on this monday. i'm chris cato. yes, the leaves are falling, the temperatures not necessarily. meteorologist bill henley is standing by with the first alert forecast. >> good morning. hard to believe it's november and temperatures are going to be quite warm this week. in fact, a warm start. 54 in philadelphia when normally this time of year the temperatures would be in the low 40s. so it's much warmer than normal. at this hour, by 6:0053. then they start to turn around. partly sunny skies, 58. there will be cloud cover, a thin layer much of the day. warm us up to 64 degrees with a light northwest wind and out of the northwest so that keeps the dry comfortable air coming in. we'll go through the forecast when i'm back in 10 minutes. right now it's a monday. jessica boyington has your traffic. >> that's right, bill. we're on the vine street expressway, all lanes are open. we have been dealing with construction closing east and westbound between the schuylkill

and broad. for now that's not happening. around third street, watch out for intermittent closures on the vine street expressway eastbound ramp to 95 southbound for overhead bridge construction. you can see this in the drive times, 95 southbound, woodhaven to the vine street expressway, 13 minutes, the blue route is great, 15 minutes southbound from the schuylkill to 95. no problems or delays this morning for mass transit. chris, back to you. teen murdered. police want to know if road rage was the motive for two men firing bullets at two bicycle riding teenagers. matt delucia is live outside police headquarters with more on this. >> reporter: chris, 17 shots fired at two teens riding bicycles, police cannot believe it. neighbors can't believe it either and one of the teens died. here is some video from the scene. a 15-year-old was shot in the back. you can see in the video the two

bikes on the ground. here's what we found out from philadelphia police. this happened yesterday afternoon, a little after 4:30 on the 2200 block of west sedgely street. the teens riding down sedgely came up behind a silver buick with four men inside. at some point the boys realized that something wasn't right so they turned to get away but at least two of the men started chasing them, firing the 17 bullets. we talked with investigators, so far no confirmed motive but they are working on the possibility that this could be road rage of some sort. at this point there have not been arrests. the other boy, he's 15, he was not injured. was able to talk with investigators about what happened telling them that he had never seen these men before. coming up we'll hear from a pastor in the neighborhood. he says the streets have only been getting worse. live at philadelphia police headquarters, matt delucia, "nbc

10 news." >> today is sptsing day for the man who killed a woman and three of her children while street racing in philadelphia. a judge convicted the man on third-degree murder charges. he ran over and killed a woman and three of her sons on roosevelt boulevard in 2013. a fourth son survived the accident. the other driver is serving 5 to 10 years in prison after pleading guilty. >> who does this kind of thing. that's the question on the minds of parents and police in chester county after sharp objects turned up in at least six pieces of halloween candy over the weekend. police say boy saw a facebook post warning about tampered candy. others found kneeleds in five twix bars. a viewer says her son's snickers bar had a nail inside. this family says they noticed a small hole in the wrapper of a

kitkat. they took it to a clinic to have it examined. >> they said it was a needle hole and they assume it's some kind of chemical put on the candy. >> unbelievable. fortunately, no child was hurt in any of those cases. police are still investigating. they are urging parents to continue checking their kids' halloween candy. a high school in lehigh county will reopen after a box of ammunition caused officials to cancel classes last week. someone spilled a box of bullets at the high school last thursday. officials put the school on lock down while police interviewed students. school was closed friday. no word on where that ammo came from. this morning the philadelphia school district is really hoping to get approved for a sizable loan that would help keep things running while pennsylvania's budget battle drags on. katy zachry is live outside

school district headquarters in spring garden with more on a desperate need for cash. >> reporter: it is a desperate need. in a few hours leaders of the philadelphia school district will be here at the school reform commission meeting. it's scheduled for 10:30. they are going to ask members of the school reform commission for a sizable loan. without money currently coming from the state capital because of the budget stalemate a spokesperson for the district tells me the money, this money they are asking for should keep philadelphia schools afloat through the end of the calendar year. the loan for $250 million must first be approvedpy the commission. it will be presented at 10:00 this morning, not 10:30. right now students do not have sufficient resources or books in the classroom. and even bus service i'm told throughout the district has been affected. coming up in the next hour, we're going to check in with the philadelphia teachers union and find out if those salaries are

still being paid with this budget stalemate coming from harrisburg. reporting live in spring garden, katy zachry, "nbc 10 news." 7 minutes after 4:00. we are one day away from decision 2015. local and state elections are set for tomorrow in pennsylvania, new jersey and delaware. in philadelphia the mayors race will top the ballot, also city council and at large seats, register of wills, sheriff, and commissioners. and there are also local and state judicial elections, and ballot questions on the city charter and municipal funding. as for the mayors race democrat jim kenney and marisa bailey. democratic voters outnumber republicans 7 to 1 in philadelphia and uphill battle for murray bailey. governor tom wolf and bob casey were in the suburbs to help get out the vote. poll watchers predict some of the highest turnout will be tomorrow in montgomery county

somber sarin moan in russia where people gathered to remember the victims of that plane crash that crashed in egypt killing more than 200 passengers. this is in st. petersburg which was home to many of the victims. the plane crash independent the sinai peninsula minutes after takeoff from egypt sarmt all 224 people on board died. this morning we're learning more how that plane crashed. investigators say the plane

broke apart in high altitude. safety experts say that is usually because of one of three factors, a strong weather event, a midair collision or a bomb or missile. investigators say there is no evidence of any of those factors so they are looking at more unusual events like fire or corrosion. investigators have new encouraging findings as they try to piece together what happened to el faro, the cargo ship that sank during hurricane joaquin. investigators are still awaiting confirmation that wreckage found saturday east of the bahamas belongs to el faro. sonar indicates that the wreckage is sitting upright on the ocean floor and the ntsb says that's good for finding the ship's black box recorder which will give them more clues what happened to the ship and its 33 crew members. jury selection happens today in a trial against a former detroit police officer caught on camera punching a man more than a dozen times during a traffic

stop. you may remember this video from january. officer william melendez was fired and charged with several crimes after dash camera video of the arrest went viral. his trial is set to begin this week. the judge says more than two dozen witnesses are expected to testify. >> he needs to put pressure on individuals to do something. >> that was the scene in columbia, south carolina over the weekend. members of the black lives matter civil rights group held a rally there, all surrounding that recent incident involving a school resource officer at a high school roughing up a female student. cell phone video taken by other students went viral. you've seen that over the past week. the deputy was fired following the incident. here's the video again. the student was arrested for disrupting school. the video shows deputy flipping the student's desk with the student and then dragging her, throwing her across the room after she refused to leave the classroom.

school district officials there in richland county, south carolina say that the officer did not follow proper procedure and used, quote, unapproved techniques when removing the student from the classroom. police in chester county are investigating after someone shot a student near campus. it happened sunday morning in an alley off south high street near west chester university. the university has alerted other students about the shooting. this morning police in north carolina are still looking for a gunman after a deadly on campus shooting there. police say one student is dead, another hurt after a shooting at winston-salem state university. investigators say the shooting happened around 1:30 sunday morning. the university was on lockdown for about three hours as police searched the campus. >> take a look at this video. a home in michigan completely leveled after an explosion. firefighters are still trying to figure out exactly what

happened. we do know one man was hospitalized with burns. neighbors say some of the windows were shattered by the force of the explosion and debris that flew into their homes. investigators in new york are looking at whether a medical condition caused someone to go into a group of trick-or-treaters. nbc news talked with the man who says he was driving in front of the car that hit the crowd on saturday, he says that the driver rammed into him seconds before flying off the road. >> he hit, behind my car, and then i go left side and then he came up right side. again hit, and then go. >> four other people were hurt in the crash including a 3-year-old who is in critical condition this morning. the driver is in stable

condition. police in southern california say an uber driver pepper sprayed a drunk passenger who violently attacked him for kicking him out of the car. caught on the driver's camera. the driver told the passenger to get out of the car when the man couldn't give him directions. that's when the passenger just started hitting the driver from behind pulling his hair, when the driver pulled out pepper spray and sprayed the man in the face. police arrested the passenger. it's about 4:20. happening today the woman who runs the philadelphia and wilmington veterans affairs offices will appear before members of congress. lawmakers subpoenaed diana ruben to testify about allegations that she misused the v.a.'s relocation program. today's hearing follows a report that describes how the veterans administration misspent hundreds of thousands of taxpayer dollars. the report suggests criminal intent and another office director from minnesota. neither has been charged. the v.a.'s dealing with a

severe staffing shortage. a recent report shows tens of thousands of medical positions at v.a. hospitals are unfilled. many patients have to wait a month or two just to be seen. the v.a. says it's aggressively recruiting at medical schools. a nonprofit group is offering to help veterans in new jersey sort out what they earned. the disabled american veterans mobile office will be set up at the vfw post from 9 to 5. you can check the "nbc 10 news" app for more information. and if you don't have health insurance, now is the time to get enrolled. deadlines are quickly approaching. this was the scene at the independence express in the shopping center yesterday. officials there enrolled new members for the health insurance plans provided under the affordable care act. any adult without health insurance faces up to a $695 tax penalty if you don't get that insurance. december 15 is the final day to

sign up. 21 minutes after 4:00. the temperatures are falling right now. we've got a little bit of a breeze out of the northwest that's going to help keep us dry. 54 now in philadelphia. it is going to be a warm day today with even warmer weather ahead. we will see some clouds but we won't see rain in philadelphia today. that is in the cards for later in the week. for now we're watching the temperatures and they are going to be much warmer than normal for most of the week. 51 now in wilmington, 56 in millville, look at the 40s north and west, bluebell is down to 48. glenn side, willow grove, 54 degrees to start. clouds are moving i. clots of clouds on the satellite, this is high cloudiness and it's coming ahead of wet weather to our south. you can see it in virginia and the carolinas. that's going to stay to the south. it's only a slight chance of a shower or sprinkle, really, in

southern delaware. i think most of the area is going to get some breaks of sunshine. and look at the temperature, that's 2:00 this afternoon. 67 degrees. then the clouds, they will be around during the late afternoon hours. they clear out overnight and this time tomorrow the temperatures will be in the 40s. we'll be cooler tomorrow morning. but watch the warm-up with nothing but sunshine, no clouds here tomorrow afternoon. we'll be warm be into the 70s. so today, not bad. pretty mild, partly sunny skies, mild as the temperatures warm in the middle to upper 60s, the northwest winds on tap for today will be just slight. up 3 to 8 miles an hour to keep the dry air flowing into the region. talk about the warm-up with the seven-day forecast coming up in the next half hour. >> okay, bill. sounds like a plan. 4:22 now. the annoying weekend is over we can focus on important things like getting back to work and school and monday adventures. here is jessica boyington to
