going 80 miles an hour. >> parents are asking what can be done to keep children safe on school buses. deanna durante joins us live outside liberty high school in bethlehem. the bus driver in this case was caught texting behind the wheel. she's on leave. the police are involved, and deanna, this video really is crystal clear of what she was doing. >> reporter: parents we showed the video to today say, what can you do, who can police the bus drivers on the buses? well, it turns out it's the students. >> oh, my goodness. yeah, that's horrendous. >> reporter: the video has been all over the internet. but not everyone saw it, like john. >> shouldn't be texting at all while driving. >> reporter: we spotted him after he pulled over to make a phone call. he says if this bus driver did that, she wouldn't be suspended from her job tonight. >> big mistake. >> reporter: school officials say the driver is on suspension, they say they have alerted police who are investigating.

>> that person could lose their job. >> reporter: that hasn't been determined. another video is of a new jersey bus driver transporting a student in a school van. in the video, which is again taken by a student, the driver is using a phone while driving. >> i think it's unreal. that shouldn't happen. >> reporter: back in bethlehem, they are not shocked students are behind the capture of the activity. >> they are basically doing what they tell us not to do. that's not cool. >> not the way it works. >> reporter: here in bethlehem school officials tell me the female bus driver has been put on leave while police conduct an investigation. we reached out to the bethlehem police department, they tell us they can't comment on the investigation tonight. reporting live, deanna durante, nbc 10 news. right now at 5:00, things are back to normal at a lehigh county high school. no one was allowed in or out of the high school after workers

found contraband on the property. the school isn't saying what they found, but they did say everyone was safe and no one was charged. right now pennsylvania state police are using shotguns to deflate that top secret run away military blimp. this investigation continues tonight into how the blimp detached from its tether at a maryland army facility around noon yesterday. about three hours later the blimp crashed in the woods in pennsylvania, about 170 miles northwest of philadelphia. nbc 10 national correspondent ray hemaellis joins us live from the crash site. >> the big question is how could this billion dollar blimp break free. what new information do we have about the investigation tonight? >> reporter: not a whole lot. that is the very question that authorities are trying to answer. that is how did this blimp break

free from where it was tethered in aberdeen, maryland. they say it was secure, some people may say it wasn't thick enough, but they say it was a very solid line. as you know, that tether of line caused a lot of damage as the blimp drifted across pennsylvania, knocking down power lines and we're grateful and they are thankful no persons were injured in that and there wasn't a substantial property damage, but the mystery continues as to what happened. they don't know exactly what did cause this blimp to break away from its anchored position. >> rehema, state police are using shotguns today to bring this thing under control. we're hearing, too, it could take weeks to remove it. >> reporter: well, i think they hope it will be a lot less time than that and they were firing about 100 shotgun blasts at the

blimp because where i'm standing right now, it's cold and very windy up here. there was concern at one point the balloon could lift off again and cause even more of a concern, so they wanted to take care of that, firing those shotguns blasts into it. it's being deflated. there's a hope they might be able to get it out of here in the coming days. they had a helicopter that did surveillance of the area. that might be one way they are considering to lift it out. it's down a steep ravine. one of the folks who lives in the area who say they are a hunter tried to pull deer from the area, a deer may be weighing 190 pound and say it's really tough. this large portion of the balloon that's down there, it weighs about 10,000 pounds, so pulling it out could be a difficult task. the way out may be to air lift it with a helicopter, but they are still trying to figure out how to do it and how soon they would be able to do it. you're right, it could take days. >> tricky removal process at

best. great to have you with us, thank you so much, live from the crash site of the run away blimp, we appreciate your time. let's go now to our first alert weather. if you walked outside today, felt more like spring than late fall. temperatures jumped into the 70s, but, of course, sheena, things will change this weekend, right? >> yeah, we know they will. 70s don't last forever, not this time of year. we have a big cool down in the forecast now. right now just the clouds around, much drier than what we were yesterday at this time, so all that rain moved away this morning and now we have a cold front that's about to move through. we've seen a mix of sun and clouds today, temperatures very comfortable across the area, but take a look at what's coming behind the cold front, temperatures in the 40s and 50s right on our doorstep. locally, though, we are still near 70 degrees in philadelphia. 69 degrees in the temperature now at philly international. 68 northeast philly, 62 degrees allentown, 69 millville and

dover, but it's going to get colder tonight. take a look at future temperatures. overnight numbers start dropping off quickly and by tomorrow morning some areas around sunrise could be in the upper 30s, even by 9:00 tomorrow morning we expect temperatures to be on the chilly side, about the mid 40s through most of the area, so you will want your jacket tomorrow and definitely want it through at least part of your weekend. we'll look how cold the forecast will get for the trick-or-treaters and for the big temple game straight ahead. a new castle man is behind bars in connection with a shooting that injured a 6-year-old girl. korie henry was arrested yesterday. sky force 10 over the shooting on october 5th in wilmington. a bullet hit the little girl's knee. she's okay. henry is being held on $410,000 bail. speaking of shootings, a group of local students is remembering those who died as a result of gun violence. a group from the university of pennsylvania's christian

association set up a memorial near chestnut and 37th streets today. they hung 206 brightly colored t-shirts, the ones you see on your screen. each representing a victim of a deadly shooting in philadelphia in 2014. >> we want people to understand how heavy the toll is and we want people to stop, walk among the t-shirts and learn about guns on the street. >> today's memorial sponsored by the faith-based group heeding god's call to end gun violence. more work around i-495 around wilmington begins tonight. this time crews are shutting down the span over terminal avenue. there's a broken bridge joint that needs to be replaced. that broken joint does not pose any dangers to drivers. as a result of the work, there will be lane closures to watch out for. it will take about a month to make the repairs. coming up next on nbc 10 news at 5:00, imagine this, a plane on fire on a florida

this is nbc 10 news. >> a plane fire on the ft. lauderdale tarmac injured dozens of people this afternoon and caused the airport to close for several hours, delaying a 2:00 p.m. flight headed to philadelphia that just left in the last hour. and flights resumed just a few hours ago. pilots from a nearby plane say fuel was leaking from the aircraft and dynamic airways released a statement describing the incident as an engines problem. >> joining us live at the ft. lauderdale airport, what have you learned about this, marissa? >> reporter: well, keith and jacqueline, we have the plane behind us at terminal 1 at the airport so you can get a look for yourself. you can see it's kind of just outside of the terminal here.

still where it's been since they were able to taxi it here. right now they are waiting for the engine to continue to cool so that an investigation can get under way to figure out exactly what went wrong here. what we know is an engine caught fire around 12:30 this afternoon as the plane was taxiing just a few minutes before takeoff. fire rescue was called, all 101 passengers onboard were evacuated within six minutes, we're told. 15 of the passengers were taken to the hospital, one of them has serious injuries, the others we're told will be okay. the airport itself was shut down for three hours as a precaution. now it is back open, but the problems are already mounting for those hoping to get home tonight. as delayed and cancelled flights stacked up on airport monitors in ft. lauderdale, stranded passengers had their fingers crossed they'd still fly out tonight. scotty sexton is one of the lucky ones. once the airport reopened, his plane wasn't far away.

>> yeah, diverted to west palm beach, then able to pick us up. >> reporter: airport officials say aircraft around the country headed for ft. lauderdale-hollywood international airport were ha halted or diverted as crews worked to put out the fire aboard a dynamic air flight bound for venezuela. >> if they know there's an issue in our airport, they won't allow that airplane to get in the air. if there's an aircraft inbounds, they'll divert the aircraft. >> reporter: west palm beach and miami airports has be s handled the traffic. some flights may have been sent to the west coast of florida. some found out they'd be staying in south florida another night. >> shoot. it's disappointing, you know, you want to go home, you're ready to go home, done with a business trip and we're here another night. >> reporter: and the south runway is back open here in ft. lauderdale, that's why we're

seeing some planes arrive here now, so that's good news. we do want to mention every passenger we spoke with, whether delayed until tomorrow or possibly getting out tonight, each one said it was the right move to shut down the airport, they feel safer because of it. reporting live in ft. lauderdale, marissa bagg, nbc 10. >> all right, thank you. a north jersey man admits to conspireing to support isis. 23 year old pleaded guilty in federal court. his brother and two other men are also charged. he bought a plane ticket for his brothers to fly to the moiddle east to join the organization. he faces a maximum 20 years in prison. sentencing is set for february. a student convicted of sexually assaulting a younger student learned his fate in court today. owen was sentenced to a year in jail, plus probation. he was convicted in august of one felony and four misdemeanor charges, accused of sexually assaulting a then-15-year-old girl. the prestigious school in new

hampshire, prosecutors allege he forced himself on the girl, but he testified the two didn't have sex. he must also register as a sex offender. meanwhile, it was an emotional day on capitol hill as john boehner delivered his final address as house speaker. the republican leaves with no regrets. the position is turned over to paul ryan who was elected this morning. in assuming that position, speaker ryan acknowledges the challenges he faces. >> he promised today to fix the house of representatives he calls broken. nbc 10 national correspondent brian mooar has the story from washington. >> reporte >> reporter: on capitol hill, a changing of the guard. paul ryan taking the gavel as the new speaker of the house of representatives. it is a house divided with republican factions battling each other, even as they fight democrats. >> let's be frank, the house is

ryan is now second in the line of presidential succession, right after vice president biden. brian mooar, nbc news, washington. now your nbc 10 first alert weather with meteorologist sheena parveen. >> nbc 10 along the waterfront in camden. things drying out across the area after getting a good soaking yesterday and overnight, but now we are seeing a lot more in the way of sunshine, dry conditions, and tomorrow we will be seeing cooler temperatures. so chilly air is going to be moving in overnight tonight. you'll notice tomorrow morning when you walk outside and even through the afternoon. we have a cold front that's about to move through and then we're talking about your weekend forecast. we have halloween, we have the big temple game, and we also gain an hour of sleep this weekend, if you forgot about that. next rain chance could be here as early as sunday, but i don't think for everybody, just maybe the chance of a shower. right now, though, we're seeing mostly cloudy skies in philadelphia, 69 degrees, so we

are still around 70. that's where we've kind of been all day today. so far we've gotten to 72 degrees, same thing yesterday, and if we go into friday we're looking at temperatures dropping into the upper 50s, as well as saturday, so we're going to be seeing a big cool down as we go into the weekend. sunday will be around 67 degrees, so little milder. right now, though, mid to upper 60s through most of the area. so it is still pretty mild outside. the cold front hasn't moved through just yet, but we have a mix of sun and clouds out there, dry conditions, so we don't expect any rain with this cold front. it's about to move through, so the colder air will get here overnight tonight. future weather, there you see the cold front. once it swings through, cooler temperatures start to move in. you'll notice it tomorrow morning. even through the afternoon, quite a bit cooler than today and even for saturday, starting off your weekend saturday morning, take a look at these low temperatures. we'll be in the 30s again to start your weekend, 37 around 8:00 saturday morning, areas north and west through the

lehigh valley the low 30s possibly. then we're talking about halloween. the sun sets at 6:00 p.m., so it will start getting darker around 6:00 p.m. and temperatures by 8:00 p.m. low 50s. 10:00 p.m. upper 40s. it's going to be a chilly halloween forecast, but it will be dry, that's good news and we're going to be dry saturday night for the big temple game versus notre dame. 8:00 p.m. temperatures low 50s and by 11:00 upper 40s. if you're going to that, have a jacket with you. for tonight, though, cooler, the coldest temperatures around sunrise tomorrow. 39 for the low in allentown, 46 for the philadelphia area, suburbs north and west around the low 40s. new jersey and delaware around the mid 40s. tomorrow a mostly sunny day, chilly breeze, high temperatures right around the upper 50s for most of the area, so quite a change from today's 70-degree temperature. then we go into the weekend, we stay in the upper 50s for halloween for the big temple

this is nbc 10 news. >> a familiar face took the stand today in the fraud trial against chaka fattah jr. former pennsylvania governor ed rendell was the first witness called by the defense. and that's not the only well known name that will be in the courtroom. >> nbc 10's george spencer has been following the developments in federal court. george, fattah just started his defense and the jury could get the case by next week? >> reporter: early next week is what they are saying, jacqueline for the jurors and the judge this has been a slow detailed and at times even repetitive case. highlighted today by the beginning of a political who's who on the witness stand. >> shortest testimony on record. >> reporter: former pennsylvania governor ed rendell was the defense's first witness, a widely recognized politician on

the stand for just seven minutes testifying that his 2002 gubernatorial campaign had hired chaka fattah jr. as a photography consultant. >> he did good work. he showed up every time we asked him on time and he was pretty charming in dealing with the public. >> reporter: rendell's testimony was basic, simply confirming fattah's role. a representative for congressman bob brady gave similar testimony. the defense believes it helps prove that fattah's businesses were real operations, even though the campaign work was years before the time in question in this current fraud case. >> indicates i ran a legitimate business, which is contrary to the government's argument in their opening statement. >> reporter: for two hours this morning fattah cross examined the fbi agent who yesterday admitted tipping off a newspaper reporter to the 2012 raid at fattah's ritz carlton apartment, but the judge ruled the leak did not taint this case. for the jury and its alternates,

13 men and three women, the end is in sight. even as fattah promises other legal cases are just getting started. >> i can tell you that the agent's testimony yesterday is going to have a significant impact on my civil case. >> reporter: that civil case is separate from the fraud trial, but it is related. it claims that federal investigators intentionally leaked grand jury information about fattah as they investigated him. that civil case is currently on hold before a different judge. reporting live at the federal courthouse, i'm george spencer, nbc 10 news. >> all right, george. and fattah's father is congressman chaka fattah, who is married to nbc 10 anchor renee chenault-fattah. meanwhile in another courtroom after hearing a day of arguments a judge hasn't yet decided if a 14-year-old lehigh county girl will be charged as an adult in the case of her mother's murder. she's accused of plotting to

kill her mother and then helping to get rid of her body. in march her boyfriend allegedly stabbed her mother in the neck as the three sat in a car parked in the driveway of the family's home on randy drive. the eighth grader and her 21-year-old boyfriend caleb barnes then tried to dispose of the body by burying it. prosecutors say the teenager's mother demanded she and her boyfriend, who was in the military, stop dating. at first prosecutors say she denied knowing anything about her mother's death, then police found these text messages to her boyfriend, "she needs to go, caleb." and then, "i'm going to go to the bathroom while you do it, okay?" she and barnes are both charged with murder. from our south jersey bureau, residents will make their voices heard tonight to say no to a drug treatment facility. parents and home owners involved

with the group are concerned about the planned development of a recovery center for america right next to haddonfield memorial high school. the site is operated now by bancroft campus for individuals with developmental disabilities. tonight protesters will pass out flyers and buttons ahead of a zoning board meeting. public comment will be allowed. >> i think a lot of us have had people touched by drugs and it's a horrible epidemic, we agree that, we see that, and there's definitely a need for rehab facilities, but not next to a school. >> reporter: residents tell nbc 10 haddonfield bureau is negotiating to purchase land. the developer is suing haddonfield claiming people with addictions are being discriminated against. there's a new council in delaware dedicated to safe cyber security. governor markell signed an order establishing the advisory council.

members will support technology and information to prevent, detect, and respond to cyber attacks. the council will be led by the state's chief information officer and consist of 11 representatives. my brother's life matters, that was the topic of a panel discussion today hosted in north philadelphia. it's part of a two-day conference to discuss ways the church can help law enforcement and the community come together during times of crisis. featured panelists include the police commissioner of philadelphia, members of the baltimore police department, and several clergy. >> the way they do that is, in my opinion, through personal contact, one relationship at a time. that's how you do it. >> this year they provided a special workshop for law enforcement and police chaplains dealing with issues ranging from crisis and suicide prevention. cnn's wolf blitzer was at

temple university today receiving the excellence in the media award. blitzer, the lead anchor of the situation room is the 15th person to receive the award, which recognizes outstanding media professionals. past recipients included anderson cooper, matt lauer, and ed bradley. presidential candidate ben carson is criticizing the media and moderators after last night's republican debate. carson blasted the debate format for focusing on what he considers got ya questions. he is initiating conversations with other republican campaigns about forcing changes to future debate formats. >> i've asked my staff to reach out to the other campaigns to talk about a change in format. maybe an opportunity to be able to lay out your plan for something and then be questioned

about it. >> reporter: carson tipped his cap to senator ted cruz who harshly criticized last night's line of questioning during the debate. republican presidential candidate marco rubio talked about last night's debate on the "today" show this morning. he was part of one of the debate's signature moments when he fired back at jeb bush after the former governor called on him to resign from the senate for missing so many votes. this morning the florida senator stressed that he respects jeb bush. >> i'm not going to talk bad about governor bush. i'm not running against him or anybody else, i'm running for president. >> the republicans most consistent target last night was hillary clinton. let's turn inside the classroom. the s.a.t.s are getting a makeover. the college board says its redesigned admission test will contain no more mysteries. changes include a lot more reading and more word problems in the math section. the changes, however, are getting mixed reviews.

are appealing based on ineffectual counsel, lack of subpoena power, and misconduct during his trial. attorney general kathleen kane said the judge leaked secret information. >> when there's prosecutorial abuse, the remedy is to dismiss the charges. >> i think that's a terrifying proposition for the men and their families. >> the judge has ordered kane to clarify by next wednesday. her office says she'll comply. the nfl has fined two pittsburgh steelers players $5,700 each for uniform violations. both were supporting causes close to their heart. running back deangelo williams was fined for wearing eye black with the word "find the cure." the nfl is allowing players to wear pink during the month of october to raise awareness for breast cancer. williams, whose mother passed

convicted. no charges were filed. peterson and hardy managed to side step criminal charge and are currently playing. dwyer pled guilty for misdemeanor charges after arrested for assaulting his girlfriend. we turned to facebook and asked you to chime in on how the nfl handed out these fines. nancy wrote, they are honoring a family member who passed away. the nfl should be ashamed of themselves for this. they succeed in raising awareness since the media is carrying the news of their fines and reason for them, but since there was a uniform policy and i'm sure they are aware of the policy, i guess the fines were in order. now your nbc 10 first alert weather with meteorologist sheena parveen. >> nbc 10 at the university of delaware in newark today, some clouds in the sky, but students enjoyed walking around the campus in the warmer temperatures because it was

warmer. we were right around 70 degrees for most of the area today. much warmer than what we've seen lately, but tomorrow we will be much cooler. here's a live look outside right now, overcast skies across the philadelphia area, so we do have a cold front about to move through, but we don't expect any rain with it. the colder air will be getting here tomorrow when you walk outside, probably need a jacket through the afternoon, too, and we're also talking about a colder start to the weekend and just in time for your halloween and also the big temple matchup against notre dame. both forecasts coming up in a minute. the rain chance is going to be moving into the forecast, too, as we end out the week and start off next week. not for everybody, though, by the end of the weekend. cooler temperatures coming. today we've gotten to 72 degrees. friday and saturday we're going to drop down into the upper 50s. big drop coming, then by sunday we start to get more mild. average temperature, average high is 62 degrees, we're well above that today, but are in the

low 60s for alleallentown. 66 glassboro, 69 degrees in dover, but still in 70 degrees in atlantic city, so enjoy the mild temperatures because the colder air is coming. you have to go far down to the south to see the warmer air. here are the temperatures behind the cold front about to move through. in the mid 40s from detroit to buffalo, chicago, but we locally are still sitting near 70. until the cold front moves through it will be moving through tonight and then we'll get the cooler air moving in as we go into tomorrow morning. some areas north and west could be in the upper 30s. right flow we have the clouds around. no rain, but look what's going to happen to the temperatures by 11:00 p.m. tonight. areas north and west in the upper 40s, then early tomorrow morning, 8:00, 9:00 in the morning, low 40s north and west, mid 40s to upper 40s around the philadelphia area, 50 degrees for the shore. tomorrow afternoon, though, only topping out in the upper 50s today.

we topped out around 70 degrees for most of the area, much cooler tomorrow, big drop, more than ten degrees, then we go into the weekend. saturday 8:00 in the morning, many areas will be in the 30s to start off the weekend. it is going to be a colder start to saturday. by saturday afternoon, only topping out in the mid to upper 50s again. by saturday night for halloween, going to get colder again once the sun sets. sunset for halloween is 6:00. come sunday morning at 2:00 a.m. we set our clocks back an hour, so by sunday we have a sunset at 5:00 p.m., so remember that. halloween forecast keeps us nice and clear and dry. by 8:00 p.m. temperatures in the low 50s. and if you are going to the temple game, big matchup against notre dame, 8:00 temperatures in the low 50s, will be dry by 11:00 p.m., upper 40s. you might want your jacket with you. tonight colder, clear skies, 39

for the low in allentown, reading in the upper 30s. philadelphia area the mid 40s, as well as much of our suburbs in new jersey and delaware. tomorrow a mostly sunny day, pretty chilly breeze, winds around 10 to 20 miles an hour, but coming in from the northwest. it's going to keep things cooler than today, upper 50s for the high. same thing into saturday. look at the morning lows saturday, 39 degrees, cold start to the weekend, milder sunday, more clouds. we could see a couple showers around. we set the clock back an hour, you gain an hour of sleep this weekend, but it's going to get dark an hour earlier now and next week back into the mid 70s, middle of next week looks really nice. >> i like the extra hour of sleep and love the 74, 75. >> double whammy, got to love it. a local animal shelter is expanding. >> more room for the dogs and cats looking for homes. the camden county freeholder board has completed a $1.5 million expansion of the camden county animal shelter in gloucester township.

there's now room for another 30 dogs and another 50 cats. also a new adoption wing. also a dedicated area where people can interact and adopt pets and also more space for cats and dogs to run around. they kept the comfort and care of the animals in mind in the redesign. >> we have made it so we are being really respectful to the animals and we want them to feel safe while they are in our home and we can't wait to place them into loving families homes. >> the shelter will also offer educational programming for school children and adults. very cute dog there. >> the faces begging for a home. up next on nbc 10 news at 5:00, three years later still in limbo after superstorm sandy. >> some new jersey neighborhoods are still potentially work zones. and residents are still frustrated about it. we'll look at what's been done and what hasn't as today marks

this is nbc 10 news. >> three years ago today hurricane sandy hit the jersey shore and left a path of destruction in its wake. you see those images over and over and over. three years later, the path to

rebuilding is still uncertain for so many. >> the state says progress is being made, but they know more has to be done. nbc 10's ted greenberg joins us from our jersey shore bureau. so many people still suffering from the storm three years later. >> yeah, they really are, jackie. this is still a very stressful situation for a lot of folks who are displaced by sandy and for many are still in limbo. in communities slammed by sandy exactly three years ago, the sound of construction is still everywhere. >> still not restored to what it was. >> very much up in the air. >> reporter: his family continues to deal with red tape involving the amount of recovery money they'll get to elevate their house and renovate it a second time since the storm. >> extremely frustrating, because this is our third appeal and each time the paperwork takes so long. >> reporter: in his neighborhood, some houses are

abandoned, others have been rebuilt and lifted to comply with stricter flood insurance requirements or are in the process of going up. >> i would have never thought three years later there are still people out, still people out of their homes. it's sad. >> reporter: the state department of community affairs says of the more than 8,000 home owners enrolled in new jersey's largest recovery program, over 7,600 have received at least one payment to rebuild, reconstruct, or elevate their home. 2,000 have finished construction. >> still work to be done on this, and we're still focused on it very heavily in this administration. >> a dca spokeswoman says the agency does not know the total number of people who remain displaced by sandy, but she says in an average week it distributes $7 million directly to home owners. live in the jersey shore bureau, i'm ted greenberg, nbc 10 news. coming up next on nbc 10

nbc 10 news starts now. >> right now at 6:00 only on nbc 10, a local boy takes matters into his hands. he makes himself an artificial hand with a 3d printer. but first -- [ gunshots ] that's the sound of a shotgun taking aim at the military blimp now crippled in a wooded area of pennsylvania and it's going to take days, maybe even weeks to get it out. tonight the dispatch calls from people who saw that thing floating by. >> it's going to hit a big transformer lines that runs along the interstate here very shortly. >> the blimp's just west of life street here, but the cable is hitting the ground. so it must be awful long here. >> the blimp broke loose from the plant in maryland yesterday, you'll recall military fighter

jets tracked it before it finally came down. nbc 10's doug shimell reports on the sensitive materials onboard the blimp now stuck in the woods in muncy. >> deer, turkey, or bear once in awhile, but don't see blimps. >> reporter: the balloon was more than just a bizarre site in montour county. >> this is the reason power was out. >> reporter: power was finally restored to customers knocked out by the tether the blimp dragged behind it after it broke loose from its mooring in aberdeen, maryland, and the army has now rolled in to bring it back. but first they had to vent the remaining helium inside by blasting it with a shotgun. the army's air and missile defense command says all of the equipment was there, none of it top secret. >> primarily the radar, obviously, that's the most important part. there was a couple radios we were looking for, as well, and the rest of it was power generation and power
