community surveillance video had broken into her home until her pocketbook and 2006 bmw had disappeared. >> this individual walks into the complex, tries several door handles, probably a good 15 to 20 vehicles. >> reporter: look closely and you can see his face and he's wearing a glove on his right hand only. >> it was disturbing and frightening altogether, because my daughter was home. she's 10. so anything could have happened. >> reporter: police say once he got his hands on the pocketbook, he was bent on stealing a car. >> it appears that he's just trying the remote. by luck, ten vehicles down, her lights flash, bingo, he's got the car. >> i work hard for everything i have, so for someone to just want to take it. >> reporter: banks has since had her back door locks replaced and police discovered her car, albeit trashed with debris, early yesterday in camden. a hair brush, two pairs of

sneakers and cigarette butts were collected as dna evidence. police hope it will lead to the robbery suspect before he tries this again. >> in the video you actually see him looking around. his head's on a swivel the entire time. >> i could have been sitting with a shotgun, he don't know. he's so bold and dumb. >> reporter: police tell me the suspect also gained entry or broke into at least one other apartment here. they are working with that victim on some other stolen valuables. of course, anyone who recognizes the suspect is asked to contact pennsauken police. live in pennsauken, cydney long, nbc 10 news. now your nbc 10 first alert weather. >> take a look at this live picture, a dry ride home tonight on the schuylkill expressway, but that's going to change. one piece of advice, take your rain gear tomorrow. >> nbc 10 first alert weather is tracking rain showers heading our way. that rain could be heavy at times and impact both the

morning and evening commutes tomorrow. >> let's turn to nbc 10 first alert meteorologist sheena parveen. sheena, when can we expect the first showers? >> first showers will be closer to midnight tonight near washington and we have the clouds around, we've seen cloudy skies all afternoon. the clouds increasing, and now we take a wider view. rain around washington, mostly /-z start to notice the yellows and oranges shows us heavier rain. even farther the rain extends all the way down to parts of south carolina, georgia, into florida, so this rain will be here for a good portion of the day tomorrow, starting with the overnight hours tonight. for this evening, we'll just keep seeing the clouds around. by 7:00 p.m., 55 degrees, pretty dry outside, but cloudy and still cool. then we get closer to midnight. that'sëí when we'll see more widespread rain, rain spreading north, 55 degrees for the temperature by then. and that rain continues moving in for the morning commute. by 8:00 in the morning,

temperatures around 57 degrees, rainy and chilly and some of this rain will be locally heavy. coming up i'll show you where the heaviest rain will be for the morning and how long it will be lasting through the day tomorrow. that's straight ahead. >> sheena, thank you. track the rain right now using the same technology our first alert meteorologists use. download the nbc 10 app to get interactive radar, severe weather updates, as well, right on your smartphone. meanwhile, philadelphia police releasing new details about a double murder that happened in fairmount park. >> police now say it appears to be a crime of passion. the couple was found in the back seat of a white toyota on friday. they've been identified as 32-year-old lisa smith and 25 year old arline. police say both were also in relationships with other people. >> we know they had a relationship, but also they had outside relationships. so, obviously, that's where our investigation is going to start, because somebody knew that they were in the park at that time and, obviously, had issue with that. >> police have talked with one

of the other people they were involved with, a woman, and are now looking to talk to a man. take a look at this scene captured by sky force 10. a temple police patrol car was destroyed after it caught on fire the at a gas pump in north philadelphia. this happened at broad and gerard. >> police squad cars pulled up with the pump still attached. knocked over the gas pump. the pump caught fire. >> cell phone video right after it happened shows the extent of the flames. we're told no one was hurt. take a look at this video from sky force 10. a truck ran into a mobile home in trainer borough, delaware county. this is at the trainer hills mobile home park just after 3:00 today. luckily, no one was hurt here. new information on this weekend's deadly standoff at a hotel in bucks county. an autopsy confirms the male suspect in the standoff, lloyd wayne franklin, killed himself.

his girlfriend jennifer lanning remains behind bars. police say the pair had been on the run for days after murdering a couple in north carolina. according to police, a hitchhiker led them to the suspects at the inn on saturday. they tried to serve a warrant to james miller, who was wanted on a parole violation. police say he had hitchhiked to the hotel with franklin and lanning. when officers arrived there, someone opened fire. no officers were injured, but they shot back. franklin then shot himself while lanning and miller were taken into custody. turning now to the latest on the pennsylvania budget battle. at 4:00 i told you that state lawmakers reached a tentative deal on how to handle school funding and now we have a look at specifics. for more on that let's go to jim rosenfield live in the digital operations center. jim, what can you tell us? >> first off, keith, a source close to the wolf administration told us about this tentative deal. if it happens it will make history. they are looking to increase education funding for grades

k-12 by $750 million over a two-year period. that would be the single largest increase in school funding in state history. here's a breakdown of that funding boost for the 2015-2016 school year. there would be a $350 million increase in basic education funding, also a $50 million hike in special education funding and a $50 million increase in funding for pre-k. another $200 million would go to basic education funding for the 2016-17 school year and once again, there would be an additional $50 million for special education funding and another $50 million for pre-k. the numbers, they still have to things could fall apart yet again, so stay tuned. a budget for 131 days now. live in the digital operations center, jim rosenfield, nbc 10 news. back to you. >> thanks, jim. we now know more tonight about a fire at a high-rise building in center city,

philadelphia. police now say the fire started outside of the embassy apartments on the corner of 21st and walnut streets. firefighters arrived around 6:00 this morning. it took a half hour to put the fire out. no one was hurt. from our delaware bureau, a police team designed specifically to crack cold cases has solved a 30-year-old murder mystery. in july 1985, joe braun was robbed and murdered in his home in north wilmington's fairfax neighborhood. 14 years later police say two men told them their recently deceased relative had killed braun and his girlfriend had been involved. police could not tie sandra to the crime, but last month detectives took another look at the case. they learned sandra hartzag had been arrested in 2001. they ran her fingerprints and say they connected her to the murder. they tracked the now 50-year-old woman to a homeless camp in

this is nbc 10 news. >> police in south jersey need your help tracking down a trio of thieves. they shared these surveillance photos of three women expected of stealing a dozen jackets worth about $2,400. police say they stole them from the northface store in the cherry hill mall back on october 22nd. if you recognize these suspects, you're asked to call police. decision 2016 now. the republican presidential candidates spent today crisscrossing the country campaigning before tomorrow night's big debate. the main debate will feature the top eight republican presidential candidates, headlined by donald trump and dr. ben carson. new jersey governor chris christie will be among four other candidates featured in an earlier debate. the debates take place at the milwaukee theater in wisconsin. on the other side of the race, hillary clinton is the latest presidential candidate to

officially file for the new hampshire primary. the democratic front-runner dropped by the secretary of state's office in concord today. she signed a form declaring her candidacy and paid the $1,000 filing fee. new hampshire's home to the nation's first presidential primary early next year. two americans were murdered today in jordan. their deaths, topic number one in a meeting between president obama and israeli prime minister benjamin netanyahu. the two warmed up today at the white house. steve handelsman reports. >> reporter: before the israeli prime minister arrived at the white house came word of the tragedy. at a training center in jordan officials say two american workers were shot dead by an insider jordanian officer. the americans had been helping train forces to fight isis. >> the families have been notified. obviously, our deepest condolences. >> reporter: condolences from

hope now is to keep israel safe in a region more torn by terrorism than ever. i'm steve handelsman, nbc news, washington. it's time to like the newest member of facebook. president obama created a personal facebook page over the weekend as a place to have real conversations about the most important issues. more than 214,000 people have liked the commander in chief's new page. this isn't the president's first time around the social media world. he created a personal twitter account back in may. at an air show in dubai, airbus officials say the company's confident in the safety of its aircraft, including the plane that crashed in egypt more than a week ago. the company rejected suggestions the plane was faulty. the passenger jet crashed on october 31st nearly 30 minutes after takeoff killing everyone onboard. >> are you confident the aircraft safety? >> i'm very confident in the

safety record and safety of the aircraft. >> u.s. officials are growing more confident now that a bomb took down that plane. egypt, however, still isn't convinced. it denies allegations of lax security at the airport where the plane took off. today students honored local veterans with an assembly. students at roman catholic high school honored veterans of the vietnam war 40 years later. the teams read letters written by u.s. servicemen that revealed the personal sacrifices of those veterans who attended the school, along with current students' family members were invited to attend. we turn now to sky force 10 live over burlington county. take a look at that. appears a car has crashed into the police station there. it's in the front bay of the police station located at the 100 block of mt. laurel road. we understand a medevac is being

called to the scene, one injury, there were no officers injured there, but you can see the van crashing into a bay there from that mt. laurel police department. as soon as we know more about this case, we'll make sure we get back to it. now your nbc 10 first alert weather with meteorologist sheena parveen. >> cloudy skies over the beaches of margate today. you see the waves starting to pick up a bit, too. clouds have been increasing all afternoon all ahead of some rain. the rain is getting closer. it's not here yet, but will be here as we get through the overnight hours, so we are tracking rain for the overnight hours and into the morning commute. it is going to be a wet morning tomorrow, so many of you will be getting home with dry conditions and tomorrow you'll be waking up to quite a bit of rain. remember to give yourself extra time in the morning, take it slow on the roadways. some of that rain could even be heavy, especially earlier in the morning and also closer to lunchtime. i'll show you the timing in just

a second. dark skies over center city, but cloudy, 58 degrees in philadelphia right now. so we will be staying in the 50s through the overnight hours in the philadelphia area, not getting too cold tonight, not like last night. all the cloud cover keeping most of the areas in the mid to upper 50s, so we'll see these temperatures come tomorrow morning, along with the rain. that's going to be pretty rainy and chilly as you walk outside. locally we're pretty dry. clouds around, the closest rain around washington, but that green color shows you where the light rainfall is. once you start to see these yellows and oranges and reds, that shows you the heavier rain embedded in that light rainfall. that lighter rain will start to move in overnight tonight. here's a look at future weather as we go through the next few hours, that rain slowly starts to spread north by midnight, 1:00 in the morning we'll be seeing it move into delaware, new jersey, up through philadelphia, then it continues moving in for the morning commute. now here's 8:00, 9:00 in the morning, good portion of the

area, if not everyone, will be seeing rain for most of the morning commute and there you see the oranges and the yellows. that shows the heavy rain, so we do expect some areas of heavy rain for the morning rush. take it slower on the roadways, even by lunchtime, locally heavy rain could still be falling then we start to see it taper off during the evening commute areas north of philadelphia could have the best chance of seeing rain for the evening rush, but most of us will start to see the rainfall taper off, becoming lighter for the evening commute, then the good news we clear up just in time for wednesday morning for veterans day, so we're going to see the improvements in the weather. as far as how much rainfall is concerned, we could see an inch of rain because of how long we'll be seeing the rain falling and some of the heavier rain, too, but keep in mind before you leave tomorrow morning, might want to clear the gutters and storm drains, could make it slippery, too, especially on sidewalks. tonight, though, rain spreading to the north, heaviest in delaware, but that's going to be late tonight. temperatures low 50s in

engulfing that vehicle. happened just before 4:00 at braun and gerard streets. quite a scene there with traffic. no one was hurt. we do know the car was badly damaged. doesn't take a genius to figure that out looking at the video. one person dead, two others injured after a shooting near penn station in manhattan. police say it happened outside mcdonald's where shots were fired around 6:00 this morning. investigators say an argument broke out and a man followed a victim before opening fire. no suspects have been arrested in this case. i want to tell you about a win for students at the university of missouri. >> the school's president resigned today over his handling of racial allegations on campus. what the decision means for the university as everyone tries to come together. plus, a local school district sets the record straight about allegations of bullying inside its hallways. the actions they are taking after nbc 10 told you one sixth grader's story. and a south jersey boy reels in quite the catch.

straight, right? >> reporter: they did. i just met with the school superintendent here for the norristown area school district. she tells me a very different story than the story of the 11 year old we spoke with last week and that 11 year old will soon be honored from an antibullying group for his actions. >> the first time i got hit during computer class, second one i got hit, not hit, but shoved my face into paint. they bent me once. >> reporter: what? bit you? >> yes. and assaulted me after school. >> reporter: the school district says it was that answer from our story last wednesday that gave them the greatest concern. i met one on one today, no cameras inside the school district building. she says all the claims have been investigated and says it was reported to her the 11-year-old boy was bit after he put his hand over the face of another student. he said interviews were done with the art teacher and no claims of anything having to do with paint being confirmed.

she also said the incident in computer class was reported to her differently, but she does say on october 13th this 11-year-old boy was punched outside school by a fellow student, an assault witnessed by a neighbor and reported to police. in the days after she said the plan was developed to discipline the aggressor in that case and bring the 11 year old back to school. daniels showed me a letter written to the boy to apologize, a letter not given to this boy because he refuses to return to school. the method of last resort. she said of the district's 7,169 students, only 109 have been relocated to other schools and says none of those cases are due to bullying. samuels says she does not think the boy is the victim of repeated bullying and says her efforts to meet with the boy's family have not been answered. samuels also tells me that boy has not returned to school since

mid-october, and they are trying to impress upon the family how important it is the boy go to school. she say s truancy proceedings have begun. reporting live, deanna durante, nbc 10 news. new at 5:30, police in norristown, new jersey released this surveillance video of a burglary suspect. a man broke in a dry cleaners early sunday morning. you can see the suspect smashing through the front door. he made off with an undetermined amount of cash. the suspect was last seen heading westbound on camden avenue towards maple shade. today three democrats, three republicans asked law enforcement whether kathleen kane could be attorney general without being an attorney. special committee just held its first public hearing. it could recommend that the senate vote to remove kane from office. the state supreme court suspended kane's law license last month as kane faces criminal charges for leaking

information from a secret case. top county prosecutors told the committee they couldn't do their jobs without being an attorney. >> as a committee, we'll need to evaluate the information they provided us, along with a lot of other information we're gathering at this time. >> the committee's recommendation is due by thanksgiving. from our lehigh valley bureau, a power company is experimenting with high-tech drones to keep the lights on. ppl electric utilities has gotten the okay from the federal aviation administration to use these remote control drones to help inspect their high voltage power lines. until now they've had to use workers in helicopters and bucket trucks. ppl claims drones will make the process safer. >> getting that look, getting that close-up look, that accurate look at what the damage is really allows us to bring the right resources to the scene the first time. so we can get customers back in service a lot sooner. >> ppl says drones are not intended to eliminate jobs.

they are still going to need those bucket trucks to inspect neighborhood power lines. today the president of the university of missouri abruptly resigned following weeks of protests. students accused him of mishandling allegations of racism on campus. more on the president's decision to step aside, jacqueline? >> the decision comes after black football players at the university, with their coaches support, threatened not to practice or play again until graduate student jonathan butler ended a hunger strike. news of the resignation was greeted by cheering and celebrations across the campus. minority students say they have been met repeatedly with racially charged epithets on campus. last month a swastika smeared in human feces was left on a dorm wall. >> i think it was long time overdue. i think there's been a lot of racial tensions and i'm glad that something has finally been done. >> i don't think it is for us or anybody to question what the

students say that they are going through. >> graduate student jonathan butler, who was in the midst of an eight-day hunger strike, responded to wolf's resignation tweeting that he's ended that hunger strike. there's no immediate word if the football players will agree to take the field, but if the team does not show up for saturday's game, the university could face a $1 million cancellation fee. jacqueline london, nbc 10 news. >> thank you. sky force 10 over the scene of a school bus accident in new castle county. the bus collided with a car this morning in wilmington. investigators tell us children were on that bus but no one was injured. the driver of the car suffered minor injuries. three people, including a firefighter, are recovering tonight after this fire destroyed a home in bucks county. investigators believe the fire started in the chimney. firefighters were called just after 3:00 this morning to the home on three mile run road. the fire destroyed the entire house, which was under

renovation. to a service today at the pennsylvania veterans memorial to honor corporal martin king, who died 64 years ago at a korean p.o.w. camp. a military honor guard escorted the remains of army corporal king into the pennsylvania memorial for a long overdue thank you. he enlisted at 17 years old and died when he was just 18. king's remains were among those that north korea returned to the u.s. in the 1990s. dna tests recently identified them. >> i am emotional, very emotional day. just having it enjoying this veterans day week. >> according to the department of defense, there are still more than 7,800 korean war veterans unaccounted for. an exciting primetime win for the eagles, but not without a loss. comcast sportsnet has breaking news on a season-ending injury for one of the birds and what it means for their defense. a crackdown on caffeine in

this is nbc 10 news. >> there are energy drinks, energy gum, and now caffeinated peanut butter. it is called steam peanut butter. it's sold mostly online. its creators say it combines the protein of peanuts with a boost of caffeine. a single serving delivers five times the caffeine found in a can of coke and there are calls for the fda to investigate. it may look like they are from kids, but a growing number of commercials for children's food and drinks are actually targeting parents. that's according to a new study. researchers found almost three-quarter of ads for children's cereals, drinks, and snacks feature themes like family bonding and all of the

other from cape may. the nation's largest toy store says it will be open on thanksgiving with extended hours. just like the past two years, toys "r" us plans to be open on thanksgiving day. stores across the nation will open at 5:00 p.m. thanksgiving day and stay open until 11:00 p.m. black friday. despite a petition from employees, target stores will be open thanksgiving day. workers were hoping to have the holiday off to spend with their families. stores will open at 6:00 p.m. thanksgiving day, the same deals in the store will be offered online. we are just learning about some breaking news we want to show you right now. sky force 10 is arriving to this scene. this is the new jersey turnpike in west deptford. you see that overturned vehicle there right in the middle of the road. you see that road is completely blocked. the other side of it on the northbound side is going down to one lane. the southbound side of the new jersey turnpike blocked in west

deptford because of that crash in the middle of your screen. emergency crews are out there. obviously, it is very serious and at this hour, 5:47, it's affecting rush hour. stay with nbc 10, we'll have much more on this overturned accident on the new jersey turnpike in just a bit. now your nbc 10 first alert weather with meteorologist sheena parveen. >> well, we are dry right now, but you noticed the clouds increasing through the day today. we are tracking rain and that will be here mostly through the overnight hours, then we'll see it lead into the morning hours. for your morning commute, wet, take it slower on the roadways and almost everyone should be seeing the rain for the morning commute. some of it could be locally heavy, especially early and also through the middle of the day. now with that being said, a lot of leaves on the ground, now more than our last heavy rainfall, so you want to clear the gutters and the storm drains because that could lead to localized flooding if the drains are clogged. of course, wet leaves make the roads slick, sidewalk slick and we could see a half inch to inch

or more through the afternoon tomorrow with the rain. right now, though, dry, temperatures about the mid 50s through the lehigh valley, upper 50s through the philadelphia area. much of new jersey and delaware the mid to upper 50s. by tomorrow morning, many areas will be in the 50s, but along with the rain, it's going to be kind of rainy and chilly to start off your tuesday. right now mostly dry, clouds around. closest rain is up around washington, most of it's light but there are heavier pockets in and farther south more heavy rain. this is all going to be moving in overnight tonight and spreading to the north as we go into the morning. future weather, tonight we stay dry for at least the rest of the evening, but by midnight we start to see more rain moving in from the south, up through the philadelphia area. most of it light, but then for tomorrow morning here's the morning commute, 9:00 a.m. the rain continues to spread in, heavy rain shown by yellows and oranges is where we could see locally heavy rain lasting through the middle of the day. here's 2:00 p.m., really quickly

some of this rain could move up to the north, so by the evening commute we'll see a lot of it taper off south of philadelphia. if you're north of philadelphia for the evening rush, you could be seeing that rain falling by your commute, then we really start to clear up going into wednesday. perfect timing for veterans day. wednesday, nice dry conditions, but then we go into thursday and we have another round of rain approaching, so we'll increase that rain chance going into thursday, as well. for tomorrow, we're really just looking at about a half inch to an inch. if you heard of tropical storm kate, it's out in the bahamas, so update on this storm. it should be staying away from the united states. our storm system that's going to bring the rain tomorrow will ultimately keep that thing offshore. nothing we need to worry about. tonight, though, rain spreading to the north, heaviest in parts of delaware late tonight. low 50s in philadelphia, mid 40s north and west. tomorrow rain around, some of it heavy, especially for new jersey and delaware. we could even see some heavy spots north and west. temperatures low 60s, chilly and rainy, windy, too.

the shops were wondering why the new santa display looked so sleek and modern. the mall heard their complaint and now are decking the halls with a christmas decoration their customers really wanted. at the shops at riverside, traditional christmas is back with all the trimmings. the minimalist glacier display, which caused an uproar on social media is gone. >> it wasn't special. like walking into the apple store and seeing something. nothing to it. nothing warm or, you know, holiday season. >> reporter: simon malls removed all six glacier sets around the country this weekend, including the digitized modern interpretation of a christmas tree. shoppers we spoke with say christmas doesn't need a reboot. >> christmas trees, elves, santa's helper. things that i had. some things never change. >> reporter: the mall have resisted the criticism these displays were part of a, quote, war on christmas. a posting on saturday reads,

park tonight. lauren? >> reporter: good evening, well, the couple who was killed here were found in the afternoon, but we now know that it is very possible it was dark like this, possibly between midnight and 5:a.m. when someone approached their suv and fired nine times. police say the couple at fairmount park had been together on and off for a couple of years after meeting at work. but at the time they were in the back seat of that white suv, one naked, the other partially clothed, police now tell us both were also in relationships with other people. >> it appears that they were in the vehicle in the back seat, someone walked up on them, opened the back door, and reached in and fired several shots. >> reporter: 32-year-old lisa smith and 25 year old shakoor arline were killed. from the crime scene investigators can glean something. >> i can t
