city. >> it's been a great week. we've gotten to see so many voters in the last stretch and really encouraging things to say. people do want to see something different in philadelphia and know that's what i bring to this race. >> murray bailey was greeted at her polling place by former democratic candidate lynn abraham. voting is going to bring a $10,000 payday for one lucky philadelphia voter. that's how much that person will get just for casting a ballot in the city today. it's part of a promotion to increase voter turnout. the winner will be chosen at a random polling place and random time. speaking of money, the race for pennsylvania's supreme court is now the most expensive judicial election in history. still on nbc 10, the investigators on who is spending all the cash and why critic says it's time to get money out of our courts. 20 minutes of nonstop news continues with a high speed police chase near miami, florida. lasted about an hour and it had

a dramatic ending. nbc 10's keith jones is joining us live in studio with a look at all the action and new information on the driver's age, keith? >> that's right, we just learned the guy in that car right there, 15 years old. he was behind the wheel of a stolen chevy tahoe. you see him going around traffic, cutting people off, then going down the wrong way. speeding by the homes before then finally returning to the wrong side of the road there, a main road at least, and cuts over that barrier. eventually the driver starts having tire trouble, you see him spin out right here and minutes later he loses that tire. he starts driving on his rim. of course, when you're driving on a rim you can't go very fast and police eventually surround him. officers jumped out with weapons drawn, yanked the driver to the ground, handcuffed him and as i just mentioned we just learned the driver is 15 years old. he hasn't been identified just yet, and despite clipping some cars along the way, no one was

hurt and there was minimal damage here. keith jones, nbc 10 news. happening now, a jury is deciding if chaka fattah jr. is guilty of fraud. both sides finished their closing arguments this afternoon. and the jury just got the case. nbc 10's george spencer was in the courtroom. george, some really passionate arguments today. i know prosecutors called fattah a cheat and a deadbeat. >> reporter: that's right. passion and indeed with those prosecutors, jacqueline, shouting at times in front of a crowded courtroom. among the observers today, congressman chaka fattah sr. listening as the government described his son as a scam artist. >> they called you a scam artist up there. your response? >> i'm not a scam artist, i'm a businessman, a legitimate businessman who's made over a million dollars. >> reporter: for chaka fattah jr., that was the crux of his closing argument.

he painted himself as an entrepreneur photographer, consultant, and educator, devastated by an overreaching government case against him. his father, congressman fattah, listened closely, sometimes appearing concerned as his son summarized the defense and then as prosecutors laid into it. do you think you presented a clear enough case to this jury? >> i think so, but again, i'm no experts on juries, this is my first trial and hopefully my last. >> reporter: shouting at times, prosecutors told jurors fattah's multiple businesses were just talk. they said he lied to banks to get business loans, which paid for an extravagant lifestyle. they say he then lied more to get rid of those loans, lied on his taxes to adjust his reported income as convenient. trouble is at the heart of it all, they say fattah never had any real clients. it was all they claim a sham. and congressman fattah did not say much to reporters as he left

because it would allow them to grieve differently than they have so far. they wanted answers yesterday, he says, and the day before that. >> it's very troubling. there's no closure. my clients have been completely cooperative with law enforcement. >> reporter: until now, philadelphia criminal defense attorney bill brennan has been holding his breath on the death investigation into 3-year-old brendan creato. he is representing the little boy's grandparents, dave and lisa creato. brendan learned late monday toxicology and lab results came back negative, adding to the mystery of what happened because brendan's autopsy is also inconclusive, it shows no cause or manner of death. >> one would hope that if there was a poisoning, as you bring up, that would show up and you'd know, but apparently that's not the case here. >> reporter: it would show poison or drugs? >> you would think, sure.

in a report released today, the centers for disease control and prevention also recommended developing risk assessment tools. the goal there to identify young people at high risk for committing violent crimes and then they'd try to get them involved in job programs, peer o outreach, and school programs. there were three shootings last night alone in wilmington. in 2013 the city had a record 154 shooting victims. tense moments as people witnessed a small plane make a crash landing in fayetteville, arkansas, this morning. it was all caught on camera. take a look. >> oh, my god, whose car is it going to hit? >> you can hear the eyewitnesss in shock. at first it looked like an object parachuting from the sky. turns out it's a small four seater plane with three people onboard. here's a look at the second video of the plane going down and hitting a truck. amazingly the three people have

not been hurt, the cause of the crash remains under investigation. 20 minutes of nonstop news continues with the investigation into this weekend's deadly plane crash in egypt. a russian jet crashed there saturday, killing all 224 people onboard. egyptian investigators said today they will now start examining data from the plane's two black box flight recorders. isis says it brought the jet down, but authorities have denied those claims. a second plane with victims' remains arrived in russia this morning, a third is expected to arrive later today. family members have identified the remains of just ten people onboard. security breaches at tsa checkpoints took center stage today on capitol hill. tsa and homeland security officials testified before the house oversight committee. you might recall the department of homeland security agents breached security at several of the nation's busiest airports as

part of an undercover investigate. the agents smuggled guns, knives, and fake explosives past checkpoints. some members of the committee spoke out about the way the tsa currently operates. >> the recruitment is horrible, the training is horrible, the retention is horrible, it just goes on and on. >> this isn't the first undercover investigation of the tsa. agents have been testing tsa checkpoints for more than a decade now. the u.s. government will fine a japanese company $70 million for the way it handled airbag recalls. that's according to a person who's been briefed on the matter. ta takata's airbags can spew shrapnel into drivers and passengers. walking the streets of delaware can be a dangerous thing. the state has one of the worst records for accidents involving pedestrians. >> and today delaware launched new initiatives to presotect

road? >> no, man. >> reporter: some of delaware's busier roads do have pedestrian overpass bridges and crosswalks, but some people tell me if the bridge or crosswalk isn't right in front of where they need to cross, they say they are going to take their chances for the sake of convenience. delaware officials say when crossing busy roads you should always use sidewalks and crosswalks, wear reflective clothing and carry a light at night, wait until cars come to a full stop, and always assume drivers don't see you. in delaware or wherever you're watching us, we need to be smarter walkers and drivers, your life or someone else's could depend on it. tim furlong, nbc 10 news. students at penn state's main campus are on alert this afternoon for mumps. three students have come down with possible mumps cases, so the university has issued a health warning. it's asking students and faculty to check with their doctors to make sure they've been vaccinated. there are allegations of

racism against a yale university fraternity after students say the frat allowed only white women into a party last weekend. several students claim sigma alp alpha epsilon turned people away. the fraternity says people were turned away, but not because of race. yale officials are investigating. sflfrmg the case of oscar pistorius is back in the spotlight today. south africa's supreme court is hearing the prosecutor's appeal. the prosecutors say a judge made a mistake last year when she acquitted pistorius of murder. the judge instead found pistorius guilty of manslaughter in the shooting death of his girlfriend. the double amputee athlete is currently under house arrest. the court will decide whether the manslaughter conviction should stand or if it should be changed to a more serious murder conviction. the vatican is dealing with the fallout from a new scandal this afternoon. two members of a commission set up by pope francis have been detained on suspicion of leaking

46 people will lose their jobs as two new firms become one at philadelphia's biggest newspaper. the owners of the philadelphia inquirer and the philadelphia daily news last week announced plans to merge newsrooms. the moves will save the media network $5 to $6 million a year. sflfrmg a change is coming to philadelphia eateries. are you a foodie? you won't have to wait as long to find out how restaurants did on their inspections. inspection reports will be posted as quickly as possible. the department has had a longstanding policy keeping those reports secret for 30 days. it inspects about 12,000 restaurants a year. some pesky buzzards will be told buzz off tonight in one part of delaware. >> big birds causing big headaches in the community of felton. turkey vultures have taken up residence there. there are about 200 of them and they've caused damage to homes with their sharp nails and

his ballot in wynnewood this morning. he currently works as first assistant d.a. in that county. voters in pennsylvania will also decide the future of the state's supreme court. >> three seats are open on the court, and a lot of money's being spent to fill those spots. the investigators looked into where all that money is coming from. mitch blacher joining us now. mitch, this is now the most expensive judicial election in american history, is that right? >> that's right, nearly $60 million spent, some say it's 60 million reasons to get money out of judicial elections. the seven candidates vying for a seat on the state supreme court have already won the distinction of being the best funded judges in american history. according to campaign finance disclosures and fcc records, $15.8 million have either been contributed directly to candidates or spent to run tv d ads on their behalf. laurie kinney is with the

nonpartisan nonprofit court watch dog justice at stake. >> this race has a potential to have a profound impact on the lives of pennsylvanians and how they live and work, and that's why it attracts money. >> reporter: the nbc 10 investigators first revealed two political groups behind at least $3 million of outside media buys, the candidates themselves raised at least $12.8 million, and most of that money went to the tv ads plastered across the state. the democrats have been mostly funded by trial lawyers and labor, while republicans have business interests backing their candidates. a reminder of what's at stake, those in politics agree the next state supreme court will hear cases that could decide the state of fracking in the commonwealth, state justices could hear cases about gerrymandering election districts, which could impact who wins the presidency. these issues have proven to be a money magnet. >> one reason why it's so important to think about serious

this is nbc 10 news. >> the pulling of the hair, fists fly inside a five guys restaurant in miami beach. today the burger chain is responding to this brawl caught on camera. the video is being shared hundreds of times since making its way on to facebook monday. it's unclear what started this fight, but a customer and several workers are involved. today five guys called those actions simply unacceptable and says it is conducting an investigation. fallout from another piece of video right here. we have new information on the man seen here assaulting an uber driver in california. he was a mid-level manager at taco bell. taco bell says it has fired him. police charged him with assault and public intoxication. robin williams' death shocked his fans and so did the revelation that he was suffering from depression. >> but now the comedian's widow is speaking out.

friday. friday we could be near record levels in some parts of the area, depending on sunshine. 69 degrees in mount pocono. that's incredibly warm for this time of the year. 71 in allentown and pottstown and doylestown. 70 in blue bell. 74, one of the few places not 70 right now, wilmington, 69 degrees. 72 in trenton. as we head toward the shore, actually been a bit of a sea breeze, 62 degrees. in beach haven right now, that is the cold spot on the map. the cold spot. beautiful day, clouds in the sky, moisture down to the south. right now it's not moving in this direction, it will start creeping up this way tomorrow. we're not talking about a whole lot of moisture. take a look at the future cast here as we go through the night tonight and into tomorrow, this would be showing clouds and rain. if there was any, but there comes some clouds, wednesday

night, then into thursday you can see with the increased cloud cover, thursday temperature may be down a little bit, because of the clouds, just a couple little showers around according to many computer models, you can see into thursday nigh, maybe even into early friday. certainly does not look like a big threat. and then watch what happens, a warmer air continues to feed in as we go through friday, but there's cold air up in canada, it's going to be pushing down, the way this pattern is, it can only get cold for a short period of time, so we get it on sunday, then it gets less cold as we go to monday and even tuesday. clear, not as cold tonight as it was last night, 54 for the low in philadelphia, 47 north and west. and the sun is setting before 5:00 now. sunny, unseasonably warm tomorrow, highs in the mid to

upper 70s. the average high is 61 this time of the year. still into the 70s on thursday, but the cloud cover may help keep the temperature down a bit. just a chance of a shower or two, especially thursday afternoon, thursday night. friday, if there's enough sunshine, some places could get to record levels. 77 in philadelphia is in the forecast, 67 on saturday. we even drop the chance of showers out of it because it keeps looking slimmer and slimmer, and then on sunday it's dry but chilly, especially compared to what we have seen this week, high of 57, plus some wind on top of that, but that's just kind of a one and a half-day thing before we start warming up again next week. >> really see people out and about enjoying this stretch of a few days in the 70s. >> yeah, then it will be a bigger shock to the system when the cold finally comes. it will come eventually.

well, if it seems the teens in your life are constantly on one of these, you are right. >> they are always looking down. a new study looks at the alarming amount of time young people spent using media and technology every single day. nbc's erika edwards reports. >> reporter: like many kids his age, 14-year-old ben hinkle is rarely far from his phone. >> so natural to me, if it's not in my pocket, something doesn't feel right. >> reporter: a new report finds the average american teenager spends nine hours a day watching tv, playing video games, surfing the web, listening to music, or texting using some kind of electronic device. for kids between the ages of 8 and 12 it's six hours a day. >> kids spend more time with media and technology than they do with their parents, time in school, or any other thing. >> reporter: the nonprofit
