spreading north as we go overnight. here is future weather. the rain slowly spreading to the north by 8:00 in the morning, heavier rain could be in new jersey and delaware by the morning commute. temperatures around 60. philadelphia area across i-95 from wilmington to trenton, upper 50s and rain around and areas north and west, the rain will be increasing through the morning. the rest of the timing on this, how long it will last and how much rain you can expect. we're following breaking news from vine land where a tractor trailer crashed into a car sending one person to the hospital with serious injuries. sky force 10 was above the scene shortly after 10:00 tonight. right now, part of it is shut down. police say a man confessed to hitting a 9-year-old with his car and then leaving the boy to die. we first brought you news of the arrest on nbc 10 news at 5:00. >> we're learning how police in bethlehem tracked their suspect

down. >> reporter: the boy's 14-year-old cousin says they were coming from behind me crossing this busy road when he was hit. the 22-year-old never stopped and the 14-year-old cousin will never forget. the cars come fast. the memorial candles flicker. the memory doesn't fade. >> he snatched his hand away from me to go get it. >> reporter: this cousin remembers watching the boy dive into the street, he dropped some candy. >> the car slowed down so he could pick it up and when the car noticed he had it in his hands he stepped on the gas full force. >> reporter: the 9-year-old didn't survive the night. his cousin saw this, the back of the car as the driver pulled away. >> he was innocent, like really innocent, like i don't know what

he did to the guy to get hit and die. >> reporter: family and friends read the message. >> officers received numerous tips. >> reporter: they received more than 100 tips and one led to royce atkins' house. no unwione was home when we arr but detectives found the car and the 22-year-old working at a car dealership. >> atkins admitted to striking the boy and leaving the scene. >> reporter: the little boy's friend doesn't understand. >> he was my best friend and like my brother. >> reporter: they showed us darius' stuffed animal. >> i hope he knows that he took a big part of our family away from us. >> reporter: atkins could face five years in prison and a $25,000 fine. keith jones, nbc 10 news. new tonight, southbound lanes of the new jersey turnpike have finally reopened past interchange two. they were closed for hours

earlier tonight. sky force 10 was over the scene in woolwich township. two were killed in the accident. a viewer sent us video. here it is here. as you might expect, traffic was backed up for hours because of this and officials are investigating what led to this fiery crash. to north philadelphia, a temple police cruiser up in flames. the driver tried to pull away while the gas nozzle was still in the tank. that's when the pump fell over and started thei.ri fire. thankfully, no one was hurt. new at 11:00 a man beaten inside his home and police say they were hot on the trail of one suspect even tracking him through the swamp. >> tonight he's on the loose and officers hope he'll help put him behind bars. deni denise nakano reports. >> reporter: a man was yelling for help. police are looking for two men, almost getting one of them before he got away. >> booms, cops just swarmed up.

he bolted and the whole place turned chaos. >> reporter: that chaos turned to fear in the 24 hours since two men bound, beat and robbed their 42-year-old neighbor inside his franklin township home last night. >> i have, you know, a little sister, my grandmother at home. it's disturbing. >> i didn't sleep at all. i still haven't been to sleep. >> reporter: police say a neighbor heard cries for help at this apartment complex and she then called 911. >> mayhem. the helicopter hovering. >> reporter: a half dozen state and local law enforcement agencies arrived to find the victim bound by his hands and heat and beaten in his hand and face by a handgun. >> multiple blows to the head, almost looked like holes in his head. >> reporter: for a moment it appeared one of the men would surrenderer until he changed his mind. >> i stopped, you know, i

said -- then he hopped the fence anyw anyway, boogied out of here. >> reporter: the track turned cold until they got to this swamp. >> he went back there. >> reporter: but then store surveillance picked up on a man soaking wet head to toe asking strangers for a ride. police identify him as the suspect who got away. police recovered a gun and the victim was flown to cooper medical center where he's recovering tonight. in franklin township, i'm denise nakano, nbc 10 news. philadelphia police say a double-murder appears to be a crime of passion. the couple was found in the backseat of a white suv on friday. they have been identified as 32-year-old lisa smith and 25-year-old arline. police say both were also in relationships with other people. investigators have spoken to one of the other romantic partners and looking for the other. two months ago we brought

you this video of a family east' 's terror in lawn crest. one of the men responsible used to be their neighbor. police issued a warrant for rasheed holcomb's arrest. he was a client at her market. she told nbc tonight holcomb stopped by the market several days after the crime to make sure she knew he didn't have anything to do. you can see the suspect right here, police say two men stormed into the home, ransacked the place and pistol-whipped the women inside. the victim fears for her safety. [speaking foreign language]. >> translator: every time i open the door to my house, i feel as if they are coming towards me. i'm just waiting for them to be captured, because truly they were wrong. they thought they would find money and i have none. >> holcomb has a long criminal

history. kathleen kane will face a judge tomorrow. she's scheduled for a hearing on the second set of perjury charges. she's accused of leaking secret grand jury material to a reporter and lying about it. her law license is on suspension while she fight the charges. a committee met to determine whether kane can be attorney general without being an actual attorney. the committee made up of three democrats and three republicans could recommend the senate vote to remove kane from office. prosecutors told lawmakers they couldn't do their jobs without their law licenses. the committee's recommendation is duty thanksgiving. tonight, a historic education deal is in the works for pennsylvania. >> could mean a $750 million boost for schools. all this comes as programs endure cuts and school districts start taking out loans. >> andrea thomas is line at philadelphia headquarters. what are school leaders telling

you? >> reporter: in a statement, school leaders first explained how years of cuts really impacted the classroom. now they say they welcome a new budget and they are optimistic about an increase in funding. here is what it could mean for one prek facility. >> the excitement that you experience over something so minimal, i mean, it's not definite. >> reporter: ashley has hope that 18 students that rely on the state funded prek program can return to curious kids preschool. >> we're getting there. i see the light at the end of the tunnel. i can kind of give my staff a bit of okay, guys, we're almost there. >> reporter: short $50,000 because of the budget stalemates, she was forced to cut the program for low income families. for now, only private paying families can send their children here. >> some parents had to quit jobs to stay home because they couldn't afford daycare. >> reporter: sources confirm lawmakers are considering a proposal that would increase

funding by $750 million over the next two years. the biggest increase in state history. >> we're not at a point where we've actually shaken hands on a number, but we're getting close to a number, a big number. >> reporter: governor tom wolf discussed negotiations on wrdu radio this afternoon. >> i think the optimism is called for in this case. i think that there are really serious conversations, very serious conversations about specifics. >> reporter: the deal would not only mean the return of the 18 students but adding 12 more and even hiring another teacher, an aide. >> hopefully we'll reach a deal by thanksgiving and be thankful for that. >> reporter: now governor wolf would not confirm or deny the numbers that are being discussed but he did say that a historic

increase is necessary before he signs any deal that comes to him. now as for lawmakers, they hope to take a vote as early as next week. reporting live in front of the philadelphia school district headquarters, andrea kline thomas. new at 11:00, another setback for president obama's immigration reform plan. an appeals court upheld an injection blocking the president's initiative. the president's plan could protect 5 million people from being deported. it includes a program that allows young immigrants to stay in the united states if they were undocumented when they arrived as children. critics say the plan is illegal, executive over reach. 26 states challenged it in court. a highly anticipated meeting took place in washington today. israeli prime minister benjamin netanyahu sat down with president obama at the white house. the first time they met face-to-face in more than a year. tensions peaked this year as

two persons of interest in a sexual abuse program. one of the women back up to a male customer and starts twerking and that woman in the red dress approaches and repeatedly makes contact with the victim. tw to decision 2016, the republican candidates for president will face-off for their fourth debate. it's being hosted by the fox business network in milwaukee and you can expect a smaller group on stage. the main debate will feature the top eight republican candidates including ben carson, donald trump, marco rubio, ted cruz, jeb bush, carly fiorina, john kasich and land paul. chris christie is among the candidates that will be featured in an earlier debate because of low poll numbers. the university of missouri is picking up the pieces tonight following the regular -- resignation of the school's president. the chancellor said he will step down at the end of the year. all of this in response to two weeks of anger and unrest on

campus over the handling of several incidents of racial harassment. the complaints came to a head when a group of black football players threatened to boycott games until the president steps down. >> walker rolling right looking for the end zone. it is caught. touchdown. >> another big win for the owls but tonight, the focus is on their game plan for their own field of dreams. temple university's president is endorsing the idea of an campus football stadium. >> donors are behind the idea but still a lot of neighbors in north philadelphia who need to be convinced. nbc 10's drew smith explains. >> reporter: temple university's president says there are two big reasons to move football games from their current home to this spot, momentum and a new better game day experiencexperience. >> it will get more people to the game because it's this close, sometimes it's hard waking up on a saturday morning

and taking the subway. >> reporter: not everyone is sold on a new 35,000 seat stadium that will cost $100 million. that includes freddy who lives and owns a daycare along norris street where field hockey and lacrosse teams play. >> temple isn't saying anything to us. >> reporter: perhaps not directly but the president is explaining his thoughts in an editorial. he says the stadium will create jobs and looks forward to working with neighbors and city counsel to work out issues. >> they are going to build that over there and it's going to cause more problems. they tear up our flowers. they tear up my -- they tear up everything, not just me, everybody. >> reporter: he couldn't answer our questions because he's out of the area meeting with donors. >> would they want it in front of their doors? they wouldn't want it across the street from them so why should we have to have it? >> some students understand why neighbors may be upset but say the positives can't be ignored. >>$4= investment and so many

people want to come to temple more in the future because sports is a big draw. >> reporter: the university plans on answering more questions about the plan in the december board of trustees meeting. the neighbors plan to meet tomorrow to bring up their concerns. i'm drew smith, nbc 10 news. chipotle is given a clean bill of health following an e. coli investigation in oregon and washington state. the restaurants could reopen later this week after no source for the e. coli was found. 43 restaurants were shut down after an outbreak sent dozens to the hospital. the restaurants must pass a local health inspection and replace all produce before they can reopen. well, we have rain moving into part of the area, mostly in new jersey and delaware but as we go into tomorrow, this rain will continue to spread to the north so we do expect a wet morning commute for almost

everybody and if you don't have the rain around when you head out, chances are you'll be getting it soon afterwards and heavy rain possible early, mostly through parts of new jersey and delaware but one thing that we are paying very close attention to are the areas that are not clearing out the leaves. one thing, clear the gutters, the drains, any leaves blocking this, the heavy rain could be leading to areas of flooding and wet leaves will make the road slick, sidewalks slick, too. be careful. we could see half an inch to an inch of heavier rain. right now heavy rain in new jersey and delaware mainly and this is where we see yellows and oranges that indicates where we could be seeing rainfall rates of half an inch to three-quarters and that's what we're seeing now in parts of new castle around middle town and dover and there's where some of the heavy rain is. the precip here is three-quarters of an inch an hour. good rainfall. it's not making much progress,

either. it's moving mainly straight west to east. that rain is sitting in the same area in new jersey, bridgeton and brew thuena vista, this is of heavy rain and moving in from washington. so it's making very slow progress to the north and you see it all just kind of sitting south of philadelphia. that's part of the same weather system that will be moving through as we go through the day tomorrow. so here is a look at future weather. this is where we see the rain in new jersey and delaware and as we go through time through the overnight hours, it will slowly move up to the north. some of the heaviest could be in new jersey and delaware closer to the shoor by the morning commute. by noon tomorrow, we could see periods of rain. some could be on the lighter side and afternoon and evening commute we could see another area move farther to the north and west and heavier rain there but that all clears out by wednesday morning which is just in time for veterans day. for rainfall totals, about a half an inch to an inch but

. hey, danny pommells. the eagles got bad news following the win over the cowboys. jordan hicks on season-ending injured reserve with a torn pectoral muscle. hicks suffered the injury late in the fourth on this play. team leader in tackles coming into last night's game. seth broke down what his loss means to the eagles moving forward. >> in that group of veterans, the rookie has been the play maker. now that doesn't mean that the other guys aren't solid, they can't get it done but when you lump those three together and take into account how many they missed because of injury and played in the productivity, it's clear to see right now statistically that jordan hicks is probably the best inside linebacker they have and he's done for the year.
