hurricane. we got bad enough weather even without one, but it's been kind of gloomy, it's been rainy, it's been windy, and it's been cold all day. you can see this steady rain continuing to move to the north. we're getting some breaks now down across southern delaware, so that's a sign of things to come. in the meantime, philadelphia area, points north, raining pretty much every minute for hours and hours and hours. more coming up from the south, so we're certainly not out of it, but it is, again, not related directly to the hurricane. look how strong the winds are without a hurricane around. 45 mile an hour wind gusts. right now philadelphia international, 41 at georgetown, 40 in wildwood. the wind if anything is getting stronger. we're going to be seeing gusts now to near 50 miles an hour at the shore tonight and we could see gusts well over 40 miles an hour to 50 miles an hour in philadelphia tomorrow. so we've got a windy weekend ahead. just not going to be as wet as

today. once this heavy area moves through later this evening, we'll be just tapering off to regular showers, going to be windy, it's going to be cold. you'll need the umbrellas, but it's not going to be as bad as it has been. this is really rough. this area in yellow, most of the state of delaware, it's over two inches of rain in some parts of the area, look at that, six inches of rain detected by radar, much less towards wilmington and much less towards south jersey. farther south, it is even worse down there, and we'll talk more about that hurricane in a few minutes and see when our weather is going to be improving, too. >> ben and his fishing buddy weren't ready for all the wind, which knocked him down at one point. >> pretty much a whiteout it looks like from the waves hitting the rocks there, blowing across the road. >> reporter: even several blocks from the beach the higher than normal tide caused problems.

>> i tried to go down, but the roads are too flooded. i'm not running my truck through salt water. >> reporter: the flooding cut off some of the islands along the jersey shore. >> a lot of wind. the sand's blowing pretty good. >> reporter: some schools cancelled for the day as emergency managers all went to work. the governor began a series of coastal meetings this morning. >> we're going to see six to ten-foot waves, maybe as high as 16 feet over the course of the weekend, which will really damage the beaches and lead to more beach erosion. >> reporter: erosion is a major fear from this storm. these dunes were just repleni replenished. >> this is another indication of why the preparedness measures that we've been taking and are continuing to take post-sandy are so important. >> reporter: everyone is hopeful that a major hurricane will stay off the shore, but they are worried what this will all look like next week. >> last nor'easter, which was a dry nor'easter down by whale beach we lost almost two foot of

beach. >> that was drew smith reporting. today's wind and rain caused major problems down the shore. residents and visitors in atlantic county dealt with flooded streets, toppled trees, and knocked out power and even more rain is in the forecast. may have people preparing for additional flooding and road closures, as well. today, delaware issued a limited state of emergency for sussex county. that means officials are taking steps to prepare for possible evacuations and road closures if it becomes necessary and if people in flood prone areas are advised to monitor conditions. and we move now to hurricane joaquin. it is battering the bahamas and moving northward. several models have it staying offshore, that would be good news for people in the carolinas. heavy rain there has fallen for days and an added punch from hurricane joaquin could lead to a catastrophic event in the

region. brittney shipp, bring us up to speed. >> that's why we have not been taking the situation lightly, but we continue to say you have to stick with it as we get more information in. here's hurricane joaquin. it's still a category 3, so it is packing wind speeds sustained at 125 miles an hour, but it's slowly starting to move to the north right at seven miles per hour. you can see it's just outside the bahamas, but here's what the latest cone of uncertainty shows and that's as we go into the next couple of days, it will continue tracking north and slowly shifting to the northeast, moving well away from our area. that's what we want to see. the other thing we look for, we look at our computer models, we want to look for some sort of agreement. earlier the models were disagreeing. now you can see the trend is that the hurricane is going to go to the north and turn out to sea away from our region, so our confidence continues to grow that this is a track of hurricane joaquin. of course, we're going to keep you updated all through the rest of tonight and into the weekend on the exact track. keith? >> brittney, thank you.

our team coverage continues now with cydney long. sidn you have a look at how crews are working around the clock to literally tie up loose ends. >> reporter: keith, i can tell you officials across south jersey has been clearing storm drains. they also tell me the trees, even power poles, could have been compromised because of the june storm and don't want folks here to let their guard down, especially since they are still picking up the pieces and the fallout of debris from june. public works crews in washington township aren't just getting a jump on this weekend's nasty dose of weather. they are still trying to gain ground on the devastation of the june 23rd storm by removing trees that have quickly crashed and crumbled. >> severity of the storm from june really put a damper on things, put us back about three months. >> reporter: crews worked today where significant wind gusts can

and will do damage. >> we still are concerned with the saturated ground, with the amount of rain that we're getting, with any precarious trees that happen to be leaning from the storm from june. >> reporter: businesses like the golden luck motel, which had its roof ripped off in the june storm, have yet to recover or reopen. and in hard hit greenwich township, the mayor oversees a giant pump to prevent the delaware bay flooding in his community, where residents and businesses are still picking up the pieces and weary about this weekend's wild and wet weather. in camden county, dispatchers who responded to more calls in six hours during the june storm compared to three days of hurricane sandy are fully staffed and say don't think because we're not on the coast we're spared. >> rain will cause the trees to weaken, come down, power lines down, things of that nature. very important for vehicles not to drive through areas of water even though it looks like it may be, because it only takes a few

inches to float a car. >> reporter: businesses here in washington township, including the golden luck motel, as you saw, along with several stores including pets plus in greenwich township, have yet to recover or reopen since that june devastation. live in washington township tonight, i'm cydney long, nbc 10 news. >> thanks. stay with nbc 10 on the air and on the nbc 10 news app as our meteorologists track the storm and hurricane joaquin. count on us for the conditions in your neighborhood and the path of that hurricane. to closure now after 31 years for a bensalem family and police, too, who said they never stopped looking for a rapist and a killer. police arrested convicted rapist george shaw, along with accomplice robert sanders. they are charged in connection with the murder of barbara rowan back in august of 1984. according to police, shaw raped and strangled the girl.

sanders helped him dispose of her body. her body was found two weeks later in a wooded area near her home and the home of the alleged killer. police say shaw had secretly hired barbara to babysit, eventually luring her into his bedroom, where he killed her. police chipped away at the men's story for 30 years. >> as human beings you can remember a lie and after the first couple days, first couple years, you suddenly don't remember that lie. >> sanders finally confessed his role in the killing this week. sanders was arrested in monroe county. shaw was taken into custody in florida. police call shaw a serial rapist and fear other victims could be out there. they are hoping the person who called in a tip in 1984 will now come forward. we have new developments in the investigation into the sexual assault and robbery of a temple university student. today philadelphia police released surveillance video of a suspect. cameras captured him getting off

a septa subway train before the attack monday night. the victim says she was on her way home from the library when a man grabbed her from behind. it happened just blocks away from temple's campus near carlisle and master streets. police are urging anyone who recognizes the suspect to call them. >> whether it be a student, whether it be a shop owner, passerby or motorist in the particular area, someone on the subway or someone that knows this man. i assure you if you look at the video clip, you're going to know who this male is. >> police believe the suspect may be responsible for at least one other armed robbery in the area. now to today's developments in that deadly community college shooting in oregon. today authorities found seven guns in the shooter's apartment. meanwhile, social media profiles linked to the gunman suggest he was fascinated by the irish republican army and frustrated

by organized religion. officials identify the killer as chris mercer. he died after a shootout with police, but not before killing nine people at umpqua community college. seven other people were wounded. the atf revealed today mercer had body armor and was armed with three pistols, a rifle, and five additional magazines. complete coverage of the deadly school shooting in oregon is ahead on nbc nightly news with lester holt coming up, of course; at 6:30 tonight. meanwhile, right here at home, our first alert weather coverage continues tonight. radar shows a system smacking the area with rain and wind. chief meteorologist glenn "hurricane" schwartz is tracking it all tonight. glenn? >> yeah, i'm tracking that thing, too. rain and winds are pounding our area tonight. what you can expect, plus how long it's going to last and the latest track of hurricane joaquin and what it could mean for our area. first alert forecast is coming up straight ahead. it's going to be a bummer if they don't do racing here this

"hurricane" schwartz is all over the story. glenn? >> yeah, it's all over us. we've got rain all over the area, steady rain, solid area of rain. you can see we've got a band now of heavier rain across portions of new jersey going up through browns mills. this has just developed over the last hour so we'll see how it moves, if it moves, and if it's going to add to this misery that we've had today. there's another band of heavier rain just off the coast here, off of cape may county. so we continue to watch that. you'll see it build up just a little bit, just recently, here's that other band building up kind of out of nowhere, so we're getting some more inflow from the ocean and we'll keep up with this radar and also the latest on joaquin in just a few minutes. >> glenn, the phils game, of course, cancelled thanks to the weather. here's a live look at citizens bank park in south philly. the phillies may try to make it up tomorrow by playing a double

header. the wind and the rain is also making a mess of a major sporting event to the south of here. nbc 10 reporter tim furlong reports from dover where the rain threatens to wash out race weekend. >> everybody pays for water, we got it free for the week. >> reporter: there's your positive spin on the weekend. here's the bummer, rain and race cars, they don't mix. it is sloppy out here, lots of campground parties moved inside the rvs, but he's concerned about jeff gordon's going away party. julie wears her love literally on her sleeve. this is gordon's last race in dover, he's retiring at the end of the season. she wants to see that 24 car one last time. she remembers seeing it for the first time. >> new experience, he was so young and he was just such a down to earth person and i think that was what attracted a lot of people. plus, the bright colors on her car, rainbow war owes and all of

that. >> as a retirement gift today, mini monster mile trophy for each of his teammates. he made his name driving a car with dupont. five of his 92 wins came here in delaware. >> it does remind me of how much dover and the state of delaware has meant for me personally, for our team. >> reporter: government leaders acknowledge gordon's contribution over the years. for two decades he got fans to dover twice a year. fans hope the weather lets them see him once more this year. >> sad, because it will be the last time i'll see him at dover. >> reporter: at the dover speedway, tim furlong, nbc 10 news. now your nbc 10 first alert weather with chief meteorologist glenn "hurricane" schwartz. >> well, the rain continues across the area. the visibility not so hot, and the temperature is a whole lot lower than it's been recently. that's for sure. we have a lot of wind, but the biggest story is at the beaches.

and so we'll go from the south, where it's the worst. this is chincoteague, virginia, from our weather underground partners here. you can see how close we are from going right over these barriers. there's ocean city, maryland. just about to be overwhelmed here. and each high tide gets a little bit higher in some of these areas. cape may, at least the ocean is still within the banks here. ocean city, new jersey, still getting pretty rough conditions. margate, day after day, high tide after high tide where we have the problems. radar showing rain just about everywhere. couple bands of heavier rain we have to keep our eye on because there's already been so much that you get another band of real heavy rain for a couple of hours here and you could get some more flooding. here we are, coming right towards the atlantic city area and that is not good.

now we also have some drier air in southern delaware, parts of delmarva coming up, so we're going to switch from a steady rain to just some occasional showers later tonight. it's still only in the 40s north and west. looking at 85 degrees, just three days ago. wind gusts, look at this. 40 miles an hour in philadelphia, we were just 45 a half hour ago. 43 miles an hour in atlantic city. we've seen it as high as about 50. what's going on here? back to canada. gigantic blocking high pressure area is partly responsible for this. we got a big upper air system stuck in the south. the combination of the two, they are just hanging in there and they are not budging. and the pressure difference between the highs and the low create that northeast wind. and until those features weaken or move away, the wind is going

to keep coming right off of that ocean and keeping it chilly, keeping it wet. here's the future cast, you can see potential area of heavier rain coming up later this evening. that could cause some localized flooding at least, but it doesn't last all night like that. we're tapering off to showers, some occasional, heavier showers coming in, temperatures start to warm up as we start to get a little wind out of the southeast. look at that, tomorrow afternoon 50s in philly, close to 70 in south jersey. some showers, yeah, need the umbrellas tomorrow, but not all the time. it's still going to be cold, in the 50s. still going to be windy. sunday should be a bit of an improvement over saturday, but still going to be windy on sunday. let's see if we get any breaks in the clouds during the day. here we are at 8:00 in the morning, and not really seeing very much, are we? still going to be pretty cloudy,

but little bit of breaks perhaps by afternoon, allowing the temperatures to go up into the 60s instead of the 50s. there's joaquin. finally started to move, and it's moving to the north. it's now a category 3 moving north at 7. you need it to start moving northeast. that's what we're going to be watching for this evening. i need to see that moving northeast before i'll feel real comfortable with this forecast track. and it stays as a hurricane because there's very warm water out there in the atlantic, exceptionally warm water. now one thing, it's not going to affect the eagles game on sunday in washington. it's going to be windy, have an effect on the kicking game, perhaps the passing game, couple of shower s possible, not nearl like what we've seen in philadelphia today. for tonight, rain, heavy at times, windy, winds going to be

blowing all night. it's going to be blowing all day tomorrow, too. temperatures in the 50s. but it's showers in the morning. won't be as wet. then sunday somewhat of an improvement. then on monday, even more improvement. by tuesday, wednesday, thursday, it's looking downright nice around here. i'm danny pommells from comcast sportsnet. latest on demarco murray's status and the potential wet weather awaiting the eagles against the skins. jamie wanted a taste of the real new orleans and we just couldn't say no to that face.
