, i was certainly aware of them and i was certainly unhappy with them, and i conveyed that directly to ruben. they're a factor. at the end of the day, as i said earlier to howard's question, there are a lot of factors you have to weigh and consider and that's certainly part of the fan weight that you had to make in this decision. >> reporter: right now the assistant gm will take over in an interim role but they are starting the search immediately for their new general manager. i'm john clark. a lot more coming up at 6:00.

valley and bonner are leading. still time to vote. >> go to nbc10.com. you can also call or text your vote to 610-624-4111. we will announce the winner tonight on "nbc 10 news at 11:00." well, we are still tracking flooding rains across the area. still very heavy. most of it is still north and west of philadelphia, now entering south jersey and through kent county in delaware approaching the philadelphia area. because of this, we still have the flash flood watch out until 8:00 this evening for most of the area. we have already seen localized flooding, especially on many streets around the area. the heavy rain is still falling in the same area where we have been seeing the flooding. so around allentown, heavy rain, that's what the yellows and oranges show you. easton, bethlehem area seeing the heavy rain. upper bucks county near richland and 476, heavy rain is

continuing. it's pretty slow-moving. precip rates over an inch per hour so we are continuing to see localized flooding in these areas. much of upper montgomery county seeing the heavy rain still falling. phoenixville seeing heavy rain into parts of berks county. reading is right on the edge. about to get out of the heavy rain soon here. for this entire area, we do have a flood advisory until 6:45. street and creek flooding occurring now and we expect it to continue with the rain that's still in place. eigh it's not moving very fast. rainfall rates have been close to two inches in some spots. lancaster county has been over two and a half inches. looking through delaware county, closer to philadelphia, heavy rain across 476 in parts of delaware county. easton as well. this is all moving, approaching the philadelphia international airport and is moving toward philadelphia at the moment. a live look at center city, the heavy rain isn't here just yet

but obviously, you can see overcast, gloomy conditions. that's going to be more rain on top of what we already saw earlier today. for salem county, there you see the heavy rain. this is all moving in from new castle county. raining across the i-95 corridor there near wilmington. in kent county, more heavy rain. riverview seeing very heavy rain down to harrington. a couple lightning strikes just south of dover. this area also a flood advisory is out because of the street and creek flooding that we still have in this spot until 6:45. again, we have seen pretty decent rainfall. that's been leading to flooded roads, a lot of roads around the area have been closed down because of that. lewes finally getting rid of some of the rain but that is heading towards cape may now. sea isle city seeing the rain as well. this whole section south jersey and delaware has seen rain totals anywhere from about one inch to possibly closer to three in those higher amounts. again, that's what we have seen so far. that's why we are looking at possible flooding continuing as we go through this evening.

here's future weather. it's still picking up on the heavy rain. temperatures have really been held down because of it. by 7:00 p.m., still heavy rain moves through but we will start see clearing from west to east as early as 8:00, continuing through 10:00. still the chance of some showers. by tomorrow we start to see even more improvement. we will see all this start to move out through the day, developing sunshine but so far looks like the morning commute should be on the drier side. through the afternoon, nice conditions with temperatures only in about the mid to low 80s. the temperatures right now, only 69 in pottstown, in reading. 76 in philadelphia. mid 70s millville, dover, wilmington. that's all because of the rain. it will stay cooler with the rain around tonight and a nicer day tomorrow. tonight, rain and thunderstorms still in the forecast. local flooding still possible with areas of heavy rain. 68 for the low in philadelphia, 65 north and west. tomorrow, chance of some early showers. very early. we will be clearing as we go through the day.

president obama is opening the door to thousands of syrian refugees. the white house said today the president has directed his administration to take in at least 10,000 refugees next year. tens of thousands of people are fleeing war-torn syria. they are making the dangerous trek towards europe in search of safety and shelter. hungary said more than 150,000 people have crossed its border this year. scientists think they have just discovered a new species of human. >> it's giving us new insight into our past. look at this. researchers uncovered a huge trove of bones in a barely accessible pitch-black chamber in south africa. the site is called the cradle of

humankind. it yielded over 1500 specimens since its discovery in 2013. these latest bones show a surprising mix of human-like and more primitive characteristics. it may be an early member of the evolutionary group that includes modern people and our closest extinct relatives. researchers are trying to figure out how old the fossils are. putting rapists behind bars. the philadelphia police department will soon have more resources to get justice for victims. so many animals need good homes. we want to make sure puppy mills aren't benefiting from your generosity. what you need to know before taking your next pet home.

we begin this half hour with a live look at nbc 10's first alert radar. right now, heavy rain is falling across many parts of the region. some areas could be at risk for flooding. >> meteorologist sheena parveen is joining us again. this is quite a soaking. we needed it. >> it's been awhile since we have seen the rain but in many areas, we are actually seeing streets flooded, creeks starting to flood. we have a flash flood warning out for the rest of the evening. heavy rain is still continuing in many areas where we have seen enough heavy rain. it's all coming down at once very quickly but very slow-moving. that's why we are seeing

flooding issues, especially on the roads. lehigh valley seeing a lot of heavy rain. been seeing heavy rain for awhile this afternoon but it's not quick moving. near broomall across 476 near radnor, we still have moderate to heavy rain falling. phoenixville seeing heavy rain still. it's not moving out quickly and the precip rates are coming in at about an inch and a half per hour so that could be an issue for some local street and creek flooding, especially in lower-lying areas. you can pretty much expect some roadways to start to flood if you haven't seen it already. some more heavy rain up towards richland, bed minister, parts of upper montgomery county, seeing heavy rain across 476. near allentown, heavy rain up into the poconos across all major interstates here and into berks county. so reading is kind of on the border now between where we are seeing the very heavy rain and really improving conditions. there you see the back end of the heavy rain moving into berks county, reading finally will

start to see a break very soon. that rain starts to lighten up a little bit. pennsville moving in from wilmington, it's very heavy rain across the major interstates here, right across i-95, 495 and it's sliding into the philadelphia area. down near riverview, dover, seeing a break from that heavy rain. in riverview, there is still heavy rain here. thin this is one area with a flood advisory. this continues into south jersey. cape may now starting to see more rain moving in. again, the flash flood warning or watch, i should say, continues until 8:00 tonight. the areas i mentioned still seeing the heavy rain with flooding concerns, flood advisories through the lehigh valley, upper bucks, upper montgomery, chester county and kent county. we will keep watching this for you. we will keep tracking the showers and storms and i will show you when the rain will finally come to an end. that's straight ahead. the rain is hitting some areas during the height of rush hour pretty hard.

behavioral issues. then they are sold to innocent buyers so they often end up clogging the shelters which is why camden county is about to embark on a zero tolerance policy. it's called norman's law. >> in camden county, there will be no commercial sale of dogs or cats that come from these atrocious, atrocious facilities. >> reporter: named after freeholder jeff nash's stray rescue lab mix norman, camden county teamed with animal rescue groups who rallied in the rain today along with shelters and the humane society to put a stop to any and all puppy mill sales in camden county. the new ordinance will shut down any store that can't prove a usda approved breeder on cage cards for the animals within 90 days. >> if you go to a puppy mill and see that a female dog is being bred three times a year, is kept in a space that's like a chicken wire cage that doesn't have more than six inches on either

side -- >> reporter: it will save pets' lives, especially female dogs. he has been called on to save after they have been forced to breed for profit. >> pick up this dog, it doesn't breed anymore, we are going to shoot it. you have 24 hours to get here. it will be tied to the curb. that's not what we're all about. it has to be some compassion. >> reporter: activists allege pat's pups doesn't offer disclosure cards on its animals. are any of the animals here from a puppy mill? >> no. >> reporter: the store's part owner called police on protesters today. she wouldn't let us inside but said they can prove the origins of their animals with legitimate paperwork saying they have nine animals inside and if they were buying from a puppy mill breeder they would have many more. so the ordinance to be adopted next week very much will promote pet adoption. just last month, nbc 10 and telemundo nationwide cleared the shelters campaign helped place 20,000 animals in loving homes across the united states.

i'm cydney long, nbc 10 news. tens of thousands of dna samples taken after sexual assaults have gone untested across the country. the reason, the cost of the testing kits range between $800 and $1,000. today, the white house and new york city's district attorney announced a pledge of $79 million to help clear those backlogs. the money will pay for test kits in 27 states. pennsylvania is included on that list. philadelphia's police department will receive 600 kits which cost close to $420,000. in delaware, police confiscated a stash of guns, drugs and money from a new castle home. $5,000 in cash, nine guns and for pounds of marijuana were found in the home. 22-year-old donovan hilton is under arrest, facing drugs and weapons charges. he is being held on $130,000 cash bail.

71 days, that's how long the state of pennsylvania has been operating without a budget. state democrats say students will suffer while the state remains without a new budget. today, senate and house democrats called on republicans to pass a tax on natural gas drilling. the marcellus shale tax is one of several sticking points. the governor vetoed the entire republican backed budget. the state has been operating on reserves ever since then. >> this is an issue of fairness. this is an issue of equity. this is an issue of making sure that the schools across the commonwealth of pennsylvania get the resources that they deserve to have. >> house republicans say the tax isn't the only budget sticking point and they question the numbers that democrats are using. >> the governor's tax proposal will generate about $100 million and he does not have it designated for education. he has it going to alternative

energy. i think it's important we do a fact check. >> the other sticking points are liquor privatization, and property tax reform. a local mall will soon have a starring role in a hollywood film. where director kevin smith has chosen to film the much anticipated mall rats sequel. plus we are hearing from the pilot involved in this close kul a runway. how the incident has led to his early retirement.

two loud booms is what passengers heard just before a plane caught fire at a las vegas runway. take a look at the video. the national transportation safety board recovered the plane's black boxes. flight data and cockpit voice recorders are in washington right now being analyzed. the british air ways pilot credited with saving lives tuesday says he's done with flying. chris henke says he only had one other flight planned before his retirement but says he's

skipping it and staying on the ground. >> that's enough, right? >> exactly. he's going to quit. looks like a chester county mall is about to be one of the biggest movie stars in hollywood. it will have a new tenant. a great director. >> director kevin smith says he will film the sequel to his cult classic the mall rats at the exton square mall. smith tweeted a photo of himself outside the mall, reading in part we found our mall, y'all. this january exton square mall. the exton square mall is located along route 30 in exton. the mall's owner tells us they are thrilled to host the film. kevin smith recently revealed his sequel to mall rats will officially be called mall rat. mall rats was smith's follow-up to his unexpected hit clerks. it is a story of two new jersey slackers who hit the mall in search of fun after being dumped by their girlfriends. it hit movie theaters in 1995. that long ago, huh? we are excited for the sequel. heavy rain moving through the

i'm here because alison would insist that i be here. >> as promised, the father of slain tv reporter alison parker took his anti-gun violence message to washington today. his daughter and photographer adam ward were shot and killed on live tv in roanoke, virginia earlier this month. gun control and tougher background checks are not on congress' agenda today. >> the message of the rally in washington is that it should be.

nbc's steve handelsman reports from capitol hill. >> reporter: the most sympathies for your loss. >> i appreciate it. >> reporter: andy parker came to washington two weeks after his daughter, reporter alison parker and her cameraman, were shot dead by a former station empl employ employee. andy is campaigning for tougher federal gun control. why do you think you can succeed when so many dads and others before you have not succeeded with this congress? >> it's a fair question. i'm sad to say the fresh face of this. >> reporter: his appearance brought dozens to a capitol hill rally. >> keeping the pressure on lawmakers until they do the right thing. >> reporter: tougher background checks even at gun shows is the goal and was, after the shootings at sandy hook elementary in 2012. by this year's shootings in the charleston church, congress had refused to beef up background checks. opponents point out alison's killer passed his. they say more guns in the hands of good guys is the answer.

while they had their eyes closed in prayer. roof is accused of killing nine black parishioners during a bible study in june. sanders' granddaughter survived as did another woman but her son was among the nine victims. she talks about his final moments with nbc's lester holt. >> i remember my son saying mama, he shot me in the head. >> reporter: your granddaughter was with you? >> yes. and i was telling my son just lay there, just lay here. but he was still talking to me. i said just lay here. my granddaughter was hollering, praying. she was so afraid. >> amazingly, instead of harboring resentment, felicia sanders has forgiveness in her heart for the accused shooter.

you will hear more of her interview on "nbc nightly news." lester holt sits down with felicia along with another woman who survived the attack. that's at 6:30 tonight. well, we still have a lot of heavy rain around, still localized flooding. here's a look at the radar. all moving into philadelphia now. the flash flood watch will continue until 8:00 tonight. just keep in mind many areas are seeing flooded roadways, especially lower-lying areas. that threat will continue. easton, the rain has lightened up but allentown seeing pretty heavy rainfall, up across 476 into the poconos, also parts of upper bucks county. this rainfall is very slow to move out but finally reading is getting a break from the rain. still heavy near phoenixville and norristown, moving towards 476 and montgomery county. precip rates about 1 1/4 inch an hour. we are still seeing heavy

pockets of rain. for the lehigh valley into the poconos, upper montgomery, bucks, chester counties, we have a flood advisory out for street and creek flooding until 6:45. we have also seen roads being closed down because of the heavy rain. a look through the lehigh valley, same rain totals so far. morrisville, 4.5 inches, kutztown, 2.7. allentown, over 3 inches of rain. reading, close to 2 inches. of course, we will update these as we go through the evening. very heavy rain falling, very slow-moving rain. philadelphia now seeing the rain moving in. some heavy rain across 676. if you will be traveling any time soon, you will hit the roadways, keep in mind we have very heavy rain falling across all major interstates from wilmington up towards philadelphia. very heavy around wilmington, across 95. that's going to continue for awhile. 495 seeing the heavy rain. this is moving into salem. also cumberland counties as well. the roadways, we have seen a lot of ponding of water, lot of flooded outroads.

be very careful. never drive through flooded water. the riverview area is seeing the heavy rain lighten up but we still have a flood advisory out, street and creek flooding until 6:45. keep in mind we could still see flooded roadways. cape may seeing the rain moving in there now, also near maurice river, heavy rain as well. a lot of areas just have scattered heavy rain. that will continue for the next few hours here. and rainfall totals through south jersey and delaware or parts of south jersey and delaware, upwards of about two inches. this will continue. the general motion is pretty slow but it's up to the north and east. the reason why we have a big area of low pressure sitting over us and this low is slow to move which is causing the rain to be slow to move. future weather does eventually start to clear it out. closer to about 8:00. so by 7:00, we will still have heavy pockets. 9:00 tonight, more clearing, even by 11:00 p.m., but overnight conditions start to dry out a bit into early tomorrow. can't rule out some very early showers. otherwise, we will see improving

conditions through the afternoon. temperatures right around mid to low 80s. a live look across center city, the rain is falling. it's raining at the airport. liberty one and two, pretty gloomy look this afternoon. 76 degrees in philadelphia. humidity obviously up with the rain being reported and it is still cool across most of the area right now because of all the rain we have seen today. for tonight, rain and thunderstorms staying in the forecast. local flooding still possible. upper 60s in philadelphia. mid 60s north and west. tomorrow, chance of very early showers. then we will see clearing through the day. temperatures in the mid to low 80s. for the weekend, we have more rain actually coming back in the forecast saturday, late day thunderstorm, chance of some rain on sunday which we will watch closely. temperatures mid 70s sunday but then next week looks really nice. lower humidity and temperatures actually closer to where they should be this time of year. too many students were becoming crime victims. >> one new jersey university is taking action. what rutgers is doing to help

breaking news at this hour. a plane from michigan has crashed into the ocean as it tried to land at the atlantic city airport. the u.s. coast guard spotted some debris in the water. we sent out the breaking news alert on the nbc 10 news app at 3:30 this afternoon. nbc 10 jersey shore bureau reporter ted greenberg was on the scene minutes later. ted, of course we are talking about a small plane here. what's the latest on the search? >> reporter: well, since my last live shot at 5:00, i learned from the coast guard that it's believed one man was aboard that small plane that went down in the ocean here about seven miles from where we are along the beach in atlantic city. that man has not been found and a dive team has been deployed to the crash site to try to find him. there has been a large response to the crash by air and boat, from both the coast guard and new jersey state police. a helicopter and numerous boats sent to the scene. the faa says the small plane went down in the water around

2:45 this afternoon and members of the state police marine division discovered debris in the ocean in that general area. right now, unknown -- officials say the plane was a single engine muni m-20, similar to the one you see in a graphic we have here. it was headed to atlantic city international airport from gaylord, michigan. the airport there is apparently very small. the faa telling me it doesn't even have its own air traffic control tower. so far, there is no confirmation from the faa on the plane's tail number. that type of aircraft is equipped with four seats but again, authorities tell me it's believed one person, a man, was on board. at this point, he remains missing. live in atlantic city, i'm ted greenberg, nbc 10 news. problems now on the regional rail at this hour after an amtrak train hit and killed a person on the tracks. hundre
