administrators after each attack. his family has reached out to anti-bullying group that says it's helping the family appeal to the state. deanna durante, nbc 10 news. breaking news following out of san diego this afternoon. right now the s.w.a.t. team is involved in a stand-off with a man with a high powered rifle who is firing inside an apartment complex there. so close to the airport, it's also affecting flights. nbc 10's rosemary conners has been monitoring the story live in the digital operations center with latest. >> jim, officers responding to a domestic violence call heard the gunshots at the complex four hours ago. they swarmed the building and they do have the man contained inside. when they tried to find him, he opened fire. right now there are no reports of any injuries. earlier you could see dozens of officers with rifles running down the street, amid the sound of gunfire. authorities asked people in the area to shelter in place, stay inside, keep away from the windows. as you mentioned, complex is

in torresdale. the medical examiner is performing an autopsy to determine the girl's identity and how she died. >> happening now, jurors deliberating into the afternoon in the chaka fattah jr. fraud trial. nbc 10's george spencer joining us live outside the courtroom. jury had a few questions today during deliberations. >> reporter: first of those two questions was purely procedural. but the second question, the jury asked to have secret recordings of a conversation between fatah one of his friends replayed for them again. an indication that this jury is zeroing on the defendant's own words. >> i'm not nervous at all. i'm looking forward to the jury decision no matter how long it takes. >> reporter: chaka fattah jr. sounded a familiar refrain awaiting the verdict, complete confidence, he says, the jury will clear him to charges that he lied to banks to get loans from lavish spending.

no new testimony today, only replaying of old recordings, so the last arguments jurors heard were yesterday's passionate closings when prosecutors said fatah's whole case was just talk. >> he might think you're impressed with the former governor and mayor came in here. but nothing they had to say had to do with anything. this man's scam artist. >> objection. >> overrules. >> everybody knows it. >> reporter: tapes are a centerpiece of the government's case, secretly recorded by a former friend with fatah at a center city nightclub. he talks about everything from late nights of gambling to the range rover and audi he and his girlfriend drove to the bank loans that prosecutors say were illegal. replayings wrapped up within the past 25 minutes after jurors heard about 90 minutes of secret recordings replayed. jurors appeared to be paying close attention. one of the jurors, female nodded

friday. changes are coming for the weekend, though. i'll get into details with'everybowith seven day in a few minutes. new information about a deadly crash in bucks county. a driver died after he slammed into the back of a dump truck, spun out of control, hit a telephone pole before 10:00 on bustleton pike near stump road in upper southampton twps. the 30-year-old died instantly. the driver of the truck was not hurt. new fallout for a school bus driver charged with texting while driving after a student recorded this video last week. the school district bus driver was already suspended. you can see her repeatedly dipping her dead down and you can see a phone in her right hand. >> election is over but the work has just begun for mayor elect jim kenny. lauren, a lot of issues facing the city. but at the top of the list for

the new mayor? >> reporter: jacqueline, a pretty big hint that the mayor-elect close not have first press conference at city hall but instead at a school. he tells us first order of business after he takes office is to deal with city's budget. beyond that, we know he already has people working on his education priorities. >> reporter: on his first day as mayor-elect, jim kenny gave out hugs, and playlaid out his theos being grounded as a top official. on ace visit to a school, he tells us work has begun on one of his big priorities, education. specifically, access to pre-k. >> we'll get money, find the money. and find money in the current budget and philanthropy and corporations and whoever else wants to help and cobble this together, make it happen.

turned what police call the ultimate betrayal. >> we have determined this staged suicide was the end result of extensive criminal acts that gliniewicz had been committing. >> reporter: once thought to be a fallen hero, officer joe gliniewicz turned out to be a criminal himself. according to his own department. >> they took off toward the swamp. >> 10-4. do you need a second unit? >> yeah. >> reporter: after that last call to police dispatch, investigators believe the 30-year veteran shot himself twice. >> iunder increasing levels of personal stress from scrutiny of management of the explorer unit. >> reporter: stealing and laundering money from the unit that he led. one that mentors young people who want to pursue law enforcement. >> thousands of dollars were used by gliniewicz for personal purchases, travel expenses, mortgage payments.

>> reporter: only after filtering through thousands of text messages, e-mails and financial documents could they come to this shocking conclusion. >> unbelievable. my gosh. g.i. joe went from hero to criminal, yeah. it's sad. i can imagine how his family feels right now. they have my sympathy. >> reporter: entire community stunned by the revelations. nbc news, chicago. >> new information on last month's deadly crash at a homecoming parade in oklahoma. authorities today filed charges against the suspected driver. chambers is charged with four counts of murder and 46 counts of assault. she purposely drove into spectators into the homecoming parade. four people killed, 46 others hurt including many children. >> a children's choir sang as

part of the memorial in oklahoma. the community gathered to honor those who killed in the crash and celebrate lives of those saved. there is trouble on board american airlines flight bound for new york. passenger faces charges after police say they caused the plane to be diverted. that flight took off from phoenix but had to land in wichita, kansas after a passenger started making threats. the man was taken off the plane and the flight left for new york a few hours later. the passenger is facing federal charges, he is identified as jason baroletti. friends tell nbc news he's a good guy who may have had one too many drinks on the plane. to decision 2016. donald trump officially signed up for new hampshire's presidential primary. he's the first republican candidate to file to be on the ballot. trump's appearance followed a similar move earlier by martin o'malley. and speaking of trump, a controversial tweet has him facing new criticism. trump retweeted a post overnight

taking aim at candidate jeb bush. features photo of bush, one chose an image next to a swastika, another has the sombrero, the caption, adios, jeb, aka, jose. his wife is mexican. trump's latest retweet drew sharp condemnation from bush's campaign has been deleted and told nbc news he did not look at photos before retweeting it. a new plan announced for the port of philadelphia could create thousands of jobs in the next few years. governor tom wolf announced a plan to develop the port by investing in infrastructure and creating jobs. wolf said his goal to develop the south port terminal and the plan is to have the project under development by 2017. the south port development could create up to 3700 new jobs. that's not all governor wolf addressed while there. he talked about the budget stalemate aspen pen enters its

fifth month without a budget. nbc 10's keith jones live with updates from the government, including how hopeful he is a budget will pass soon. what is he saying? >> governor wolf told us the budget is a constant topic of conversation in harrisburg. progress is being made here and lawmakers need to come to a decision fast. day 126 without a budget in the state of pennsylvania. today, wolf said he was, quote, sorry for those affected by the budget stalemate especially those who have been laid off or working without pay. >> short-term pain i hope will be rewarded with long-term gain in i recognition in a broader way that next year we're not going to have to put up with late payments but also not going to have to put up with continued down payments, keep going down each year. >> he sees more lawmakers in harrisburg seeing themselves

aspen pennas pennsylvanians. keith jones, nbc 10 news. a pennsylvania senator is asking to ask railroad companies to reduce the trains carrying crude oil. casey wants it to reduce it to 35 miles per hour traveling through major urban areas like philadelphia can pittsburgh. governor wolf made the same q year. neither has agreed. new information within the past 45 minutes, attorney general kathleen cane will have to appear before a judge tomorrow in connection with the jerry sandusky sex abuse appeal. kane had until 10:00 to clarify comments about the jury leaking secret information. kane's spokesman confirmed she applied in writing. he is arguing his trial lawyers

were ineffective and denied a fair trial. the government out toing results to crack down on debt clerks. the effort's called operation collective protection. it targets debt collection companies that use abusive tactics. those tactics include threats of arrest, harassing phone calls and in some cases, companies pursuing people who owe nothing. the ftc shut down four collection companies and says this is only the beginning. >> consumers and collectors alike should know the announcement is not the end of operation collection protection or the ftc's vigilance in this arena. we'll continue our aggressive law enforcement against abuse. >> in all, the ftc has taken action 115 times against 50 different companies in starting the crackdown. now, your nbc 10 first alert weather with chief meteorologist

the year, 73 in glass borough, 72 millville. a sea breeze at the shore. and it is just spectacular day. no cloud cover across our region. but we don't have to go too far to see some of this moisture. now yesterday it was south of norfolk. it is creeping up to the north. and it will be affecting the area. we expect cloudy skies when you get up in the morning. watch what happens.8í futurecast, through evening hours, temperatures drop to the 50s. some of the cloud cover comes up in the south, maybe sprinkles as well, drizzle. but you see a lot of places should be cloudy, not only in the morning, for much of the day. but still computer model taking us into the 70s. so we've got a warm air mass on top of us. even with cloud cover we can get to 70 degrees. i think we may not quite get

this warm because of the sprinkles coming across the area. so it's not going to be type of picture perfect day like today. but it is not going to be a cool day. and then, look at the temperatures thursday night into friday morning. 69 degrees at 4:00 a.m.? 71 at 8:00 a.m.? that's crazy. now, here we go on friday. once we get rid of the morning clouds and fog, that sunshine could push temperatures up to 80 degrees. record is 79. and then front comes in and maybe brings showers on friday night. for the eagles, playing in dallas, cool. but looks dry. 60 for the kick-off temperature. 58 by the end of the game. weather shouldn't be much of a factor. for tonight, weather a factor here. got some clouds, fog coming in late. 56 for the low in philadelphia. 48 north and west.

we have new information about the breaking news we've been following this afternoon out of san diego. we've learned that police have told the airport there, it is now safe to resume normal operations, despite a s.w.a.t. stand-off still going on there. police say a man started shooting at them with a high-powered rifle today and the airport, near the apartment complex, had to cancel arriving flights because of this. the suspect's in an apartment but no threat to flights. we'll continue to follow this breaking story and bring you new information as soon as we get it. back here at home, imagine

finding out your-already sick child is being treated with potentially lethal dose of medicine. nbc 10 united statwas the purseu about isaac's story. >> rosemary joins us. how is isaac doing? >> isaac, who will turn 1 this month, still critical but the family says his health is improving. he has a rare form of cancer. if that's not enough to worry about, his parents are trying to get to the bottom huh he received the wrong dose of chemo not just one day, five days. >> he's going through pain. all we can hear him is cry. >> reporter: this family described the life these days as a roller coaster. at times isaac seems to be getting better, other moments struggling. today a good day. his parents took photos with the infant at children's hospital of

philadelphia. he was transferred here from st. christopher's hospital after family says doctors gave isaac ten-times the amount of chemo needed to treat his cancer. >> put trust in doctors, a lot, and we expect them to come out with great results. something like that, it's like -- it's kind of -- kind of scary to find out that that type of error can happen in a hospital. >> i think what we were told initially is that the document that the harrisons received that it was the matter of a misplaced decimal point when the order was entered. >> reporter: the attorney represents isaac harrison but yet to file a lawsuit. >> we don't know the extent of the effects of the overdose at this time and we're taking a wait and see approach in our investigation. >> reporter: in the meantime, while isaac fights for his life, his parents are finding it difficult to explain to their four other children that their

paying for patriotism. a new report shows that at least 50 different sports teams received money from the government to honor the military at games, phillies are among the teams. republican lawmakers released the report. it shows the department of defense pay nearly $7 million in taxpayer money to pro sports teams to honor the military at game over past four years. tributes include national anthems, full field american flags and ceremonial first pitches. taking a live look here at citizens bank park. the phillies received more than $48,000 from the department of defense over two years. this isn't illegal. we've asked the phillies for reaction to the report but waiting to hear back. some lawmakers say the problem is that the patriotism is being bought using taxpayer money. >> to find out the taxpayer's paying for it it kind of cheapens a whole lot and that's not right. >> nfl commissioner roger

75 degrees. winds west-southwest at nine miles an hour. and there's a 65 going to 76 and then to 80 today. we may drop tomorrow because i expect clouds to hang around. but go back to 80 on friday. that 80 could potentially be a record. now you can see the temperatures are in low to mid-70s, even 67 in mt. pocono. 72 coatesville. but cooler in delaware. 68 in wilmington. 72 in mt. holly. 69 wrights town. close to beaches, yeah, sea breeze here. beach haven, a cool spot at 63. and near record highs today, 80 degrees, missed the record by one. tomorrow we'll miss by a lot. then on friday we may break it. the record in philadelphia is only 79 degrees. some other places could be tying or setting records on friday as well. another beautiful day today.

but the clouds getting closer. and moving in this direction. i expect them to be in here by tomorrow morning and so does this computer model. it shows the wind just about calm. temperatures dropping into the 50s. clouds thickening up as we go through the night and even a little bit of light rain or some showers as early as tomorrow morning. so, it is not going to be a repeat of today. so, there's all of the cloud cover, sprinkles, light showers during the day. not going to get a lot of rain but it's not a picture perfect day like today. even friday morning, fog. but then we break out in sunshine. that pushes the temperatures up. then we get a front approaching with maybe a shower. and then we watch the showers go down to the south on saturday. so for the rest of the night we've got clear skies early,

clouds increase late. by tomorrow morning, it should be cloudy, maybe fog. could be a couple of sprinkles. 56 degrees for the low in philadelphia. 48 north and west. during the day tomorrow, a lot of cloudiness and if it stays totally cloudy, we'll struggle to get past 70. sun, get several degrees warmer. but we're not getting to 80. friday, different story. a pretty good chance there. and some record warmth. but the shower friday night with the cold front and then cooler on saturday. not color in the morning, but doesn't warm up a lot in the afternoon. sunday chilly in the morning and afternoon. monday is just chilly in the morning. 39 degrees for the low. but you can see the temperatures going back up next week. 70-plus degrees outside but it's all about the north pole and gearing up for the holidays.
