what the environmental protection agency calls a threat to public health. vokes wagon accused of making cars that intentionally violate clean air standards. nearly 500,000 vw and audi diesel cars built in the last seven years include a device that only turns on full emissions controls during official testing but turns off during regular driving. in a statement vw says it's cooperating with the investigation. we are a little more than a week out from the pope's arri l arrival. seven days, 17 hours until pope francis lands in philadelphia and today drivers are starting to see the warning signs. the video message boards on the schuylkill expressway are reminding drivers about 76 being shut down next weekend. nbc 10 found these detour signs posted on city avenue indicating some of the closures on the main line. >> and on the ben franklin

parkway crews continue to set up for the meeting of families. crews also continue to shut down the inner lanes there. they'll remain closed until tuesday, september 29th. and homeland security visited philadelphia today to meet with city leaders as they work to make sure everyone will be safe. >> they stress there is no credible threat directed at the pope's visit. lauren mayk was with those security officials today, she's live with more on the preparations. lauren? >> reporter: good afternoon. take a look at where i am right now. if you are this close to the stage, if you are this close to the pope next weekend, you're going to need a ticket. there are thousands of people who are not going to have tickets and are going to be all the way down the parkway and they are not going to have to go through security either, so we wanted to know how are they going to stay safe? i asked those questions today. homeland security secretary jeh johnson making a stop in philadelphia one week before the pope's visit.

>> we worked hard to achieve what we believe will be a safe and successful event and visit by the holy father, a safe and successful event. >> reporter: from inside this communications center, law enforcement will be able to monitor the outside through video feeds on the parkway. those closest to the pope will have to go through mag no tom ters, but the crowd is expected to stretch for blocks beyond that. i asked officials about keeping people there safe. >> in is secure zone, primarily secret service. outside, everyone has some responsibility, but ultimately it's the philadelphia police department and our partners at the state. >> reporter: so i went to philadelphia police commissioner charles ramsey. how do you approach security in the areas people are not going through metal detectors? >> we have plain clothed officers that will be mingled around the crowd, we have video feeds to monitor what's going on, and then you all can help us by reminding people if you see something, say smomething.

11:00. we do have some cooler weather coming throughout the area and also some moisture that's moving up. i'll tell you when the seven day in just a few minutes. sky force 10 over the scene of a house fire in hamilton township, mercer county. fortunately the house was vacant, but you can see the smoke billowing out earlier this afternoon as the crews work to distinguish flames there, crews are still investigating how the fire started. police are reporting some disturbing news out of bethlehem today. a man is accused of secretly recording his teenaged step daughter in the shower, then kicking and choking her when she confronted him. according to court documents obtained by nbc 10, israel santiago-pacheco is accused of endangering a child, assault, and invasion of privacy. the 15-year-old girl saw the phone positioned over the shower head in the bathroom actively recording video. the complaint also says she went through the phone's gallery and found multiple videos of

herself. when she confronted her step father, she says he became angry and kicked her in the stomach. a preliminary hearing in this case is set for september 30th. we have some new information on a crime spree targeting taxis in philadelphia. police say they've arrested the man who stole more than a dozen cabs. 24-year-old eric kemp is charged with 17 counts of auto theft and related crimes. he was arrested nine days ago. police say someone recognized kemp as the suspect in this surveillance video taking one of the 15 taxis. detectives say all the cabs were retired police department vehicles and all were taken using a master ignition and door lock. the so-called house of horrors doctor, kermit gosnell must pay $4 million to one of the family of the victims. he was killed of killing three babies born alive during botched abortions. he's now serving life in prison. he was also accused of giving one woman a deadly dose of

painkillers while under his care. that woman's daughter won the verdict but is likely to never see the money because his medical center was never insured. the man accused of killing nine people in a church knew about his plan to kill church members and lied to investigators about that. joey meek is charged with lying to federal agents and concealing information. he said roof stayed at his home before the shootings in june. he entered a plea of not guilty during a brief court appearance today. dylan roof is charged with the deaths of nine church members back in june and earlier this week his defense attorney said he's willing to plead guilty to avoid the death penalty. the judge will not allow any investigative documents to be released to the public citing concerns about graphic photos and 911 calls. kentucky county clerk kim davis lost another attempt to keep same-sex couples from getting marriage licenses.

davis spent five days in jail for defying a federal judge's order to issue marriage licenses in rowan county. arguing the judge's ruling should only apply to four couples named in an original lawsuit, but not to any other gay couples. the court of appeals denied that request today. davis is still not issuing same-sex marriage licenses, but her deputies are. in decision 2016, a new controversy this afternoon involving donald trump. he's known for speaking his mind but this time it's about what the presidential candidate didn't say. nbc's dave wagner has the story. >> reporter: it is the latest eyebrow raising moment in a campaign filled with them. >> we have a problem in this country called muslims. we know our current president is one. you know he's not even american. >> we need this question. >> but anyway, we have training camps growing where they want to

kill us. that's my question. when can we get rid of them? >> we're going to be looking at a lot of different things. a lot of people are saying that and a lot of people are saying that bad things are happening out there. >> reporter: donald trump did not correct the supporter's statement, his campaign later saying christians need support in this country. their religious liberty is at stake. republican presidential candidate chris christie said while he won't lecture trump, he would have handled it differently. >> if somebody said something like that, i would correct them. no, the president's a christian and he's born in this country. >> democratic candidate hillary clinton said she was appalled by trump's response. >> i was appalled on him and all of the candidates to stop this dissent into the kind of hateful, mean spirited, divisive rhetoric we've seen too much of in the last month. >> reporter: trump has been unapologetic in questioning the president's birth place and whether his birth certificate from hawaii is real.

in 2008, republican nominee john mccain faced a similar moment on the campaign trail when a campaign supporter called barack obama an arab, mccain interjected. >> no, ma'am, no, ma'am. he's a -- he's a decent family man. >> reporter: while trump was a no show today, he said the show will go on. with a campaign appearance in iowa tomorrow and one in south carolina next week. dave wagner, nbc news, greenville, south carolina. developing now on capitol hill, the house votes to stop federal funding to planned parenthood. nearly every republican and two democrats voted in favor of the bill to freeze the funding for one year, giving congress time to investigate the videos that show planned parenthood officials talking about the sale of fetal tissue. a food fight could be unfolding in washington. congress has less than two weeks now to decide what to do about the government's national school

nutrition program. the current program sets limits on calories, fat, sugar, and sodium for school lunches. it expires september 30th. first lady michelle obama wants it renewed but some republicans say the measure is too expensive and they want to exempt some schools from the program. the school year has barely begun, but there's a whooping cough scare at a new jersey high school. here's what we know, clearview regional high in gloucester county is reporting there's one confirmed case of whooping cough at the school and health officials are also looking into another suspected case at clearview. whooping cough is a highly contagious respiratory infection characterized by severe coughing. it was back to business today at philadelphia's 311 information center after a bedbug discovery forced a shut down yesterday. this is video from center city where the office reopened today. the office confirms someone found one bedbug yesterday and it was already dead, still the city closed the office and sent employees home, exterminators did a complete search of the

call center. they did not find an infestation. the search cost $2,500. >> a new wa wa is opening just in time to serve visitors coming to philadelphia for the visit. the new store is right in the heart of center city. local leaders, philadelphia orchestra members, even eagles cheerleaders came out for the grand opening celebration today. the wawa opens two months ahead of schedule. the philly favorite also plans to give back during the pope's visit in a big way. >> about 100,000 meals to the emergency responders and, as well, volunteers. that's really the element of us getting involved to make sure we're there on scene. >> wawa's ceo says some center city stores will also give back in another way during the world meeting of families, several locations will donate a percentage of their sales to the francis fund to fight hunger. people can still smoke, an ordinance that would have banned smoking fell one short last

night of the five votes needed to pass. right now smoking is banned inside county buildings but many county properties have outdoor smoking areas. the limited smoking areas still subject nonsmokers to hazardous tobacco, but those opposed say the smoking ban would infringe on people's right to free choice. now to news from our jersey shore bureau. stockton university revealed the new buyer for the shuttered showboat casino today and it's a power house who was no stranger to our area. nbc 10 reporter ted greenburg is live with more on who's buying and what it could mean for a.c., ted? >> reporter: well, rosemary, i've been reading through the agreement of sale between stockton and developer bart blasty, who still has to work out the issues that doomed the university's grand plans for this property. the deal announced today is a

major step forward in bringing life to a building that's been mostly dormant since atlantic city's former showboat casino closed more than a year ago. >> it's extremely encouraging. i hope it's more than just a facade. >> this is, obviously, a huge relief for the university. >> stockton officially revealed its agreement to sell the gaming hall to philadelphia developer for $22 million. he recently took over a.c.'s struggling caesar's and rebranded it as the play ground. >> we wanted to ensure it was someone deeply committed to atlantic city. >> reporter: stockton purchased showboat in december for $18 million but conflicting restrictions on how the property can be used sank the galloway township based university's plans to turn the building into a so-called island campus. the sale does not resolve those issues. >> it's as is where is. barton knew exactly what he was

purchasing when he brought it. >> reporter: he had no comment today on the deal or his plans for the building. the city's mayor isn't worried. >> this individual is not sitting on this property. they'll be turning it over quickly. >> reporter: the sale is expected to go to closing on november 9th, and it calls for stockton to be able to use some of the building's entertainment venues for performances. the interim president said the school is still determined to have a larger footprint here in atlantic city, but he assures me stockton won't be buying any more casinos. live in a.c., ted greenberg, nbc 10 news. now to the latest on the migrant crisis in europe. croatia is now turning away thousands of refugees. croatian officials say they are overwhelmed after 13,000 people entered the country this week. that decision is increasing the tensions along croatia's borders with hungary and slovenia, which are also turning people away. hungary is planning for more fences along its borders and

police hit migrants with tear gas and water cannons this week trying to keep them out. a south african review board could take months whether to decide if oscar pistorius should be released from prison. they reviewed the decision to block the release that was supposed to happen last night. pistorius has served 11 months of his five-year sentence for killing his girlfriend in 2013. he was convicted of the south african equivalent of manslaughter. prosecutors are appealing the verdict and hope to get a retrial. former u.s. congressman jesse jackson jr. is finished with his two-year prison sentence for misusing $750,000 in campaign funds. he was released from prison back in march after living in a halfway house, he finished his home sentence -- his sentence, rather, in home confinement in washington. today officials will remove his ankle monitor. jackson must now serve 500 hours of community service.

now your nbc 10 first alert weather with chief meteorologist glenn schwartz. >> yeah, still feels like summer out there, but these people in bucks county getting ready for fall. nbc 10 folks getting their mums in old bethlehem in milford township today. what a day and what a week we've had. we have one more a lot like that. temperatures well into the 80s again tomorrow, but things are then going to change. we have eagles game day forecast. it does not feature temperatures in the mid 80s like it's been, and we're watching the tropics not too far away, off the southeast coast of the u.s. as you'll see in a minute. we have clear skies across most of the area now. 84 degrees, the humidity still fairly low. two degrees cooler than it was at this time yesterday. may not quite get up to the 86 that we hit yesterday. it's 84 now, 85 in allentown, 84 in mt. holly and glassboro and

little bit cooler right at the beaches with a little bit of a sea breeze. farther to the west, it's even hotter than what we're seeing. it's 90 degrees in st. louis, but look at des moines, iowa, it's only 63 degrees. definitely a cold front between those two cities and definite cold air in central canada. even though it's warm in the east, it's not warm everywhere in the country. it's certainly dry in the east. here's a weak front approaching from the west. this is a much more impressive area off the southeast coast, see a little bit of a circulation there, could develop into a sub tropical or tropical storm and the reason we've got to monitor this is some of the computer models suggest some of the moisture tends to creep up the coast into next week. not going to affect us this weekend. here's the showers related to the front coming in from the west and it weakens as it gets closer so most of us are going

playing football has on the brain. players tested positive for a brain disease linked to depression and dementia. these players donated their brains to science after death. the disease the players had is called cte and it's thought to occur after repeated blows and trauma to the head. speaking of the nfl, the national football league has officially filed an appeal after a judge overturned tom brady's suspension in the deflategate case. tom brady was initially suspended four games after an investigation found improperly inflated footballs last year, however, it could be years before we get a decision from that appeals court. this weekend the eagles will try to bounce back from that disappointing start to the season. a live look from our eagles nest camera. the birds taking on the dallas cowboys here in a division rivalry matchup.

this is nbc 10 news. >> as folks get ready for their friday night out, one town is putting a new plan into practice to crack down on crime in a popular public square. >> wilmington police called the county for re-enforcements because of growing concern in the community. delaware bureau reporter tim furlong is there now with the new addition to the police arsenal. tim? >> reporter: that's right, rodney square is a big hub, you can see how busy it is, businesses around here, lots of bus stops, the mayor said it's also attracting the homeless and people with mental health issues. that man had some drug and mental health issues. now city police are asking for help for the next month or so. county police will be helping out in a very visible way.

you can't miss him, wilmington's mayor came to see them, too, the enormous clydesdales. they have police officers high up on their back. >> when i see police, i feel safe. >> after tom "cannibal" cotting h cottingham was killed monday night, it was time for some help here. >> i have a standing agreement with bob, any time he asks for help, we'll help. they are a feel good unit, not about combatting crime, it's about implying fear. >> reporter: the county will have a mounted patrol here and help police in other spots. the other businesses are now deciding whether to keep their offices here, the city knows high profile crime doesn't exactly make wilmington seem a great option, but most people like what they see here, tom cottingham's death might make others in the city safer. >> he's definitely looking down here and appreciating it,

especially the memorial that we had a couple of days ago and now this. he's probably smiling right now. >> reporter: as we come back live, i can tell you the police horses are already gone and that's part of the problem. you need the extra presence at all times of the day, especially at night. the police chief is sitting down with the county chief on monday and promises me there will be more collaboration in the very near future. live in wilmington, tim furlong, nbc 10 news. >> thanks for that, tim. philadelphia detectives are looking for three masked men who terrorized a mother during a home invasion as her two children slept upstairs. according to the 33-year-old victim, the suspects broke into her basement on shipley street around 1:00 this morning. the men tied up her dog and put a towel over her face, threatening her that they'd shoot if she looked at them. the thieves got away with $800. the woman's 2-year-old son and 10-year-old daughter slept through the crime and they were not hurt.

police are also looking for these two men who they say robbed the h and y royal jewelers in south philadelphia. take a look at the surveillance video from the robbery on monday. one of the guys adjusting his fake tattoo sleeve on his arm. one of them threatened store employees with a knife, the other tied him up. the thieves took jewelry from the shelves and safe and then took off. >> philadelphia police still looking for the guy who stole a police bicycle from outside a 7-eleven store, but the bike has been returned to police. an officer left it outside the store yesterday morning. surveillance video shows the suspect taking the bike but there is not a good description. fire investigators are still trying to figure out what caused a garbage truck to explode into flames just outside of a high school in burlington county, new jersey. tabernacle road near shani high is expected to reopen soon.

it's been shut down since yesterday's fire. utility crews are still repairing burned down overhead wires on tabernacle. two people went to the hospital this morning after an accident in northeast philadelphia. sky force 10 was over the crash. you can see the two smashed up vehicles. it happened at roosevelt boulevard. we're hearing both people are expected to be okay. we're now hearing from the good samaritans who pulled more than two dozen children to safety after their school bus crashed into a pond in florida. we brought you this as breaking news yesterday at 4:00. tom bachelor and his work partner vinny had just finished paving yesterday when they saw this incredible scene in north tampa, an entire row of bus seats was under water with 27 terrified kids stuck inside. he and his partner got into the bus and started pulling kids out. >> i seen a kid, grabbed him, saw another one, grabbed hip. >> how many did you pull out of there? >> myself i probably grabbed

humidity. we've got another day of that, too. another warm one on saturday, then things start to change. just in time for the eagles game so it won't be all that hot. and we're watching the tropics not that far away, especially off the southeast coast of the united states for some weather that could impact us next week. we have sunshine out there right now, and 84 degrees the average high is 77. winds west/southwest at nine miles an hour. there's the average high. we've been way above that. 86 degrees. yesterday 84, so far today 86 tomorrow, then we drop down to 78 sunday, but that's just the average for this time of the year. we're in the 80s across much of the region, chester springs is 83. 82 in pottstown, quakertown, 81 in doylestown. 81 in woodbine.

dry air up and down the east coast, weak front approaching from the west, and this is not so weak. low pressure center developing tomorrow, coast, very warm ocean hour out there could develop into a tropical or sub tropical storm over the next several days. it's not going to affect us over the weekend, that's for sure, and then next week we'll have to see about that in a minute. now the first run looks like it may be coming through late saturday night, if there's any shower this weekend, late saturday night, perhaps sunday morning, then we start to dry out from the northwest just in time for the eagles to play in the afternoon. it should be nice and comfortable. pretty good football weather, little bit on the breezier side. 77 degrees at kickoff. then, of course, cooling off a little bit later. this is one of our computer models as we go into next week. we're dry, but there's that storm down to the south. whether it develops into a tropical thing or not, it's something to watch. this model takes that low out to

sea and then back a little bit. that rain is not that far away. then that one moves out and another one develops down to the south as we go into later next week, so we may have to be monitoring two separate storms and see how close that moisture comes to us. the wind at the very least should be coming in off the ocean, helping to keep it cool. the question is about the precipitation. mostly clear, some patchy fog late, 64 for the low in philadelphia, 54 north and west. during the day tomorrow, lot of sunshine, more humid, so it will be warm, but it will be stickier here in the day, and again, any showers perhaps early sunday morning, then cooler sunday, and definitely cool all of next week. chance of some of that rain spitting up here early next week. well, delaware county mom is
