>> we got a call, 911 call, from a family member who arrived home to discover her mother deceased. >> reporter: the 55-year-old woman, well-respected psychiatrist, works with younger people, in the early morning hours killed in front of her house. police went door-to-do. this neighbor didn't want his face on camera. >> i'm a light sleeper, certainly would have heard something like a gunshot or a scream or something like that. >> reporter: police obviously wanted to know who killed the doctor, a half hour after arriving at the skeep they gcena phone call. >> an individual claiming responsibility for the incident. provided enough detail that we gave it attention and responded to his location. >> reporter: that person was picked up at this home not far away from the crime scene. police aren't identify the victim or person who said he killed her. the center where the doctor worked put out a statement

basically saying they're working with law enforcement and they extend prayers to the victim's family. employees and neighbors a lot of nice things to say about her. >> found me in the yard, stopped, roll the window down, park her car and we'd talk for a half hour. that's the kind of lady she was. >> neighbors have told us a lot about the victim and professional colleagues. police haven't formally identified her. we are not go to say her name until they have contacted family members. we'll bring you more details as we keep digging and uncover new parts of the story. tim furlong, nbc 10 news. new tonight, now hearing from the father of brendan creato, the child whose body was found near the river. the father placed the 911 call to police.

>> 911. >> i woke up and my 3-year-old's missing. >> you didn't hear anything or see anything? nothing like that? >> no. i just woke up and he wasn't in my apartment. i won know if he wanded out or what happened. the door was locked. i guess he unlocked it and left. >> the father dialed 911 after 6:00 tuesday morning. within three hours, detectives combing the wooded area where brendan was discovered. a course close to the investigation tells nbc 10 m brendan did not wander to the riv offer alone, he was placed there. >> i don't like feeling unrest of what happened. i would like to know what happened. >> investigators reveal today the autopsy is pending and right now his cause and manner of death are unknown. father and extended family are cooperating with investigators. first alert weather. temperatures started to drop. today's cool weather, eight to break it to you, just the begin

going better start getting used to in. meteorologist sheena parveen. >> another drop going into the weekend. today, noticeable cooler than yesterday. going to stay like this as we end out the week. weekend forecast, much colder than it was today. right now, though, we are dry on satellite and radar. rain back off to the west. light rain. locally we have clouds around. i don't expect rain from those clouds. but we will see them clearing as we go overnight tonight. 67 degrees philadelphia weep have 50s just up to the north and west. that's that cooler air mass in place. but come this weekend, colder air mass up to the north, that's moving. right now, still mid to low 60s through the lehigh valley. 63 allen town. 61 redding, 65 wilmington. mill have a 65. numbers getting cooler tonight. with clouds around by 6:00 p.m., mid-60s. still breezy. 8:00, low 60s.

clouds break up and once they do so, it will allow us to get cooler. by 10:00 p.m., in the 50s. and we'll be in the 40s for most of the area by tomorrow morning. but colder into the weekend. i'll show you numbers and how told it will be as we go into sunday morning coming up. after eight years, philadelphia's police commissioner is stepping aside. >> charles ramsey will retire at the beginning of next year. signed up for the job when mayor nutter took office, and for the past eight years he's worked to cut crime in the city. homicides are down 33%, robberies and shootings are down, too. ramsey previously the top cop in washington, d.c., where he saw a drop in violent crimes. a speech today he said the job is not done yet. >> there are still neighborhoods that are farragfar too unsafe. too many people being shot on the streets, too many murders, robberies, too much crime.

>> spearheaded a reform process the police department. he initiated a department of justice investigation into police-involved shootings and use of force. today, mayor michael nutter got very emotional as he thanked commissioner ramsey for making philadelphia a safer city. >> thank you for making my city a safer city. there are young people alive today who ten years ago may not have lived in our city. >> what part of commissioner ramsey's legacy will be a dropping murder rate. we looked at overall numbers and found some crime did go up. mitch? >> guys, no doubt when commissioner ramsey started the job he faced uphill battle. today less crime in philadelphia than there was when he started except for one major crime arc

violent crime. >> we're fortunate to have in philadelphia the best police commissioner in the united states of america. >> reporter: the mayor's comments are personal, the facts are plain as charles ramsey took over as police commissioner. he faced a city that saw more than one murder a day. when he started, an average of 2 1/2 people were raped in philadelphia, 10,000 robberies, more than 11,000 cars stolen. by end of his first full year in 2009, 90 fewer murders and 60 fewer rapes, robbery down, too. >> when our murder rate was skyrocketing it wasn't because commissioner ramsey was doing a terrible job. when the murder rate goes down, it's because he does a different job. >> reporter: the pennsylvania aclu kept a close eye on the tactics philadelphia police used to keep crime down. the nbc 10 investigators have highlighted one of the most controversial called stop and frisk. we discovered, under ramsey, philly police stopped and

frisked a significant number of people without reasonable suspici suspicion. >> stop and frisk in philadelphia is definitely a part of his legacy. >> reporter: the commissioner had watched the city's murder rate climb in 2010 and 2011, the peak under his leadership came in 2012, 331 murders. as the murder rate climbed, number of rapes fell until 2013, when the city saw more rape in a decade. in both 2013 and 2014, more than 1200 people rapeed in philadelphia. the only crime that didn't go down under ramsey's tenure. do you think philadelphia's safer because charles ramsey was the commissioner? >> i can't answer that. i don't know that anybody can answer that. >> now besides philadelphia's crime statistics, nbc 10 investigators, we also reviewed national crime statistics and during that same period of time, nationally, crime is down, both murder and rape. during ramsey's ten ushg the

city of philadelphia gained over 100,000 residents. that could have an impact on crime. for the investigators, mitch blacher, nbc 10. of course, charles ramsey's recognized nationwide. august, lester holt was in philadelphia and talked about policing with ramsey. one issue they talked about, body cameras. ramsey says the most important thing about this, or any crime fighting tool, is making sure it's practical for the officers. >> if you're on a robbery in progress, man with a gun, a guy running out of the store, first thing you're going to think about hitting a button, hit record, i don't think so. what's the practical part of it? >> we have more on the retirement of charles ramsey at 5:30. hear in his own words what he plans to do first when he retires. probably not what you expect. we'll take a look back at the events that will define ramsey's career here in philadelphia.

from delaware bureau, a police officer accused of theft by false pretense and forgery. indictment was handed down after a nine-month investigation, 40-year-old roberta harlow, charges stem from a beach rental property agreement in delaware. free on bail tonight. she's suspended from work without pay. hurricane sandy victims run ug out of time to file flood claims in connection with the storm. thursday, the agency will stop taking claims of fraud and abuse from third party contractors. only 10% of the 144,000 claims filed through the national flood insurance program have been reviewed. those shortchanged awarded $16,000. mayors in lehigh valley backing a renewed push to bring rail service back to the area. mayors from allentown, bethlehem and back thiing the initiative. rail service from philadelphia,

this is nbc 10 news. new video from florida tonight. this is a trailer park in the flames came from the plane that crashed into a trailer. two people were killed. and as nbc's kerry sapders reports, federal investigators >> reporter: the national transportation safety board along with local law enforcement is trying to determine what the cause was in this plane crash. >> we'll be looking at experience of the pilot. we'll be looking at weather he may have flown through. all aspects or phases of the flight will be reviewed the.

>> reporter: plane went down around 6:00 p.m. yesterday into this mobile home park in palm beach county, florida. some believe that there were people inside those mobile homes. >> the explosion and fire that followed captured on home video and, at the same time, a security camera rolling not too far away and you can see on that security camera as the plane came down. now the ntsb does not know why the plane came down. they do know that there's an airport about three miles from here. >> very fortunate in a mobile home park it wasn't a larger and only two homes affected. >> reporter: there's a man here, his daughter, he believes, was hit by the plane when it went down. in palm beach county, florida, kerry sanders, nbc news. elsewhere, the sinking of this cargo ship that went down lurer during hurricane joaquin

leaders gathered to sell bright the life of jerome wyatt mondesire. today would have been his 66th birthday. he passed away ten days ago. he was a journalist and an activist. he took over the philadelphia chapter of the naacp in 1991 and was a founding member of the philadelphia association of black journalists. >> a warning to residents in newark, new castle county. a man tried to pass himself off as a city employee to gain access to a woman's home. a university of delaware student opened her door to the man. he had a claim board and seemed legitimate but didn't have any i.d. she let him inside for two minutes and he took off. newark wants residents to know employees drive cars that are clearly marked. in south jersey, old scam new twist, targeting small businesses. threat tonight ton off office

because of aggressive bear on the prowl. october 5th, the department trapped and killed a bear. d.e.p. says it's not sure it's the same bear that three different sets of hikers saw acting aggressively. the department will decide later whether to reopen the forest. now, your nbc 10 first alert weather. with meteorologist sheena parveen. >> well, the clouds are with us and so is the cool air. so today, quite cooler than yesterday. here's live look out in the poconos with the fall foliage. still seeing clouds around. no rain with the clouds, though. now end of the week will stay cool. so tomorrow, friday will be pretty similar to today. more sunshine tomorrow. but temperatures stay cool. but we go into the weekend. another cooldown, bigger cooldown. talking colder temperatures and with that, we are going to see 30 degree temperatures especially sunday morning and monday morning. some areas will be right around freezing. right now, here's a live look

out at cape may. we have just about partly cloudy skies. but we've had overcast skies for part of the day, cape may 66. little bit of a breeze out there but it's cool everywhere in the mid-60s. yesterday 70s. 76 the high. age high dropping down to 67 degrees. so far that's where we've been. tomorrow, thursday, staying that way. big drop-off as we go into the weekend. high temperature saturday. only in the upper 50s. i think most of the area, if not everyone, staying in the 50, barely getting 60 degrees. if you're lucky you might get to 60. right now 60s. mid-60s for the area. low 60s north and west. with that cloud cover still in place. so the cool air is here, clouds are hering but rain, that's farther off to the west. right around western pennsylvania. i don't think showers should make it in. wouldn't be surprised a sprinkle. overnight clouds clearing. future weather, clouds clear up overnight, cooler through the

overnight hours. we stay cool going into tomorrow. and friday. but another cold front moves through friday. this is the big one, this is dropping the weekend temperature. take a look saturday. cool air mass moves in, really sets in saturday night and sunday morning. by sunday morning, we are looking at temperatures in the 30s. this will be lasting even into monday morning. so remember that when kids go to the bus stop monday morning they need to be bundled up. much colder than tonight. tonight, temperatures low 40s through the lehigh valley. philadelphia for the low, 43. millville, 46 wilmington. tomorrow, more sunshine than today. but still cool. 65, 68 through the afternoon. and mid-60s for friday more clouds friday. can't rule out isolated showers. most of us should be dry. go into the weekend. sunshine a dry weather pattern sets up but temperatures go down, 58 saturday. 55 degrees on sunday. wind will be with us across the

it was at that point according to police the man arm with a knife attempted to stab one of the israeli police officer officials. managed to run down steps before israeli police opened fire. shooting and killing. identified as i palestinian man, resident of jerusalem. the second attack to take place here. there was an attack after that unthat happened in central jerusalem at a bus station where a plalestinian man approached a woman, stabbed her. her situation is stable that man was also shot and killed by israeli police. all of these incidents come on a week that there's been heightened tensions between israelis and palestinians. the israeli military deployed 300 personnel to beef up security at checkpoints. >> the recent wave of attacks against israeli civilians challenge any police force.

this is nbc 10 news. >> right now at 5:00, taking the stand. griffin campbell charged with murder for the market street dpla collapse 2013. >> on the stand for hours and the testimony in the last half hour. doug shimell has been in the courtroom all day. he stepped out and joins us on the phone. >> reporter: you know the story griffin campbell is telling the jury is that he had no normal training in demolition or construction or being a contractor. he never finished high school, he had a random series of jobs,

ran a food truck where he made some money and started buying rehabbing abandoned homes. but he only demolished two small row homes prior to working on the now infamous mark streit demolition and found out about that project by meeting the demolition architect who has been given immunity by the prosecutors and he says that he handled everything from bids and paperwork and funnel work to campbell. campbell would give $5,000 back to expedite paperwork and his attorney said did you think anything wrong and he said, i don't know any better. he agreed to demolish the complex but didn't have a general contractor license and he said, plato took him over, paid $200, campbell had back

taxes to be paid and set up installment agreement and says once he got that contractor's license, he kept funneling other jobs to him while he was ramping up and trying to work on market street. he said he never worked on a demolition job that big, calling it massive. and campbell says there was absolutely no discussion with plato about job site safety plans and said the only time he was told to stop work on the demolition was when lni said that campbell's insurance was instui instui insufficient but he took care of that and work resumed. testimony ended two hours short of details. >> sitting in the courtroom as campbell testified that he has no experience, in his words. have you been able to see how the victim's family reacted to campbell's testimony? >> yeah, representatives, i think just about all of the six victims, maybe other family

there from others who were injured and they have civil suits pending. they've kept fairly flat and nonemotive, most taking copious notes. they've declined to talk to media coming and going to court. but obviously, hearing, you know, some of the oversight, lack of training, some of the things that griffin campbell admitted to, no safety plans, has got to be gut wrenching on a number of different levels. >> doug shimell on the phone talking to us about griffin campbell, charged with murder for the deadly market street collapse in 2013. doug, thank you. >> sure. philadelphia's police commissioner charles ramsey announces retirement. he will step down in january and that's his decision is personal, not political. mayor nutter says the city should credit ramsey with cutting the crime rate down 30%.

tractor, when hit by a motorcycle. police say the crash caused the motorcycle's gas tank to rupture. the drive or of the motorcycle wasn't wearing a helmet and also died at the scene. all used to tipping at a restaurant. one famous restaurant owner is getting rid of the tradition. what it means for waiters and customers. people take them for good health. doctors have a new warning about supplements and why they're sending thousands to the hospital.

this is nbc 10 news. >> nation wide bust on child sex trafficking has led to dozens of arrests, many in atlantic city. >> ted greenberg has more where investigators put a stop to the crimes. >> authorities move in to save a young life ensnared in the world of prostitution. fbi video from virginia and mississippi captured parts of a nationwide week-long crackdown announced today in which 149 underaged human trafficking victims were recovered, the youngest just 12 years old, and 153 pimps arrested. authorities tell us, a half dozen victims of the sex trade were recovered in atlanta county, where two pimps were take noon custody. the fbi provided this interview. >> runaway juveniles are particularly vulnerable to being led into prostitution because
