first alert weather team monitoring the latest changes. watching hurricane joaquin. we have a team of reports along the coast where preparations are already under way. let's begin with meteorologist brittney shipp. brittney's tracking first round of changes. >> things will be quiet as we head into tonight and to work tomorrow. but once we get into tomorrow afternoon, this whinz thiis whe change. 1:00 p.m., light rainfall into south jersey and philadelphia. won't be until overnight hours tomorrow night heading into most of friday that we start to see the rainfall picking up and intensity and once this rain starts it's going to continue through saturday early morning hours. and so our rain totals at that time will be between 2 to 4 inches, our wind speeds sustained between 15 to 25 miles per hour. gusting up to 35 miles per hour, street and stream flooding is also a possibility but even towards the shore, it's going to be a different story. we are going to see higher

rainfall totals between 3 to 5 inches and wind speeds are between 25 and 35 miles per hour, gusting up to 50, we are tracking a high storm surge as we get closer to high today. we have a coastal flood advisory, waves 10 to 15 feet, beach erosion and three-foot storm surge. i rainfall totals into thursday night, friday, and saturday morning, anywhere between 2 to 4 inches with the heaviest amounts situated to the south of us. on top of all of that, tracking a separate system, hurricane joaquin, where it is right now, where it's going to head, for that first alert meteorologist sheena parveen. >> brittney, the rain ahead of the storm, watching for. the flooding like brittney mentioned and conditions will pretty much keep staying rainy and windy as hurricane joaquin gets closer to the area. at this point, a lot of uncertainty on where exactly the storm will move inland. but either way, it will be close enough to give us high wind and heavy rain.

here you see it now around the bahamas. it's category 1 hurricane, max winds 85 miles an hour. moving to the southwest. it's not moving in this direction now but convenient tully it will. it will make that turn up to the north. here's a look at computer models to the north and then taking that left turn. so really, at that point, it can go anywhere from the carolina coast up towards our area, then you see they do this kind of swirly thing, that's because it's going to get absorbed into a stationary front, that front will take that moisture, keep it around for us and keep seeing winds very high as we go through the weekend. here's the setup for the storm as it gets closer for the hur karen. big area of high pressure in canada than will cause the storm to make the left hand turn. by friday, hurricane joaquin around the bahamas. the storm absorbed into that, it will be riding right along the front. so the question is, where exactly it will be moving inland. but the timing will be putting

in over the weekend into the late weekend hours and into early next week. we'll take a closer look at that and timing, what you can expect, coming up. threat of intense rain followed by a hit from a hurricane concerning along the coast, of course, where flooding is possible and people are not taking any chances. our team coverage continues now withie with jersey shore reporter ted greenberg. was the situation where you are? >> reporter: communities along the coast are issuing warnings tonight, urging people to take precautions now and not wait until the weather gets worse. emergency management officials have major concerns about the potential for record breaking tidal flooding at the shore friday and saturday. with days of stormy weather rolling towards us, george mullin of atlantic city made it a priority to pull his boat out of the water. >> want to be cautious, after

today it's going to way down after today with wind and rain and i don't want to be out there then. >> reporter: nearly three years after sandy, that hurricane remains on his mind. >> people remember too much, you know, from what happened then. precautions is safe side now. >> reporter: in ocean city today, public works cruise used heavy machinery to stockpile sand ready to block off beach access paths if needed to keep the ocean from pouring into streets. >> low lying areas keep eye on high tide, be prepared to move cars out of the way. prepare now. you wait for the next couple of days you might be doing it in heavy rains we'll get in between. >> reporter: moderate coastal flooding is expected tomorrow. officials say things could be even worse friday and saturday. with tides possibly higher than what we saw during sand did. live in ventner.

delaware, that area could take a direct hit from hurricane joaquin. nascar race in dover could be impacted. tim furlong live at the racetrack with the latest. tim? >> reporter: good evening, jim. we had a great summer, if you think about firefly, the country music fest. the weather's catching up with us. guys getting ready for the race dover international speedway. right now, it's not looking good for racing. >> made it from new york. >> reporter: rvs rolling in, it's race week in dover. one problem, weather's supposed to look like this for racing but this week it's going to look more like this. not a good forecast for weekend racing. >> i don't think so. >> reporter: they are keeping an eye on the weather. this is supposed to be an extra special weekend here. a big one for nascar's playoff system but also the last race for jeff gordon.

for years the drive of dupont car, these fans are hoping to give him a great sunday send-off. joaquin might not let that happen. >> desire as well as nascar's to get the race in on the scheduled day for fans and viewers on television. we have to keep in mind safety of the drivers and the fans that's paramount. that companies before everything else. >> reporter: some fans can stay a couple of extra days to see a delayed race, most are hoping it doesn't come to that. most have found a way to pass the extra time. >> we're going to the casino. definitely going up there. >> reporter: we are going to hope the weather improves. by the way, events up and down the state of delaware that could be impacted by the rain. the big annual sidewalk sale in rehoboth, wings and wheels event, saturday session already cancel. a lot of things impacted. hopefully here in dover, we'll get racing in. tim furlong, nbc 10 news.

francis talking about forgiveness and justice. it was back in june of 2013 when a four-story brick wall fell on to a salvation army thrift store at 22nd and market. six people killed, more than a dodd hurt. griffin campbell's construction company was in charge of the demolition. shawn benschop was the heavy machine operator working on that demolition. he pleaded guilty to involuntary manslaughter and causing a catastrophe. he faces up to 20 years in prison when sentenced next month. a philadelphia woman pleads guilty in connection with a deadly crash on the atlantic city expressway. roslyn korneguy pled guiltier to causing deaths of two passengers in june 2014. that crash happened in westbound lane of the expressway in hamilton township. she was critically injured when the pickup flipped over. a 4-year-old boy and 35-year-old man were killed. new video of several burglaries police say were committed by the same men

between march and september. at least three men hit drugstores and atms in five different philadelphia neighborhoods. they pried a door off of its hinges and used a power tool to cut into a safe and got away with money and narcotics. >> a north philadelphia teen is in custody charged with vandalizing a local playground. the 19-year-old facing a slew of charges that include trespassing, criminal mischief, and vandalism. holland's charged with vandalizing dan boyle playground. police say he spray painted several areas of the park and broke into a locked shed and used paint he found inside to deface the grounds. surveillance footage led to holland's arrest. next on "nbc 10 news at 6:00," improving accountability and transparency. we'll show you the team effort under way to strengthen the bond between police and the community they serve. why some say the plan is far from a quick fix.

this is nbc 10 news. >> starting tomorrow, new jersey transit bus and rail riders have to dig deeper into wallets. fares jump 9%. one-way fares between trenton and new york go up 1.25 to 16.75. a monthly ticket increases 40 bucks. transit officials say increases are needed to close a $60 million budget gap. directional university is enhancing the impact its public health school has on urban and global health thanks to a generous donation. the university renamed the school of public health for dana dornsife and her husband david. they donated $45 million. the money will fund scholarships and professorships and expand perhapses to improve health in cities, water, sanitation and hygiene in africa. all new at 6:00, three

controversial case involving police in south jersey two deadly. reid shot and killed during a traffic stop in december, white died after a clash with officers in vinelet in march. last month a 14-year-old shot seven times by police in trenton. he survived. now, police and prosecutors across the state want to know how to boost public confidencen hundreds talked strategy today in trenton. drew smith explains what police want to do, why critics have a long way to go. >> what can we do different? what can we do better? >> reporter: when the acting attorney general wants all of the team in the room to work together, to show people across the state that police are working on transparency and accountability. >> there's a process, that process involves community input, it's a smart process. we need to let that process work. >> reporter: a few wanting to lend their voice say they were silenced. >> key stakeholders in this community were not only not

allowed to come in, in some instances ejected from. >> reporter: the two faith leaders are upset. >> we've had too many shootings. >> reporter: the latest last month, a 14-year-old boy shot seven times. he's out of the hospital, facing charges. the officers who pulled the triggers are not. >> i believe they are failing miserably. >> reporter: they want officers named. the a.g. says there will be no dripping out of information. the state will follow new protocols and present the facts once a grand jury weighed in. a grand jury cleared the police in bridgeton. reid died. no charges. but the officers remain on leave. the department's working on moving forward. >> keeping those key entities in the process and trust between law enforcement and the community leaders is very, very important. and i think that will help us go on. >> reporter: the attorney general's next step in building trust with the community is something you'll be able to see body cameras on all state

troopers. that program should roll out in the next couple of weeks. drew smith, nbc 10 news. now nbc 10 first alert weather with meteorologist sheena parveen. >> well, we have a lot of weather to talk about. first, some changes in the temperatures that i think you'll notice. winds also increasing, both overnight tonight. cooler temperatures for tomorrow along with breezy winds. we have more rain coming especially friday into saturday. hurricane joaquin will still be pretty far away but then it will get closer as we end out the week and get into early next week. i'll show you details. sprinkles around the area but no heavy rain. temperatures 71 degrees, that will be in the 60s as we go into tomorrow. first alert we do have out, though, is for friday and saturday. we expect heavy rain, higher wins than what you'll see tomorrow. possible flooding inland and along the shore. storm surge possibly up to three feet along some of our shore

areas and beach erosion coming with that. since it will be an onshore wind. so, all of these things we'll be watching closely and updating you on as we go through the rest of the week. clouds are here, heaviest rain, that's moved offshore in sussex county earlier. just a few sprinkles around the area now. down to our south, we have more rain here, so unsettled atmosphere and we're going to keep that in the forecast as we end out the week. take a look at future weather later in the day tomorrow. rain chances are still going to be here. it will be cloudy but cool somewhere breezy. best rain chances south jersey, delaware. then we go into friday. rain keeps coming in, some on the heavy side friday and even going into saturday. those rain chances will still be here, more moisture starts to move in. then for saturday. we look down around the bahamas where hurricane joaquin is peck exed to be. then it will take that turn up to the north and that will be putting it closer to our area. coastal flood watch is up at the shore. so friday, the day we'll be

watching, wave heights anywhere from 10 so 15 feet. we expect erosion along the beaches with the high tide also friday, we could see about a three-foot storm surge with strong onshore winds. the storm surge model showing up to 3 feet. we'll be watching that closely. if you live along the shore, keep an eye out for that, we could see coastal flooding. the rainfall total 3 to 4 inches along our shore points and south delaware, washington and maryland, some of the lesser rainfall amounts for saturday morning would be points north and west but everyone should be seeing rain coming in for the weekend. now we look to hurricane joaquin around the bahamas. a category 1 hurricane. tonight the cold front move through, cooling down for tomorrow. then watching another area of low pressure, moisture around the southeast. that will be riding up the stationary front. that's going to give us strong onshore winds as we end out the week into the end. and then we'll be watching for hurricane joaquin. so what's happening here, the

way the jet stream is oriented the hurricane will take the left hand turn, absorbed into the front and so hurricane joaquin will be taking a turn towards the coastal areas. at this point, still unclear where it's going to get, anywhere from the carolina coasts towards our area. we have to watch that track closely. that will be by the end of the weekend and into early next week. computer models consistent with that, putting it on shore as we go into the end of the weekend. you see looking silly there, because it does get absorbed into the stationary front. tonight, temperatures in the 50s. then we go into tomorrow. it's going to be a cooler, breezy cooler day for the area. we will see clouds around and a chance for showers going into the weekend. there you see it, heavy rain and a lot of wind tracking all of that as we go through the rest of the week. >> i'm danny pommels, coming up the latest on the health of two key eagles and john clark examines one reason why the offense has been grounded, next.
