area from 20th street to near city hall. and a live look again from on top of the mellon bank building. today we learned more about the communications center. lauren mayk joining us live along the parkway. what's top law enforcement tell you today? >> reporter: well, they tell me that they are ready. you know, these new security plans, these all kick in in one week, and it is pretty amazing how many agencies are involved in the planning for this huge event here in philadelphia. i even saw fema today. they were all at this big multiagency communications center and i got a peek inside. from inside here you can see outside. cameras along the parkway, some just recently added for the pope's visit will give law enforcement eyes on the street. the map on this wall shows security zones where you'll need a ticket or have to go through

magnotometers. >> this is for if it's backed up. let's move the people. >> reporter: the nonclassified information not just to keep you safe, but to keep up to date on traffic issues, even water main breaks, will flow through this room. homeland security secretary jeh johnson making a stop here one week before the pope arrived. today he had a clear message. >> we know of no specific credible threat directed at the pope's visit here to this city. >> reporter: the secretary said authorities worked to strike a balance between papal security and access. >> struck by the areas that will not be closed off that will continue to be open access for large segments of the public. >> reporter: we asked how people in those areas will stay safe. there is philadelphia police, not secret service, with the primary responsibility. how do you approach security in the areas where people are not going through metal detectors? >> well, we have got plain clothed officers mingled around

the crowd, we have video feeds to kind of monitor what's going on, and you all can help us by reminding people if you see something, say something. >> reporter: we talked about those metal detectors, well, i asked the secret service today how long should folks expect to wait to get through those. they don't have a specific estimate for you, but they did give us some advice and that is not to wait until the last minute, because they tell me if everyone shows up all at one time, it could take two to three hours to get everyone in. live in center city, i'm lauren mayk, nbc 10 news. >> you can also expect lines for these porta potties now up along the parkway. there will be about 3,000 of them set up. we're told the toilets will be cleaned several times a day. cost about $1.2 million for the porta potties. this weekend is the time to move car out of center city. towing begins sunday at 6:00 p.m. around the ben franklin

parkway. the no parking signs already up. monday morning people living north and south of the parkway, you have to move your cars off the streets, as well. near the independence mall you have until tuesday to move your car. final area roads designated as restricted access roads cars will be towed starting wednesday. philly parking authority will offer up spots for the entire weekend starting on thursday. free parking at the navy yard hospital lot, by the way. the nbc 10 news app is your official guide to answer all pope related questions, wherever you are on our free app. a man shot by police in dover will face gun charges despite officers never seeing him with a gun. today a court commissioner refused to drop the gun charges against terrence fletcher. someone called police last month claiming a man had a gun. officers shot fletcher in the thigh and a detective --

fletcher's attorney says there is no evidence police ever saw his client with a gun, despite a weapon found near the scene. call for help from some four legged friends. the city of wilmington asked new castle county mounted patrols to show there is a safe environment. earlier this week a good samaritan was killed in rodney square. delaware bureau reporter tim furlong joins us live with more tonight. tim? >> reporter: good evening. to be clear, the four legged friends have four big legs, they are clydesdale horses. some people just like to hang out here, but the murder of a man who died right here saving a mom and her baby was the wake-up call that something needs to change here in rodney. >> times square, love park, daly plaza. >> all places in america where the homeless and troubled congregate. rodney square is no different. the man who kwaured cottingham

had drug and mental health issues. this was the final straw to ask for help from the county police. the help arrived today in the form of clydesdales. >> it's a visible presence. >> reporter: mounted police officers will be here in rodney square and other parts of wilmington to make people feel safer, some say it does, but some don't believe it will last. >> this is where they should be at 24/7, all day long. >> reporter: when the city calls, he happily answers and responds. violent crime is a black eye on the city. companies like the dupont spinoff in this city might leave. the mayor tells me rodney square definitely needs to be fixed. >> yeah, i'm frustrated and concerned i don't want to look like the billy goat gruff, but i have to do something because i can't lose my business base. >> reporter: speaking of that business base, the dumont spinoff in the dupont building, the city would really feel if it they moved and they are already thinking about it.

by the way, the horses we showed you left about 3:00, people here say that is not good enough. if you want to keep this place safe, you need to have extra police presence here all day long and late into the night. live in rodney square in wilmington, tim furlong, nbc 10 news. >> thanks, tim. we have new information right now at a stabbing inside a snack food truck in southwest philadelphia. police are telling us one worker is now under arrest after stabbing a coworker. this happened as the two pulled into the warehouse around 4:00 this afternoon. the victim's already out of the hospital at this hour. new at 6:00, did a fortune teller see it coming? yesterday police arrested her in chester county. the victim saw her for almost an entire year in 2014 and paid more than $24,000. siganoff gave spiritual readings, meditation services, and other life promises but each time the price would go up. investigators looked into her and took her into custody. she's charged with theft by deception and fortune telling.

nearly 80 crimes in a little more than 40 days. one south jersey suburban community seeing a recent spike in burglaries and two of the crooks are caught on surveillance video. those two crooks right here. this is the video taken by a home owner who took this video to police. on tuesday night the men used flashlights to check for unlocked cars and men casually took their time stealing $1,000 concrete saw. the majority of the crimes have unfolded in neighborhoods west of the black horse pike. police say it's not a ring, but there may be multiple suspects. in all, 51 car burglaries, 19 sheds, and six homes have been burglarized. >> pulling the cars in the driveway to keep them off the street. >> we always seek the public's assistance in working with us. they are certainly the eyes and ears in the community. we can't be everywhere at once. >> police did make two arrests recently that led them to handfuls of stolen items. you're looking at some of it right here. now to reunite the rightful

owners with laptops, phones, gps devices, and jewelry, that's their task. sold again, today stockton university revealed bart blatstein's company bought the property for $22 million. the university bought the closed casino for $18 million last december to turn it into a satellite campus but legal restrictions created problems. it's not known what blatstein plans to do with the building. the deal is set to close in november. today the senate passed a short-term budget bill, but it doesn't stand a chance. we're talking about here in pennsylvania. governor tom wolf already said if it passes he plans to veto it. still no end in sight. pennsylvania now on its 80th day without a budget. a jewelry store robbed and an employee tied up. the surveillance video released today is from monday's heist at the h and y royal jewelers in south philadelphia. you can see one of the guys adjusting his fake tattoo sleeve on his arm. the two thieves took jewelry

from the shelves and a safe and took off. a health alert for high school students in gloucester county tonight. there's one confirmed case of whooping cough and a suspected second case, both students go to clearview high school. whooping cough is also called per tussis. it's a respiratory disease. teachers in new jersey can take the next step in their careers without leaving the classroom. the ability to earn teacher leader status. that designation is for teachers who complete grad programs and  spend at least five years as a teacher. they'll also have to serve as mentors and bring research to their schools. will it come with a pay raise? that's up to each district and the teachers unions. new at 6:00, a win-win situation for lehigh university and the national museum of industrial history. the two sides agreed to split $5.5 million from a trust fund set up almost 30 years ago.

this is nbc 10 news. >> a mystery washes ashore along the jersey shore. an american flag dating back to world war ii is found in a pile of trash. that flag was found on an island back in june. there are names attached to it. jersey shore bureau reporter ted greenberg looks into the mystery. >> reporter: they normally find trash and debris, but they

immediately knew this memorial photo and the colors of our country needed to be saved. >> we felt it was the right thing to do to get it back to the family members. >> reporter: new jersey department of environmental protection deputy commissioner david glass and a colleague found the american flag, pvc pole, and laminated tribute sign lying on the sand in june. >> it was a mystery to us. >> reporter: while cleaning up an island off seaside heights during the annual barnegat bay blitz. >> we've been trying to find the owners of the flag with no luck. >> reporter: it's quite possible the items washed up on the island. the memorial names a pair of world war ii veterans, charles novara and jay waltman and appears to show a medal presentation. >> they are the last great generation. there's very few of them left. >> reporter: the d.e.p. reached out to military veterans affairs and local vfw halls, but so far nobody has been able to connect these with anyone at the jersey

shore. >> this is an area that's a little bit transient, so if it's somebody nearby, could be somebody here for the summers. >> reporter: officials have learned novara was buried in new york, but have no other clues. >> we're hoping somebody will see the story, recognize the flag and photo and reach out to us so we can return it to its proper owners. >> reporter: the flag's relatively unweathered condition makes them believe it was planted in the last year or so. for now it remains properly folded, ready for a reunion. now to a story only on nbc 10. a north philadelphia man's scooter swiped from in front of his home. this is surveillance video from north philadelphia. two men come up with one serving as a lookout while holding an infant. a second camera shows the pair as they make off with the scooter and a baby bouncing in one of the men's laps. >> crime with a baby, that's,

like, absolutely ridiculous. like, oh my goodness. he's watching, he's standing in the street with the baby, talking to the criminal, i'm all like -- then to hold the baby like that and hop on a bicycle? >> reporter: all he has left is the chain and lock he used to secure his scooter in front of his house. anyone who recognizes the men or baby is asked to call police. the new flagship wawa store opened today right in the heart of center city. philadelphia leaders, orchestra members, even eagles cheerleaders coming out for the celebration today. wawa opened two months ahead of schedule. the philadelphia favorite also plans to give back during the pope's visit with donations the francis fund to fight hunger. now your nbc 10 first alert weather with chief meteorologist glenn "hurricane" schwartz. >> we've had a week of weather that would kind of remind some people about san diego. that's what the weather's

normally like there, and one more day of that. warm, not very humid, sunshine, tomorrow. eagles game day forecast, not going to be as warm. and we're watching the tropics, not that far off the east coast, either, as you'll see in just a minute. there it is, lots of sunshine once again today. 82 degrees, two degrees cooler than it was this time yesterday, but still way above average for this time of year. we're in the low 80s, dropped to 79 in wilmington, 77 in millville, 76 in atlantic city. we have a sea breeze during the afternoon and we got into the 80s once again. 84 degrees today, 86 tomorrow, and then down to 78 on sunday, which is just average for this time of year. even warmer to the west, it was in the 90s in st. louis a little while ago. now 89, but across the cold

front, only 61 in des moines, iowa, so that front is headed this way, cooler weather headed this way. not much in the way of moisture with that front. just a few showers on the northern edge there. a lot of moisture, though, off the southeast coast. low pressure center developing there, could become tropical or sub tropical, and something we're going it have to watch next week, not this weekend. the future cast shows the front comes through during the weekend, we could see a shower or two early sunday morning, late saturday night, but the general trend is going to be for drying to come in and that's just in time for the eagles to play. not only will the temperature be down, but the humidity will be down, too. it's going to be real comfortable, pretty good football weather. 77 degrees at kickoff with a little bit of a breeze. nothing too extreme. much more of a breeze down south here as this low pressure develops off the southeast coast. now that is going to get reasonably close as we go into

next week, so there is a chance of some rain coming in with this low pressure center, just one computer model. european one, as we look at it live. that moves away, then another one develops. that's thursday, and into friday, so as we talk about the papal weekend, we're going to be looking out in the atlantic as opposed to back to the west to see what might be coming our way. mostly clear, patchy fog late tonight. 64 for the low in philadelphia, 54 in some of the suburbs. very similar to what it's been, but tomorrow's going to be more humid. you don't notice that difference, mid to upper 80s, don't expect any rain during the day, then on sunday, we're generally drying out, cooling down a little bit. nice and comfortable, but a lot of clouds next week. winds coming in off the ocean, temperatures down a bit. chance of some rain depending on what happens to those coastal systems through much of next week. a delaware county mom took

matters into her own hands after her son in college didn't call home for almost a month. ann pinto mccarney posted a video on her son's facebook page and it quickly went viral, she hoped her facebook friends would find the video funny by making light of an emotional moment. fortunately she got the information she'd been wanting about her son. >> well, he's alive. so that's good. we do text him, so we do hear from him when we text him, and he's adjusted beautifully. >> liam is just starting his freshman year in college. today his mom went to pick him up and bring him home for the weekend, so they had a two-hour drive to talk. what she was saying was, remember me, i'm your mom, i gave birth to you. it's the new way to say please call home. >> got to give mom her dues. danny pommells from comcast sportsnet with you.
