in sky force 10 with the details. what do the backups look like from up there, aundrea? >> it is terrible, keith. first we have to tell you two people are seriously injured. they are being treated at the hospital, one look at the scene explains why. within the last few minutes a tow truck has arrived with a dump truck and a tow truck has already removed the pickup truck that was also involved in this accident. the dump truck, as you can see, is still on its side with a trailer over the retaining wall. there is some debris on the road, you don't know if it's from the truck or if it was put down as a precaution for possible leaking gas, but by the position of the dump truck it's hard to tell how the exact occurred. we're going to, as you can see, zoom out here and kind of show you this traffic that is backed up as far as the eye can see. we're seeing the ripple effect also on other roads, including university avenue. traffic along i-76 eastbound really stopped at the 6/76

forecast. sheena, not chilly anymore. >> most people would just say it's cold outside. the rest of the week cool, tomorrow will be in the 60s, just like today, mid 60s right now in philadelphia. much of new jersey and delaware still sitting in the mid 60s. 64 degrees in dover and atlantic city. low 60s in the lehigh valley, 61 in pottstown, 50s up in the poconos where the fall foliage looks very beautiful and pretty much in full swing now. we are going to watch even colder air going into the weekend. locally we're dry, but back off to the west, this is the cold front that will be really dragging down the colder air, which will be giving us our first frost and freeze of the season. so take a look at what's happening here, right now we have this cool air mass in place. it is going to last until friday, but after that look what happens over the weekend. saturday and sunday, colder air mass sets in and we are talking about temperatures in the 30s. widespread 30-degree temperatures with that colder

weekend forecast, so again our first frost is coming up. coming up i'll show you which areas can expect the coldest temperatures and how many mornings this will actually be lasting. that's straight ahead. a man wanted for raping and robbing a temple university student was discovered in a new jersey jail. 23-year-old bennett was moved to face charges in philadelphia. this is surveillance video of bennett after the alleged attack on september 28th a block from temple's campus. the victim was walking on carlisle street when she was attacked. bennett was in jail for a probation violation before transferred to philadelphia. two men accused of beating a gay couple agreed to stay out of center city as a plea deal. they apologized as they pleaded guilty today to aggravated assault and conspiracy charges. this is video of the suspects walking with some friends the night of the attack. the victims said the attackers

used slurs and then beat them. one suffered a broken jaw and cheekbones. williams is banned from center city and on probation for five years. harrigan can't go to center city for three years, must also perform 200 hours of community  service at an lgbt facility. all new at 5:00, putting the troubling trend of drunk driving in reverse. a south jersey town said its new program is getting results and saving lives. >> cydney long shows us how it works and how it could become a model for the rest of the nation. >> building on a don't take the risk pilot program that began in early september. >> there have been zero arrests of duis from these 19 establishments shows the idea was a good idea, the execution of the idea was perfect. >> reporter: evesham is teaming with uber and be my designated

driver organizations to develop a safe ride home program to wipe out dui and dui-related wrecks. >> i think it's wonderful. protect our citizens, protect our children. first of all, they shouldn't be driving when they are drunk. >> reporter: the way it works, any resident at any of evesham's 19 establishments can choose uber or be my dd to get themselves and their cars home safely. simply by installing the evesham township app on their smartphone. >> you'll press a button and they'll be there. >> in a joint study that we released earlier this year with mothers against drunk driving, we found that demand for uber spikes in communities at the same time bars are closing. >> it doesn't rely on taxpayer dollars, instead businesses and some anonymous residents are donating. evesham says it will save on dui costs to the town, the average uber ride home costs them $7 to $12. be my dd to get you and your car

home roughly $35. evesham save lives will be free until january 2 7bd. after that, they hope restaurants will pay into it. one business owner is already onboard. >> it's an educational awareness that subliminally say, listen, i'm drinking today, i'm going to take a ride home. >> reporter: if you live outside home, the program will still get you home safely for full price. >> you can't put a price tag on a human life. >> we don't ever want another dui fatality in this town ever. >> reporter: from evesham, cydney long, nbc 10 news. big story tonight, president obama reverses his pledge to end the war in afghanistan. >> today the president said circumstances have changed on the ground and keeping our troops there is the right thing to do. the president's plan calls for the 9,800 u.s. troops to stay in afghanistan through most of next year. 5,500 will remain there when he leaves office in 2017.

the american military mission was supposed to end next year, but the president calls the security situation in afghanistan still very fragile. >> this modest, but meaningful extension of our presence while sticking to our current narrow missions can make a real difference. it's the right thing to do. >> the president says the afghan military has made gains, but it's still not as strong as it needs to be. >> for the thousands and thousands of soldiers who served in afghanistan, lost friends, and spent time away from their families, how are they responding to the president's announcement? >> nbc 10's ted greenberg brings that part of the story. >> so if it's meant to be they should be there, then they should stay until the goal is met. >> reporter: debby's son nick made the ultimate sacrifice for his country. more than four years later, she's convinced the fallen marine would want u.s. troops to stay in afghanistan as long as

necessary. >> there for a reason to complete a mission, and the mission wasn't finished, then what was the sense? >> reporter: nick ott was 23 when he was killed during combat operations in afghanistan. his mother says she supports president obama's decision to halt the withdrawal of american forces there. >> if you train all of these men and women to do a job, and they haven't completed the job, then where is the time and the money spent? >> certainly, i would prefer to have the men and women home. >> reporter: he trusts the leaders of the military and the president. bliss has been deployed twice to afghanistan. >> if i was there myself, i would just say, hey, that's what our mission is, that's why we're serving. >> i believe any mother of any man or woman who's gone into

moment would say, no, they don't want their child going into war, of course, none of us do, but we do not make that decision. our children made that decision and we have to honor their decision no matter what our opinion is. >> ted greenberg, nbc 10 news. a guilty plea for the driver of a fatal tour bus crash in delaware last year. he was behind the wheel when the bus overturned in new castle. the bus was heading back to new york after a sightseeing tour in d.c. he pled guilty to three counts of operating a vehicle causing death. the 57 year old faces a maximum of seven years in prison. reason to celebrate for atlantic city casinos thanks to a big hit in september, according to state gaming officials, the eight surviving casinos want a little more than $230 million in september. that's an 11% jump from a year ago. officials credit a healthy labor day weekend and the lucky month at the table games for the bump in winnings. declaring his innocence.

this is nbc 10 news. >> oscar pistorius will leave prison and move to house arrest next week. the double amputee olympic runner who shot and killed his girlfriend reeva steenkamp in 2013 has served nearly a year of his five-year sentence for manslaughter. pistorius maintains he thought steenkamp was an intruder in his home and killed her by mistake. prosecutors say he shot her after an argument and have appealed to move his manslaughter conviction to murder. a texas high school football coach is suspended for a year for his role in an on-field incident between two of his players and a referee. he teared up while trying to convince the committee why he should coach again.

he's accused of ordering his players to attack a referee last month. take a look. the players allege the referee directed racial slurs at them. he said he told his players that watts needed to pay the price, end quote, but his comments were taken out of context. here's the emotional coach at today's hearing. >> i have coached a long time. my style of coaching, he's always told me i don't need to be that way. >> he's been suspended for the remainder of the 2015-16 school year and placed on probation for two more years. support is fading for new jersey governor chris christie's bid for president, even in his home state. that's according to the latest rutgers-eagleton poll. 32% of new jersey republican voters say they are leaning towards donald trump for their party's nomination. christie has only 5% of the vote. and asked why christie is doing

poorly in the race, voters cited his performance as governor, his attitude, and character. voters said they think christie is dishonest or untrustworthy. florida senator and presidential candidate marco rubio is in our area tonight. he's the special guest at the republican committee of chester county's 2015 fall reception at the crown plaza in king of prussia from 6:00 to 8:00. rubio is expected to speak at tonight's event. hillary clinton was in philadelphia today raising money for her campaign. this is video of clinton in nevada yesterday. today's location was kept a secret to everyone except those who made a significant donation to see her. bill clinton was listed as a guest speaker. tomorrow marks the end of an era in commercial airline travel. u.s. airways flight 1939 is expected to depart from philadelphia international tomorrow morning, following stops in phoenix and san francisco. flight 1939 will return to philly for good.

u.s. air and american merged back in 2013. following tomorrow's flight, all planes in the fleet will be marked with american airlines signage only. you know what that sound means, the eagles start a string of three straight primetime games this week. here's a live look at the link where the birds take on the giants on monday night football. >> today coach chip kelly was asked about teams other than the eagles. danny pommells joins us live from comcast sportsnet with more. danny, what's this jacqueline, s slow start doesn't compare to usc. chip kelly's oregon roots in the pac-12 brought on plenty of speculation that the eagles' head coach would leave the nfl to go back to college and resurrect the once mighty program. today kelly was asked about those rumors. >> i understand it, it's going to happen. we're not successful and we're not winning, i came from college, i'm going back to

weather with meteorologist sheena parveen. >> well, we're going to stay cool as we end out the week a lot like today as we go into your friday. if you needed a light jacket today, you will need one as we end out the week tomorrow. still in the 60s, but then we go into the weekend and i think you'll need a thicker jacket, especially if you will be out past sunset and before sunrise, especially. it is going to get cold, we're talking about our first frost and freeze of the season, so yes, we do expect 30-degree temperatures, pretty widespread. right now, though, nice conditions, mostly clear skies in philadelphia, temperature now 65 degrees. so it is still cool at this hour, and tomorrow will be much like this, except maybe a few more clouds, maybe an isolated shower, but nothing major in the way of rain. still in the low 60s north and west of philadelphia, mid to low 60s south jersey and delaware, so pretty pleasant evening, too. until we get to the weekend. you're really going to need to bundle up. i'll show you that in just a second. right now we're going to stay

dry as we end out today and the rain back off to the west is part of the cold front. that's going to be moving through as we go into tomorrow, so it is heading in this direction. that's why we'll see more in the way of cloud cover tomorrow, that's why we have a slight chance of a couple stray showers. this cold front will be swinging through, but when it leaves over the weekend, that's when the cool air moves in. take a look at future precip and temperatures here, mid 60s now, dropping into the 40s for some of the area overnight. tomorrow going to be mostly in the 60s, but there you see the slight chance of a stray shower by the afternoon hours. once that clears out, look what happens for saturday. saturday afternoon, only about the mid 50s for most of the area. that's going to be a daytime high temperature, so about 10 degrees colder than today. as we go into your weekend, then look what happens overnight into sunday morning. this is when the cold really starts to set in, so i think we'll be seeing freezing temperatures or below freezing temperatures through the lehigh valley, possibly some of our suburbs in new jersey and we'll be in the 30s all the way

through dover, but at the shore it's not going to be in the 30s there. we expect 40s, maybe around 50 degrees. then we go into sunday afternoon, high temperatures only around 50 degrees, maybe even the low 50s. then you see a few areas of possible rain showers, so this is something we will be watching over the weekend. we could see a little disturbance trying to move by, but either way it's going to be cold enough farther north for snow showers, that's how cold the air mass is going to be. locally, though, we expect the first frost of the season with the temperatures, as well. for tonight we're not going to be that cold just yet. 43 for the low in allentown and reading. 50 for philadelphia, 49 wilmington, 50 atlantic city, 53 degrees in wildwood, and tomorrow that's when we'll see more in the way of cloud cover, slight chance of a shower, but still in the 60s for part of the area. then for the weekend high temperatures in the 50s. it's not going to be freezing saturday morning. we'll be in the 40s, but by saturday afternoon, 57 degrees, sunday afternoon about the mid 50s, morning lows in the 30s.

fighting to save atlantic county. chris brown's attacks? the press calls them "embarrassing" political "posturing." the truth? chris brown and will pauls opposed the atlantic city rescue plan, even though it would save thousands of our jobs. we already know they're propped up by north jersey casino interests. and pauls even wanted the vote to allow north jersey casinos "this year." now they brag about helping atlantic county. but there's a word for politicians like that. hypocrite.

this is nbc 10 news. >> with flu season nearly here, it's time to get the flu shots. tomorrow there's two opportunities to get vaccinated. the first is in delaware county, the hafr ford area ymca runs from 9:00 a.m. to 1:00 in the afternoon. camden county residents can head out to the kolingswood senior center for flu shots and runs from 11:00 a.m. to 1:00 in the afternoon. a real treat for some local residents. they are getting free admission to two philadelphia art museums and two historic homes. in fairmont this weekend, the offer extends to norristown, ambler, westchester, and wayne. see the museum of art, rodin museum, mt. pleasant and cedar grove mansions for free. to get in have an i.d. card that shows your zip code. job seekers get those resumes ready.

we continue to follow breaking news from sky force 10 where an accident is causing major problems on the schuylkill expressway. >> aundrea cline-thomas is live in sky force 10 with the latest. how does it look now, aundrea? >> reporter: well, it's been an hour and a half since the accident occurred and it's still slow moving on the roads. let's take a look from sky force 10. you see that dump truck now is right-side up. it was laying on its side for just until about a few minutes ago. now if you've also been with us you'll notice the trailer has been unhooked from that dump truck and is completely on i-76 now. before it was hanging over the retaining wall.

now, a tow truck has already moved a pickup truck that was involved in this accident, just about an hour ago. it's still unclear how this accident occurred. two people are seriously injured. they are being treated at the hospital. as for traffic, let's pull out right now just to show you, it is backed up still as far as the eye can see. we're seeing a ripple effect on other roads, including university avenue. traffic along i-76 eastbound really stopped at the 6/76 split, but over the scene we saw a lot of volume up to city avenue. could be because of rush hour, but having this accident here also does not help. drivers are being diverted on to 28th street. they are not being let back on to the interstate. we are seeing progress here at the scene of this accident, but the message still remains that you should just avoid i-76.

we're not sure when this will be clear. we're live in sky force 10, aundrea cline-thomas, nbc 10 news. >> aundrea, thank you very much. also tonight, declaring his innocence. nbc 10 talks one on one with chaka fattah jr. on the first day of his fraud trial. his father, congressman chaka fattah faces charges of his own. >> deanna durante spoke to fattah jr. deanna? >> he's representing himself. he has a legal background but says he can do a better job than a defense lawyer. his father, congressman fattah, also has federal charges against him. he says his dad is supportive of his effort to act as his own attorney. >> what people should be doing is kind of like starting off with what they know. >> reporter: 33 year old chaka fattah jr. says he's done nothing wrong, saying the government's case is weak and he's going to prove it. >> in the next few weeks, you

know, the details regarding these issues will become clear, you know, it will, you know, something i think, you know, people need to know is that, you know, i wouldn't do anything wrong related to the philadelphia school district. >> reporter: the charges against him include tax and bank fraud. >> i've never done anything wrong, you know, we've had a, you know, i had a business relationship with a vendor for the school district of philadelphia. it's a multi-year relationship, and, you know, i earned money for work that i performed. >> reporter: i asked fattah about his dad's charges. prosecutors allege the congressman misused campaign money and grants. he says it's making it harder to select a jury. after a day, a jury has not been found. >> i'm not a politician. i'm not a politician, so, you know, i'm not in public life, you know, i think that, you know, this will be public, but, you know, it's important to know that i've never run for office,

you know, i didn't sign up for this. this is not something i won an election and it's okay to go through my personal finances for ten years. >> fattah jr. says he expects the trial to last for several weeks. he would not discuss the specific allegations, saying that is going to be explained in his defense. deanna durante, nbc 10 news. >> deanna, thank you. congressman fattah's trial is not scheduled to begin until next spring. here are more details on the charges against him, according to the indictment. fattah is accused of misusing his congressional influence, stealing taxpayer money and charitable donations. he's also accused of accepting a secret million dollar campaign loan and taking a bribe from a lobbyist who wanted to be an ambassador. he has denied all of the charges. congressman fattah is married to nbc 10 anchor renee chenault-fattah. renee is referenced in the criminal complaint, labeled as person e and an affiliate of the fattah enterprise. the feds allege she took part in

the scheme to fraudulently sell a car in order to pay closing costs on a vacation home. she is not charged and denies any wrong doing. renee is on leave from nbc 10. turning now to weather and talking about a weather pattern, we are going to get an early taste of winter this weekend with temperatures down into the 30s. what about the rest of the winter season? the government released its forecast today. >> first alert meteorologist sheena parveen joins us now. we're waiting with bated breath, sheena, what about our area here? >> the national oceanic and atmospheric association did release their 2015-2016 winter outlook as far as precip and temperatures go, so across the country they are basically looking at a weather pattern in place we call el nino, this is when the pacific water temperatures are warmer than average, so there you see warmer water in the pacific and you might be asking yourself why does this matter to our weather locally. well, what warmer water

temperatures do is affect air current. in this situation, sub tropical jet stream, there you see it streaming over parts of central america, but with this type of weather pattern, it's going to alter the jet stream for the area. we're looking at the southern states receiving the sub tropical jet because of the temperatures in the pacific ocean and what that means in return is you get the pacific moisture moving across parts of the country, which in this case would be the southern states, so that's where we expect some of the wettest areas as we go into this winter, so locally that could mean part of our area seeing more precipitation this winter. so precipitation meaning either rain or snow or a mix, of course, that is all dependent on temperature. now typically when you have this type of setup with that sub tropical jet stream over the southern states, you also have the cooler temperatures there, as well. the warmer temperatures, this is compared to what's considered average for these areas in the winter and so far we are looking at maybe slightly warmer air mass in place over us.

so again, this would dictate what type of precip we see, once that moisture comes in to play, but as we know, certain weather patterns in place at the time of the event, that will determine the type of precip, but so far we could be seeing slightly warmer temperatures, but, of course, as we get into the winter season we'll be updating for the area and, of course, always updating you with your weather even online, on our mobile app, and, of course this weekend we do know it is going to feel more like winter, so we'll show you those below average temperatures coming up. >> sheena, thank you very much. when winter weather arrives, count on nbc 10 for the latest updates. download the nbc 10 news app. it's free for your smartphone or tablet. listen to this, mary lee is back. the great white shark has returned to new jersey's coastline. today the 16-foot, 3,600-pound shark was near ocean city. researchers tagged mary lee in 2012. she gained popularity in the

spring and even has her own twitter handle. she spent most of the summer off the coast of florida, georgia, and the carolinas, because why not? >> why not, indeed. a delaware park gets a major facelift and a great new place to hold a gathering. newcastle county leaders cut the ribbon at brandywine springs park. the friends of brandywine springs park group pushed hard for the pavilion. it can hold up to 125 guests and when it's ready to be rented in the spring, it will have built-in grills and tables. >> this is beautiful, and this is what people like to see. you have to have somewhere where it's preserved. >> it took about $150,000 to get this project done. that included getting rid of the old pavilion and installing 85 feet of new sidewalk to make it ada accessible.

residents in chesterfield and several other communities will get together at new egypt high school. they are concerned about the proposed route of the pipeline. the group says it will come close to the homes, businesses, and schools there. they prefer an alternate route that would have less an impact on residents and the environments. some local students got the chance to explore the environment on the christiana river using canoes. take a look at them, an organization that connects people to the outdoors, they

brought their canoe mobile program to wilmington this week. students from conrad schools of science were able to see parts of the wilderness not found in suburban or rural areas. >> more than just a paddling experience, it's an outdoor floating classroom where we can encompass not only team building and just having fun, but learning about their ecosystem, about the cultural significance of the area. >> organizers hope participants become more mindful of their surroundings after this. and we have a cool end to the week, but big changes coming up for your weekend. it is going to feel a little bit more like winter with our first frost and freeze of the season. i'll show you which areas can expect the coldest temperatures and wind coming up.

right now at 5:00 a major change in strategy from the commander in chief. president obama announced today american troops will stay in afghanistan longer than his original deadline. the president's plan calls for the 9,800 u.s. troops to stay in afghanistan through most of next year. 5,500 will remain there when he leaves office in 2017. the american military mission there was due to end next year. john mccain and president obama appear to have found some common ground. the arizona senator says he's pleased to hear the president has decided to keep more troops in afghanistan. his remarks came after president obama announced 5,500 u.s. troops would remain in afghanistan when he leaves office in 2017, but carly fiorina has a different view. the republican presidential candidate says the president has simply recognized reality by delaying a planned drawdown of u.s. forces. she's long accused of president of not listening to military advice of both iraq and

afghanistan. fiorina was in iowa for a campaign event. >> he now is recognizing that afghanistan is becoming potentially a haven for isis and that the taliban is not on the wane, as he is trying to convince the american people of for years. >> but fiorina appeared to level criticism at former president bush, too, saying the nation building effort in afghanistan has been, quote, foolish and naive. and joining us to discuss today's announcement is nbc 10 military analyst colonel rick ke keirnan. 26 years of army experience, he served our country in germany, vietnam, and saudi arabia and presented with two bronze stars. thank you for being with us, colonel. quite a reversal of the president's previous position where he was withdrawing troops from afghanistan. what kind of message does this send to the american people who thought the conflict there was winding down? >> well, i think we have two

things to consider. number one, we've been there more than a decade and i think when you look at the situation, you know, several years ago, it was more force on force. we now have a different type of enemy, which is the counterterrorism and the insidious presence of isis, so when the enemy changes its presence, we have to adjust to that also, and it's not necessarily a larger number of troops against a larger number of troops, so i think this adjustment in strategy is probably going to be appropriate for the type of enemy that we're facing right now. >> colonel, we're hearing a lot about isis these days. seems every other day they are in the headlines. how will this decision affect the fight against that terror group if it does? >> i believe it does, because part of the smaller number of troops also advised includes a train and advise role, so even though we have a smaller number of troops, it's not dissimilar from many years ago when we had advisers at the end of the

vietnam conflict, so it's a combination of coordination and cooperation with the afghan government. in the last decade, they've had a change in their government. there's been a change in the nature of the mission because of the enemy's change, so i think you adjust your strategy and modify it to fit the current situation. and a smaller force, which is advisers and really adapt to working with the local afghans, is very appropriate now for the size force that we have and the nature of counterterrorists versus the number of large substantiative troops. >> and up to this point the presidential campaign hasn't touched much on afghanistan. we know that could likely change now. nbc 10 military analyst colonel rick keirnan, thank you. >> thank you. >> the announcement from the president continues on nightly news with lester holt at 6:30 tonight. now your nbc 10 first alert weather with meteorologist

sheena parveen. >> well, today nice and cool, but also sunny. tomorrow will still be cool but a few more clouds around. here's a look up in the poconos with the sub about to set. here's clear skies and tomorrow still in the 60s. if you needed a jacket today, you'll need one tomorrow, too, otherwise it's going to get colder as we go into the weekend. we're talking about our first frost and freeze of the season. many areas will be in the 30s. right now, though, low 60s through the lehigh valley, mid 60s philadelphia, up through trenton, wilmington 64 right now and south jersey and delaware the mid to low 60s. tomorrow we will still be about the mid 60s, average high now 67 degrees. then we go into the week and we're going to see a bigger dropoff, into the 50s. big difference from tomorrow, into saturday. that's about a ten-degree drop. both saturday and sunday, those are high temperatures, 57 saturday, 54 for the high on sunday. even colder as we go into the

morning, so i'll show you those in just a second. right now nice and dry, but the closest rain is approaching the area. we have a chance of seeing a couple stray showers tomorrow as part of a cold front moving through, so that will be cooling us down into the weekend. here's a look at future weather. this is tomorrow, there's the cold front just off to the west for your friday. it's going to move through and really drop those temperatures going into the weekend. so big area of high pressure sets up, pulling down that cold air mass from canada and that's why our high temperatures aren't going to get out of the 50s over the weekend and this even stretches into monday, so take a look at the morning lows. near freezing, especially areas north and west through the lehigh valley, philadelphia area will be in about the mid 30s, some of our suburbs in new jersey will be at freezing, too. that's why we're seeing our first frost and freeze of the season. take a look at it compared to the record low temperatures. for sunday morning, record low in the philadelphia area 32 degrees, forecast high around 37. monday morning record low 29,

forecast high about 34 degrees. and as far as we go into tuesday, morning lows still in the 30s, so this is going to be pretty widespread cold. remember areas north and west through the lehigh valley in our new jersey suburbs you do tend to get colder. those are areas we're watching for freezing and below freezing temperatures. that's why we're going to have a widespread freeze and frost around in the forecast. low temperatures tonight will not be that cold. 43 for allentown, 43 for reading, 50 philadelphia, some 40s in our new jersey suburbs, but it will still be cool. tomorrow a cool day staying in the 60s, more clouds around than today. slight chance of a shower with the cold front moving through. into the weekend we are going to stay dry. it is going to be breezy, though, making it feel colder, too. saturday high 57 degrees, but the morning on saturday won't be in the 30s, but sunday morning it will. 37 degrees, but our suburbs at or below freezing, especially into monday morning and monday afternoon. we are still going to be in the mid 50s, pretty chilly eagles

nbc 10 breaking news. >> right now at 6:00, one direction of the schuylkill expressway closed at the worst possible time, at the start of rush hour. a dump truck and a pickup truck collided here 76 eastbound shut down at 4:00 in university city. drivers have to get off at 28th street exit. nbc 10's aundrea cline-thomas is live for us in sky force 10. aundrea, two hours now. what kind of backups are we still seeing out there? >> reporter: really doesn't seem like it's gotten very much better, jim. traffic continues to be backed up for miles, not just on 76 east, but also on cedar roads like university avenue. westbound traffic into center city is not affected. that is moving smoothly, but a

lot of cars who did not know about this accident going eastbound found themselves really stuck. as you said, traffic is being diverted on to 28th street. folks can't get back on the expressway, so if we go to the scene now, you see that multiple tow trucks are on the scene. the dump truck that was on its side is being hoisted on to a flat bed truck, so it could be hauled away. that's good news for drivers. the scene is getting closer and closer to being cleared. crews put sand on the road just as a precaution just in case gas leaked. a tow truck has already removed a pickup truck from the scene that was also a part of this accident, but as you can see, crews are working very hard to clear up the scene, but advice is to still stay away from i-76 east. we are not quite sure when all
