>> we got a call, 911 call, from a family member who arrived home to discover her mother deceased. >> reporter: the 55-year-old woman, well-respected psychiatrist, works with younger people, in the early morning hours killed in front of her house. police went door-to-do. this neighbor didn't want his face on camera. >> i'm a light sleeper, certainly would have heard something like a gunshot or a scream or something like that. >> reporter: police obviously wanted to know who killed the doctor, a half hour after arriving at the skeep they gcena phone call. >> an individual claiming responsibility for the incident. provided enough detail that we gave it attention and responded to his location. >> reporter: that person was picked up at this home not far away from the crime scene. police aren't identify the victim or person who said he killed her. the center where the doctor worked put out a statement

basically saying they're working with law enforcement and they extend prayers to the victim's family. employees and neighbors a lot of nice things to say about her. >> found me in the yard, stopped, roll the window down, park her car and we'd talk for a half hour. that's the kind of lady she was. >> neighbors have told us a lot about the victim and professional colleagues. police haven't formally identified her. we are not go to say her name until they have contacted family members. we'll bring you more details as we keep digging and uncover new parts of the story. tim furlong, nbc 10 news. new tonight, now hearing from the father of brendan creato, the child whose body was found near the river. the father placed the 911 call to police.

clouds break up and once they do so, it will allow us to get cooler. by 10:00 p.m., in the 50s. and we'll be in the 40s for most of the area by tomorrow morning. but colder into the weekend. i'll show you numbers and how told it will be as we go into sunday morning coming up. after eight years, philadelphia's police commissioner is stepping aside. >> charles ramsey will retire at the beginning of next year. signed up for the job when mayor nutter took office, and for the past eight years he's worked to cut crime in the city. homicides are down 33%, robberies and shootings are down, too. ramsey previously the top cop in washington, d.c., where he saw a drop in violent crimes. a speech today he said the job is not done yet. >> there are still neighborhoods that are farragfar too unsafe. too many people being shot on the streets, too many murders, robberies, too much crime.

>> spearheaded a reform process the police department. he initiated a department of justice investigation into police-involved shootings and use of force. today, mayor michael nutter got very emotional as he thanked commissioner ramsey for making philadelphia a safer city. >> thank you for making my city a safer city. there are young people alive today who ten years ago may not have lived in our city. >> what part of commissioner ramsey's legacy will be a dropping murder rate. we looked at overall numbers and found some crime did go up. mitch? >> guys, no doubt when commissioner ramsey started the job he faced uphill battle. today less crime in philadelphia than there was when he started except for one major crime arc

violent crime. >> we're fortunate to have in philadelphia the best police commissioner in the united states of america. >> reporter: the mayor's comments are personal, the facts are plain as charles ramsey took over as police commissioner. he faced a city that saw more than one murder a day. when he started, an average of 2 1/2 people were raped in philadelphia, 10,000 robberies, more than 11,000 cars stolen. by end of his first full year in 2009, 90 fewer murders and 60 fewer rapes, robbery down, too. >> when our murder rate was skyrocketing it wasn't because commissioner ramsey was doing a terrible job. when the murder rate goes down, it's because he does a different job. >> reporter: the pennsylvania aclu kept a close eye on the tactics philadelphia police used to keep crime down. the nbc 10 investigators have highlighted one of the most controversial called stop and frisk. we discovered, under ramsey, philly police stopped and

frisked a significant number of people without reasonable suspici suspicion. >> stop and frisk in philadelphia is definitely a part of his legacy. >> reporter: the commissioner had watched the city's murder rate climb in 2010 and 2011, the peak under his leadership came in 2012, 331 murders. as the murder rate climbed, number of rapes fell until 2013, when the city saw more rape in a decade. in both 2013 and 2014, more than 1200 people rapeed in philadelphia. the only crime that didn't go down under ramsey's tenure. do you think philadelphia's safer because charles ramsey was the commissioner? >> i can't answer that. i don't know that anybody can answer that. >> now besides philadelphia's crime statistics, nbc 10 investigators, we also reviewed national crime statistics and during that same period of time, nationally, crime is down, both murder and rape. during ramsey's ten ushg the

this is nbc 10 news. >> right now at 5:00, taking the stand. griffin campbell charged with murder for the market street dpla collapse 2013. >> on the stand for hours and the testimony in the last half hour. doug shimell has been in the courtroom all day. he stepped out and joins us on the phone. >> reporter: you know the story griffin campbell is telling the jury is that he had no normal training in demolition or construction or being a contractor. he never finished high school, he had a random series of jobs,

ran a food truck where he made some money and started buying rehabbing abandoned homes. but he only demolished two small row homes prior to working on the now infamous mark streit demolition and found out about that project by meeting the demolition architect who has been given immunity by the prosecutors and he says that he handled everything from bids and paperwork and funnel work to campbell. campbell would give $5,000 back to expedite paperwork and his attorney said did you think anything wrong and he said, i don't know any better. he agreed to demolish the complex but didn't have a general contractor license and he said, plato took him over, paid $200, campbell had back

taxes to be paid and set up installment agreement and says once he got that contractor's license, he kept funneling other jobs to him while he was ramping up and trying to work on market street. he said he never worked on a demolition job that big, calling it massive. and campbell says there was absolutely no discussion with plato about job site safety plans and said the only time he was told to stop work on the demolition was when lni said that campbell's insurance was instui instui insufficient but he took care of that and work resumed. testimony ended two hours short of details. >> sitting in the courtroom as campbell testified that he has no experience, in his words. have you been able to see how the victim's family reacted to campbell's testimony? >> yeah, representatives, i think just about all of the six victims, maybe other family

there from others who were injured and they have civil suits pending. they've kept fairly flat and nonemotive, most taking copious notes. they've declined to talk to media coming and going to court. but obviously, hearing, you know, some of the oversight, lack of training, some of the things that griffin campbell admitted to, no safety plans, has got to be gut wrenching on a number of different levels. >> doug shimell on the phone talking to us about griffin campbell, charged with murder for the deadly market street collapse in 2013. doug, thank you. >> sure. philadelphia's police commissioner charles ramsey announces retirement. he will step down in january and that's his decision is personal, not political. mayor nutter says the city should credit ramsey with cutting the crime rate down 30%.

this is nbc 10 news. >> nation wide bust on child sex trafficking has led to dozens of arrests, many in atlantic city. >> ted greenberg has more where investigators put a stop to the crimes. >> authorities move in to save a young life ensnared in the world of prostitution. fbi video from virginia and mississippi captured parts of a nationwide week-long crackdown announced today in which 149 underaged human trafficking victims were recovered, the youngest just 12 years old, and 153 pimps arrested. authorities tell us, a half dozen victims of the sex trade were recovered in atlanta county, where two pimps were take noon custody. the fbi provided this interview. >> runaway juveniles are particularly vulnerable to being led into prostitution because
