yesterday the governor's state budget proposal was voted down. the latest logjam for divided leadership. republican-controlled legislature and democratic governor. today democratic state senator vincent hughes decried the lack of compromise. >> schoolchildren should not be held hostage by one side who chooses not to compromise. >> reporter: indeed, as the students protested their school district is operating on $275 million of borrowed funds, delaying payments to vendors and holding off on improvement projects. and now the clock is ticking for the district yet again. >> we're getting very nervous. by the end of this month we're going to have to take other measures. >> reporter: other measures like far more painful cuts and even the stopgap borrowing costs $1 million in interest. $1 million that would otherwise go to these students' classrooms. >> every student is getting less and less attention. >> reporter: george spencer, nbc 10 news. >> state republican leaders told

nadir abule-ali that he was an abuser, he was not going to change, and would only get worse. less than 12 hours later police say awe ali and desmond smith showed up looking for revenge. >> he told her he wanted another chance. she refused. he told her that, if we can't be together, someone's got to go. >> reporter: that someone, 53-year-old kevin brown, the young woman's father. police say he was sleeping alongside his wife when screams woke them. smith had the gun and was ordered by ali they say to go after the family members in the house. police say brown was yelling from the house for someone to grab a gun. they say he was barricaded on the second floor in his bedroom with his wife and after he was shot, he tried to escape through that window. >> that was deanna duran gy reporting. smith and ali are in prison charged with second-degree murder. domestic assault cases are an

issue in all three of our states. coming up we'll go live to new jersey to show you a new initiative that could help stop domestic violence before it happens. one of the americans hailed a hero for stopping a terror attack in france was stabbed in this country overnight. keith jones with more on this. >> reporter: senpencer stone, o of three americans who foiled a terror attack on a french train. last night he was stabbed in california. stone was in sacramento when police say he became involved in an argument that led to a physical confrontation. police say the two suspects fled the scene. stone is said to be in stable condition with significant but not life-threatening injuries. >> this incident is a very unfortunate altercation between two groups of folks who are enjoying the night life in midtown sacramento. the assault does not appear to be a random act. it's believed to be related to a nightclub incident. >> 23-year-old stone, two of his

but practiced medicine at several lehigh valley hospitals. >> reporter: the police affidavit is uncomfortable to read as it details abuse that stretches over a three-year period. when he surrendered to authorities on child sex abuse charges it was a shock to those who knew the doctor. >> the children had made some statements to people that were involved that suggested there was abuse going on. of course it then led to a police investigation. >> reporter: prosecutors say the machine room fit is accused of indecent assault of a 5-year-old girl and 10-year-old boy from 2011 to 2014. >> the decision to charge was made based on the statements of the child and from what i was told the children are very credible and are able to relay what happened to them. >> my client claims that he is innocent of these charges. defense attorney and is hopeful

jurors will listen to both sides. >> our hope is that notwithstanding the type of charge this is, that everybody will keep an open mind. >> reporter: prosecutors also want to know if the case against dr. korapotti begins and ends here. >> there's no evidence the doctor's done anything else but when the charges are filed and they become public, you never know, more information could come in. >> reporter: the doctor is free on bail and prosecutors say he is working but not as a physician. in beth la ham, doug shimell, nbc 10 news. new information on last week's sexual assault and robbery of a temple university student. a suspect is in custody, arrested on an unrelated probation violation. they say that suspect is the same person seen on this surveillance video that they released on friday. the victim says she was on her way home from the library when a monday blocks away from temple's campus near carlisle and master

streets. police have not released the suspect's name. an election to select the next speaker of the house was postponed today after a surprise move from the man expected to win the job. afternoon. not the right person for the job. >> we have been -- i've been talking with a number of members, thinking about this throughout the week. trying to see if we can get there. i just think it's best we have a new face. today's election be postponed and speaker john boehner obliged. boehner announced last month that he would step down as house speaker at the end of october. he had endorsed mccarthy. boehner was scheduled to appear on "the tonight show" with jimmy fallon this evening but canceled following today's developments. we have a recall this afternoon, general motors saying some suv owners should not use their windshield wipers because

it could cause the car to catch fire. buick enclaves, chevy traverse, and gnc acadia suvs from model year 2016, they want this recall out there to fix this problem. companies saying using the windshield wipers can cause an electrical short which could cause the motor to catch fire. dealers will replace faulty motors as part of the fix. grilled on the hill. volkswagen apologizing too the house energy committee today for using software designed to cheat emissions tests. volkswagen's michael honrn was called to testify this morning. it's said volkswagen rigged diesel cars to pass emissions tests. horn testified this was true and the software was installed in 500,000 cars starting in model year 2009. horn says the automaker takes full responsibility.

>> i did not think this was possible. we have broken the trust of our customers, dealerships, employees, public and regulators. >> horn added that although the vehicles wouldn't pass current emissions tests, they are still legal and safe to drive. new information about the nurse who reused syringes when administering flu shots. health officials now say that nurse's license is temporarily suspended. the health department says nurse mary robach voluntarily surrendered her license yesterday. officials say they reused syringes while giving flu shots to 67 patients at a new jersey pharmaceutical company. the state board of nursing will decide if she's able to practice again. officials say patients' risk of infection from the sir risks is low because the needles were swapped out each time. new details this afternoon from our delaware bureau involving a government drug lab scandal. the state supreme court is now deciding whether to toss out hundreds of guilty pleas in drug

cases because of this scandal. delaware's drug testing lab was shut down last year because of evidence, thefts and tampering. public defenders are arguing that guilty pleas should be tossed out. they say it's not clear whether prosecutors could have ever proven guilt had the cases gone to trial. it's not clear when the state supreme court will rule. a local community is trying to find out who vand lighted their baseball field. the ridley township recreation department sent these pictures in hopes of finding the people who vandalized its baseball dugouts. someone broke through the roofs of the dugouts at black rock park. the rec department told parents to ask their kids if they saw or heard anything. it stressed this type of vandalism hurts the entire community. sky force 10 flew over philadelphia's hunting park neighborhood as crews battled this fire right here. you can see firefighters on the roof of one of the buildings working to contain this fire and heavy smoke there. this happened this morning on north seventh street.

we're told the fire also impacted several porches. fortunately no one hurt. a warehouse fire in southwest fill pass out. investigators want to know how it started. the scene from this morning at 70s street and cobbs creek parkway, a large part of the structure burned to a crisp. this was the same scene we showed you as breaking news last night. you can see massive flames, smoke engulfing this warehouse. took crews over two hours to get this fire under control. the warehouse was empty at the time of the fire and no injuries are reported. hundreds of roads and bridges in south carolina will remain closed today as the state continues to deal with historic flooding. cruise are still reviewing all of the damage caused by days of flooding. several school districts are opening up during lunchtime to serve free meals to children. meanwhile, residents in four coastal counties are being told they might still be in danger. local rivers are still rising and neighbors need to stay alert for possible evacuations. a nationwide moment of

silence today held to honor those lost in that deadly campus shooting in oregon. students and staff aat community colleges everywhere today took the time to stand in silence. it was exactly a week ago when nine were killed at umpqua community college in roseburg, oregon. the man being hailed a hero for trying to save others is out of the hospital. 30-year-old chris mince was released from the hospital last night. mince, who was also a ten-year army vet, was shot several times during the rampage. he was able to pull the fire alarm during the shooting. this all comes after the shooting left nine people dead and nine hurt last week in roseburg. the suspect in that shooting, 26-year-old chris harper mercer, was shot by police before he took his own life. president obama will be in roseburg tomorrow for a closed-door visit with the families of the victims. from our lehigh valley bureau, allen town city council passed an anti-pay to play ordinance amid an fbi probe into

city contracting. that measure bars campaign contributors from receiving no-bid contracts. and city financial assistance worth more than $2,500. fbi agents raided allentown city hall in july. they seized computers and cell phones and requested hundreds of documents related to more than two dozen people and businesses. >> a week after, agents raid ed reading city hall looking into how the mayor awarded city contracts. more trouble from the owners of the former rebel casino hotel in atlantic city. the fire chief says the polo north country club is not properly overseeing alarms and emergency crypt after investor glen straub, who leads the country club, stopped employing union engineers at the facility last week. they're facing daily $1,000 fines until they resolve that issue. taxpayers in atlantic city now have to pay tens of

thousands of dollars after the city hosted the miss america pageant. the press in atlantic city reports taxpayers will shell out $65,000 to cover the security costs of the event. this is after organizers said they could not pay those costs. the miss america organization says the boardwalk parade relies on public security just like other big events in the area. the organization ran into a deficit after the pageant returned to ac from las vegas but now says it is in good financial standing. vice president joe biden making headlines today after he cracked a joke about his political future. listen. >> we need to move. and if i don't move, i'll be demoted to secretary of state or something like that. that's a joke! that's a joke. that's a joke. >> the vice president poking fun at the job once held by democratic presidential hopeful hillary clinton. this happened during a workers

voice summit in d.c. yesterday. the vice president's supporters launched an ad to urge biden to run for president but so far he's still undecided about it. meantime, hillary clinton is responding to a report her e-mails were subjected to hack attempts from overseas. according to a congressional document obtained by the associated press, more than 50,000 pages of clinton's e-mails were subjects of attempted cyber attacks. the attacks originated in china, south korea, and germany. a letter from wisconsin senator ron johnson says her e-mail server was vulnerable to cyber attacks during a time when a threat-monitoring product was not used. a clinton campaign spokesman commented on the record saying "ron johnson is ripping a page from the house benghazi committee's playbook and mounting his own taxpayer-funded sham of an investigation with the sole purpose of attacking hillary clinton politically. the justice department is already conducting a review concerning the security of her e-mail server and ron johnson has no business interfering with

weather with meteorologist brittney shipp. another beautiful day. temperatures mid-70s, a little above average. we'll go warmer than that as we head into tomorrow. so warm into your week. we're also tracking showers and light rainfall that's going to move through over your friday night. but not to worry, we'll dry out for the weekend. also cool things down. i'll go over the details on that. a live look outside, seeing a few clouds. a bit of sunshine still left for us. 74 degrees, humidity low, wind speeds light out of the south at 8 miles per hour across the rest of the region. a few clouds in allentown, 73, mostly sunny skies in atlantic city. temperatures closer to 71. and throughout the rest of the region, 70 in wild wood, 70s in dover, 73 currently in wilmington. not a bad early evening out. we'll see warmer conditions as we head into the rest of your work week. up to 78 tomorrow. take a look at the big drop as we head into saturday. down to about 65. so a cold front's going to help

us out with that. we are going to see temperatures drooping almost 15 degrees. quiet conditions tonight and for the start of friday. things start to get interesting with this weather disturbance that's going to move through the great lakes, head our way as we move through the day on friday. then as you head home from work closer to 4:00 p.m., that's when we start to see more rainfall moving in. first in the poconos stretching down into allentown, reading, and then it will move through philadelphia closer to 7:00, 8:00. closer to the shore around 9:00 p.m. then we'll start to see moisture move offshore, everything starts to clear up, dry out. that's going to set us up for a nice weekend saturday and sunday, both dry, lots of sunshine. we're going to see caller temperatures as a cold front moves through after the rain. a closer look at how much rainfall we expect to get, not a lot. the most we're seeing is in atlantic city, close to 1 inch. philadelphia, .5 inches of rain. .33 inches for reading.

tonight our temperatures are going to drop down to 59 degrees. not bad. 55 for the north and west. a few more clouds increasing ahead of the rain that's going to get here by tomorrow evening. a closer look at tomorrow, warm and breezy, temperatures range between 77 and 80 degrees. and then we'll see those showers and that's mainly going to be in the evening. if you have friday night plans, you definitely want to grab an umbrella. seven-day forecast shows that after we get rid of showers, cooler air moves through. it's going to drop our temperatures from the high 70s down to the mid-60s as we push into saturday. take a look at what happens on sunday. we are going to recover a few more degrees. that's going to set us up for a nice game on sunday. but it's going to be a little bit on the cooler side tailgating. heading into next week, nice columbus day, 73. we track our next chance of showers as we head intoed to. intoed to. almost abducted. the lesson you can learn from this quick-thinking teen after being attacked.

in connecticut an attempted abduction foiled caught on camera, take a look. police say the 17-year-old girl was walking to school monday, houred into the car and attacked. luckily the teen was able to jump out of the car while it was moving. she's okay. immediately called police. investigators are looking for that car and a female suspect. take a look at this. a scary sight for tourists in the china. part of a glass sky walk cracked underneath their feet. tourism officials shut down the walkway after tourists heard a bang and saw the walkway break. the walkway is over 3,500 feet above the ground and just opened

this is nbc 10 news. >> here's an idea, stopping domestic violence before it happens. that's the goal of a new project in gloucester county. >> a special tithed team will be out in the community trying to predict future problems. south jersey reporter cyndey long is live with more on what they plan to do. >> reporter: jacqueline and jim, this is going to be a very aggressive program in gloucester township. it was unveiled at timber creek high school today in part in honor of a 2000 graduate, her name is amy gerard, she

graduated here in 2007. gerard was killed in philadelphia last summer. 2014. she was a nurse and this by a man that she only knew for a couple of months. dignitaries here as gloucester the county prosecutor announced violence. hiviv, home-involved violence strategies. four goals, first two officers, both detectives, will work only to respond and investigate domestic violence incidents during peak hours when it occurs. partnering with the community like timber creek's aim high anti-domestic violence group established after amy's death. the third, to identify those most at risk, for instance those with restraining orders. those officers will step up surveillance. the fourth approach will be to provide and improve services for children who reside in homes where domestic violence occurs.

>> from a prosecution standpoint, it is of the utmost importance. but that first responder captures from certain questions that can be asked to victims, to what they observe on the scene, to have the first responder be able to communicate that back to the prosecutor's office can make or break a case. >> reporter: in another interesting twist, police also tell me that temple university hit-and-run victim rachel hall was instrumental in researching this program during her internship with gloucester township police that began in the spring of 2012. they say hall found in 55% of aggravated assault incidents domestic violence related and the address very familiar to police. we'll have more coming up on this program on nbc 10 news at 6:00. live in gloucester township, cydney long, innocennbc 10 news

the youth valley house kicked off a fund-raising campaign in center city called couches don't count. the youth valley house assists homeless youth throughout the region. the group says up to 55% of homeless youth in the area identify as lgbt. the national average is between 5% and 7%. >> couches don't count is a way to show these youth are invisible. you don't see the typical homeless young person sitting on the street. it's really they're going from a person's house to a person's house to a person's house. they're often victimized and in really bad situations, don't have that permanent safe place to be. >> the youth valley house hopes to raise $300,000 with its couches don't count campaign. renters could soon be shelling out more money to their landlords. >> coming up next, the reasons the monthly bill is going up and by how much. amazon is getting crafty. the new type of shopping it's now offering in a bid to take business away from another booming marketplace. why elephants could help

the secret to why elephants never get cancer might help treat humans. two new studies found elephants have more of a major cancer-fighting gene than humans do, 20 times more to be exact. the gene helps damaged cells repair themselves or destroy themselves when they're exposed to cancer. doctors are seeking funding for research into treatment to mimic elephants' cancer-fighting cells. amazon launched a site today dedicated to handmade goods. it's called handmade at amazon and features over 80,000 hand-crafted goods. amazon says it will take a 12% fee from overall sales on its handmade site which includes

front that's going to move through as we head into friday evening. before that cold front gets here, what we'll start to see first are all these showers and light rainfall moving in. this is a system you can see moving through the great lakes right now. it's going to continue to transition closer to us as we go through the day on friday. so closer to 4:00, 5:00, near the poconos, we'll start to see a few downpours. moderate downpours at first. light rain from allentown stretching down to philadelphia and wilmington and reading. closer to 9:00 p.m., we're dealing about it a few showers along the shoreline. then after that, everything starts to clear up nicely. overnight we'll start to clear out and we'll wake up to dry conditions saturday and sunday. not to worry, your tailgating parties are safe, just on the cooler side. a closer look as we get coes tore sunday at 1:00 p.m. kickoff. 61 degrees. tailgating before that, expect temperatures in the 50s. lots of sunshine, on the cooler side. by fourth quarter, 65 degrees. as we head into the rest of

tonight, more clouds expected for us. temperatures drop down to 59 for philadelphia. 55 for the suburbs to the north and west. we'll see warmer air moving in tomorrow. temperatures will range between 77 and 80 degrees by friday evening those showers move through and cooler air gets here and that dropped temperatures down as we head into the start of your weekend. so look at your saturday and sunday, mid to high 60s. into monday, 73, nice again. another chance of showers as we head into tuesday. and then cooler again towards the middle part of the week next week. >> like that forecast. speaking of "like," big news on facebook. the "like" button, it's getting some company. facebook is testing out what it calls reactions. six of them that people can use to express emotions with emojis. emojis are nothing new but it's part of the "like" button. red circle with white heart

inside, love, you love something. reaction two, smiley face. clearly laughing. reaction three, this guy is happy about something. i'm happy because this board is working today. reaction four. this is what it looks like if you're expressing wow or surprise. and then if you're sad, that's what you're going to get. that says it all right there. reaction six, you're angry about something. he's orange, he's really upset. this is really what you're going to find when you hover over that "like" button. facebook is testing the reactions tomorrow but only in ireland and spain. it's hoping to provide them to all users and these reactions as we said pop up whenever someone hovers over or holds down on the "like" button. this follows facebook's comments last month that it was working on a "dislike" button to go along with "the like" button. this might leave you with a sad face or a tear. pull dips won't be flying in delaware next month as planned. the problem that is forcing the

for the second year in a row delaware's annual pumpkin-flinging contest has been squashed. >> organizers say this year's punkin chunkin is canceled. why pumpkins won't be flying next month after all. >> fire! >> reporter: the man behind the pumpkin hammer, richard foley. he and his team have won the

punkin chunkin. >> we're in the 2,800 to 3,000-foot range. >> reporter: for the second year in a row the decades-old event is canceled. in 2011 a volunteer spotter sued for millions after he was paralyzed when he rolled his atv. the farmer who donated his land said it was no longer worth the liability risk. >> if anybody else does it in delaware, they're not too smart. >> reporter: this year the dover speedway tried to help. this year's event was to be held on their property where they hold the firefly festival. it's not going to happen. >> i think this was definitely ruined by the lawyers. >> reporter: more specifically, it was the insurance companies. none of them would cover the risks and liabilities they'd need to cover. >> it stinks. the best show we'd ever put on. >> reporter: ricky is the president of the punkin chunkin, a nonprofit, raise about $250,000 for charities and scholarships. he's upset for the would-be recipients and fans, expecting
