right now philadelphia police are on the scene of a violent home invasion. a live picture here at the scene in kensington where officers tell us two robbers barged into a home, tied up two people and stabbed a man, and police are still looking for one of the attackers. look at this mess. going nowhere fast. this wasn't rush hour, this was the gridlock a few hours ago on i-95. we'll tell you what led to this mess and how the morning commute is looking now. hopefully that's cleared up. the cold snap is almost over. yes, it's chilly right now. a good breeze blowing, 46 degrees but we're warmer than we were this time yesterday and we're going to look at how much warmer it's going to get today. and we know eagles fans are waking up a few degrees warmer

because of that victory over the giants last night on "monday night football." we have that going for us as well. it's tuesday morning. i'm chris cato. and let's begin with meteorologist bill henley and his first alert forecast. >> we're starting with clear skies and as you mentioned a chill is in the air though it's nowhere near as cold as yesterday. low 40s pottstown, doylestown, wrightstown, all at 43, 43 also in wilmington. a little warmer in the city, northeast philadelphia is 46 and 44 right now in roxborough. and we have sunshine on the way. a beautiful day ahead but chilly to start. 47 at 6:00, by 9:00, the chill is in the air but enjoying bright sunshine and with a southwest breeze that increases at noon we're on our way to a warmer day. low 60s by noon time today. and we will probably finish the day closer to the 70-degree mark. we'll go through the forecast neighborhood by neighborhood when i'm back in ten minutes.

jessica boyington is watching tuesday morning first alert traffic. >> the vine street expressway the story of the morning so far. our cameras live around 24th street. that's because eastbound is closed to traffic right now between broad street and the schuylkill expressway. so the eastbound lanes again completely not allowed to drive on those, you can see police activity right in here, this is headed eastbound, that's blocking off the off ramp but westbound is open so that's the good news, it's the silver lining. westbound heading to the schuylkill or 30th street station fine. that should be out there until about 5:00 a.m. we talked about 95, we're great right now, southbound from wood haven to the vine street expressway a 12 minute trip, 69 miles per hour the average speed. so moving. the schuylkill and the blue route doing okay. when i come back we're going to check in with mass transit. let's get back to breaking news we mentioned from the kensington section. police are investigating a violent home invasion that left

a man injured, two women shaken up and one under arrest. katy zachry is live near the scene. so katy, what do we know about what happened here, the victims and the suspects? >> reporter: i can't underscore enough it was a violent home invasion earlier this morning. we finished getting briefed. as we push into the scene it's a house, a rowhouse right near the intersection of f and allegheny. so police say earlier this morning two men with their faces covered and wearing gloves or socks on their hands to avoid leaving fingerprints, broke into this home, three people were sleeping inside. they woke them up, they tied them up using ropes, utility cords, things they could find in the home. they tied them up to a bed post and chair. two of the people who were sleeping were tied up and subsequently injured. the third person who lived inside this home, both of those armed men forced her into her

vehicle and had her drive them several blocks to an atm machine where they forced her to take out money. the vehicle that you're focused on this, white sedan, that's the car police say the woman got in and drove the suspects a few blocks away to take money out from the atm. so the the group came back to this home and when the woman got out of the car with her two apprehenders she started screaming, and police say that is what triggered them to something going on. they say the scream awoke people on this block, people called 911, police were in the area, raced over here and actually saw the woman, the victim, trying to fight off her attackers. when police pulled up they were able to run after one of the men, they did arrest him. he is in custody right now, he has been positively identified by all of the victims, the second intruder, he is still out

there, coming up in the next half hour we'll tell you -- we'll give you his description. we're going through some information we just got on the scene and you'll hear from the chief inspector as well. katy zachly, "nbc 10 news." >> a lot of information there. thank you for laying it out for us. new this morning traffic gridlock, leaving the eagles game look at this. weren't you glad you weren't on 95 northbound. look at the standstill after a car crashed into a flashing aye arrow sign. drivers sat almost two hours before things started to move again. video from one of our traffic cr cameras showed. medics took the driver to the hospital. we're still working to find out the person's condition. look at these photos of the backup and the crash scene sent to us by a philadelphia police officer through twitter. you can see the impact. it closed the northbound lanes. giving eagles fans time to

digest that victory over the giants. boy, if giants fans were stuck in that heading back, that was insult on top of injury. all lanes are open this morning. 4:06. we'll get our first glimpse at the results of a controversial standardized test in new jersey, the state department of education will reveal the percentage of students who met grade level expectations. individual results won't be released until november. groups and parents question whd the scores are a valid measurement of student success in the classroom. >> new this morning a new poll finds people in new jersey are giving a thumbs down to a proposed increase in the gasoline tax. the rutgers-eagleton poll found 6 in 10 are against raising the gas tax even if that would be used to improve roads. about the same number don't like governor christie's idea of raising the gas tax in exchange for a cut in estate taxes.

now the proposed hike would cost the average driver extra $180 a year. >> it's not the kind of show and tell parents want to hear about. a philadelphia fifth-grader found dozens of bullets on the floor of his classroom. it happened last week. the school district says the student found 38, .9 mm bullets under a desk. the teacher called police. the school sent a letter home to parents the same day telling them to talk to their kids and also to secure any guns or ammunition that may be in their homes. >> there is a bullet, there is a gun. so if bullets are easy to access there might be a gun that is easy to access. >> still not clear where the bullets came from. a spokesperson says students have brought guns to school in the past to show them off to friends. to decision 2015. the candidates for philadelphia

mayor clashed with two weeks until election day. melissa murray bailey and jim kenney debated. kenney repeated support for expanding the port for blue collar jobs. bailey saying that the company that runs the port's packer avenue marine terminal contributed to kenney's campaign. the final debate is set for friday. >> in a span of two weeks the eagles have gone from trying to salvage their season to sitting atop the nfc east. the birds' defense made up for a sluggish offense to beat the new york giants on "monday night football." after the birds spotted the giants an early touchdown sam bradford tied the game. then the eagles defense took over. carroll scoring on this. later demarco murray had his best game of the season so far, nice stiff arm there for the touchdown that put the game out of reach. the birds blasted the giants,

27-7. >> going into this they had only given up a short amount of sacks, so for us to come up with the pick was big. >> they did a good job. they started getting pressure. we didn't run the ball as well and they got us off the field on third downs. >> the eagles and the giants are both now 3-3 on the season, but the birds' victory gives them the divisional lead. for eagles fans that was made sweeter by the tribute to a hero from the recent past. brian westbrook. during halftime the birds inducted b-west into the hall of fame. and he wore 36, so did some of the fans. westbrook is the eagles' all-time leader in yards from scrimmage, he helped the birds win a bunch of titles and the trip to the super bowl. westbrook told john clark that he tried his best in every game he played.

is out of prison and under house arrest. tracy davidson is live in the operational center. not everyone is happy about this. >> right, not at all. in fact, many around the world are upset accusing south african officials giving their national olympic hero special treatment even in the wake of that deadly shooting. pistorius is under house arrest at his uncle's mansion. prison officials released him less than a year into his five-year sentence. the olympic star known as the blade runner must spend the rest of his sentence under supervision at the house. last year a jury found him guilty of what amounts to manslaughter, in the 2013 shooting death of his girlfriend model reeva steenkamp. prosecutors are appealing saying pistorius should have been convicted of murder. his release brought mix read action from the people in pretoria. >> gets away with everything. if i kill hide girlfriend i would be in jail for 25 years. >> how can you kill a person and be let go like that.

>> the constitution is the last. i don't think should violate. >> under south african law, can be released after serving a fraction of the term. if prosecutors win their appeal and pistorius is convicted of murder by a panel of judges he could go back to prison for 15 years. tracy davidson, "nbc 10 news." the cia is looking into whether a high school student hacked the personal e-mail of the agency's top spy. john brennan has been cia director since 2013. the hacker claims he got into brennan's account by fooling internet providers into revealing information for resetting the pass word. the hacker posted on twitter what appears to be names and e-mails of current and former intelligence officials. the privacy expert says it's a reminder that nothing is sacred about e-mail. >> advice all the time, when you're typing into a key board

no matter what you are typing the love note to your lover, assume somebody else is probably looking over your shoulder. >> the cia says the hacker did not gain access to the government e-mail or top secret information. >> any shape, any size, if you own a drone or you are thinking about buying one, the holidays are coming up, you'll have to register it with the faa. a government task force planned to create a national drone registry in the next month, the goal to get the program started before the end of the holiday season when about one million drones are expected to be sold. incidents involving drones are on the rise which is putting pressure on officials to put regulations in place. >> the fbi is looking at whether an attack on a muslim woman in the midwest was a hate crime. police say this student at indiana university shouted racial threats at the woman, slammed her head into a table at a cafe and choked her with her own scarf. they say the woman's husband and

another man held the man until officers arrived. that's the student. here is reaction from the victim and vickberg who said he was drunk at the time. >> that never happened in my life. he pulled my scarf off. if i didn't grab his hands he could have killed me. >> i'm so sorry that woman, i don't know who she is. words can't explain how much that just like -- i never hurt someone like that before. >> bikford will face charges in court later this week. >> the courts will handle a second lawsuit in connection with that cargo ship that sank during hurricane joaquin. a widow filed a wrongful death suit yesterday. that legal development came as a navy vessel left virginia to continue searching for the ship. the ship was taking equipment and investigators to the bahamas

to try to find it and retrieve the data recorder. the cargo was on the regular run to puerto rico when it lost power and vanished. 33 crew members were on board. a historic find hidden for more than a decade. this morning new video from mexico showing a 16th century church that was once under water. you can see the church appears to be in the middle of what was once a lake. that's because a drought that dropped water levels by 80 feet brought the water level down. historians believe the church was built centuries ago. this is the first time the church has been visible since 2002. 20 minutes after 4:00, it was a cold start yesterday with temperatures in the 20s and 30s. we're not getting a repeat of that. it is in the clear in philadelphia, the temperatures are coming down and it's chilly

outside. but we're 12 degrees warmer than yesterday at this time in philadelphia. 48 degrees. part of the reason got a south-southwest wind that's 11 miles an hour. that's helping to keep our temperatures up and will help to warm us up. a dry view of cape may, that's the view from the marquis de lafayette hotel, we'll see sunshine at the shore, looking at temperatures in the upper 60s this afternoon. right now heading out the door you need a jacket. 43 for doylestown and wrightsto wrightstown. northeast philadelphia is 46. blue bell is at 45 along with glenside and 37 in collegeville, 30s out there but farther northwest, gilbertsville, pottstown in the 40s currently. but the temperatures are falling. no sign of rain for us. we're watching some cloudiness in the pocono mountains but the rainfall is going to stay to the north. you can see it stretching across new york and into new england. for us, we will be dry and we'll see a nice warm-up this afternoon. the southwest winds blowing look at the upper 60s, that's 4:00

peco customers who want to switch to gas heat in homes or businesses can qualify for a rebate. customers up to $200 rebates and commercial customers up to $1,000 in rebates. a second discount is on the table for entire neighborhoods that make the switch. officials say the plan will help peco meet the increased demand for natural gas service.
