road closures and traffic, but first, details on a security threat just days ahead of the pope's visit to philly. this threat is not specific to the pope's visit, it is a warning to all first responders to watch out for anyone impersonating police officers, firefighters, or ems crews. >> officers in today's era are trained not to look at a uniform or a badge and be fooled and think that person is a bona fide law enforcement agent, but that's not true. >> today's memo also referenced an incident from last year in which a 19-year-old chechen suicide bomber dressed as a police officer before detonating an explosive. police say if you suspect someone impersonating a cop, firefighter, or emt, call your local police department. well, the second phase of the no parking zone went into effect near the parkway this morning. anyone parked in the areas on a map we want to show you in yo yellow have to move their cars.

more than 100 vehicles have already been towed. nbc 10's doug shimell live in fairmount. people in the neighborhood are already seeing changes. >> reporter: exactly. 67 cars towed yesterday, 57 cars towed today and fairmount is quickly becoming a neighborhood with signs everywhere. a police motorcycle escort practiced entry and exit routes through fairmount. just as neighbors were waking up to tow trucks. >> they were towing everything they could find. >> reporter: steve lives near 20th and brand jiwine and said the city never put up no parking signs on their block. >> secret service told us this street was okay. ppa was confused about it, but the city map shows we're okay. >> reporter: until they started towing the cars. >> sometimes people don't react until after you see a tow truck. >> reporter: the no parking maps spell it out pretty clearly. >> there's really not a gray

area. we're clear about what it is. some people have removed or vandalized the signs after they've been posted. >> everyone cleared out that wasn't supposed to be there. >> reporter: josh roberts says most on the block bought placards that let them stay till thursday and give them a space in a garage after that and the no parking signs did not go up on his block. >> the police sergeant said, look, i see this block isn't signed with the no parking signs, so i'm not going to ticket the cars, i'm not going to charge for the tow. >> reporter: by late afternoon a parking authority employee was putting up no parking signs where there had been known at 20th and brandywine. and a lot of the cars are gone. the ones still here have the resident placards, but if you're towed it's a $76 ticket plus $175 tow charge. and in order to get your car out, you have to call the parking authority snow line, the same number you'd call if you were towed during a snow emergency. live in fairmount, doug shimell,

nbc 10 news. >> traffic troubles at the start of this busy week. let's check in with jessica boyington. how's traffic being affected by the pope closures? >> we have traffic around the area of the road closures because of the ben franklin parkway and with the extra added cars not being allowed to park in usual spots. they are pretty much fanning out in either direction. again, no parking zones in the yellow in here and turquoise will start tomorrow at about 6:00 p.m. we also have additional no parking streets that will be added by wednesday at 9:00 a.m. again, 888-591-3636 is the number to call if you or someone you know gets towed. as for kelly drive, that is closed eastbound between fairmount avenue until tuesday. also another closure till tuesday, the ben franklin parkway. we know this is here between art museum circle and low gan circle. with the no parking around the areas, between 12th and 25th, but our majors are still doing

counters, signs of the pope's visit are popping up everywhere. thousands of people excited to be here or about to be here. >> looking forward to participating in a very joyous event. it's going to be very special. >> reporter: at vatican splendors exhibit is already a favorite. >> the exhibit was wonderful. it was inspiring, and as i wrote in our comments, it shows the link between phase and art. >> reporter: their eternal rome video is worth a trip. also the pop-up shop, you want a souvenir, they have you covered. mugs, dolls, t-shirts, and the seemingly everywhere pope francis cutout. leslie was excited to get a pic with him, even more excited to see the real pope in person. there will be some hassles, but so many people tell me they believe years from now they would look back and regret not trying to be part of the

around, or standing at kiosks to make the upcoming event as seamless as possible for people from out of town. they'll be there through next monday. big crowds, they are not for everyone, so a lot of people in the philadelphia area have decided to head to the jersey shore for the papal visit. business owners there in beach haven hoping to get a late season boost from those who will stay in their beach homes instead of dealing with traffic headaches around the city. some shops are adjusting hours to accommodate a surge in customers. >> we're peaking up the staff a bit, still bringing in some merchandise. it's not over here. we're hoping to get some crowds this weekend. >> some businesses even offering deals to lure people away from philadelphia. ocean city is taking 20% off its regular rate. as for the pope, an action packed day for him in cuba. right now he is in santiago. ♪

this morning pope francis held massachuset mass in revolution plaza in holguin. the pope traveled through the crowd in his pope mobile before conducting mass. here's a look at the pope's schedule for the rest of the week. tomorrow afternoon the pontiff arrives at andrews air force base, where the president and first lady will greet him. then he'll attend a joint session of congress on wednesday. on thursday he travels to new york city. pope francis will address the united nations on friday, before arriving in philadelphia saturday morning. and count on nbc 10 for your coverage of the pope's visit to the u.s. rosemary connors and matt will report from washington, d.c. starting tomorrow. then cydney long and katie zachary from new york on thursday. to our weather now, we're just two days away from the official start of fall and you can already feel it in the air. here's a live look at boathouse

row, where you will definitely need a light jacket out there tonight. let's check in with meteorologist sheena parveen. sheena, we all want to know hw j long this cooler weather is going to stick around. >> tonight, early tomorrow morning, and tomorrow afternoon and tomorrow night. it's going to continue for a little while now, especially through the overnight hours this week. here's a live look outside right now, the schuylkill river near the art museum, overcast skies. this is what we've been dealing with through the afternoon hours. 67 degrees right now in philadelphia, so we're 11 degrees cooler than we were yesterday at this time. we did get into the low 70s today, but temperatures are quickly dropping. very light rain showers mostly through burlington and mercer counties, also through parts of bucks county. some very light showers, as well, but as we go through the rest of this evening, still a chance for a light shower around 7:00 p.m. for philadelphia, the poconos, all the way to the shore, but by 9:00 p.m. around 63 degrees in philadelphia, around 50 degrees for the poconos, and for areas along the shore and the delaware beaches

already in the low 60s. another cool night tonight. how cool it will be by tomorrow morning and the midweek warmup, as well as the forecast for the papal visit straight ahead. the pennsylvania supreme court is temporarily suspending kathleen kane's law license. it could trigger a senate vote to remove her from office. state constitution requires the attorney general to be a licensed lawyer, but the court says its order does not remove kane from office. >> can't make legal decisions but she can continue making administrative decisions. >> if she's allowed to continue as the attorney general, it would seem as though her staff is more qualified to practice law than she is. >> zellis says today's actions may be helpful for kane's legal defense as she's claiming to be victimized by powerful political foes. kane is charged with leaking secret grand jury information

and allegedly lying about it under oath. kathleen kane released a statement that reads in part, "i'm disappointed by the action taken by the supreme court today. i continue to maintain my innocence and plan to keep fighting to clear my name while serving out the rest of my term in office." new at 6:00, philadelphia homicide detectives are questioning several witnesses about a deadly shooting this afternoon. police say at least 21 shots were fired around 4:00 along north 17th street. the victim a 21-year-old man was pronounced dead at einstein hospital. witnesses say the shooter and victim had been arguing before the shooting. so far no one is under arrest. new information in a deadly shooting last night in philadelphia philadelphia's summerdale section. at least three people shot, they are in the hospital, all wearing jackets with a logo of a motorcycle club named wheels of

you're looking at a new tool that takes police ticketing into the 21st century. one montgomery county community has started issuing e-tickets instead of the paper ones you're used to. the goal is to make traffic stops faster and easier as deanna durante reports, it's something that's set to expand to the entire state of pennsylvania. >> we have an overview of the county. >> reporter: it's the newest tool for police. >> i'm not typing anything. >> reporter: it's called track, and police say it will drastically cut the time they need to spend on dangerous roads, because it scans everything and immediately prints a ticket in a patrol car. >> as soon as the officer's done entering the information into the system, the ticket is immediately printed out and the hard copy is handed to the driver. >> reporter: lost tickets or a driver saying they never got one. >> immediately, that information is transmitted to the district

courts. >> how are you doing, ma'am? >> reporter: the system can scan a driver's license and a pennsylvania registration card and display a driver's picture on the police screen. and say a driver gets a warning for not having their inspection updated, the system will prompt the police officer to go back and check and make sure it's been updated. if not, that driver gets a citation. >> lets the information go directly to the court and into the place records system so we have that information automatically on file and don't have to worry about duplication errors either on the police officers part or record keeping part. >> reporter: cutting down on human errors, pennsylvania state police already use a system that combines resources of local, county, and state databases and all local departments will be required to use the system in the near future. deanna durante, nbc 10 news. new at 6:00, we're learning a program monitoring penn state's athletic program is ending early, this december, instead of 2017 because the

university made sufficient progress. the oversight began in 2012 after football coach jerry sandusky was convicted of sexually abusing ten boys. sandusky is appealing his conviction. a newport man is behind bars this evening after police say some university of delaware students took action during a home break-in. they held him in their home until police got there. and john mccormick has been charged now with burglary and theft. police say he entered a home through an unlocked door yesterday morning and began gathering items to steal, but one of the victims woke up and got his roommates to help detain him. now, your nbc 10 first alert weather with meteorologist sheena parveen. >> well, definitely feels like fall to start the week and tonight it will once again. overcast skies outside, the fall chill will continue overnight tonight. tomorrow morning, and tomorrow afternoon. we do warm up, though, as we go towards the middle of the week wednesday and thursday afternoon looking like the warmest days

out of the week, then a little bit of a cool down as we go into this weekend for the papal visit. so i'll show you the forecast in just a second. mid 6 os now through alndtown, pottstown, westchester. 64 in glassboro. 68 wilmington, 67 in dover and millville. definitely feels like fall right now. we didn't warm up too much today, just the low 70s, then a few light showers moved through, helping to keep temperatures down, too, in some areas. right now we're mostly seeing showers right around trenton and mercer county blanketing mercer county. light rain, though. p pemberton, 295, also through parts of bucks county. more moisture around washington could try to move in through the rest of the evening, so still a chance for a light shower, but our northeast wind is going to keep us cool. so this will be keeping us cool as we go through the overnight hours tonight and even tomorrow afternoon. the clouds are going to hang on, too. future weather showing the

clouds kind of locked into place tomorrow afternoon, so mostly cloudy day. temperatures the mid to low 70s. clouds clear out for your wednesday. more sunshine, warmer, too, same thing pretty much as we go into thursday. for tonight, though, we will be cool again. if you thought last night and this morning were chilly, you're probably going to need it again tomorrow morning. lows will be bottoming out around 52 degrees for allentown, 52 in reading. 56 doylestown, 57 for trenton and norristown. around philadelphia, lows around the upper 50s. 58 for chester, westchester and glassboro. closer to the shores, around 62 degrees, 57 for vineland, 59 degrees for dover. tomorrow still cool through the afternoon, only climbing to 72 to 75 degrees, staying mostly cloudy through the day but without the rain chance that we had this afternoon. don't expect that tomorrow, but as we go into wednesday, expect more sunshine. upper 70s. that is the first official day of fall, upper 70s thursday.

>> obviously, doesn't get any worse than that on offense. it's the worst rushing attack i think i've been a part of here. >> i got to do better on the ball. i'm the first one to look in the mirror and say i got to get better. i think individually we got to all get better. >> most situations i don't put the blame on the running back because there was too much penetration for those guys, but there was a few times there was some things blocked up and we could have did it better, but by and large we didn't block it very well. >> yeah, the birds were stunned by the cowboys. look at chip kelly, he has now lost 5 of his last 6 games. the offense has started slow again. safety malcolm jenkins told us on eagles game day final he's not surprised by the slow starts. >> personally, playing this offense as an opponent and being able to watch it every day, it's one of those offenses i think is going to start slow. people in the league are starting to get a better feel for the tempo, the pace and the
