charles ramsey soon after he arrived here to police headquarters this morning, even before he got the latest briefing from homicide detectives, he had plenty to say to us about this deadly gun violence. >> just another example of just how ignorant these guys are out here that just don't care. they just spray an area with a lot of shots that bullet's got to go somewhere, until it hits something, hopefully not a human being n this case, it killed a young man. >> reporter: a 16-year-old from north philadelphia is dead and police commissioner ramsey is imploring the public to come forward with information, calling the men who did it thugs. >> they didn't shoot him and then go to church. that's what these guys do, okay? it's what they do. they are violent and until they are off the street, behind bars, it is not going to change. >> reporter: investigators say the victim and a friend were riding their bikes on west sedgely avenue when they came upon buicks. they ran away from the car only to be followed by two of the men inside on foot.

this morning. crews battled heavy smoke and flames. officials tell us the home was vacant and no one was hurt. no word yet on a cause. all lanes on the northeast extension are back open this morning after a car fire. skyforce10 over the scene of the fire in bucks county. take a look at the backup for miles. this happened just before 6:00 this morning on the southbound lanes near quakertown. no one was hurt and no word yet on the cause of that fire. new information on story we have been telling you about all morning, reports of tampered halloween candy in our area a camden county man is facing charges after police say he lied about finding candy with needles inside it. police say robert la drew told them he found four sewing needles in four different pieces of candy but after speaking with ledoux at his home in black wood, investigators say he made the whole thing up and put the needles himself into the candy. police in other parts of our

area are still investigating similar reports. in kenneth square, chester county, police say a boy saw a facebook post warning about candy that had been tampered with and found a needle inside a snickers bar. another family in bucks county say they noticed a small hole in a candy wrapper and said the chocolate looked tall. ered with and that's when they took it to a clinic to get it examined. >> that's when they said it was definitely a needle hole and there -- they assume that it's some kind of chemical that was put on the candy. >> no children were hurt in any of the cases. again, police are sometime investigating. and new video this morning out of philadelphia's point breeze neighborhood much police say two men were caught on camera breaking into a home near the corner of 18th and federal streets. the two suspects seen here forced open the front door, that triggered the security alarm. the men ran off without taking anything. if you happen to know anything about this case or recognize the men, you are asked to call

police. and take a look at this beautiful fall foliage on full display in bucks county. skyforce10 over quakertown earlier this morning where the leaves are showing an array of colors. and it may look like fall but when it comes to the temperatures, well, the first full week of november may feel a little more like spring. nbc 10 first alert chief meteorologist glenn "hurricane" schwartz is here with the forecast and an explanation. hi, glenn. >> hey, vai. today may end up actually being the coolest day of the week and temperatures today are going to be well above average and be even higher if we didn't have those clouds around. we do have the clouds but we do not have any rain that is moving in this direction. look at all those clouds here covering the entire area, a little bit thinner up to the north because the wet weather system is down to the south. as you can see, the rain is moving pretty much straight to the east and staying well south of the area, even south of the state of delaware.

and he is undergoing treatment for stomach cancer. jury selection under way for the trial of a man accused of killing his stepdaughter in the lehigh valley and abusing her corpse. authorities say gregory graph shot jessica padgett a year ago this month. her body was found behind the home in north hampton county. opening statements begin next week. from our jersey shore bureau, there are still a lot of unanswered questions after a woman's body was found in a laundry basket at an atlantic city hotel. investigators say they are still trying to figure out what caused the woman's death and how long she had been there before she was found. security officials at the atlantic palace made the discovery yesterday morning and called police. happening today, president obama will be in north jersey to push for reforms to the criminal justice system. in less than an hour the president will take off for newark. senator cory booker will -- is

this morning, new information about a russian plane that crashed in egypt. over the weekend. the head of the russian aviation agency is criticizing airline officials for quickly ruling out technical issues, saying investigators still don't have enough data from the scene. this comes after metro jet official rejected the idea that any technical issues could have caused the crash. russian investigators say the plane started breaking apart in high altitude before crashing and killing all 224 people on board. and here's a look at the airport in st. petersburg this morning where the remains of the victims were flown back home. russian soldiers were waiting at the tarmac, ready to transport the bodies. and inside the airport in st. petersburg, a huge flower memorial covering the terminal. people stopped to lay flowers,

to pray and pay their respects to those who died in the crash. and secretary of state john kerry is in kazakhstan today as part of his visit to central asia. he held meetings with kazakhstan's president and foreign minister. kerry hopes to deepen the united states economic and security ties in central asia. he also gave credit to kazakhstan for its cooperation with the u.s. on numerous security issues. and police in southern california say an uber driver pepper sprayed a drunken passenger who violently attacked him for kicking him out of his car. the encounter was caught on the driver's camera. take a look. the driver told the passenger to get out of a car when he couldn't give him directions. that's when the passenger just started hitting the driver from behind and pulled his hair. the driver pulled out his pepper spray and sprayed the man in the face. there he goes. the police arrested the passenger. >> i wanted to make sure he didn't get away. i have lost so much money on

people like him and i am just done dealing with it. you know, people like that, they take the food right out of my mouth. >> uber says it has banned the passenger from ever using its service again but the driver says his days of driving for uber are over. a surveillance camera captures a san diego mom taking a few too many treats on halloween night. the woman, seen here with the bunny ears, was out with her kids when she came upon a house giving out full-size candy bars. the homeowner wasn't there, but left the bowl of candy outside with a note that read, help yourself but be considerate. the mom took handfuls of candy and encouraged her kids to do the same. so far, the homeowner hasn't identified the woman. frightening moments for a skydiver in peru. the man's jumpsuit got stuck on the plane's steps as he tried jump out. the skydiver dangled for about 30 minutes while the plane circled at an altitude of about 10,000 feet. he finally used a knife to cut himself loose. once he was free of the plane,

he was able to successfully release his parachute. his only injury was a cut to hayes hand from the knife. a woman is recovering at a florida hospital after a shark bit her on the beach yesterday. rescuers say the 28-year-old was standing in the surf along cocoa beach when the shark built her leg. they say she suffered a seven-inch gash in the back of her leg. >> looked over at her and she said somebody help ame and i sa the fin come up and slap her in the face. i grabbed her hand and drug her back to shore. authorities have not released the woman's condition. and decision 2016, jeb bush is kicking off a four-state trip in florida today, speak now at a rally in tampa where he is criticizing what he calls the competing pessimisms of president obama while spotlighting his own record as governor. bush is unveiling a new slogan

well, we are in november now. it is not going to be feeling like november. today, we have got clouds but it's going to stay dry. it's gonna be mild for november, even today. and as we go through the week, it's just going to get even warmer. we are talking about temperatures 10 to 15 degrees above average. a lot of clouds out there. the only reason it's not going to get to 70 today. 62 degrees with mostly cloudy skies, winds only 3 miles an hour. right around the same temperature as what we saw yesterday. saturday was kind of cool, but sunday, we have got the 65. today, 67. tomorrow, 72 degrees. and we could be seeing mid-70s by the middle of the week. a little bit of a north wind, temperatures approaching 60 degrees in northern and western areas. you can see 59 in bluebell already, 57, kenneth square, 59

in swedesboro. and in mount holly, washington township, and wrightstown and doylestown, a lot of 59s. and those 59s are going at least into the mid-60s today, if not a little bit higher. you can see all the clouds out here. clear up in northern pennsylvania, but we are not getting that clearing and we are not getting this rain. down to the south. that's staying to our south, as you can see, just floating straight west to east. so, on the futurecast, we have all these clouds, the temperatures in the 60s, this will show rain, if there was going to be any. and you can see, we don't get rid of the clouds until much later in the day today. tonight, we clear out. don't get all that cold. and then the atmosphere just keeps warming up. so with sunshine and a warmer atmosphere, we start off in the 40s tomorrow morning and then get into the 70s during the day.

an e. coli outbreak has forced the restaurant chain chipotle to close 43 locations in oregon and washington state. health officials have reported 22 cases of e. coli so far and linked them to six restaurants. it's been more than a week since the last case was reported but officials say more people could still get sick. no one has died. health officials are still trying to pinpoint what causeded outbreak.

morning on the south bound lanes near quakertown. no one was hurt. it maybe the first monday of november, but this week, the temperatures will feel more like spring. here is a live look at the schuylkill banks boardwalk, temperatures are heading into the 60s today. nbc 10 chief meteorologist, glenn "hurricane" schwartz is here with our forecast. hey, glenn. >> hey, vai. even the clouds can't prevent the temperature from getting into the 60s. the average shy 61 and look at that cloud cover. even with that, we are about to get warmer than that, just within the next hour. now, not much wind across the area, so it feels relatively comfortable. be nice if there was a little more sunshine, like there is in northern pennsylvania, but a lot of clouds around. the rain is way down to the south, closer to norfolk virginia, and it does not look like it's making any progress to the north. so, we expect it to stay dry

today. the temperature already 62 degrees above the average high for the day and we are getting close to 60 in the areas north and west. so, as we head through the rest of the day, we are going to be seeing temperatures getting at least into the mid-60s, we get peeks of sunshine, we will get closer to the upper 60s. not much wind here. we will see how much warmer it's going to get this week and it's gonna get a good bit warmer than this, the 7-day forecast coming up in a few minutes. >> see you then, glenn. new information in pennsylvania's budget battle. the school reform commission approved a $250 million loan. the school district of philadelphia requested. that money will keep the philadelphia schools operating the rest of the year. district leaders get the money from an outside source since governor wolf won't allow cash advances while the state leaders continue the budget battle. pennsylvania hasn't had a budget net four months. a high school in lehigh county is back open this morning after a box of ammunition caused

officials to cancel classes last week. someone spilled a box o of .22-caliber bullets in a hallway at emmaus high school last thursday. officials put the school on lockdown while police interviewed students. school was closed on friday. no word on where the ammo came from so far. this morning, police in north carolina are still looking for the gunman after a deadly on-campus shooting. police say one student is dead and another is hurt after the shooting at winston-salem state university. investigators say the shooting happened around 1:30 sunday morning. the university was placed on lockdown for about three hours while police search the campus. and happening now, the fraud trial of chaka fattah jr. is continuing in center city. last week, former philadelphia mayor john street testified as a defense witness. fatah jr. is representing himself in the case. he is accused of defrauding several banks, the irs and the school district of philadelphia of hundreds of thousands of

created to help fulfill the educational dreams of young organ transplant recipient. joining us now with more information is janice schwartz. she founded the scholarship fund in the memory of her daughter, jessica, who sadly passed away at the age of 23, but was able to experience an additional 8 1/2 years of life because of the gift of organ donation. janice, welcome. tell us more about jessica and tell us what she was able to do with the extra 8 1/2 years of life because of organ donation. >> right. it's an incredible amount of time, actually. so my daughter jessica shah bartz was born in 1980 with a congenital heart defect. she had open heart surgery when she was just ten months old and needed a life-saving heart transplant when she was 14. so, there's a young teenager now, just starting high school and she only had, unfortunately, 8 1/2 years ahead of her but it was an incredible time. she got to graduate with her class in high school. she got to go on to college.

she graduated from junior college and she was at temple university at the time. and unfortunately, she passed when she was 23 years old. >> those years just weren't hers, but also your families and every friend that jesse made and everybody that she touched, right? everybody was blessed by those 8 1/2 years. >> she was an incredibly happy child, incredibly artistic. she got to fall in love. we got involved with the gift of life donor program right after she had that heart transplant. and we talked to the public often about giving the gift of life and about our donor and remembering him. he was a 16-year-old boy who died in a car accident. >> wow. >> so, because jesse was so active with the gift of life donor program, when she passed a lot of money came in in her name. and i went to the ceo of the gift of life donor program at the time and i said what can i do with this? i want to do something special to remember my daughter. >> tell us more about the scholarship foundation and how many people did it help?

>> that's when we started the scholarship in jesse's name, the last 13 years since she passed, we have given away over $100,000. >> wow. >> with he give $2500 scholarships to students that are just like my daughter jessica. they have had an organ transplant, probably right after they were born and they want to go to school, they want to be like everybody else and of course, very expensive to go to school these days, that $2500 really helps them. given away $44 scholar-s since the inception. i get to meet -- these are just beautiful, intelligent children, but really gone through a lot in their lifetime. >> what a great tribute you, as a mother, have given to your beautiful daughter, jessica and we appreciate you coming in to he will tell us more about jessica, we feel like we know her more and you for. this once again, 193th annual jesse's day, give the gift of scholarship fund-raiser is sunday, runs from 1 to 4 p.m. at the independent seaport museum on the delaware river waterfront.
