developments from our digital operations center. >> police are searching for the man who may have that gun. the gun went off inside the home. one bullet was fire fd from the front bedroom. three people were hit. an 8-year-old girl shot in the leg and two women grazed by the bullet. police say the man is likely a boyfriend and he took the gun with lihim. they have his name and they are looking for him. sky force 10 about 40 minutes ago a gas leak forcing people out. about 30 to 40 residents are being evacuated but everyone is okay. now to our other big story. we now have a tropical storm and there's plenty of rain on the radar.

what's the timing of tomorrow's rain. sheena has the answers for us. we have heavy rain heading our way mostly later in the day tomorrow. first we'll be dealing with a round of fog and tracking the tropical storm. as you start your day tomorrow you'll notice patchy fog. right around 70 degrees for most of the area. then through the afternoon we have the chance to see showers. still a warm and humid day. temperatures still near 80 degrees. tomorrow night at this time we'll be dealing with very heavy rainfall. we could see localized flash flooding. this is heavy rain. we expect it to last through the overnight hours tomorrow. the other thing we're watching the tropical stormá- joaquin. barely a tropical storm. winds sustained at 40 miles an hour. the track is still pretty much the same as it was earlier

today. it's going to continue mostly to the north. a lot of models are agreeing on this which will put it closer to our area going into the weekend. coming up i'll have the details on what it means for the area and what you can expect as far as rain and wind. that's straight ahead. now to the afterglow of the pope's trip to philadelphia. restaurant owners say the expected crowds did not live up to the hype. >> while they pointed fingers at mayor, despite calling it a success, the mayor pointed fingers at the media. >> i think in some instances you all scared the [ bleep ] out of people with some of the stories. >> nbc 10 reports on businesses that hoped to make a lot more money. >> reporter: no one has really accused the pilgrims of being cheap but the businesses around the faestival grounds say they didn't spend any money. john says he kept hearing the

city talk about unprecedented pope crowds near the london bar and grill. >> stock wise we brought in so much liquor and beer and food wise. we wanted to make sure we made it through the whole weekend. we have plenty left over. >> reporter: she also has plenty left over in the philadelphia. >> we were thinking we were going to get a very nice spillover. we were anticipating nice crowds in the area. we geared up for that. we brought in extra supplies. we brought in extra grocery supplies. >> this was never billed as a huge economic event or the big moneymaker. >> reporter: mayor michael nutter took heat on social media from high profile restauranteers that with weekend was a bust. he said they read too much into it. >> there could be a million to million and a half people here. i don't know the spending habits of pilgrims.

>> reporter: london bar and grill says the liquor won't be bad. >> everybody experiences what they came to experience. they can't come to experience our store. they did come to experience what was going on in the parkway. >> reporter: because the businesses know that a visit of pope is so one of a kind that they only have to write off this kind of loss once. the i'm doug shimell. the city is calling it a success. more than 800,000 people packed the parkway with no major issues. police only had to arrest three people. one person who tried getting a large amount of drugs past security check point. one for dui and another for probation violation. ♪

my entire life. >> the firefighters were stationed on the ground during the papal visits. a shooting that's raised a lot of questions and now a local councilman is calling for fa federal investigation. there's a portion of the deadly shooting that happened last week. we blurred the victim's face and gro frozen the video. you can hear how the shooting unfolded. as you can see he was in a wheelchair when he was shot. police say he had a gun and did not obey orders. the man's family has questioned why police opened fire. a letter was sent to the attorney general that reads the footage from the vid joe more horrific than the footage where where the department of justice has found it necessary to

intervene and investigation. right now the delaware department of justice is investigating the shooting. the chief said believes the four officers acted professionally. they are on leave during the investigation. >> despite some high profile cases the answer to that question is unclear. the fbi is hoping to change that. the director announced the agency will collect and publish more information about police shooting. he hopes this will create a balanced dialogue that dispels rumors and encourages accountability. some new information could sway vice president joe biden's decision whether to run for president. a poll shows if biden jumped in tomorrow, he would be the most popular presidential candidate. 40% of americans have a positive impression of biden.

28% have a negative impression. compare that to hillary clinton's rating which is 39% positive and 47% negative. donald trump has released his plan for lowering taxes but critics say it's too good to be true. he wants to cut taxes across the board. that includes eliminating income tax for people making less than $25,000 a year. he said he would pay for this by eliminating reductions and loop ho holes for the rich. critics say the plan is too expensive and benefit the rich. chris christie is stomping for votes out in iowa. he held a town hall pr people in alden, iowa. russia's president is not ruling out air attacks. that's the first face-to-face meeting in nearly a year with president obama. the two met at the united

tomorrow, mostly tomorrow night we'll be watching heavy rain moving into the area. this is expected to localize flooding for some areas. we also have a tropical storm we'll be watching that one as we get closer to the weekend. right now it's closer to the bahamas. for your morning planner if you're in philadelphia area fog around. poconos mid-60s along the shore. closer to noon around 70 degrees for most of the area. we'll be dealing with stray showers. philadelphia area closer to mid-70s along the shore. closer to 80 degrees with spotty showers. locally on radar we're pretty dry. maybe a few sprinkles. the bulk of the moisture is still down to our south. that will be moving in as we go into late tomorrow night. take a look at future weather. overnight the fog starts to move in. tomorrow most of the day we'll be dry with the exception of a few stray showers.

9:00 tomorrow night heavy rain starts to move in and look what happened by 11:00 p.m. to 1:00 in the morning. we're looking at very heavy rain around the philadelphia area. areas kn areas north and west of that. it's really continues through the overnight hours. good news about wednesday morning most of it really does start to move out for the morning commute. we're left with some scattered showers through the rest of the day wednesday. temperatures much cooler too. look at the rainfall from the rain late tomorrow night. we're looking at upwards of about four inches in some areas. we do expect localized flooding. most of this will be occurring while you're sleeping. now we'll talk about the trop s tropics. we have tropical storm joaquin. it did upgrade from the depression we were tracking today. still on the track up towards our area as we go into the weekend. the next couple days will

meander around. saturday it's looking closer to our area, possibly still as a tropical storm. future weather here as we go through the week. we'll be stuck in rainy, windy pattern with clouds linger. there you see by saturday the tropical storm still down to our south but getting closer with a strong on shore wind. we could have local flooding inland with heavy rain. as we go through the rest of this week because it's only monday we'll be watching this very closely with any updates. the computer models have been pretty consistent about brings this thing up north. no major shift to the east or west. of course we have several days to keep tracking the updates on joaquin. 67 for the low in philadelphia. tomorrow warm and humid, shower, heavy at night. temperatures around the mid to low 80s as we go through the day. another warm, humid day.
