right now at 11:00, move it or lose it. the warning signs are up. cars will be toed towed starting this weekend to clear the path for the pope's visit in eight days. good evening, i am jim rosen field. a new estimate is painting a clearer picture of what the ben franklin park way may look like for the pope's public mass. the city expects more than a million people to attend. according to the new estimate, only about a quarter of them will make it on to the parkway. take a look. the secret service says it's been told by the city about 80,000 people in the ticketed area here from this area to 20th street will fit right here. those tickets were distributed mostly through local parishes

and on-line lottery. the estimate shows about 150,000 to 200,000 people will fit from 20th street to city hall within the secure perimeter. anybody else will stand outside the perimeter and watch on jumbo tv screens. a live look at the ben franklin park way where new traffic restrictions go into effect in just a few hours. randy gyllenhaal is live with more of what you need to know for the morning. >> randy? >> reporter: the traffic closures and parking bans set to get under way on the ben franklin park way. all of the lanes will close in less than seven hours for the whole week. if you usually park anywhere near here or independence hall, you better pay attention or else your car might get towed. outside this apartment near the ben franklin park way, residents usually pull into open spots on the street. but come monday morning, those cars will be taken on a flatbed.

>> shawna gutman plans to find street parking somewhere else away from the secure zone. >> you have to find parallel parking somewhere way down the road. it's a headache. >> reporter: and near independence hall, same story. cars will be towed come tuesday night. the gottlieb family says they'll just take theirs out of town. >> sure. >> it may be cliche, but it's going to be 2 million people here. >> reporter: if you fail to meet the deadlines, it will cost you some 250 bucks. police say it's a safety issue to protect the pope. >> it is necessary to remove all weeks from that area. >> reporter: but there are some ways you can ease the pain. the city is offering up some of its many surface lots and parking garages. this one in south philly will have plenty of space. it will be completely free. some of the other lots cost about $20. but the advice is, you should reserve one of these spots early. >> this is a permit.

we have traffic maps, road closures and public transit information. other news now. luck ran out for a fortune teller. police arrested and charged her with theft by deception. investigators accuse her of taking advantage of a woman to the tune of $24,000. drew smith reports from chester county. >> reporter: the flags said open but this woman who goes by samantha did not answer at this psychic business. >> sad to hear someone would take advantage of someone like that. >> reporter: we explained to customers what we found in court documents. it tells the story of a woman dealing with health problems and going through a divorce. the woman met the self-proclaimed spiritual adviser at a nail salon. >> she's a regular client. she's really upset and sad one time. she cried. >> reporter: the owner of a spa business did not want to show her face but she's not surprised that the woman is in trouble

with police over money. >> the court documents say they paid thousands of dollars for dress. it was the psychic's own son getting married. she paid $1,000 for prayer candles. it wrapped up to $24,000. but victim claims to never have seen the things she paid for. people tell us the psychic lived a comfortable life. >> expensive cars. different people sitting in the car waiting. shady to me. >> reporter: she claimed to be able to cure the victim's medical problems with meditation. when the victim said her condition did not improve, she claims the woman hounded her for money. there is a pennsylvania state law against certain types of fortune telling for profit. though they admit it's rarely enforced. if you think you were a victim, police want to hear from you. i'm drew smith, nbc 10 news. new at 11:00, an arrest

after a double shooting in south philadelphia tonight. nbc 10 at 27th and snyder shortly after 9:00 tonight. 19-year-old woman is in critical condition right now and april 16-year-old boy is stable. investigators haven't said what led to the shooting. a developing story in arizona. within the past hour, police announced an arrest in connection with the string of freeway shootings in the phoenix area. those shootings have kept drivers on edge for weeks. authorities say the suspect was taken into custody at a walmart outside phoenix. but they aren't releasing much else in the way of information. since late august, 11 vehicles have been targeted. only one person hurt. most of the shootings occurred on a major interstate through phoenix. back here in the lehigh valley, a tenth grader facing drug charges. he was busted at bethlehem. a teacher escorted the 17-year-old back to school after spotting him at a doughnut shop off campus yesterday. a search of the teen turned up

$2800 of heroin and 43 bags of cocaine. in delaware, large four-legged friends are showing a show of safety in wilmington. the city asked for reinforce ams from newcastle county mounted patrols because of growing concern in that community. earlier this week a good samaritan was killed there protecting a woman and her child. now the clydesdales are patrolling the area. new video right here from the poconos. that's an rv being devoured by flames. happened this afternoon in mt. pocono. the two people inside made it out by this point. now you'll watch as the burning rv starts rolling. hits other cars and heads towards the camera before the person recording gets out of the way. no one was seriously hurt. with that right there, the scaring can begin. the gates swinging open at the

biking away from a scooter heist in north philadelphia. the guy who owns the scooter had a home security camera that recorded two thieves stealing his ride to work on thursday. he says what's disturbing about the crime is that it involves a baby. montgomery county showing off a new tool to keep an eye over pope francis. it's a froen. the bomb squad unveiled it today. it can go places the bomb squad robots cannot. the money came from cash seized from criminals. it cost $10,000. are you ready for yu flu shot? this year's version has been tweaked to be much more effective. health officials will distribute 171 million doses of flu vaccine this year. about 40 million of those doses are already shipped out to doctors and drug stores. there's no way to tell when the flu will peak, although it usually happens between december

high pressure keeping us dry and keeping our weather pattern quiet like we've seen all week long. we're going to see changes mostly the second half of the weekend. we have a cold front to the west. rain associated with this through chicago. but the rain isn't really going to make it here. it's going to die out before the cold front moves through. the cool front will make it here. we'll see the cooler changes by sunday in time for the eagles game. warm temperatures continue going into your saturday. we stay mostly sunny as we go through the afternoon. humidity will be a little higher, though. then we go into sunday. there's the cold front moving through. like i mentioned, really no rain with it. wouldn't be surprised if there were a couple sprinkles. you'll mostly notice the clouds and it will get cooler and breezy through the afternoon on sunday. so if you are tailgating for the eagles game this sunday, it's going to be cool, a little breezy. you'll see clouds around. 73 degrees. by kickoff, 77 degrees. mostly cloudy.
