right now at 11 clom, chaos on a college campus. nine people dead and seven hurt after a gunman opened fire on classrooms in oregon. >> the next thing you know, we hear three or four more gunshots. everybody is looking at each other. >> a live look right now at a vigil being held for the victims in oregon. dozens of people with candles are gathered to remember the lost lives. in this latest massacre. here's what we know right now. the 26-year-old gunman is the tenth casualty. he died in a shootout with police. he's identified as chris harper mercer. he was not a student at umpqua

community college. president obama says thoughts and prayers are no longer enough. >> we've become numb to this. it cannot be this easy for somebody who wants to inflict harm on other people to get his or her hands-on a gun. >> in just a few minutes, some of the calls for help and how local colleges prepare for a possible mass shooting. but we begin closer to home tonight with a details of a wet, windy night and important information on more trouble to come over the next few days. take a look at the nbc 10 first alert weather radar. we're in for a lot of rain in a short period of time. this rain comes as we watch hurricane joaquin to our south. the latest track has just come in from the national hurricane center. wildwood schools announce they're closing tomorrow. new jersey earlier issued a state of emergency. our team of meteorologists and reporters will keep you up to the minute with the changing

situation. sheena parveen has the new track for joaquin but first tell us about the rain and wind we'll see tomorrow. >> jim, we have it through the area right now. we have more rain and wind moving in. this is going to be around tomorrow, too. so first alert weather days for tomorrow and saturday. what we expect are heavy downpours. strong, gusty winds. areas of flooding especially along the shore with beach erosion and some will see a storm surge of 3 feet between 10:00 a.m. and noon along the shore tomorrow. right now the rain is moving in. mostly new jersey and along the shore where you see the yellow areas along the expressway. that's heavier rain. winds along the shore right now are gusting over 30 miles an hour. that's an on-shore wind. take a look at the rain down south. more rain and wind coming as we go into tomorrow. conditions will be deteriorating through the day. coastal flood warnings for the short points and we expect the winds to be gusting near 40

miles an hour. on shore wind, wave heights 8 to 12 feet and the possibility of beach erosion with the on-shore wind. this is our storm surge model suggesting 3 feet in some areas with the high tide i mentioned. now we'll talk about hurricane joaquin. it's still a category 4 hurricane. but notice the movement now to the west of three miles an hour. may not look like much of a difference but it is starting to take that turn up to the north. winds are sustained at 130 miles per hour. very strong hurricane. this is the newest track from the hurricane center. it brings it up along the atlantic farther offshore than it was earlier today. as we go into the weekend, it stays well offshore with this particular track. we'll have more updates tomorrow morning as well. either way, with this storm staying so far offshore, by monday that would give us less of an impact. it is starting to take that turn as it comes up into the atlantic. computer models today were suggesting more of a turn. there you see the spread now

taking it offshore. we'll be watching it closely as we get more updates tomorrow morning and afternoon. as of now, we are looking at some pretty big changes as part of the forecast. we'll talk more about this an the wet and windy weather you can expect ahead of it. that's coming up. >> sheena, see you soon. george spencer spent the night in long -- >> >> reporter: the winds have been powerful in longport. some beach access has been blocked to prevent the surf from overtaking the streets. but there was still flooding earlier today in some areas and more is likely. outside this bank on atlantic avenue tonight, we found these sandbags piled high, blocking every doorway. for managers, no reason to chance this rainy weather only getting worse but for neighbors like natalie mancini, it's an unsettling sight. >> i was a little freaked out this morning when i left work. >> reporter: late tonight, we watched strong waves crashing

down in the southern tip of longport and saw this ac electric crew finishing repairs before the worst of the weather. the jersey shore will likely be hit hardest by storm surge and rain. atlantic county emergency management officials say flooding could be the worst since hurricane sandy. a name that still makes rich arena shudder. >> it was a disaster. looked like a war zone. it was horrible. >> reporter: a big part of the problem is this constant on-shore wind whipping around trees and flags and keeping water piled up in the back bay. yes, significantly more rain is still to come. >> usually when it rains, it gets heavily flooded. the streets get really flooded some of them. some more than others in march gait. >> we had to get things packed up off the patio and put everything inside. >> reporter: even for shore towns accustomed to typical street flooding, what's coming

up could be more prolonged and more serious than what we're used to. emergency management officials are watching it closely. reporting in longport, george spencer, nbc 10 news. south jersey utility companies are ready for any trouble. atlantic city electric is monitoring the forecast for the next two days and watching joaquin, of course. pse gnd a is shoring up equipment to prevent damage. governor christie wants the people of new jersey to prepare but stay calm. >> now is the time for you to begin to prepare for hunkering down and dealing with the storm. if an evacuation is necessary, as i said, we will give you as much advance notice of the need for evacuation as we possibly can. >> parts of the jersey shore saw coastal flooding today thanks to high winds. wanted to show you a scene in west wildwood. meantime, pennsylvania's governor says the keystone state is on guard as well. >> i think it's too early to say

that we're not going to get hit. as they always say, hoping for the best and preparing for the worst. >> people are already taking extra precautions ahead of the storm, especially in flood-prone areas. we found public works crews clearing drain areas to keep water moving in bristol township, bucks county. stay with nbc 10 on the air and on the nbc 10 news app as our meteorologists track the storm tonight and hurricane joaquin. count on us for the latest forecast and projections. meantime, we're getting new information now on the deadly school shooting in oregon. the sheriff's office held a late briefing within the hour. ten people, including the gunman are dead. we've learned two deputies brought him down. the gun violence happened on the campus of umpqua community college in rowsberg. about 180 miles south of portland in southwest oregon. the nation is once again in mourning. stunned at yet another mass shooting. witnesses say 26-year-old chris harper mercer invaded a

classroom and shot a teacher. then told everyone else to get on the ground. survivors say he then started asking people to stand up and state their religion before spraying them with bullets. in the end, ten people were dead and seven injured. survivors are at a loss for words. >> there's so many emotions going on that i don't -- my heart hurts for the people that have passed. >> three of the injured are now in critical condition. nbc 10's randy gyllenhaal is monitoring developments in our digital operation's center. >> we're learning that two police officers are credited with ending this attack exchanging gunfire with the suspect killing him. meantime, bomb squads and tactical teams finished clearing the campus while colleges around the country are dealing and watching yet another tragedy unfold. >> ucc -- >> when the gunman opened fire on students and teachers, the

community college campus went into lockdown. authorities say local deputies stormed in and killed the suspect. >> he's in the classroom on the southeast side of it. the suspect is down. >> the response was quick. but still, the attack left ten dead and seven injured. a clear sign that all the security in the world won't always stop a shooter in time. that is why many campuses like bucks county community college are working to end threats before they even start. >> bucks -- >> dennis mccull i runs security on campus and shows us their anonymous tip line for students and teachers to report suspicious people or strange activities. >> we're always looking to connect the dots and head off any trouble before it's started. the cost is so high if something happens. someone knew that in advance and didn't tip us off. >> back in oregon, the gunman

has been identified and detectives will look for a motive and find out whether anybody else knew of the plot. meantime, the small umpqua college campus will guion heal on the fourth day of the school year. >> there's so many emotions going on right now, my heart hurts for the people that have passed. >> late tonight, nbc news confirmed that authorities are looking into internet postings warning about this attack. meantime, one official also saying that they found documents with this gunman expressing "a philosophy of hate." live in the digital operation's center, randy gyllenhaal, nbc 10 news. pennsylvania's attorney general, kathleen kane is speaking out after being arraigned on a perjury charge. nbc 10 was there as she was arraigned in montgomery county. this stems from evidence found during the execution of a search warrant at her office last

month. she was previously charged with perjury and conspiracy. she today denied wrongdoing. >> you can arrest me two times or ten times, i'm sure this is the end of the game. but i will not stop until the truth is -- comes out. >> pennsylvania supreme court last week issued a temporary suspension of kane's law license. that suspension takes effect later this month. a police officer is looking at a possible life sentence today. a jury convicted officer james stuart of murdering his friend. it happened two years ago inside stuart's home. the defense said that stuart and thompson were playing with his service weapon and stuart thought it was unloaded. stuart will be sentenced in december. in mercer county, police are on the hunt for aid predator who attacked students twice this month. a man sneaked into the west village dorm by following someone in. then he went in to unlock dorm

his thing with the keystone boy choir in montgomery county tonight. the 14-year-old wowed the crowd with his performance with the pope on sunday. tonight, bobby and the keystone boy choir hosted a choir from norway at the abington presbyterian church. >> well, we have a lot of things to talk about. we have a first alert weather day. this is because of the increasing rain and wind. outside right now, it's raining, windy and chilly. we're going to see more of that tomorrow. heavy downpours which could lead to areas of flooding, along the shore where we have a coastal flood warning. a little farther inland. the beach erosion is possible. storm surge and high tide in the morning too. right now, mostly light rain through new jersey and also parts of delaware. the yellow areas along the expressway and close to atlantic city, shows you more moderate rain showers. but we do expect it to get

heavier into tomorrow. with our partnership with weather underground, we have these observations here showing wind gusts near 35 to 40 miles an hour right now along the shore. and we expect this to continue through tomorrow. in some cases the winds will be gusting higher. right now we have the rain well down off to the south. we'll continue to do so as we go through your friday. not only the winds increasing but that heavy rain moving in with it. right now, elsewhere, north and west of philadelphia, winds gusting -- sustained more like 10 miles an hour and around the philadelphia area, sustained more around 20 miles an hour. temperatures in the mid to upper 50s. it's still chilly outside. going to stay in the 50s tomorrow too. take a look at future weather along the shore into friday morning. we expect winds gusting near 40 miles an hour. we expect the rain to move inland into the philadelphia area. with winds gusting closer to 30 to 35 miles an hour. 1:00 tomorrow afternoon, heavy

rain still along the shore. more of an on shore wind gusting near 45. tomorrow afternoon, around 6:00 p.m., we could have the heavy rain combined with winds gusting near 50 miles per hour. farther inland, looking at winds near 35 miles an hour. so very rainy, windy day. this is even going to go into saturday morning. more rain around the area. it's not as heavy possibly but look at the wind gusts. they're up from 35 to 45 miles an hour. especially along the shore. so the concern going into the weekend is going to be that persistent on shore wind. along the shore, we expect rain totals from 2 to 4 inches possibly. winds gusting close to 40 miles per hour with the beach erosion and the coastal flooding. we're watching this very closely. by saturday morning, localized areas of 2 to 4 inches with that heavy rain. now, we're looking at hurricane joaquin. this is still a category 4 hurricane. still a very strong storm in the bahamas. but it's finally starting to

take that turn up to the north. this is the most updated track. this does, in fact, put it farther after shore than the track earlier today. this one recently came in. the closest to us it would be, would be sunday into monday. at this time, it is getting pushed farther offshore which would be giving us less wind and less rain as we go through the end of the week. so what we're dealing with now is is not part of that hurricane but we'll have more updates through tomorrow morning. bill henley will have that for you as well. rain increasing tonight. winds gusty. mid to low 50s. tomorrow that rain around with higher winds. temperatures only about the mid to upper 50s. so you'll want your jacket and your umbrella tomorrow. the winds going to stay in the forecast ending out the weekend. even going into monday. no clearing until about monday into tuesday. also join us at 11:30 tonight after the show. we'll have a live periscope chat and talk more about a hurricane and our local weather with the wind and the rain. nbc philadelphia. i'm danny pommels.
