on the vine street expressway starting tomorrow. you'll need to pass through metal detectors to get around. this as philadelphia police deal with new security concerns. >> northbounds 10 has learned philadelphia police sent out a bulletin warning of the stolen equipment as nbc news previously reported. police departments nationwide are on alert. the possibility that terrorists could impersonate officers. nbc 10's keith jones is here with a story you'll see first on 10. keith. >> jim, place say in one case a uniform was stolen, and that's been the biggest security threat when pope francis expected this weekend. >> on the road or on their feet. department issued gun, ammo, mace, handcuffs, and a bulletproof vest. the police now tell us who officers don't. they were stolen last week from

their personal vehicles. >> his wrun form was stole by an his car. internal affairs is also investigating. >> that's something that, again, our department is working through, and, you know, hopefully we will be able to track down the items that were stolen. >> that's their immediate concern, he says. especially with the pope here this weekend. he insists there is no credible threat of a possible police impersonator. >> they have to have identification, thinks police-issued id, as well as their state id. again, that's something that we have more one way to reference in terms of who a police officer is. >> police wouldn't tell us where these steps happened. right now there are no suspects, no persons of interest. they're counting on surveillance video for clues. keith jones, nbc 10 news. >> all right, keith. now to another sign of tight papal security. live over i-676. the road is open, but several

exits have closed and will remain closed through the weekend. . 23rd street, ben franklin parkway. also the exit at broad street and the one at eighth street also closed tonight. the secured vehicle perimeter that's inside center city traffic box is officially in effect now to avoid getting towed you have to move your car into center city garages or out of the area. and several stations are now closed. this video comes to us from city hall where the broad street line closed about an hour ago. so did suburban station on the regional rail line. the fifth and 15th street stops on the market franklin line and the trolley stop. and there are even bigger security changes coming tomorrow and they will affect you even if you are on foot. nbc 10's lauren may has a closer look. >> let me take you through the day hour by hour and show you what to look out for. let's start at 6:00 a.m. 6:00 a.m. tomorrow is when the

secure perimeter goes into place. starting at 6:00 a.m. you're going to have to go through metal detectors from the area from 20th street east to 12th street. now, starting at 8:00 a.m., well, that's when authorized vehicles only will be allowed on certain streets. that includes fairmount from kelly drive to broad street. at 6:00 p.m. that is when the traffic box begins. that's this green box that you see here. you are going to be able to drive around inside that box, but if you leave, you can't come back in, and at 8:00 p.m. this traffic box expands to university city. now, at 10:00 p.m. there are some big traffic closures around center city. let's start with of 76, the vine street expressway. jim mentioned exits on 676. the road itself will be shut down in both directions tomorrow evening between i-76 and i-95. now, to i-76 the expressway. at 10:00 p.m. tomorrow it will

have both east and west portions closed. eastbound from blue route to i-95 and westbound from i-95 to u.s. route one. now, to interstate 95, now, some exits you won't be able to use include i-676, washington avenue, and broad street. again, this is all happening at 10:00 p.m. also, if you take the ben franklin bridge, you will have to find another way. no cars will be allowed. only pedestrians. i'm lauren mayk. back to you. >> francis, of course, is known as the people's pope. that nickname seemed appropriate as he greeted crowds during his arrival in new york city this evening. he even held up a toy in his likeness right there. nbc 10's chris is in new york tonight. >> reporter: people who lean new york's fifth avenue exploded in cheers, taking picture and voted of the pope making his way to st. patrick's cathedral riding the last few blocks in the

congress. he urged lawmakers to improve the lives of the less fortunate. the first pontiff ever to speak before congress. the pope has another full day scheduled for friday. he starts with his speech at the u.n.'s general assembly and then makes visits to the 9/11 memorial, a school at harlem's central park and then finishes with a mass at madison square garden. in new york, chris pollone, nbc 10 news. and the nbc 10 app has everything you need to get ready for the papal visit here in philadelphia. you'll see a full list of road closures and all those traffic changes and you'll see a list of what you are not allowed to bring if you are going to see the pope on the parkway. the family of a will amongton man says police did not have to open fire. that's video of police shooting and killing a man in a wheelchair yesterday. we first told you about the shooting last night on nbc 10 news at 11:00. we're going to show you a portion of the video, but want to warn you, it is graphic.

the chief says he stands by his officers tonight. nbc 10's mitch blocker sat down with the police chief today. >> reporter: this video shows one view of what happened as wilmington police responded a call for a self-inflicted gunshot wound. >> he was trying to shoot himself. he was up there. >> reporter: sean told us he saw what happened before the video started rolling. >> i think he might have shot himself probably, like, once or twice, but he shot about three other shots in the air. >> reporter: the video picks up after officers arrive. >> show me your hands. drop the gun. >> reporter: what it does show is graphic. we have blurred the suspect and freezed the video to be sensitive to his family, but you'll hear what happens. >> we want answers just like you want answers. >> reporter: in a late afternoon press conference mayor dennis williams says the officers involved are on leave. that was before he was bumped off stage by a grieving mother. >> i need answers. >> reporter: police chief bob

where i cummings tried to provide some somewhere. >> there were several shots fired prior to us getting there. >> is there any other video of this incident? >> not that i'm aware of. >> reporter: family says the man in the wheelchair is jeremy mcdowell. >> a memorial is already up, kablgdzs burning, as are questions about the deadly use of police force. >> why they couldn't take him out of the wheelchair? why you didn't use rubber bullets to get him out of the wheelchair? >> why did you have to use deadly force in this situation? >> the officers perceived what was a threat and responded to it. >> reporter: i'm mitch blocker, nbc 10 news. police say they did recover a .38 caliber weapon. this is the second police-involved shooting in wilmington this year. new at 11:00 from camden county audubon police fire at least one shot outside a home. that home on utic avenue. sky force 10 was over the scene around 5:00 this evening. investigators say two officers were outside the home, and one

of the officers' guns was fired. no one was hurt here. authorities aren't releasing any other information about this incident. take a look at the aftermath here. the deadly crash between a charter bus and a duck boat. tonight investigators are trying to figure out what happened. four people were killed when those vehicles collided head on this afternoon. dozens of others are hurt, including 12 of them critically. the bus was full of international students. duck boats can travel on both land and water. their safety has come into question before. in fact, two hungarian tourists were killed in an accident involving a duck boat in philadelphia five years ago. a barge rammed the boat in the delaware river. nearly 40 other people on the boat were tossed into the water. the ducks did not operate tours in philadelphia for eight months after that accident. this past may a duck boat hit and killed a woman in text technical as she whossed the street in china town. police said she was looking at an electronic device and walking against the red light. no charges were filed. tonight the lawyer for the

victims' family is renewing his call for a moratorium on duck boats. he also represented the families of the victims in the deadly accident five years ago. he issued a statement that reads, in part, they are dangerous because they have limited visibility, significant blind spots, and are unwieldy because they're a boat and are not required to comply with federal vehicle crash worthiness standards." the president of the boat company called the fatal accident devastating. homo sexuality takes the stage at the world meeting of families. the controversial outreach to gay catholics. >> well, we're going to have some problems at the shore, and is there going to be rain for the papal visit? the first alert forecast is coming up. also, a live look at the camden waterfront. why the city will never look the same. we'll be back.

these rhetorics were released today showing plans for a major project with two towers right along the delaware river. they will have offices, stores, as well as places to live. the state of new jersey is giving tax incentives as it has for other recent developments here in hopes of attractive businesses and creating jobs. this is just the latest company to take advantage of tax breaks in a move to camden. the 76ers are building a new practice facility. subaru is building its north american head waters to camden. lockheed martin will bring hundreds of workers to its new laboratories and an energy company called holtec international. last night we told you about another chaotic council meeting. >> and tonight the nbc 10 investigators have learned because correct procedures weren't followed, that meeting is void. council president fred tells us last night's votes including ones to buy new police vehicles

are being thrown out. two councilmembers have been boycotting leaving the borrough unable to hold meetings. the lawyer says parts of the meeting were, many of the, illegal. new fall-out in a scandal involving volkswagen. pennsylvania, delaware with part of a multi-state investigation into the automaker after it admitted to cheating on emissions tests on americans cars. attorneys general from 29 states say they're sending subpoenas to volkswagen. wrerl this month volkswagen came clean about using some secret softwa software. that allowed the german automaker. all right. this now. the world meeting of families. it addressed a controversial issue, homo sexuality in the lite church. that is nbc 10 randy jillen hall reports, not everyone is happy with how organizers handled it. >> i want to thank you for coming. >> reporter: it was the one and

only session to address being gay in the catholic church. hundreds packed a small room to hear from ron, an openly gay catholic man who has decided to remain celibate, abiding by the church's teachings. >> it's one of the biggest points of wlikt between the church and surrounding culture, and it's also a big point of conflict within the church itself. >> reporter: the catholic church welcomes gays and lesbians, but asks they refrain from any sexual relationships. instead, the church recommends a strong loving friendship. >> he wha he has explained is this is through friendship. celibacy is not being condemned for loneliness. >> love and acceptance. >> reporter: at the conference speaker said the church does need to evolve to become more open and less hostile to gay catholics, but tony, the catholic dad to two gay children, says even here he has seen hostility. >> since being here at the congress, i have been told why am i here and that my children

not as strong as it was this afternoon, but we're going to be seeing an east wind for quite a while now. temperatures are in the 60s in some place like mount holly getting down into the 50s already. it's a relatively cool night in some parts of the area. a big contrast from the city to the suburbs. there's the coastal flood advisory from 5:00 p.m. to midnight. cape may county, delaware beaches, much of delaware bay. that persistent east wind plus the time for minor flooding. just high clouds as you can see there. the big action down to the south, and it's staying down to the south. just spinning around down there. everything is moving more east-west, and not coming up the coast. the computer models that have been suggesting that this rain stay to the south seem to be the ones that are winning out here. now, the clouds come up, the rain gets closer. maybe grazes extreme southern delaware. the chances of coming up to the philadelphia area continue to

look pretty small and get even smaller as we see the new data. you can see the clouds up there, but the rain isn't anywhere close, and the storm down to the south, this is the european model that's been consistently felt with this rain. looks like it's going to win out. the clouds are there, though. both days, a lot of clouds around. high temperatures about 75 degrees. right about average for this time of year. low humidity. nice and comfortable. 60 for the low in the city tonight. 54, north and west. mostly clear skies. tomorrow more clouds around than what we saw today. a little more wind, and not quite as warm. we hit 82 degrees today. the average high is 75. we should be in that ballpark over the weekend. best chance of any rain coming up. it gets warm again. tuesday and wednesday back into
