two blocks from the main campus. they thought maybe this was a suicide. tonight, the medical examiner is saying there's no way this was self-inflicted. >> what a shame. what a shame. >> reporter: neighbors on the 2300 block of park avenue remember the night two weeks ago when police ended up here. >> i've seen like ten police cars around the street and i could tell it was something serious. >> reporter: and now some answers as police arrested brandon mead from upper darby, charged with the death of his girlfriend found in a room with a gunshot wound to her head. mead claimed to have found her and the gun was lying right there but the evidence has taken investigators in a different direction, the motive, an apparent fight. >> no ones life is worth losing over some argument that i'm sure it seems very trivial now. >> reporter: we talked on the phone with hall's stepmother from minneapolis. she was an a student majoring in

finance but things were not always easy for her. >> i was shocked because you don't think a students who have overcome adversity to be subjected to something that quick and violent. >> reporter: she spent time in a refugee catch during war time. her mother died of cancer earlier this year but hall was still committed to graduating and working in international business. >> she just didn't even get a chance to do that. i think it's very unfair and unfortunate. >> reporter: her family is planning a memorial for her next month in men society ta. her stepmother thanks police for making this arrest and, in her words, sorting out the lies that the boyfriend told police. i'm drew smith, nbc so news. >> this isn't the only crime to touch the up niversity campus. a law graduate is charged with killing a former classmate in

delaware. benjamin rauf just obtained his degree and now he's charged with first degree murder for killing uppal last month. he graduated from temple law this year as well. he was found dead in his car. we know at the time miss discovered what they call a substantial amount of marijuana in the car. to breaking news now, traffic cameras shake as a powerful earthquake strikes chile. this is some of the first video in. there's concerns about a possible tsunami as far away as california and hawaii. tonight, the 8.3 quake struck in illapel. it forced people to take refuge in the streets and some of the streets are flooded by waves that were triggered by the earthquake. you're looking at that right there. let's bring in first alert

meteorologist sheena parveen. >> we are looking at tsunami threats. as we zoom in here, we have the aftershocks. the 8.approximate magnitude was 16 miles deep right off the coast and the tsunami threat is going to stretch as far away from the center of it as california. if we look at california offshore, wave heights are only about 4 or a feet and that's not very high at the moment but it's going to be while before the momentum of the ocean brings waves on shore. you can see it north of the santa barbara extending into los angeles and farther south than that. a tsunami advisory goes until saturday. wave heights along the shore, anywhere from is to 4 feet. the expected tsunami start times, if any, would be around 4:45 in the morning as well as after 5:00 a.m. pacific time.

advisories extend out to hawaii as well. >> all right, sheena. we are just ten days away from the arrival of the pope in philadelphia and tonight a unique 3-d view of what the parkway could look like. this is a reality center to show you how it could look for the papal mass on sunday. this gives you an idea of how it will look with 150,000 people watching closest to the stage. meanwhile, a group protestering about climate change want the city to transition to 100% renewable energy. the pope recently called for better stewardship of the resources. and we learn new details about the city's plan to protect papal visitors.

denise mcconnell has that story. denise? >> reporter: many are learning for the first time when they are working and where but much is still in the air. the ben franklin parkway transforms as the meeting gets closer. >> i'm really excited. >> reporter: plans are being finalized and those at the center are getting a look at what is in store. >> there's a lot of confusion but it's streamlining down to where the word is getting out. >> reporter: police are learning the impact that the pope's visit will have on them. the police commissioner charles ramsey released the details to the pub electric lic in a news today. while officers learned where they will work and at what time. >> it's going to be a tough three days but we'll get through it and hopefully the city will shine. >> reporter: work schedules place officers on 12-hour

schedules for three days. there will be no overnight accommodations but plans are in the work to make sure that all of the officers keep the pope and festival goers are safe and they have a plan to rest and regroup. this family has tickets to see the pope on the parkway and safety is of the highest priority. >> it's a big concern, especially if we have our daughter coming with us and the rest of the family here. >> reporter: the next step is determining how to get a workforce of 25 to 3500 officers around during the weekend. reporting live, denise nakano, nbc 10 news. also, a big boost to cell service carriers. they installed special antennas on parkway light poles. the permanent antennas provide high-speed data and phone service but would not say if the cell service would be 100%

during the papal visit. another intense night for families in kensington. families are pitching their tents because they couldn't afford housing and found no room at local shelters. they wanted to bring attention to the plight of the homeless as the city spent hundreds and thousands of dollars on the pope's visit pt the housing authority agreed to supply them with vouchers in the morning for public housing. atlantic city is a disaster and i degraded atlantic city. i knew when to get out. my timing was great and i got a lot of credit for it. >> the casino crisis taking center stage at the republican debate tonight. that's donald trump fending off attacks on his business record. he was still the main target from his gop rivals but the debate created a primetime opportunity for carly fiorina. national correspondent jay gray reports from the ronald reagan presidential library in california. >> as far as temperament, i think i have a great

late-night talk show appearance of the 2016 campaign schedule. trump appeared on "the tonight show" last week. it was a defect that led to more than 100 deaths. tomorrow, an announcement is expected on a deal that will resolve a criminal probe into how gm handled faulty ignition switches. last year, gm began recalling 2 million cars with switches that could suddenly shut off and prosecutors say that the company knew about the problem for years. gm has compensated more than 300 victims and their families. new from our jersey shore bureau, the buyer and sales price of a showboat will not be announced yet and they bought it to make it a satellite campus and hotel but legal restrictions stopped those plans. there are still hurdles before the november 9th closing.

philadelphia police looking into whether the burglars you see in this video are behind a series of crimes. the sparks you can see right there, they are from a power saw. three thieves used the saw at the pharmacy on monday warning. investigators say the three matched the descriptions of a trio wanted for several burglars nearby.

a war of words, top officials are lashing out at each other because of the city's dangerous properties. the city controller released a scathing report calling for the heads of licenses and inspections to lose his job. the mayor calls it all a personal attack stemming from an nbc 10 investigation which shows dozens of deficient buildings. today's report caused all kinds of infighting at city hall. >> reporter: at the corner of judson and cambria street, this abandoned property crumbles under it is own weight. >> it's going to fall down any day now. >> reporter: neighbors like debbie have been complaining for months and a new report from the city controller shows 100 buildings just like this so dangerous l & i says they need to be knocked down. >> had a notice to be democrat mol leished two years previousl. >> some inspectors were not licensed and he's demanding the

commissioner be fired. >> it's monday morning quarterbacking that you have to deal with. >> reporter: but the commissioner carlton williams says he's not stepping down, calling the report faulty. >> this is one year ago. >> reporter: yes. >> he points to this graph showing a big decrease in the number of dangerous buildings. >> reporter: and the mayor michael nutter offered his support for williams calling the investigation a personal vendetta by the city controller. >> we're not going to get distracted by that ego or narcissistic personality disorder. >> that's a lie about a license safety issue and how can the mayor say that that's a personal vendetta? >> reporter: the controller is now furious at the mayor. he says the report highlights real public safety issues that haven't been addressed now two years after the market street collapse. >> i thought he was sincere. i thought he had a real empathy

for the victims. i am absolutely befuddled. >> reporter: but the mayor says extensive changes have been made. they've invested $4.5 million in new equipment and new computer software and say l & i is much safer than it was two years ago. randy gyllenhall, nbc 10 news. a 14-year-old boy arrested for bringing a homemade clock to school is now a social media sensation. ahmed wanted to show his invention to teachers. they thought it looked like a bomb and the teachers called the police. he was put in handcuffs and arrested. >> when i showed it to my teacher, she thought it was a threat to her so it was really sad that she took the wrong impression of it and i got arrested the next day.

starlit sky and you can see how the lighthouse really brightens that up, too. so beautiful sunset today. gorgeous conditions. really all across the area. clear skies and no clouds. we're going to see the same thing tomorrow. a warm and dry stretch going into the weekend. we're talking about the eagles home opener. the fall chill will return in the forecast and stick around into next week. right now we're at 64 degrees in allentown, clear skies. philadelphia, low clouds and atlantic city, upper 60s and tomorrow morning it will be another cool start. maybe not as cool as other mornings we've had but 67 degrees and sunny. 10:00 a.m., mid-70s. by noon, near 80 degrees. it's going to be another warm day as we go through the afternoon hours. average high, 78 degrees. monday, only at 77. today we got to 87. tomorrow we should be very similar to today. nothing is changing in our

weather pattern just yet and by friday, mid-80s. all because of this big area of high pressure which is keeping us dry and it's what it is going to look like to end the week. as we go into thursday and friday, still sunny and dry air in place but by friday the high will slide off shore and a south wind by saturday. i think you will notice it will be a little more humid on saturday and we're going to stay dry. cold front moves through going into sunday. it should be a dry cold front. all you'll notice are clouds around and not really rain with it and high pressure builds back in behind it. the north wind is cool and breezy just in time for the eagles game on sunday against the cowboys. if you're tailgating for the eagles game, it's going to be breezy. 75 degrees. by the fourth quarter, temperatures around 70 degrees. for tonight, though, pretty comfortable. 63 for the low. 54 for areas north and west by sunrise tomorrow morning. nice conditions staying in the
