would spread out a bit. the last time we got rain it was almost five inches in one day. now we could get similar amounts of rain, although over a longer period of time. here's citizens bank park about to get into a stretch of some really nasty weather, especially after tonight. we have some showers that moved through the lehigh valley now into the poconos, and you can see it's already very light in allentown and easton, they have some heavy rain earlier. pocono mountains getting some. this is a lot heavier. west of washington, d.c., and so it is likely to affect our western counties much more so than elsewhere, but that tremendous amount of rain there, and what do we expect in new jersey overnight tonight and delaware, we do expect some rain in the philadelphia area. rain plus perhaps a couple thunderstorms north and west. that's where the best chance of the flooding rain is. could get multiple inches in some areas. just overnight tonight, into first thing in the morning, where we could get some more

heavy rain north and west. but the rain will be tapering off in the philadelphia area and just a few showers in new jersey and delaware. that is by morning. and the future weather computers show us how much rain to expect, and you can see some of it coming up from the south, some of it coming up from the west, but those redder colors, that could be as much as four inches of rain or more, and that is just with tonight's rain. that is the first of three potential weather threats. more on the other two coming up with the seven day in a few minutes. >> all right, glenn. be sure to download the nbc 10 news app for the latest weather updates. as an interactive radar and forecast for you, our neighborhood. right now, fiery crash shuts down i-78 in berks county. pennsylvania state police say traffic was temporarily stopped for construction around 1:00 this afternoon. one tractor trailer driver failed to stop and triggered a

crash involving three other tracker trailers. the truck was carrying hazardous materials, but it's not clear if the materials were burned in the fire. and it created a huge backup near mile marker 22 in upper bern township. the roadway was shut down in both directions. some drivers got out of their cars and waited on the side of the road. the eastbound lanes of i-78, they are reopened right now. the westbound side is closed indefinitely, though. two of the drivers involved in the crash were taken to the hospital, two others were treated for minor injuries. also tonight, local school districts and nonprofit groups are no closer to getting the money they need from the state. >> today governor wolf vetoed a stopgap spending plan that would have helped those groups. pennsylvania's budget is now three months overdue, but the governor says we need a long-term solution, not a short-term fix. >> in the short term, that's bad news for local school districts. today we learned just how much this budget stalemate is costing them. according to a new report from the pennsylvania auditor, philadelphia and berks county have had to borrow a combined

$280 million to make up for the lack of state money and there could be more. the auditor's office is still reaching out to more districts. >> with no money from the state, nbc 10's lauren mayk shows us a very important resource is missing from many classrooms. >> reporter: books are pretty standard when you send your kids to school, but some parents here tell me these papers are what their kids are using instead. >> they bring home photo copies? >> every day. >> reporter: sandy is a frustrated mom. >> they don't have the math book and they don't have their spelling books, grammar, social studies, religion, they don't have any books of any sort. >> they want their books. >> reporter: we talked to several moms whose children attend our lady of mount carmel. even though it's a private school, it still depends on some state funding, but without a state budget, that funding isn't coming. i took their concerns to governor tom wolf. they are trying to explain to their kids why they don't have

books. what do you say to them? >> well, i'm not sure what the funding connection is for parochial schools. the problem overall, though, is if we -- i think we need textbooks, we need to invest in education. that's what this is about. >> reporter: his office confirms funding for textbooks is not being allocated during the budget impasse now lasting more than 90 days. >> i fully conceive that we have some short-term inconveniences hereme here. the question we have to ask ourselves, do we have to put up with short-term inconveniences if we can get to a good place for the long term and that's what i'm trying to do. >> reporter: for parents here, though, explaining it all is hard. >> they are very kid-like responses, but we just need our books, why should there be politics involved in that? >> reporter: one parent told me her 9-year-old daughter called the governor herself, and they

expect more kids could get involved if this goes on much longer. in doylestown, i'm lauren mayk, nbc 10 news. pennsylvania has been without a budget now for more than 90 days. that's getting close to some of the larger budget impasses we've seen in the last 15 years. in 2009 the budget was 101 days late. that resulted in many state workers not getting paid as a result. the state supreme court later ruled that was illegal. in 2003 the budget wasn't signed for 176 days. many school districts came close to running out of money and warned they might not reopen after the christmas holiday. here are some of the other stories making headlines on nbc 10 news at 5:00. police take a student into custody after responding to a report of a gun inside chester high school this morning. the school was placed on lockdown and a backpack was found with what looks like a gun. it turned out to be realistic looking fake, though. police say the child should be charged with a felony.

state law won't allow that since the gun is not real. >> this is a horrendous message to send to this community that you can do what you damn well please. >> now city officials in chester are calling for changes to state law. philadelphia police are looking for possible witnesses after a student was robbed and sexually assaulted near the mai campus at temple university. andrea kline thomas joins us live with the latest on this investigation. >> well, keith, i just spoke with philadelphia police not long ago who say the suspect has not been arrested, but they are working with temple university and stepping up patrols off campus to help students feel safe. the community is on alert after a student was robbed and she says she was sexually assaulted on the 1400 block of carlisle street. the student told authorities she was walking home from the library just before midnight when the suspect approached her from behind armed with a silver handgun. she said he hit her, sexually assaulted her, then ran away

towards oxford street. university leaders notified students about the incident and urged them to take extra precautions. >> it's, obviously, scary, but i mean i feel like temple gives us the buses and stuff and i feel we should make use of it, even if it is so close to campus. that's why it's there. >> along with those buses, the university is reminding students about the walking escort service they have to help them get to where they need to go, especially late at night. in the digital operations center, nbc 10 news. just one more juror is needed. jury selections started today in the trial of a contractor charged with murder. demolition contractor griffin campbell is facing third degree murder charges after a wall fell on an adjacent salvation army thrift store june 2014. the construction company had

been doing demolition for weeks prior to the deadly collapse. now the jurors will decide whether campbell carried out that process in a criminally reckless manner. heavy machine operator working on the demolition pleaded guilty to involuntary manslaughter. he faces up to 20 years in prison when he's sentenced next month. two days after pope francis left his message of service with our region, today the diocese of camden is honoring police officers, firefighters, and other emergency responders who selflessly served their communities. the annual blue mass happened today at our lady of hope parish in blackwood, new jersey. officers say they appreciate the support. >> these days and times, sometimes the police can be looked as the adversary and we're trying to change that. they are the community, them being here to support us, we're there for them, they are there for us. >> the blue mass recognizes emergency personnel of all faiths who serve.

more than 300 schools across the country are celebrating their new blue ribbon status. today u.s. education secretary arne duncan recognized 345 schools for their overall excellence. six schools in pennsylvania were honored. holicong middle school, lower milford elementary, and our mother of consolation parish school in philadelphia. also radnor, middle, and wayne, and st. norbert elementary will show the blue ribbon schools in new jersey and delaware coming up later this hour. candidates in philadelphia's race for mayor will face off in the first debate of the fall campaign season. republican melissa murray bailey and democrat jim kenney will participate at 7:00 tonight. with them independent candidates jim foster and osborne hart from

the socialist worker party. the general election is less than two months from now, tuesday, november 3rd. meanwhile, the president of wilmington city council now says he's running for mayor. theo gregory announced his bid this week to challenge incumbent mayor dennis williams in the democratic primary next year. he was first elected to city council in 1984, he's been president since 2012. two other democrats and former city council members are also campaigning against mayor williams. democrats norman griffiths and kevin kelley sr. announced their campaigns earlier this month. well, we heard some describe it as a ghost town. parts of philadelphia eerily quiet this weekend after police kept cars off the road for pope francis' visit. one group is pushing the city to do this more often when they want philadelphia to go driverless. plus, smash and grab. a group of thieves is getting more brazen as they break into

>> listen to this, quite a sting for drivers in oklahoma city this afternoon. look at this, traffic at a standstill after a truck loaded with beehives overturned trying to enter the highway. officials say it will take several hours to corral the swarm. no word if the driver or anyone else was hurt. former national security agency contractor edward snowden officially joined twitter today, and within 45 minutes of tweeting, quote, "can you hear me now," snowden's account had more than 110,000 followers. snowden has been living in russia, where he's been grant asylum since leaking classified nsa documents to reporters in 2013. so far snowden is following just one account, nsa gov. a counterpunch from president obama today in the military and political battle to defeat isis. >> as nbc's dave wagner reports, the president is producing one

why he should be the next house speaker, standing alongside outgoing speaker john boehner this morning, mccarthy explained how he differs from boehner. mccarthy announced his intention for the job on monday. the 50-year-old california republican faces some skepticism from conservatives who fear he's nothing more than a boehner clone. >> i know what's going on across the country. and i'm concerned about what we hear. a lot of people in washington concerned about power and institutions. i'm concerned about making a difference in everybody's lives. >> boehner announced last week he would resign from congress at the end of october. 48 hours after pope francis left philadelphia, all the streets in center city are now reopened, with one exception. >> the inner lanes of the ben franklin parkway will reopen by tomorrow night. while that's welcome news to most people, a new petition is asking for the opposite, more street closures in center city soon. a group called open street philadelphia created the

petition on change.org. this is what they are asking for, for the city to hold three open street weekends in philly next summer, no drivers allowed. the group says keeping cars off the streets for the papal visit created a taste of freedom for people to freely walk in the roadways and for bikers to discover new routes around the city. the petition has over 1,300 supporters right now, and the group says it has support from some local decision makers, too. speaking of the pope's visit, he brought some great weather to our region. >> now it's time for the rain and possibly a lot of it, right, glenn? >> yeah, possibly too much of it in a lot of the area. we've got multiple threats over the next five to seven days here. at the moment, things relatively quiet in philadelphia itself. we had a couple of showers in south jersey, but heavier and steadier rain in berks county and lancaster county right now, sign of things to come. heavier showers in the lehigh

valley are now in the pocono mountains and moving into new york state, but there's a lot more rain back to the west towards baltimore and washington, d.c. look at this tremendous area. now if this comes over any part of our area, there is likely to be at least some flooding out of that. that is a lot of rain causing a lot of hours of heavy rain. 80 degrees in philadelphia now. got up to 85 today. more than ten degrees above average. not that far from a record, but the warmth and the high humidity helped to keep this rain intact overnight, and so here we are, midnight it's still hanging in there. there's chester county, there's the lehigh valley and poconos. look at all of that heavy rain. most of that occurs in the middle of the night. there's still some showers around for the at least beginning portion of the morning rush here, and then it gets a little bit quieter during the day tomorrow. this is just round one.

round two will be coming up from the south, totally unrelated to this tropical storm. there's a front that's coming down, going to cool us off and rain coming right over the front as we go into thursday and especially friday. waves of heavy rain coming up from the south. there's friday, may be the heaviest rain. there's joaquin. here's another problem with that, it's strengthening and it's moving into more favorable conditions for strengthening even more. 65 mile an hour winds, pressure was lowering, likely to be upgraded and now that is happened and the latest advisory and it may be upgraded to a hurricane by this evening. there it is, projections becoming a hurricane, and then off the north carolina coast. that's by sunday. very slow movement, at least for a while, but very warm water out here, exceptionally warm. and so it may strengthen even more than predicted, and that's

the third thing that's coming in. if it comes our way on top of these other things, that's round one is one to three inches. three inches plus in the lehigh valley, overnight tonight, that's around 1:00. round two comes thursday into friday up the coast. two to four inches possible there. and round three is the possibility from joaquin if it makes that left turn we've been talking about, then another at least two inches of rain. you add that all together and you've got some danger here of significant, if not serious, flooding. here's one other model we showed you a couple others an hour ago. here's another one, two to four inches of rain just by friday. and that doesn't even include the tropical storm. the showers increasing tonight, becoming heavy at times, especially north and west with some localized flooding. 70 degrees for the low. humid night.

likely to be north and west of the philadelphia area itself, although much of the region is going to get significant rain. it looks pretty threatening right now. we had some showers earlier, they moved to the north quickly through the lehigh valley and into the poconos and so we're left with patchy light rain in the lehigh valley right now. that is just a tease compared to what is on the way. you see these tremendous heavy rains in northern virginia, approaching the washington, d.c., area, and that's what we're focusing on tonight. and so the rainfall rate, if the orange and red as you can see, one to two inches per hour. that's a lot of rain. here's 11:00 tonight, and this computer model still doesn't have it, as the heaviest rain. so we're talking about a lot of this occurring in the middle of the night. now, the ground is very hard, it's been dry for two weeks, and so there's going to be a lot of runoff, but creeks and rivers are fine because we've had so little rain. but there's the orange there,

one to two inches per hour in the middle of the night, and in some cases up toward the lehigh valley, that could be over two inches per hour by day break. so we expect some rain overnight tonight, new jersey and delaware, some showers and thunderstorms in the philadelphia area, but north and west, that's where we'd expect the best chance of the rain causing some flooding. and that could be continuing into the morning rush. again, that's the main area that's being threatened tonight. philadelphia with some rain or showers in the morning and a few showers in new jersey and delaware. that's just one piece of this three-piece threat. the third is a tropical storm that may become a hurricane. more on that with the seven day in a few minutes. >> if you want to get the latest weather updates, follow our nbc 10 first alert weather team on twitter. they'll be posting new information on the forecast as it comes in. later tonight, lighted

lanterns will fill the sky to honor three young people killed in a high speed crash. they died in what police call a case of street racing. philadelphia detectives say surveillance video captured two cars racing down an industrial road before the accident happened. the black acura was going about 75 miles per hour when it went airborne and slammed into a tree. two others in the car survived. the second car in the race sped off, but was later found by police. friends and family plan to gather at the scene in about an hour to released the lighted lanterns. to a new report now calling for sweeping changes at a pennsylvania jail after an inmate escaped and then allegedly killed a woman while on the run. 38-year-old robert kristen had special privileges at the armstrong county jail because the guards liked him and because his criminal record was not violent. he ran away from the jail while he was unsupervised and working

outside the jail back in july. a 43-page report released by the armstrong county district recommendations for improvements at the jail, including better staffing overnight, which was when crissman escaped. long term, a fence should be set up around the jail and inmates should always be supervised when they are outside. right after he escaped, investigators say crissman strangled an acquaintance who lived a quarter mile from the jail. he's charged with criminal homicide. today environmentalists in jurjz opposed a gas pipeline that will run through mercer county. the pipeline would stretch more than 100 miles from luzerne pennsylvania to pennington, new jersey. today environmental groups rallied in front of the new jersey state house. they fear the project will destroy the beauty along the delaware river and create a safety hazard to nearby homes. drivers in delaware may be hitting the brakes a lot more over the next couple of weeks. that's because road crews are

replacing the deck of the i-95 bridge over route 7 near christiana. workers will be on the bridge from 6:00 p.m. to 6:00 a.m. and weekend overnights from 8:00 p.m. to 8:00 a.m. philadelphia business owners are picking up the pieces after pope francis' visit failed to have a positive impact on their bottom line. according to the city comptroller's office, a snapshot of businesses inside the francis festival grounds was pretty bleak. restaurants saw 45% drop in normal weekend business. retail took a 21% hit. a shop owner we spoke to said he's left with more inventory than he knows what to do with. >> people who came for visit, they have gone from hotels, and people who are staying here, mostly philadelphians, you know, this is a local business. not too many visitors as we thought showed up. >> the world meeting of families

neighboring police departments because they think the same crooks are behind these crimes and in one of the cases, a key piece of evidence was tossed into the woods. >> i imagine what they do is stake it out and see how easy it's going to be. >> within seconds a smashed front door allowed this crook to jump the counter and then watch as he takes a hammer to gain entry into the back office. >> they are armed with tools to complete these crimes. the tools can also be used to injure people. >> detective says when he didn't get cash here overnight, saturday into sunday, he tried again down the road. >> perpetrators broke into the building by prying open the drive-through window, entering the building, and they removed a safe and they cleaned out three registers. >> surveillance images caught a dark model intrepid at the driv drive-thru and this safe in the woods emptied of nearly $8,000

in cash. >> pry bar, had to be pretty big. this is a pretty big safe. >> they are the same crooks that hit three dunkin' donuts in and around gloucester township on august 10th, right down to the hammer and sweatshirts. >> hammer, dark hooded sweatshirt and a backpack, gloves. >> police will dust the safe for prints tomorrow. local police say they target stores like dunkin' donuts right off of major interstates. >> people should be vigilant when going into stores like that, especially when it's right off the highway. >> anyone who sees this video, if they can help to identify these suspects, they are not going to stop until they are caught. >> started working on this story today, we also learned that delran dunkin' donuts was also hit there, this one on september 21st and the crooks took about $600 from the registers in all, that makes six dunkin' donuts in six towns and if they are all related, they've been going on since august 10th.

live, cydney long, nbc 10 news. how often do you search for someone and google their name? well, be careful just who you google. it turns out searching for certain celebrities can put you at risk for getting malware or a virus on your computer. today intel security came out with a list of the most dangerous online searches for celebrities. famous names to land you on websites with viruses or malware, here you go, some of the top ten celebrities listed, intel security says the names most likely to link to those sites include britney spears, jay-z, katy perry, amy schumer, and betty white, the golden girl. we can tell you this, a woman severely burned as an infant is getting the chance to thank the hospital nurse who cared for her 38 years ago. >> this is an amazing story. amanda posted this photo on social media of her in a young nurse's arms in a hospital in

1977. she had rolled on to a steam vaporizer when she was three months old and was disfigured by burns. she tried to find the nurse 20 years ago, had no luck there, but within 12 hours of her social media post, 5,000 people had showed the photo and someone recognized this nurse. a local tv reporter then helped track her down, and the nurse says she's thrilled to be reunited with her patient. so many years later. so amazing there. back here at home, dry for days, that's about to change in a big way. let's turn to "hurricane" schwartz. >> heavy rain is on the way, you can see it on the radar. plus the tropical storm that could soak the region later in the week.

>> a georgia woman is now less than two hours away from execution after the state's parole board denied her bid for clemency. her children are fighting for their mother's life to the end. she convinced her boyfriend to kill her husband doug and she received a death sentence in 1998. her attorneys argue the punishment does not fit her crime since she didn't actually kill her husband and the man who did is serving a life sentence. pope francis has even weighed in, asking the board to reduce her sentence. and her three children have also pleaded with the board to spare her life. today planned parenthood supporters around the country recognized national pink out day. they are rallying in support for funding for the woman's health care provider. the demonstrations come on the same day the planned parenthood president cecil richards testified to congress about her organization's use of federal funding. republicans want to cut the half billion dollars in federal

we may get that amount or even more that's going to be spread o over a longer period of time. few showers in new jersey, more to the north and west. we had some heavy showers move through the lehigh valley and into the poconos during the past couple hours. that has gone, but now berks county is getting steady rain, some of it on the heavier side, that's one of the places that has the potential for some flooding tonight, because look at what else is coming up from baltimore, up from washington, d.c., huge blob of heavy rain. that is hours and hours worth of heavy rain if it holds intact and comes through the area overnight. not a whole lot of a threat before midnight, but as we go through the night, look at 1:00 a.m., chester county, upper bucks and montgomery, lehigh valley, berks county and lancaster county just getting pounded with steady rain, some of it heavy for the morning

rush, some lingering showers, maybe even a thunderstorm, but then things quiet down a little bit. that is part one of a three-part threat that we have here. here's tomorrow afternoon. the afternoon rush not necessarily in jeopardy. but here's thursday and into friday, we have more moisture coming up from the south. that's the second threat. adding some more rain to the mix. look at it coming up on friday morning. some very heavy rain. that's not associated with this tropical storm. all right, that's number three. the first two are going to definitely give us a lot of rain. this one might, depending on the track. it is strengthening, pressure's going down, but still not moving very fast. it's going to take a long time if it's going to be moving up this way, and a lot of the computer models kind of disagree over the next couple of days,

but after that, there's a general trend of a left turn hitting the east coast. because of a big blocking pattern. and here's the other problem, the ocean is unusually warm. the purple, 85 degrees or warmer. the red, 80 degrees. and 80-degree ocean is enough to sustain a hurricane. that's even off the north carolina, so we have days of this thing going over extra warm water, some of the warmest water in over 100 years in this area, giving it a chance to strengthen even more than the current forecast. and then the track is affective by this, this giant blocking high in eastern canada to prevent joaquin from going out to sea. so as you can see, we've got a multitude of problems here. round one is tonight, round two thursday and friday, round three is over the weekend.

tracking rain moving through the area. good evening, i'm jacqueline london. chief meteorologist glenn "hurricane" schwartz is keeping a close eye on the situation, joining us now with his forecast, glenn? >> triple threat of rain, first tonight with this giant blob that is moving into the area. you can see around the washington, d.c., area, northern virginia, just a huge amount of rain and that will be coming mostly through the northern counties during the night tonight and into tomorrow morning. we do expect some very heavy

rain but that's mostly later tonight, so for the evening activities just be some patchy showers around, little bit more in berks county. but as we go through the latter portion of the night, it starts getting more widespread and it starts getting heavier. we're talking about rainfall rates up in the orange one to two inches per hour. if it stayed over the same spot, you get that much rain in one hour, and the red over two. see the little dots of red there? there's even more up towards the lehigh valley by 5:00 a.m. as we start the morning rush. that is tremendously heavy rain. that's enough to cause some localized flooding. and remember, this is a triple threat. this is just part one. and there's the morning rush and we have some showers locally heavy out there, but not widespread. so overnight tonight we expect new jersey and delaware to get some rain, showers, maybe a
