park tonight. lauren? >> reporter: good evening, well, the couple who was killed here were found in the afternoon, but we now know that it is very possible it was dark like this, possibly between midnight and 5:a.m. when someone approached their suv and fired nine times. police say the couple at fairmount park had been together on and off for a couple of years after meeting at work. but at the time they were in the back seat of that white suv, one naked, the other partially clothed, police now tell us both were also in relationships with other people. >> it appears that they were in the vehicle in the back seat, someone walked up on them, opened the back door, and reached in and fired several shots. >> reporter: 32-year-old lisa smith and 25 year old shakoor arline were killed. from the crime scene investigators can glean something. >> i can tell you from the crime

about this temple police car which caught fire this afternoon. this happened at a gas station in north philadelphia. a witness says the police car tried to drive away, but the gas nozzle was still in the car's tank. so the witness says the gas pump fell over and started the fire. no one was hurt. to our weather now, get ready for some rain, it's on the radar right there and coming overnight. >> chief meteorologist glenn "hurricane" schwartz is here. glenn, the wet weather is going to affect the morning commute. >> yeah, absolutely. this is one of those cases where it's pretty obvious call because it's such a large area of rain moving right at us. cloudy skies in here now, the clouds have been thickening up during the day today and we're starting to see some radar echoes even into delaware, but this is not reaching the ground yet. we're seeing the rain up in the clouds, lower portion of the atmosphere is still too dry, but eventually it will not be too dry because this is a huge area and it's moving right at us, so

there is no doubt it's going to be raining later tonight and for a good bit of tomorrow. temperatures are in the mid to upper 50s for the most part, 49 degrees in the poconos. we got up to 61 today. and as we go through the night tonight, some light rain starts to come in. after midnight gets heavier in delaware and south jersey, as you can see, earlier in the day. so in delaware and south jersey temperatures near 60 degrees by 8:00 a.m. with some of that heavy rain. in the philadelphia area, just starting to get heavier by about 8:00. temperatures in the mid 50s and north and west just starting to rain, getting a little bit heavier and, of course, much cooler. more on the rain amounts and timing in a few minutes, but you can wake up with the nbc 10 news today team, they are going to track the latest on the rain and messy tuesday commute on the air starting at 4:00 a.m. a 30-year-old cold case now solved. tonight, how police in delaware tracked down a woman in georgia

and linked her to a murder decades ago. a break happened in the case 16 years ago, but it took that long to find this woman. sandra hartzag. tim furlong explains why. >> i just had a conversation two weeks ago. >> reporter: kerry says 30 years later neighbors still wonder if joe braun's killer would ever be found. kerry lived in the victim's house in the years after the murder. >> yes, there was a big topic of conversation. that's not a common thing to happen anywhere. >> reporter: certainly not there. >> definitely not in fairfax. >> reporter: on a hot day in july of 1985, 54-year-old piano teacher was found dead in his home, robbed and killed with a hammer. >> everybody was upset over it, sure. detectives, the police, came to everybody's house, asked them questions. >> reporter: police found braun's silver honda in philly a week after the crime but his killer was never found. in 1999 two men told police their recently deceased relative was the killer, but police

couldn't tie his girlfriend to the crime. last year they started a cold case unit and say they solved the 30-year-old case. >> difficult for an agency to put resources into a unit such as a cold case, but here's why you do it, here's the payoff. >> reporter: last month two cold case detectives discovered sandra arrested in 2001, her fingerprints now in a database. they tracked her to a homeless camp in dalton, georgia, she is now charged with braun's murder. >> feels great, to be able to reach out to a family member and give closure. >> long-time residents tell me joe braun was a bit of a strange guy, teenaged kids would be at his house all hours of the day and night, they had their theories for a motive but police aren't saying much. we should learn more. in north willington, tim furlong, nbc 10 news. a man who police say robbed two banks was arrested on the treats of center city today. they say he robbed a bank around

1:30 this afternoon and minutes later police say he robbed a pnc bank a block away. he fled both locations and was found. no police officers were injured. police say two suspects are responsible for robbing two gamblers at two atlantic city casinos one hour apark. detectives arrested the two on friday. a woman said two men grabbed her purse and ran out of the hotel and casino thursday night. an hour earlier surveillance video shows the duo stealing money from a man at the borgata. no deal. atlantic city won't get bailed out after all. today new jersey governor chris christie vetoed most of a package that would have helped the city. the key bill would have let the remaining eight casinos make payments in place of taxes for 15 years. that way casinos would know

exactly how much it owes instead of high increases each year. the one bill he did sign provided extra school aid to atlantic city. police need your help to find a crook who preyed on sleeping victims. >> suspect still on the run tonight, but he left a trail of clues behind. nbc 10 has surveillance video. >> cydney long spoke exclusively to one of the victims. she's live in pennsauken tonight with more. >> reporter: well, i can tell you the single mother is still shaken by the fact this suspect was actually inside her apartment as she and her daughter were sound asleep. she has now been without her car more than ten days now. it was finally recovered over the weekend. >> i could have been sitting there with a shotgun waiting for him to come, he don't know. he's so bold and dumb. >> reporter: sabrina banks was finally reunited with her stolen bmw this morning. it's been 12 days since police say this man broke into her riverfront village apartment bound and determined to steal a car.

>> he has one gloved hand, one ungloved hand and every time he touches a car is with the gloved hand only. >> reporter: investigators say what we don't see on video is him breaking and entering into two apartments. banks never heard a peep. >> my daughter was home. she's 10. so anything could have happened. >> reporter: she says he gained entry through a locked back door and stole her purse with the car's key fob inside. >> it appears he's just trying the remote, by luck he, ten vehicles down, her lights flash. bingo, he's got the car. >> reporter: camden police recovered the car overnight saturday and into sunday. pennsauken police now have dozens of clues that may lead to a serial car thief who will strike again. >> cigarettes, butts, hair brushes, liquor. he had a good old time in my car. >> reporter: all the evidence collected to include the sweat in his sneakers he had on his feet will be processed for dna. >> thank our lucky stars this

didn't wind up any way different. as i said, you hear a noise 4:00 in the morning in your kitchen, you might go out and take a look. >> reporter: the apartment complex did re-enforce the locks, but the managers and police are also working with another victim whose home was broken into. if anyone recognizes the man in the video, police want to hear from you. live in pennsauken, cydney long, nbc 10 news. turning now to major developments in pennsylvania's budget battle. we just learned of a potential deal to break the stalemate in its fifth month. a $30.7 billion budget deal includes increased education funding, expanded school property tax cuts, as well as a sales tax increase. however, the senate majority leader says there's no final agreement just yet. earlier we told you that a source close to the governor says state lawmakers want to increase education funding by $750 million over a two-year period. local students in center

city paid respects to veterans today. students at roman catholic high school honored veterans of the vietnam war 40 years later. the teenagers read letters written by u.s. servicemen that revealed the personal sacrifices of those who have served our nation. veterans who attended the school, along with current students' family members, were invited to attend. legalizing marijuana in new jersey, lawmakers will hold a meeting to discover new legislation. one senator already sponsored a bill to legalize, regulate, and tax marijuana for anyone over 21 years old. governor christie, though, has said if he's elected president, he would enforce federal marijuana laws in states that legalize it. four states and washington, d.c., already legalized marijuana for recreational use. oregon, washington, alaska, and colorado, and just last week voters in ohio state no to legalizing marijuana. next on nbc 10 news at 6:00, what a catch. the local boy who fought and

we have some video from about 20 minutes ago when one of the cars went up in flames after this accident here. again, southbound lanes remain closed at this hour. we'll continue to monitor the traffic updates and bring you updates as we get them. from our lehigh valley bureau, a power company is experimenting with high-tech drones to help keep the lights on. ppl electric ewe till lutilitie okay to use drones to inspect high voltage lines. until now they've had to use workers in helicopters and bucket trucks. ppl claims the drones will make the process safer. vacationers cause too much noise and that led to new rules. residents over the weekend voted

and approved an ordinance that limits how big your new home can be. residents say rental homes were getting too big and people on vacation were getting too loud. home sizes were capped from 4,500 to 6,000 square feet in certain areas of the city. a 6-year-old south jersey boy reeled in quite the catch. it took him a while, but the boy caught a fish that almost weighed as much as he does. >> look at him, i just love this. ted greenberg talked to the young fisherman. >> keep that rod tip up and hold on, boy! you got a big one! >> reporter: 6-year-old sam adams had to put up quite a fight. >> hold on to the rod. >> reporter: before he and his grand dad found out the first grader had hooked a fish almost as big as he is. >> i'm just thankful my dad videoed it. a lot of people didn't believe without that video that a kid his size could catch that fish. >> you're timing out.

don't get caught. >> reporter: a nine-minute video that's since been viewed more than 25,000 times on youtube captured sam's struggle. >> getting tired? >> i'm getting tired. >> reporter: to reel in the giant striped bass while surf fishing friday in long beach township. >> his arms went numb at one point during the fight. >> reporter: quite a feat considering the 41-pound, five-ounce striper weighs two pounds less than sam, who's 47 inches tall. the fish is only a quarter inch shorter. >> it's just amazing. i'm really proud of him. >> reporter: the catch has put sam in second place in the annual lbi surf fishing classic, a tournament which runs through december 6th. he's been an avid angler since he was 2 years old. >> i don't know where you go from here, a whale maybe. just unbelievable. >> i got a big one! >> you got a big one. >> reporter: a fish tale sam will be able to tell long after he and his family eat that

striper for dinner tonight. ted greenberg, nbc 10 news. and it's all on video so it's really no fish tale, it really happened. >> it really happened. he dug his heels in. a lot of adults would have had a hard time with that. >> lucky he didn't wind up in the surf. strong little guy, way to go. glenn, looks windy out there for him, too. >> windy and it's going to get wet through the night tonight and into tomorrow. there's just no doubt that rain is on the way. we're tracking that rain hour by hour. we do expect a wet morning rush, and some areas very wet, and the wet afternoon rush. it maybe tapered off, but the ground should still be wet by late in the day. we have cloudy skies right now. the rain has not moved in yet, it's 58 degrees. the relative humidity still on the lower side, so we need to moisten up the low portion of the atmosphere before that rain can reach the ground. we're in the mid to upper 50s now except for the 49 degrees at mount pocono, and we did get to

61 degrees during the day today, actually above the average high, just it was so warm last week that it felt kind of chilly by comparison today. the radar echoes starting to come in here. hour by hour, moistening up the atmosphere in delaware and extreme south jersey. and it's a pretty large area. definitely moving this way. some of it is on the heavy side, yellows and the reds. you can see there. but it's not that big a storm. so it's not going to be producing multiple inches of rain and flooding and severe storms or anything like that, but a rainy tuesday, no doubt about it. so you can see later tonight, starting even before midnight in parts of delaware and south jersey, then starting to sneak up into the philadelphia area. the bulk of this rain looks like it's coming right in that surge there. 6:00, 7:00 a.m. in philly, before that to the south, so the

morning rush in delaware and extreme south jersey, that's where it's going to be the worst because it's going to be the heaviest at that time. then the latter portion of the morning rush it may get pretty heavy in the philadelphia area. not all that cold, but the rain's really coming down. then it tapers off during the afternoon, as you can see here. getting heavier in the lehigh valley and poconos by about 2:00 or 3:00 in the morning, and then by the late afternoon, just a little bit of light rain left. take a little while to clear out, but we're not expecting any rain during the day on wednesday. how much rain, greatest amount in delaware. as we've been seeing. probably over an inch of rain there, the least amounts farther to the north, computer model is only giving trenton and reading .6 of an inch, little more than a half inch. we also happen to have a tropical storm out in the bahamas, but it's going to turn right and go out to sea at least
