happening today your first warning about center city park before the papal visit. what you need to know to avoid getting ticketed and towed. right now the north philadelphia street that got flooded by 15 million gallons of water is back open but work here is far from done. and we're off to a cool start. you'll feel it. fall in the air. expect temperatures in mid-70s to begin the work week. good morning. it's 4:00 a.m. this is "nbc 10 news today." i'm tracy davidson. let's find out about the chillier temperatures. good morning, brittany. >> it's a cool start, very fall-like temperatures in store as we head into the rest of

today. we're at 54 degrees in allentown. 54 in pottstown. 50 in the poconos, 53 in millville and 55 at the atlantic city airport. wildwood at 63 degrees, 65 in dover and a closer look at our satellite radar shot, this area of low pressure, we have drier air coming in from the northwest so this is going to be breezy and dry conditions for us today. and we're going to stay below average because the cold front moved through over thend with. your city planner shows as we head into the 6:00 a.m. hour, only 57 degrees. if you leave early you need a jacket. by 9:00 a.m. temperatures at 61, then temperatures as you head out for your lunch break, closer to 70 degrees, our highs today will stay in the mid to high 70s. i'll go over the details in my next forecast. for now let's check in with jessica boyington. >> we're out in camden, new jersey to start right now. so if you're approaching the

philadelphia area, admiral wilson boulevard, no problems now. you can see traffic and vehicles moving along and the ben franklin bridge, approaching the toll plaza no problems. we'll be fine there. heading out the door the rest of the majors, 95 southbound, getting word of an accident that has a ramp closure on 95. you can see the drive times are okay. 13 minutes from wood haven up to the vine. no problems on the schuylkill into the center city area. the blue route okay and mass transit no delays so far. we'll check win the accident when i come back in the next 10 minutes. city workers will start posting no parking signs around parts of center city and another sign that the world meeting of families and the papal visit is almost mere. matt delucia, what do people who park or drive down town need to know? >> reporter: starting today you'll notice those signs going up around these papal tow away zones, we're in one of those

spots, this is off the parkway on 22nd street. you see all of these cars here now, well, a week from today they should not be. a map to look at, the spots closest to the art museum and ben franklin parkway first, then spreading out to other parts of center city through next wednesday. we got this map on nbc10.com as well so you can look there at your convenience. what does this mean? if your car is parked in this area it has to be moved by the date or it will be towed. the reason, the city says the vehicles have to be gone so the secure perimeter can be set up. what can you do? you can buy a parking space at one of six garages for the papal weekend and then you get a placard allowing you to continue parking where you normally do until thursday, then get it into the garage. they are charging $20 for that. security has of course been very big deal about this papal visit and some lawmakers say with good

the philadelphia man shot and killed during a robbery attempt nearly seven years ago. this is the billboard for matthew novak. in 2008 he was shot after the annual puerto rican day parade. he later died. surveillance video shows novak flagging down a black chevy impala at sixth and green street trying to find help for a friend. novak told his friends he was going to get jumper cables but never returned. people in the car took novak to 13th and novak where he was shot. >> we're trying to find the people in that impala. we're not sure if they were the owners or maybe borrowed the car from somebody or actually stole it. >> there is a $42,000 reward for any information leading to the arrest, conviction of the owner or occupants of the blue chevy with new jersey tags. we posted that full video on our "nbc 10 news" app. zpl escaped prisoner turned

himself in after being on the run for a day. michael mimms escaped from the burlington county jail on saturday morning, last night he was back in custody. mimms was arrested on weapons charges. police have not said what additional charges he may face. zpl it's 4:06. the chester police officer involved in a hit-and-run on his motorcycle is recovering at home. the officer was released from the hospital late saturday, he was hit by a car on friday and thrown off of his bike. investigators have not found the person driving the car. students have been enjoying an extended summer vacation. this morning back to school. district leaders said they needed time to get the school ready this year because earlier this summer lead was found in the cafeteria ceiling and asbestos behind chalk boards. now we are hours away from kickoff and tonight the eagles are in atlanta to take on the fal falcons.

12 minutes past 4:00. 56 degrees. the kentucky clerk jailed for refusing to issue marriage licenses to gay couples is going back to work today. >> you are a strong people.

>> kim davis was released from jail last week. she thanked the crowd of supporters. a federal judge said davis may not interfere in any way with her co-workers to issue marriage licenses. she has not said if she will issue licenses today. meantime, a bill board defending gay marriage now towers above davis' hometown. it reads dear kim davis, the fact that you can't sell your daughter for three goats and a cow means that we already have redefined marriage. the marriage apparently -- the message apparently refers to a bible scripture that says women can be sold into marriage as slaves. it was paid for by the group planting peace and will stay up for a month. also the ferguson commission is expected to release its report addressing the underlying causes that led to unrest following the death of michael brown. brown was shot and killed by

officer darren wilson last year. the commission calls the report unflinching with policy recommendations intended to make the region a better place to live. later this morning and for the first time ever, we will get an exclusive interview with a former prison guard who admitted to helping two inmates escape from an upstate new york prison. joyce mitchell was at the center of a manhunt for prisoners. she is a former worker at the clinton county correctional facility and admits to giving matt and sweat the materials. matt lauer sat down with an exclusive interview airing this morning. >> i'm not the monster that everybody thinks i am. i'm really not. i'm just somebody that got caught up in something that she couldn't get out of. >> that's a portion of what mitchell reveals during the interview. she will talk about how she

developed a relationship with the inmates to how she says she got in over her said. catch it today after "nbc 10 news" at 6:00. >> president obama is heading back to school, he will be in des moines, iowa for a town hall with high school juniors, seniors and their parents to discuss college access and affordability. the president is hoping to speed up the financial aid process for families by allowing them to apply a few months earlier, this way they will know what they can afford. it's 4:15. new this morning, high quality state of the art education, that is not financially out of reach. there is a new early childhood education center open in philadelphia's ronhurst neighborhood. katy took a look. this is a game changer for many families. tell us about this. >> reporter: it definitely is. the woman behind the kinder academy name says it's not just about the children who go here but it's also about their families and helping to change the community that these schools

sit in. it's the hope that the newest location of kinder academy, it was built over the last few months and opened when philadelphia school students began their new year of school. it's the first early childhood education center that was built from money generated by the william penn foundation and the management corporation, two nonprofits in the city. this neighborhood was chosen because it does not have a high quality center for kids, and inside these families will see quite a difference. >> we've given extra space so children aren't in tiny cramped spaces, we have really thought about lights and the movement, the flow through the building. it's a big change. >> reporter: some of the changes inside, there are insulated floors so some of the younger children stay warmer longer. sinks in bathrooms in each classroom instead of in the hallway and throughout the building they are only using

>> the basketball community is mourning the loss of one of its greatest players. moses malone was found dead. the sixers signed malone in 1982, he is one of eight players in the history to win the mvp tight it three times or more. malone was the key addition to the sixers team that failed to win a championship in three trips in the late 70s and in early 80s but then finally made history in 1983. another great, dr. j remembered his friend and teammate fondly. >> when he came into basketball at age 19, i welcomed him to the aba and said you know, you getting into the deep water now. it's not high school. are you ready to swim?
